Pledge of Allegiance The Pledge of Allegiance was recited. Roll Call for the Monday, March 5, 2018 Common Council meeting: U Present Kent Attwell, Ald. Wayne Dehn, Ald. Matt Grimmer, Ald. Tim Aicher, Ald. & President of Council Al Zietlow, Ald. Interim Clerk, Jeanne O Brien Absent Michele DeYoe, Mayor Jim Behrend, Ald. Jackie Valde, Ald. 1. City of Delafield Citizen's Comments. Pam Weidmeyer, was present to speak to the deer management program and plan. She has copies of items sent to communities or to be sent out which she provided the Council members. She read the letter into the record. (See attached materials provided at the meeting). Bill Wischer, 231 S Lapham Peak Rd, spoke both to the Prestwick Development and the deer management plan, as well as the SEWRPC report in the epacket. He stated with respect to Prestwick, a lot of mistakes were made by all parties on all sides. The City should smooth the process. He agrees with the deer management report. He feels the plan should add incentives for bow hunters to have the need to eradicate the excess deer. He suggested 3 tags, hunt at any time, avid bow hunters for neighbors, use the meat, etc. He is uncomfortable with strangers entering his property to shoot deer. Plenty of deer population in his immediate area. Survey of deer in the area per his report he considers somewhat flawed. The report shows 13 deer on the Wandschneider property. The park holds many more deer. Some of those deer should be weighted when determining this count. The report by SEWRPC shows the Lake Nagawicka Water Shed includes the Prestwick area as well. Makes fascinating reading. Hearing no one else present wishing to speak at this time, Citizen s Comments were closed. 2. Consent Agenda a. Common Council Minutes b. Approved and Issued Operator s Licenses. There were no objections from the Common Council; therefore, the Consent Agenda was approved. 3. Committee Reports a. Licenses. None.

Plan Commission DELC , , , , , , , , 150, 163, 166, Tomahawk Trail, 740 Indian Spring Drive and 224 Genesee Street, Delafield. Owner: Rock River Property Holdings LLC. Applicant: The Prestwick Group. Discussion and possible action on the Plan Commission s recommendation to deny The Prestwick Group s application for approval of the GDP Conditional Use. Aicher stated this item is more or less house cleaning. Because of the different items presented as part of the Prestwick development plan, the Conditional Use was part of the original application. Other items were rejected previously. Cannot approve the CU without zoning approval. Per recommendation from the City Planner, City Adminstrator. Mayor and Plan Commission, it would be in the city s and Prestwick s best interest to accept the recommendation of the Plan Commission. Conditional Use has to come to the common council. His position on voting against it was to state his approval what ultimately would have been an appropriate plan for the property in question, but approving a use not allowed by the zoning in place would put Prestwick in a position. They chose the most difficult process to get their plan approved. If we don t deny it, we are approving a process. MOVED BY ATTWELL TO DENY THE REQUEST OF THE PRESTICK GROUP S APPLICATION FOR APPROVAL OF THE GDP CONDITIONAL USE. ZIETLOW SECONDED THE MOTION. FURTHER DISCUSSION ENSUED: Aicher stated the motion is to deny the application for the Conditional Use. Not to express displeasure. Affirm the fact that it can t happen. This opens doors for the developer to come back in THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. c. Lake Welfare Committee Attwell stated that this coming Wednesday, it is the plan to discuss the plan for managing the second weed harvester part time. Also in the packet with Ch , as additional information is received, documents from SEWERPC are going to the Lake Welfare Committee, with suggested changes to be sent back to SEWRPC, then the Lake Welfare Committee will recommend the final document to council for final approval. d. Park and Recreation Commission e. Public Works Committee meet weds. f. Del-Hart Commission no meeting g. Police Commission no meeting. Exceptional execution of their duty. Getting credit for their performance. Grateful for the Chief to bring together other resources for the officers with the counselors, etc. Some kind of recognition from the alderman or the Mayor. Recommendation to be placed on future agenda items. h. Library Board. Meeting next week. i. Board of Zoning. None j. Promotion and Tourism Committee. k. Lake Country Fire Commission no meeting, no report l. Lake Country Fire Board m. Tree Board

3 Monday, March 5, 2018 Page 3 of 4 CITY OF DELAFIELD COMMON COUNCIL MINUTES 7:00 PM 4. Unfinished Business a. Discussion and possible action regarding Deer Management. Dehn stated he is not seeking action on the Plan tonight. The intent is to establish a deer management wildlife committee who would take the ideas and implement them with volunteers, and move from there to establish a final plan. The Ordinance does not need to be changed. Bow hunting is allowed on private property. As part of managed wildlife program bow hunting is allowed per regulations of the DNR. There would be no entry to property without permission. Encourage private property owners to allow hunters on their property. Working with Lapham Peak as well as Nagawaukee Park. Deer browse survey is to be done this summer. The plan is proposing any city property be drawn from a lottery program with tags provided so we know who is where and when. Herd control comes first. No one has done the research to show the sterilization program deer, 2-3 times higher than the rest of the county. Attwell stated much good feedback has been received as to this plan. Dehn stated he was charged with creating a policy and a committee will be chosen to implement the policy. Common Council would approve each part of the wildlife program. Discussion ensued as to the process to be taken to move forward with this plan. 5. Mayor s Report a. Discussion and action on appointment of Mike Hausman to the Lake Welfare Committee to replace the vacancy left by Dan Sisulak. ATTWELL MOVED TO ACCEPT THE APPOINTMENT OF MIKE HAUSMAN TO THE LAKE WELFARE COMMITTEE. AICHER SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. 6. New Business a. Discussion and action on Ordinance No. 732 Creating Section 17.30(1)(m)-17.67(10)(a)-(d) (4) Electronic Signs, per recommendation of the Plan Commission. Aicher would like to have Jim and Jackie present to take action on this. This is the electronic signage ordinance. He prefers something different than that approved. The Council can approve what has been recommended if they so choose. Discussion ensued as to 6 second delays, segmented messages, Supreme Court ruling on religious freedom and political comments, static messages, etc. He is not undermining the Plan Commission s efforts, but would like to see some changes. No further action was taken. 7. Report of City Officials a. Administrator b. Clerk 1. Discussion and action on Voucher List. Zietlow/Aicher. ZIETLOW MOVED TO APPROVE THE VOUCHER LIST AS PRESENTED. AICHER SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. c. Council requests for future agenda items Deer management, City signage. Look at recognition of Police Officers.

Letter from Office of the Sheriff recognizing Officer Bloedow s nomination by the Meritorious Conduct Board to receive a Medal of Valor at the Waukesha County Sheriff s Department Recognition Night February 28, b. Letter from Office of the Sheriff recognizing Police Chief Erik Kehl s nomination by the Meritorious Conduct Board to receive a Captain s Letter of Commendation at the Waukesha County Sheriff s Department Recognition Night February 28, c. Invitation from the NAMI Annual Awards Dinner event in Waukesha to recognize Officer Kate Ressman for the Officer Excellence Award. 9.
