1 Volume 41 May 2011 Issue 1 President s Corner I would like to thank the entire membership for placing your trust in me and re-electing me as your President for another term. Either I m fairly good at it or you just wanted to beat on me longer! Anyway, Thank-you. I will do my best to keep things moving in a positive direction for all. I want to thank the members of last year s Board of Directors. They provided excellent support to me through out the entire year. A Thank-You, also to the Board members that were elected to continue in office for this coming year. And I can t forget to thank the two new Board members Ed Winters and Russ Levin. We have a hard road ahead with the process of building a new range but, WITH THE HELP OF OUR MEMBERS, we can overcome the obstacles and get on with our plan. Look for a few changes on committees, some new faces stepping forth, and some new energy coming from our membership. I m asking all of you to consider acting as a committee chair or co-chair. We have a lot of work to do to get our range going and I want each and every related committee involved from the start! Your inputs are needed! Ed Winters PROPOSED BY-LAW CHANGE It is moved that the current bylaw rule requiring a 90-day expiration of approved funds be waived when the membership approves use of Land and Building funds for range or building construction projects. Explanation: Currently, the bylaws limit approved motions for funds to 90 days, at which point the approval expires. While this is a reasonable restriction for funds approved from the general fund for routine club operating expenses, it is impractical when funds are being used for lengthy or complex projects such as construction of our new range or for building construction projects. This motion is made to allow greater flexibility in expending approved land and building funds over a period greater than 90 days. This flexibility is needed to give the board greater latitude in negotiating the best pricing for materials, supplies, and labor in major projects, and to reduce delays that may be caused by waiting for membership meetings to renew previously approved funds. Actual bylaws Change: Current Bylaw: Article 12 - Operation and Safety Rules; Section I - General Operating Rule 1: All proposed new projects or activities shall be submitted to the Board of Directors in writing, describing the project or activity in detail, and to include a complete cost projection or estimate. The Board of Directors shall evaluate the proposed project or activity, and recommend that it be approved or disapproved at the next General Membership Meeting. The proposed project or activity shall be approved by a two-thirds vote of those present at that regular membership meeting. After approval, approved funds shall expire after 90 days if not expended, and any unused funds shall be returned to the general fund. CALLING ALL MEMBERS We are asking all of our members to come forward with any and all talents, expertise, resources, etc. to help in developing our new range site. Even if you just have some time you can share to assist with whatever is needed - whenever it's needed. By utilizing all our of resources we will be able to keep our costs to the minimum. There is much work to be done. By all of us pulling together as a club we will be able to accomplish our goals as efficiently and quickly as possible. St. Charles Sportsman's Club, Inc. Membership Meeting Minutes Wednesday April 6, 2011 The meeting was called to order by President Frank Fruh at 8 p.m. Scouts of Troop 424 presented the colors and led the membership in the Pledge of Allegiance. Paul Goodwin offered the invocation. Charlie Embody, Wildlife Director was absent. 92 members and guests were present, 80 signed the roster. Secretary: A motion was offered to accept the March 2, 2011 membership minutes as printed in the Recoil. The motion was seconded and passed. President: Frank Fruh presented an annual report of club activities, including a grant received from NRA, hunter safety classes, a Glock match, a Refuse to be a Victim class and proclamation from county commissioners, support for Junior ROTC at the indoor range, increased shooting times at the indoor range, annual family day, complete lead remediation at the outdoor range, yard sale, building a storage shed at the mountain property, members working over 700 hours to disassemble and clear the outdoor range, creation of a Wounded Warriors Committee to assist wounded veterans, negotiations for a lease for the new range, turkey shoots at indoor range, support for a very active scout troop, access to over 3,000 acres to hunt, and sheriff s department continued use of indoor range. President Fruh expressed his thanks to the membership and club officers, and said it was a privilege to have served as president during the past year. Help will be needed from all members as we to go forward with new range. First Vice President, Marlene Smith reported the first hunter safety class is completed with 30 students. The walk through portion of the class was held at Isaac Walton League. Another class will be held in August. Details are available in the Recoil. Advertisements for Middleton Hall have been placed in local papers and in several editions of the Pennysaver. We need to get more business for the hall. President Fruh stated most business for the hall is obtained by word-of-mouth so please tell family and friends about the facility. Second Vice President: Jose Torres reported this past year was very busy and he thanked those who helped clean up the outdoor range. We made a little money for the club by selling the salvage from range cleanup. We were able to train a number of RSOs for the indoor range. We could use more. Maintenance at the indoor range is performed on a regular basis to keep it running and clean. Treasurer: Tony Barnett provided a monthly and annual S&K/Middleton Hall financial report. He presented the March monthly report for SCSC and an annual review of SCSC income and expenses. A motion was made, seconded and passed to accept the reports. Ways and Means: John Fitch reported he is selling 50/50 tickets and hats and tee shirts for sale. He stated that Andy White won the 50/50 drawing in July and has not collected his winnings. Conservation: Phil Lang reported Pomfret is no longer available to us. He is available to mow or bush hog, if anyone needs assistance. The range development committee is temporarily on hold until the new range is available. 3

