1 Page 1 of 5 Call Common Council Meeting to Order Mayor DeYoe called the meeting to order at. Pledge of Allegiance The Pledge of Allegiance was recited. Swearing in Ceremony for Police Officer Lucas Wolf. G. Gresch swore in newly appointed Police Officer Lucas Wolf, and his family participated in the pinning ceremony. 1. City of Delafield Citizen's Comments. Jeff Krickhahn, 4506 Vettelson Road, spoke about item #6a regarding Vettelson Road truck traffic and thanked Police Chief Kehl for the work he s done on this. Neighbors are concerned about the buildout of Village Square and that the construction truck traffic will use Vettelson Road even more than they do now. The road is crumbling and it isn t that old. The intent is to have the Common Council adopt an ordinance against truck traffic and increase area signage so the Police Department can generate tickets. Trucks range from buses to delivery trucks, and neighboring property owner Bob Borkowski has taken numerous photos of the trucks, license plates, and truck numbers with a date/time stamp. The neighbors would like those drivers to be called and given a verbal warning. Phil Kasun, 1208 Genesee Street, read pieces of Jackie Lyden s which was included in the epacket. His own comments included that he knows the City is waiting for We Energies plans and asked the Common Council to hold off on any decisions until we know their plan. If We Energies wants to stick to the CTH C plan and move the line to the other side of the street, it would be good to have a dollar amount and a discussion about the costs versus quality of human life and pay the difference it takes to keep the pipe on the west side of the street. Chloe Wandschneider, 834 Mill Street, read a message from Alderperson Jackie Valde which is attached to the minutes. Wandschneider s own comments are also attached to the minutes and reflected Jackie Lyden s in the epacket. Carol MacAllister, 1925 Moraine End, requested the Common Council vote on a resolution that no decision be made on the CTH C project until detailed pipeline plans have been presented to the City and discussed in a public hearing. There were no objections from the Common Council; therefore, Citizen s Comments were closed. 2. Consent Agenda - Items listed under the Consent Agenda are considered in one motion unless a Common Council Member requests that an item be removed from the Consent Agenda. a. Resolution , A Resolution of the City Council of the City of Delafield Regarding the 2014 Compliance Maintenance Annual Report Submittal to the Wisconsin Department of Natural Resources for the City s Wastewater Collection System. There were no objections from the Common Council; therefore, the Consent Agenda was approved. 3. Discussion and action on agent change for Kurt s Steakhouse, Brian Meyer, 421 Prospect Ct, Waukesha, WI ATTWELL MOVED TO APPROVE THE KURT S STEAKHOUSE, BRIAN MEYER, 421 PROSPECT CT, WAUKESHA, WI GRIMMER SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. b. Plan Commission Minutes of July 29, Discussion and action on recommendation from Plan Commission to approve the General Development Plan for a business condominium campus in the Cushing Business Park for DELC , Lot 6 Cushing Business Park, Delafield. Owner: Jerry Lyons. Applicant Greg Thompson, subject to the conditions as set forth by the Plan Commission and as noted in the July 29, 2015 Plan Commission minutes. Common Council members wanted to make sure the applicant is aware of the City s signage rules. The applicant was present and stated the majority of the people can put a sign in their window or awning, but most don t have outdoor signage; he isn t concerned about it. He will also work with City Staff on the landscaping plans and will make it look nice. There is no parking or overnight outdoor storage allowed as well as no woodworking, auto repair or welding allowed. AICHER MOVED TO APPROVE THE RECOMMENDATION FROM PLAN COMMISSION TO APPROVE THE GENERAL DEVELOPMENT PLAN FOR A BUSINESS CONDOMINIUM CAMPUS IN THE CUSHING BUSINESS PARK FOR DELC , LOT 6 CUSHING BUSINESS PARK, DELAFIELD. Lake Welfare Committee Instead of a monthly meeting, they held their Annual Lake Awareness Meeting last month at the Nagawicka Lake Yacht Club. Several items were discussed such as lake violations history, a presentation on the weed cutter and its process, a presentation by the Friends of the Bark River, and another by Jason Wilke with Waukesha County on Nagawaukee Park erosion. The Nagawicka Lake Yacht Club was thanked for the usage of the building for the meeting. d. Park and Recreation Commission Minutes of July 27, 2015 e. Public Works Committee Minutes of July 1, 2015 f. Del-Hart Commission Minutes of July 21, 2015 g. Police Commission Minutes of July 9, 2015 Minutes from the July 29 meeting are not available as the digital recorder didn t work. The Commission reviewed the Citizen Complaint Process as well as adopted it, subject to review by the Administrator and City Attorney. The updated Citizen Complaint Process is attached to the minutes. h. Library Board Library Director Zignego is retiring and the Library Board published a job advertisement to have a new director in place by the time Zignego retires. i. Board of Zoning j. Tree Board Minutes of July 27, Unfinished Business a. Discussion and possible action regarding additional budget documents. 