Chappie Jones and earned unanimously, the Committee accepted the April 5, 2016 Agenda, as amended, with Item 5.2, Anti-Graffiti and Anti-Litter Programs Annual Report and Item 8.1 Fire Department Organization Review deferred to April 26, 2016; Item 2.4, Mayor and Council Excused Absence Requests and Item 2.18, Request to Travel for Mayor's Staff were added to the Agenda. Approval of Community Events sponsored by Council District 7 as City Council sponsored Special Events to expend city funds and accept donations of materials and services for the events. (T. Nguyen) (1) Retroactively approve the Seven Trees Neighborhood Clean Up on Saturday, March 26, 2016 as a City Council sponsored Special Event and approve the expenditure of funds. (2) Approve the Bellevue Park Clean Up on April 2, 2016; Spring Fling Youth Mixer on April 16, 2016; Seven Trees Neighborhood Clean Up on April 30, 2016; District 7 Community Budget Townhall on May 2,2016; International Ai Music Festival on May 5, 2016; Seven Trees Dumpster Day on June 18, 2016; West Evergreen Dumpster Day on August 27, 2016; Mid-Autumn Festival and Job Fair on September 17, 2016; International Festival Faire on October 22, 2016; Halloween Family Night at Alma on October 31, 2016; and Halloween Family Night at Santee on October 31, 2016 as City Council sponsored Special Events and approve the expenditure of funds. Retroactive approval of the Vinci Park North Dumpster Day, and approval of two additional Dumpster Days, sponsored by Council District 4 as City Council sponsored Special Events to expend city funds and accept donations of materials and services for the events. (M. Nguyen) (1) Retroactively approve the Vinci Park North Dumpster Day scheduled on April 9, 2016 as a City Council sponsored Special Event and approve the expenditure of funds. (2) Approve the two additional Dumpster Days in District 4 on April 30, 2016 and May 14, 2016, as City Council sponsored Special Events and approve the expenditure of funds. (3) Approve and accept donations from various individuals, (4) Place the item on the April 12,2016 Council Agenda for action. Documents Filed: (1) Memorandum from Council Member Tarn Nguyen, dated March 24, 2016, requesting retroactive approval of two special City events and approval of eleven special City events to be placed on the April 5, 2016 Agenda for action. (2) Memorandum from Council Member Ash Kalra, dated March 24, 2016, requesting approval of the Asian American Heritage Future Roots Festival and to be placed on the April 5, 2016 Agenda for action. (3) Memorandum from Council Member Manh Nguyen, dated March 24, 2016, requesting retroactive approval of the Vinci Park North Dumpster Day, approval of two additional dumpster days and to place the item on the April 12, 2016 Agenda for action. Johnny Kharnis and carried unanimously, the Committee approved the Consent Calendar additions for the April 5, 2016 and April 12, 2016 Agendas. (5-0.) 2. Crime Free Multi-Housing Program. (Housing/Police) (a) Accept the staff report on the Crime Free Multi-Housing community and stakeholder outreach and engagement meetings. (b) Accept staff recommendations to develop and implement the Safe Communities Multi-family Housing Pilot Program as an alternative to the Crime Free Program. (c) Direct staff to present the Safe Communities Multi-family Housing Pilot Program to the Public Safety, Finance and Strategic Support Committee. Public Comments: Nadia Aziz, Law Foundation of Silicon Valley expressed support to the Staff recommendations and offered assistance to educate property managers and tenants about rights. David Wall criticized the Staff recommendations. Motion: Council Member Johnny Khamis moved approval of the Staff recommendations. Vice Mayor Rose Herrera seconded the motion. Captain Lloyd Kimball, Special Operations and Crime Prevention Supervisor Esther Mota responded to Committee questions and concerns. Action: On a call for the question, the motion carried unanimously, the Committee accepted the Staff report and recommendations. Staff was directed to present the Safe Communities Multi-family Housing Pilot Program to the Public Safety, Finance and Strategic Support Committee. (5-0.) H.