After introductions, the perspective members were asked to leave the room and a motion was made to accept them into membership. The motion was seconded and passed and the new members was welcomed into the club. : Sharon Griffiths reported there will be an Easter Ham shoot at the indoor range on Wednesday, April 20. Junior Rifle: Perrin Lewis reported that the next match will be this Sunday at the indoor range at 1:00 p.m. Westlake High School Jr. ROTC will participate in junior rifle this Sunday. He thanked Jose Torres for volunteering to assist on Sunday. Nominations President, Frank Fruh, called for elections of club officers for Nominations were called for the office of President. Frank Fruh was previously nominated. There being no further nominees, the secretary cast a majority ballot for Frank Fruh as President. Nominations were called for the office of First Vice President. Marlene Smith was previously nominated. There being no further nominees, the secretary cast a majority ballot for Marlene Smith as First Vice President. Nominations were called for the office of Second Vice President. Jose Torres was previously nominated. Ed Winters was nominated, he respectfully declined. There being no further nominees, the secretary cast a majority ballot for Jose Torres as Second Vice President. Nominations were called for the office of Secretary. Elaine Costello was previously nominated. There being no further nominees, the secretary cast a majority ballot for Elaine Costello as Secretary. Nominations were called for the office of Treasurer. Tony Barnett was previously nominated. There being no further nominees, the secretary cast a majority ballot for Tony Barnett as Treasurer. Nominations were called for the office of Publicity Director. Paul Goodwin was previously nominated. Ed Winters was nominated. Pete Charney was nominated. Ballots were cast and Dave George, Phil Lang and Ed Winters were elected. Nominations were called for Outstanding Member of the Year. John Fitch was nominated, Jose Torres was nominated, Marlene Smith was nominated. Ballots were cast and John Fitch was elected. Nominations were called for Life Member. Perrin Lewis presented Phil Lang for this honor. The vote was cast and he was elected Life Member. Awards and Recognitions Huntsmaster, Jim Pollock, presented awards to members who harvested game this past season. Details are printed in his committee report. Outstanding Hunter of the Year was presented to Clay Starner for First Vice President, Marlene Smith, presented award plaques to SCSC officers, committee chairmen, and certificates to committee members. The following were awarded RSO of the Year by the Committee: Sharon Griffiths, Dennis Perkins, Jeff Riskin and Fernando Anzola. Dennis Perkins received a certificate for Hunter Safety Committee Member of the Year. All recipients were warmly recognized by the membership for their continued efforts on behalf of the club. Committee of the Year was presented to the Lead Remediation Committee, chaired by Charlie Embody. Chairman of the Year was presented to Jose Torres as chairman of the Range Closure Committee. First Vice President, Marlene Smith, presented a Board of Directors Award to President Frank Fruh for his efforts over the past year. President Fruh presented the Key Member of the Year plaque to Jose Torres for his work as Chairman of the Range Closure Committee. Perrin Lewis offered a motion to grant Phil Lang, member number R-24, a Life Membership for his dedication and hard work for the club over many years. A ballot was cast and he was granted a Life Membership. Unfinished Business Frank Fruh called for a motion to request membership approval for the board to sign the lease covering new range property. The motion was offered, seconded, and after discussion, which included a reading of a legal review of the lease, and insertion of phrases allowing SCSC to cancel the lease upon written notice, the motion was approved. The motion to expend funds up to $100,000 in increments to crate a new range, as printed in the April Recoil, was untabled. After discussion and explanation, a vote was called and the motion passed. New Business Tony Barnett offered the following motion: I move that the current by-law restriction for approved motions of 90-day expiration be waived for expenses approved to support new range development. The motion will be printed in the May Recoil for member review and will be voted on at the May meeting. 4