5. Mayor s Report Finance Officer/Budget Analyst Williams was present at the meeting and reviewed the charts she created based on the last Common Council meeting s questions. She created pie charts comparing 2014 to 2015 s Operating Budget and they are very similar. Common Council members commented the new charts are very helpful. They reviewed each new chart in the packet and asked various questions about Debt Service, borrowing and how the approved vs. borrowed vs. spent is shown or how it should be shown. Common Council members discussed the possibility of setting money aside for capital projects, like street improvements, rather than borrowing for them and agreed now is a good time to look at that. They requested Williams and Hafner present draft scenarios on how to accomplish that. Common Council members continued debating how to analyze the Capital monies, analyzing adopted versus borrowed amounts. Williams also reviewed a graph of tax rates and assessment ratios (adjusted for inflation) dating back to 1968, of a home purchased in Based on historical data, gross net taxes have leveled out since Williams stated the City separated the Debt, General and Library Funds in the year 2000 and those funds have stayed even. Aicher commented the power of borrowing levels off the taxes. Attwell would like to see which expenses makes up the total amount of Park and Recreation Commission, Nagawicka Lake and Tourism expenses; how much of each department goes to each? Williams stated she can work on that as time allows, but right now her focus is drafting the 2016 budget. The Common Council thanked Williams for her time and efforts.

Discussion and action to accept resignation of Paul Sandgren from the Promotional & Tourism Council. BEHREND MOVED TO ACCEPT THE RESIGNATION OF PAUL SANDGREN FROM THE PROMOTIONAL & TOURISM COUNCIL. AICHER SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. c. Discussion and action to appoint Tracey P. Jones the Promotional & Tourism Council to fill the remainder of Thomas Hartmann s term to expire April ZIETLOW MOVED TO APPOINT TRACEY P. JONES TO THE PROMOTIONAL & TOURISM COUNCIL TO FILL THE REMAINDER OF THOMAS HARTMANN S TERM TO EXPIRE APRIL AICHER SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. DeYoe stated at last week s Del-Hart meeting they discussed the possibility of a Bark River Watershed Program and will discuss this again at the September meeting with the City of Oconomowoc Watershed Management Program staff. 6. New Business a. Discussion and possible action on Vettelson Road truck traffic. Police Chief Kehl was present and expressed his concerns about signage and enforcement. Village Square Drive is private property, and he is unsure if weight limits can be posted there. How will the Police Department enforce that? Also, truck has not been defined for this issue. Common Council members stated they would like the Administrator to work with Village Square on internal truck traffic signage. Kehl stated he is willing to meet with those business owners about internal signage posting trucks to enter/exit via STH 83. It will be easier to speak with United Properties than to try and rewrite the code and define truck. b. Discussion and action on Resolution , A Resolution to Receive Final Acceptance for the Water Main Improvements for the Hillside Medical Office Building Project. ATTWELL MOVED TO ADOPT RESOLUTION , A RESOLUTION TO RECEIVE FINAL ACCEPTANCE FOR THE WATER MAIN IMPROVEMENTS FOR THE HILLSIDE MEDICAL OFFICE BUILDING PROJECT. AICHER SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. 7. Report of City Officials a. Administrator 1. Discussion of information from We Energies regarding CTH C Gas Main Aicher asked if this information can be posted on the website. Consultant Donze is frustrated with the delay but understands the City is trying to save as many trees regardless of condition or location. The City has made that message very clear to We Energies and Waukesha County. b Clerk-Treasurer 1. Discussion and action on Voucher List

5 Page 5 of 5 ZIETLOW MOVED TO APPROVE THE VOUCHER LIST. BEHREND SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. 2. Ordinance and Resolution Update Ordinance 709 is still being worked on and Resolution will be presented at the September 8 meeting. Gresch also reported the Governor called for another round of special elections to fill the soon to be vacated Assembly Seat by Chris Kapenga seeing as he won last month s election for the Senate seat. Nomination papers are due to the GAB tomorrow and she should know if there is a Primary later this week. If a Primary is needed, it is scheduled for September 1 and the General is September 29. If the primary is needed, expected monies overspent in the elections budget will be about $9,000. She may have to budget for five to six elections each year from now on since the odd/even year method hasn t been consistent the last few years. Common Council members directed Gresch to continue budgeting for elections as she has been. Also, the new election machines will be paid for from the 2016 budget and they are expected to train on them in early November. c. Council requests for future agenda items - No Discussion of Requested Items. Zietlow requested the resolution Carol MacAllister read during public comments be on the next agenda for discussion and action. 8. Correspondence a.
