Pledge of Allegiance The Pledge of Allegiance was recited. Roll Call for the Monday, October 16, 2017 Common Council meeting: Present Michele DeYoe, Mayor Kent Attwell, Ald. Jim Behrend, Ald. Jackie Valde, Ald. Wayne Dehn, Ald. Matt Grimmer, Ald. Al Zietlow, Ald. Tim Aicher, Ald. Tom Hafner, Administrator/Director of Public Works Sara Bruckman, City Clerk Absent Announcement of Closed Session. Motion to convene into Closed Session per Wis. Stats (1)(g) Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved, more specifically, excessive property assessment claims from KinderCare. AICHER MOVED TO MOTION TO CONVENE INTO CLOSED SESSION PURSUANT TO WISCONSIN STATE STATUTE 19.85(1)(G) CONFERRING WITH LEGAL COUNSEL FOR THE GOVERNMENTAL BODY WHO IS RENDERING ORAL OR WRITTEN ADVICE CONCERNING STRATEGY TO BE ADOPTED BY THE BODY WITH RESPECT TO LITIGATION IN WHICH IT IS OR IS LIKELY TO BECOME INVOLVED, MORE SPECIFICALLY, EXCESSIVE PROPERTY ASSESSMENT CLAIMS FROM KINDERCARE AT 7:01 PM. AICHER MOVED TO RECONVENE INTO OPEN SESSION AT 7:12 PM. ATTWELL SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. A ROLL CALL VOTE WAS TAKEN: AICHER, AYE; ATTWELL, AYE; BEHREND, AYE; DEHN, AYE; GRIMMER, AYE; VALDE, AYE; ZIETLOW. ALL WERE IN FAVOR. MOTION CARRIED. ATTWELL MOVED THAT THE CITY APPROVES TO THE SETTLEMENT AGREEMENT THAT THE COUNCIL FOR THE CITY HAS RECOMMENDED, WITH REFUND AMOUNTS OF $7, IN TAX YEAR 2015 AND $7, FOR TAX YEAR 2016 ON THE EXCESSIVE PROPERTY ASSESSMENT CLAIMS FROM KINDERCARE. AICHER SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED.

Pam Wiedmeyer, 2470 Nagawicka Ave, Delafield, WI Here tonight to talk about deer management in Delafield. There are many different views or if it should be done at all, Last July the Environmental Protective Agency approved the contraceptive vaccine TZE, to reduce deer population. This idea would unify all residents with humane decision. Let s be community leaders, not community followers. 7-page hand out including letter. Clerks note (attachment included in minutes) Hearing no other comments, Citizen s Comments were closed. 2. Consent Agenda a. Common Council Minutes. b. Approved and Issued Operator s Licenses. c. Treasurer s Report. d. Accounts Receivable Write-Offs. There were no objections from the Common Council; therefore, the Consent Agenda was approved. 3. Committee Reports a. Licenses b. Plan Commission c. Lake Welfare Committee Two topics, the Thomas Beaudry boathouse was approved and recommended to Plan Commission. Three dredging projects on east side of the lake progressing ahead of schedule. d. Park and Recreation Commission e. Public Works Committee Approved the site plan and storm water management plan for Christ the King Lutheran Church contingent on staff review of final plans. Also discussed 2018 budget and capital projects. The Committee is not pleased with bathroom plan for Fish Hatchery Park. f. Del-Hart Commission g. Police Commission h. Library Board i. Board of Zoning j. Promotional and Tourism Committee How the Committee is going to spend their advertising budget. Looking at how effective were things with the US Open, over spent in areas that didn t get much attention? k. Lake Country Fire Commission l. Lake Country Fire Board m. Tree Board 4. Unfinished Business. a. Discussion and possible action regarding Deer Management. Hafner stated no update at this time. Aicher made the suggestion, based on how the laws in the state have changed with municipalities being able to restrict bow hunting in cities. There s some people taking advantage of that from the standpoint of, proper lot size, properly trained licensed hunter, agreements, forms, and introductions to neighbors to get permission on hunt. Very effect and innocuous way to address an over population of deer in the area. Some areas in the state have a program to compensate hunters for materials used or take a deer to a processor and donate it to a food pantry. Some of our budget money may be better spent encouraging people leverage their land rights to responsible hunters. May be set up a reimbursement program with people who are successful and do a good job. Attwell stated he supports completely, regardless

Hafner stated he had a conversation the DNR and the contraceptives are very expensive, sharp shooting is by far the cheapest option. The culling that has been done is in the first quarter of the year. Valde is concerned when we had the presentation of culling the heard though sharp shooting, not convinced by the data that it actually had the impact we wanted. Hafner agrees, consistent with his thoughts, in the past we have only been taking 8-12 deer and that s a drop in the bucket. He believes the empirical evidence supports the deer population is growing. Valde stated culling with regular hunting methods is not as effective, flaw in the method. DeYoe part of the problem, when we take deer out, they are coming from other communities that may not be culling. Valde said she s not against, not convinced it s the best answer. Behrend brought up the DNR thinking about it in the state parks, which is a lot more then we have heard in the past. Discharging a bow or crossbow in the city has not been legal until the last three months. Staff is working on putting together an educational brochure. Hopeful DNR will come up with a comprehensive plan for the County. 5. Mayor s Report The Mayor attended the Lake Management Meeting at Seven Seas. Heidi Bunk from the DNR gave a presentation on invasive species. Potentially host the next meeting here in January. 6. New Business 7. Report of City Officials a. Administrator Budget Workshop tomorrow evening at 6:00PM at Public Safety Building. b. Clerk 1. Discussion and action on Voucher List. ZIETLOW MOVED TO APPROVE THE VOUCHER LIST. ATTWELL SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. d. Council requests for future agenda items. Incentive Plan for deer culling -Tim Aicher 8. Correspondence a. Public Hearing Notice regarding an amendment to the Village of Summit Master Plan b. Letter from the Municipal Treasurers Association. 9.