5 Pete Charney moved that the board reinvestigate the purchase of Isaac Walton League property and report to the membership at the May meeting. After a second and discussion, the motion passed. Dave George discussed a member who requested assistance in paying the late fee attached to his dues. After further discussion, President Fruh will pay the late fee from his monthly budget. Pete Charney asked if the board would approach Chaney to ask if he would be willing to rent his hunting land on an individual basis. Good and Welfare Ed Winters offered his thanks to the board for their hard work, especially with the lease negotiations, during the past year. John Fitch has handed over his Ways and Means records to the new board member. President Fruh asked all committee chairmen to contact him with their committee intentions for the coming year. President Fruh stated that Russ Levin will set up a first aid course for anyone interested. Jim Pollock asked that anyone interested in hunting in Montana later in the year, please contact Mike Connolly. The 50/50 of $100, was won by Phil Lang. Sharon Griffiths won the workers' drawing for her work in the indoor range. The meeting adjourned at 10:48 p.m. Respectfully submitted, Elaine Costello, Secretary. Synopsis of St. Charles Sportsman s Club Board of Directors Special Meeting Minutes Wednesday, April 11, 2011 The meeting was called to order at 7:37 p.m. by President Frank Fruh. Present were Frank Fruh, President; Marlene Smith, First Vice President; Jose Torres, Second Vice President; Elaine Costello, Secretary; Jim Pollock, Huntsmaster; John Fitch, Ways and Means; Phil Lang, Conservation Director; Dave George, Property Director; and Ed Winters, Wildlife Director. Tony Barnett, Treasurer; Paul Goodwin, Publicity, and Russ Levin, Ways and Means, were absent. President Frank Fruh requested suggestions from the board for committee chairmen. Job descriptions of officers will be reviewed and updated. President Fruh offered his thanks to the board for stepping up to serve the club. President Fruh stated that a motion had been made at the last membership meeting to have the board reinvestigate the situation with the Isaac Walton League. After discussion, a motion was made that the board recommend to the membership that we not get involved with Isaac Walton League at this time. A motion was made, seconded and approved for $250 to cover expenses for completion of the work at the mountain property. Synopsis of St. Charles Sportsman s Club Board of Directors Meeting Minutes Wednesday, April 20, 2011 The meeting was called to order at 7:40 p.m. by President Frank Fruh. Present were Frank Fruh, President; Marlene Smith, First Vice President; Jose Torres, Second Vice President; Elaine Costello, Secretary; Jim Pollock, Huntsmaster; Russ Levin, Ways and Means; Phil Lang, Conservation; Dave George, Property; and Ed Winters, Wildlife. Paul Goodwin, Publicity; and Tony Barnett, Treasurer were absent. Mark McFarland is out of town and the lease will be reviewed upon his return. There will be a Senior Day Shoot at the indoor range on May 11. President Fruh asked board members for their recommendations for committee chairs for the upcoming year. Gus Steinhilber is now living at the Veterans Home in Charlotte Hall. Four prospective members were presented for board approval: Edward Hickman sponsored by Ed Jordan; Robert Hepner, returning member sponsored by Allen Harper; Arthur Perry sponsored by Bob Ward; and John MacBryde, returning member sponsored by Keith Kilgore. Treasurer s Report Tony Barnett All committee chairs are reminded that funds collected as a result of committee activities are due monthly (or within 30 days of the event). Event paperwork must include a list of participants, their SCSC member number (or other affiliated club membership number), the amount paid, and the total income. The committee financial report must also include a detailed, itemized listing of all expenses, and must include receipts. All paperwork and collected funds must be turned in monthly, with the required supporting paperwork. Incomplete reports or reports without receipts will not be accepted, and reimbursement will not be paid without supporting paperwork. Committee chairs are reminded that their monthly expense reports for reimbursement cannot exceed $100 without approval by the membership or the Board, as appropriate. The latest Recoil is generally posted to the web site the weekend before the monthly meeting. Adobe Acrobat Reader is needed to download, read, and print the Recoil. Current Committee Activities Hunter Safety Cindy Perkins/Marlene Smith The second and final class of 2011 SCSC (Hunter Safety Education Class) will be held at Middleton Hall on August 16, 17, 18 and 20, Pre-registration is required. Cost is: $10.00 each student. If you know anyone who is interested, please have them contact Marlene Smith at

6 On April 18 th we finished the.22 Tactical Hostage Challenge. Those who completed the match (from high score) were: Jose Torres, Fernando Anzola, Don Smith, Rebecca Salvador, Mark Salvador, and Jan Borchlewicz. Congratulations to all who participated. This match was a tough one. The Easter Ham shoot on Wednesday, April 20 th was a bust. Imagine throwing a party and only your best friend showed up. That s pretty much how it went. There will be a Senior Shoot on May 11 th (2-5 pm). This event will be run under the same format as Ladies Night so if you know anyone who wants to join us they are welcome to come. We need at least eight RSO s during this daytime shoot. If you can make it please come help us out. Junior Rifle Perrin Lewis The Junior Rifle program is open to kids age 6 to 18 years of age and is free of charge. The goal of the program is to teach basic rifle marksmanship and firearm safety. We encourage each participant to work toward qualification in the Winchester/NRA marksmanship program. Junior rifle meets the first Sunday of each month at the indoor range at 1:00 PM. We shoot for 3 hours. If anyone has any questions or would like to help out, please feel free to contact Perrin Lewis at or plewis@genesisfirearms.com. Scouting Jeff Kensinger This past month the SCSC Boy Scout Troop completed a White Water Rafting weekend outing on the Shenandoah & Potomac Rivers. The Scouts participated in the annual Potomac River clean-up day and the Scouts are preparing for the 2nd overnight outing of April, a weekend of hiking & camping on the Gettysburg National Battlefield. The Troop, which is open to boys 11-17, meets every Thursday night from 7 to 8:30 pm at Jenifer Elementary School on Berry Rd.
