Review June 13, 2016 Draft Special Meeting Agenda Magdalena Carrasco and carried unanimously, the Committee accepted the June 13, 2016 Special Agenda. ( Absent: Herrera, Jones.) 2. 2 A. 2. Review June 14, 2016 Final Agenda. (Cont d.) Mayor Sam Liccardo opened the floor for public testimony. Public Comments: Martha O Connell asked the Committee to reconsider the water, sewer and garbage fees for mobilehome residents citing it is a hardship on seniors, residents with fixed incomes and the working poor. Shaunn Cartwright requested a time certain for Item 11.9, The Reserve Residential Project and requested the hearing before Item Magdalena Carrasco and carried unanimously, the Committee accepted the June 14, 2016 Agenda, as amended, with Closed Session at 9:00 a.m., Open Session to begin at 11:00 a.m., Sunshine Waivers granted to Item 3.9(b), Resolution establishing the Schedule of Fees and Charges for and the San José Financing Authority Meeting Item 2(a)(b); Items 3.5, City Pay Play for Various Classifications and Item 3.6, Municipal Water System Water Rate Increase for are to be heard jointly, Ceremonial Items to be heard at 1:30 p.m. and Item 2.24, Actions related to Vice Mayor Rose Herrera s travel to Monterey, California and Item 9.2, Purchase and Sale Agreement for Real Property on South Almaden Boulevard, including Sunshine Waivers were added to the Agenda and public testimony was limited to one minute in the evening. ( Absent: Herrera, Jones.) 3. Review June 21, 2016 Draft Agenda Mayor Sam Liccardo opened the floor for public testimony. Public Comments: Martha O Connell expressed support to the adoption of Item 3.8, actions related to an Initiative Ordinance Amending Title 4 requiring employers to offer additional work hours to existing, qualified part time employees before hiring new staff. Magdalena Carrasco and carried unanimously, the Committee accepted the June 21, 2016 Agenda, as amended, with Closed Session at 9:00 a.m. ( Absent: Herrera, Jones.) B. Monthly Report of Activities for May (City Auditor) a. Approve the Auditor s Office Monthly report of Activities for the month of May 2016 Documents Filed: Memorandum from City Auditor Sharon W. Erickson, dated June 1, 2016, recommending approval of the report. City Auditor Sharon W. Erickson presented the report. Magdalena Carrasco and carried unanimously, the Committee accepted the report. ( Absent: Herrera, Jones.) 2. SPUR Reports and Recommendations Workload Assessment (Planning, Building and Code Enforcement/Transportation) a. Accept the staff-conducted workload assessment of the major reports and recommendations produced by SPUR San José. Documents Filed: (1) Memorandum from Director of Planning, Building and Code Enforcement Harry Freitas and Director of Transportation James Ortbal, dated June 2, 2016, recommending acceptance of the assessment. (2) Staff presentation dated June 8, 2016 summarizing the Assessment of SPUR Recommendations. (3) SPUR Report dated December 2013 entitled: Getting to Great Places and How Better Urban Design Can Strengthen San José s Future. (4) SPUR Report dated March 2014 entitled: The Future of Downtown San José. (5) SPUR Report dated July 2014 entitled: Freedom to Move and How the Santa Clara Valley Transportation Authority Can Create Better June 08, 2016

4 G. 2. SPUR Reports and Recommendations Workload Assessment (Cont d.) Documents Filed: (Cont d.) Transportation Choices in the South Bay. (6) SPUR White Paper released October 14, 2015 entitled: Improving Access To, Through and From the Santana Row/Valley Fair Urban Village Area. (7) SPUR White Paper released November 13, 2015 entitled: Cracking the Code and Zoning and Code Reform in San José s Urban Growth Areas. Assistant Director of Planning, Building and Code Enforcement Rosalynn Hughey provided Staff Analysis. Division Manager Michael Brilliot and Transportation Options Manager Jessica Zenk highlighted other changes and pertinent information. Teresa Alvarado, San José Director and Lisa Tolkoff, San José Policy Director, SPUR provided background about SPUR s Core Mission. Committee discussion ensued. Magdalena Carrasco and carried unanimously, the Committee accepted the reports. Staff was directed to return in two weeks with the prioritization recommendations on the SPUR Reports and Recommendations Workload Assessment. ( Absent: Herrera, Jones.) H. Review of additions to Council Committee Agendas/Work Plans 1. Community and Economic Development Committee a. Addition to the January June 2016 Community and Economic Development Committee Work Plan (Economic Development) (1) Approve an addition to the January June 2016 Community and Economic Development Committee Work Plan: add Demonstration of San José Economic Indicators Dashboard to the June 27, 2016 meeting, agenda. Documents Filed: Memorandum from Deputy City Manager/Director of Economic Development Kim Walesh, dated June 1, 2016, requesting an addition to the work plan.
