Approve Lake Welfare Committee minutes of March 14, Hearing no objections, the March 14, 2018 minutes were approved as presented. 2. Citizen s comments for items on or off the agenda. Rev. Janis K. Doleschal, 3212 Nagawicka Avenue, had moved to Delafield in She was concerned about the killing of geese on Nagawicka Lake and the process that was used for notification to residents about this activity. In 2017, she learned of the depredation of geese after it had taken place. She contacted Mayor DeYoe and Lake Welfare Committee (LWC) Chair Attwell about this matter, noting four statements were made that were inaccurate. She had received no mailing about the program or explanation of why it was needed, and had not received a consent form to access her property. She researched the matter and could find no discussion of it on any 2018 LWC agendas. She had spoken with representatives of the Wisconsin Department of Natural Resources and the U.S. Department of Agriculture regarding statutes and regulations that governed this type of activity. Several issues were shared. Informed consent had not been used in this matter. When a mailing was distributed, it was important to explain exactly what activity was taking place and to what the signer was giving consent. In addition, no recent education of residents had taken place regarding non-lethal methods for keeping geese off their property. Depredation was intended for short-term relief in conjunction with other non-lethal measures. Placement of the DNR goose management pamphlet was passive and did not rise to a proactive approach to controlling any goose problem. Because not all residents of Nagawicka Lake had been contacted, it was unclear to her whether there was a real goose problem. The legality of the permit application in this matter was called into question because it did not appear that all requirements had been met. Habitat management and education about non-lethal measures should be instituted and required proof of completion. She requested that the Committee suspend the egg oiling and gassing of geese because there was absent proper notification and involvement of residents as well as multiple violations of DNR and federal regulations. Should the Council and/or the LWC fail to take appropriate action to suspend the 2018 egg oiling and goose kill, and to in the future conduct a proactive, informational campaign before considering resuming the egg oiling and gassing of geese for 2019, she would be forced to take other action up to and including legal action and involvement of print and electronic media. Oiling of eggs and gassing of geese on Nagawicka Lake been carried out surreptitiously by the LWC in the past. While originally a goose

Hearing no further comments, Citizen s Comments were closed. 3. Unfinished Business a. Discussion and possible action regarding the review of the draft version of all chapter of SEWRPC Watershed Survey, Water Quality and Sediment Survey, Lake Nagawicka Shoreline Assessment, Final Report and Recommendations. A draft of all chapters of the Southeastern Wisconsin Regional Plan Commission (SEWRPC) SEWRPC Watershed Survey, Water Quality and Sediment Survey, Lake Nagawicka Shoreline Assessment, Final Report and Recommendations had been received by the Committee. The timeline for review and approval was shared, noting an Executive Summary was still being written and would be presented at a later date. Discussion ensued regarding the most effective review process. A suggestion was heard to note pages that correlated with recommendations and to ensure that all readers could understand the technical data presented in the report. b. Discussion and possible action on 2018 Healthy Lakes Conference/Annual Lake Awareness meeting June 8, 2018 at Seven Seas 10am 4pm $20.00 registration. The 2018 Healthy Lakes Conference/Annual Lake Awareness meeting was scheduled for Friday, June 8, 2018 at the Seven Seas restaurant from 10AM to 4PM. Cost of registration was $20. This year the City s Annual Lake Awareness meeting was being conducted in a different manner. The City chose to partner with the Clean Lakes Association to host the Healthy Lakes Conference and the Annual Lake Awareness meeting at the same time. A finalized agenda for the 2018 Healthy Lakes Conference was anticipated soon. c. Discussion and possible action on Lakeland Biologist submission of invasive species management chemical treatment permit by Feb 14 th for a spring and possibly a fall treatment for up to 8 acres at a maximum cost of $12,195. There was no new information to share on this item. d. Discussion and possible action on location of Bleeker Street boat cleaning station. In the past, the Committee had discussed the appropriate location for the Bleeker Street boat launch cleaning station. The Park and Recreation Commission had also reviewed the location with concern noted. The Committee discussed options for alternate placement of signage or solutions to mitigate concerns such as turning the signage and planting additional arborvitae along the roadway to provide screening from residential owners across the street. The proposed location made the most sense for people entering and exiting the boat launch and had a light nearby that would allow the cleaning station to be visible during early hours.

Discussion and action to approve a job description for the position of Invasive Species Boat Inspector as part of the Clean Boats, Clean Waters Program. Information on this item had been provided in the epacket for this meeting. The purpose of the boat inspector was to educate boaters about aquatic invasive species (AIS) and to inspect the boats entering and exiting Nagawicka Lake to avoid spreading AIS. Training and workshops would be provided for this part-time position. Anyone interested in applying should contact City Hall. SCOPP MOVED TO APPROVE A JOB DESCRIPTION FOR THE POSITION OF INVASIVE SPECIES BOAT INSPECTOR AS PART OF THE CLEAN BOATS, CLEAN WATERS PROGRAM AS PRESENTED. MILLOT SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. b. Discussion and possible action on final new proposed Bark River/Bridge area Park going out for bid for this spring. Various items, such as undergrounding overhead wires, river restoration and burial of a pipe, that would be impacted by construction at the 826 Genesee Street Park had been bid out this spring. These items were bid in a single bid that exceeded budgetary constraints. For this reason, the bid had been denied approval and items were being separated and re-bid in anticipation of more favorable results. c. Discussion and possible action on the regarding the Goose round up and egg oiling process. A copy of the updated map showing permitted properties for the Goose Round-Up and egg oiling process had been included in the epacket for this meeting. The notification process would be improved next year with all residents on the mailing list sent a consent form. Education had been done throughout the past seven years with the majority of it conducted initially when the Goose Round-Up and egg oiling efforts began. The best opportunity for education was to include annual articles in the City s Communicator newsletter. Each time a property sold; there was an educational opportunity for lakeshore property owners. Some methods discussed worked for a time and others failed. Naturalization of shoreline; however, did provide relief from nuisance geese. The intent was not to eliminate all the geese but to properly manage them. Geese that were typically being a nuisance were non-migratory geese and lived in the area all year long. Research about the goose issue had been conducted at the time the Round-Up began and learned that even some natural wildlife areas manage nuisance geese in this manner due to overpopulation of resource areas. Initially when the management options were discussed, information was openly provided in several agendas. No one had volunteered to write articles on this topic for placement in The Communicator in recent years. Doleschal suggested DNR staff should be invited to speak to residents regarding non-lethal measures of controlling the goose population. Many residents did not know about the Goose Round-Up and notification was lacking. In addition, the form used to obtain consent to access properties was not legal. People were not employing the measures that could be used. She was against the gassing of geese but could understand the need for egg oiling if there was a problem. She had canvassed two streets regarding the gassing of geese and noted a lack of information among residents. Some were in favor of the depredation and others against it. She requested the Committee consider egg oiling for this year and suspend the gassing of geese in favor of

Discussion took place regarding historic permissions granted for egg oiling in the various island areas on the lake. Doleschal offered to write the annual article with another member of the LWC to assist in educating residents about the goose population on Nagawicka Lake for next year. 5. Request for Future Agenda Items Future agenda items for the May 9, 2018 Lake Welfare Committee meeting should be provided to Attwell as soon as possible. 6. Correspondence None. 7.
