1 TRANSIT PLANNING & OPERATIONS COMMITTEE Wednesday, November 18, 2015 MINUTES CALL TO ORDER The Regular Meeting of the Transit Planning and Operations (TP&O) Committee was called to order at 11:01 a.m. by Chairperson Khamis in Conference Room B-104, Valley Transportation Authority (VTA), 3331 North First Street, San Jose, California. 1. 2 5. FY2016 First Quarter Transit Operations Performance Report. M/S/C (Yeager/Bruins) to receive the FY2016 First Quarter Transit Operations Performance Report. REGULAR AGENDA 6. Light Rail Vehicle Primary and Secondary Suspension Systems David Hill, Deputy Director Transit Operations, provided a brief overview of the staff report. Roland Lebrun, Interested Citizen, expressed concern with light rail speed and suggested staff reach out to the manufacturer and see if there have been improvements. He questioned if light rail can continue as it exists today or if something can be developed that can travel much faster on the existing track system. M/S/C (Bruins/Yeager) to submit a recommendation to the Board of Directors to authorize the General Manager to execute a sole source contract with Kinkisharyo, Inc., in the amount up to $866,358 to procure the components needed for the first year of a threeyear overhaul program of the light rail vehicle primary and secondary suspension systems. 7. VTA s Light Rail Vehicles (LRV) Coupler System Refurbish Mr. Hill provided a brief overview of the staff report. Upon inquiry from Member Bruins regarding the need to use the same manufacturer, Mr. Hill indicated Dellner assumes liability for the tubes manufactured to their specifications. M/S/C (Bruins/Yeager) to submit a recommendation to the Board of Directors to authorize the General Manager to execute a three-year sole source contract with Dellner, Inc., the original equipment manufacturer (OEM), of the coupler system in the amount up to $818,387 to refurbish, test, and certify buffer tube assemblies on VTA s Light Rail Vehicles (LRV), as necessary, to meet the original Dellner coupler specifications. 8. Land Use City of Santa Clara Rob Swierk, Senior Transportation Planner, provided a brief overview of the staff report and introduced the City of Santa Clara s City Manager, Julio Fuentes, and Kevin Riley, Planning Director. Mr. Swierk, Mr. Fuentes and Mr. Riley provided a presentation, highlighting: 1) Presentation outline; 2) Background; 3) VTA and City of Santa Clara Policies; 4) Santa Clara development context; 5) Existing conditions; 6) Current transportation initiatives; 7) Project overview; 8) Proposed transportation solutions; 9) Pedestrian network; 10) Bicycle network; 11) Vehicular access and street network; 12) Variants for access; 13) Transit access; 14) Critical transportation issues; and 15) Next steps. 3 Mr. Lebrun provided suggestions to capture all of the traffic on Tasman Drive. He recommended thinking ahead while planning transit construction and connections and starting with housing to generate revenue and ridership. A discussion ensued on the following: 1) current VTA operations and the ability to sufficiently support the anticipated transit demand; 2) if the Environmental Impact Report (EIR) considers game/concert days at Levi s Stadium; 3) additional expense for VTA; 4) encouraged the project to be transit-centric, pedestrian-centric, integrated, and not inward-focused; 5) encouraged the City of Santa Clara (City) to use the development agreement to hold the developer responsible for costs or needs created by the development over the life of the project; 6) inquired about setting aside a percentage of affordable housing units for very low/low/moderate income households; 7) type of office tenants desired; 8) jobs/housing balance and how the City is addressing this; 9) Transportation Impact Fee (TIF). Nuria I. Fernandez, General Manager, encouraged the City to look at mass transportation as the center of the design and have developers ensure it is a part of the solution for the plan and not an afterthought. and discussed information about land use and transportation pertaining to the proposed City Place development in the City of Santa Clara. 9. Transit Ridership Improvement Program Adam Burger, provided a brief overview of the staff report and a presentation, highlighting: 1) Transit Ridership Improvement Program; 2) Tough choices; 3) Board of Directors; and 4) Public involvement. The Committee discussed the following: 1) the type of information that has been provided to Jarrett Walker and Associates; 2) jobs and housing; 3) what is on the horizon long term; 4) Flex Bus service; and 5) how this study relates to the North County cities request for transit studies. Ms. Fernandez indicated staff is working to have Mr. Walker attend a Board Workshop to present various options and get feedback from Board Members. Mr. Lebrun suggested staff use existing timetables as a baseline when designing apps. an update on Transit Ridership Improvement Program. 10. Planning Efforts for Super Bowl 50 Inez Evans, Chief Operating Officer and Staff Liaison, provided a brief update noting VTA has been working with the Super Bowl 50 Host Committee, National Football League (NFL), law enforcement and regional transit partners to develop a comprehensive transit service plan. She indicated there is security sensitive information that cannot be shared. Any relevant information will only be made available a few weeks before the event. Bernice Alaniz, Director of Communications, continued with the report, highlighting communications efforts, including: 1) communicating with riders on stops and service changes; 2) utilizing EventTIK to communicate directly with individuals; 3) providing Transit Planning and Operations Committee Page 3 of 5 November 18, 2015

4 hotels with maps and key destination points; 4) internal communication and training for ambassadors; 5) materials to motivate VTA employees and support operations plan; 6) centralized communications control center; 7) working with host committee and through social media; 8) safety and security information launch; 9) employee gear and attire; and 10) digital signs which will have tips and information programmed to provide key information. Ms. Alaniz noted passengers must present their train and game ticket in order use direct service trains to Super Bowl 50. Corinne Winter, Altamont Commuter Express (ACE), noted ACE will be running shuttle service to the Super Bowl and would benefit from coordination and communication. Ms. Fernandez indicated a representative from ACE is a part of the working group. The Committee commented on the following: 1) planning and service cost; 2) premium service fare for the day; 3) Sunday ridership expectations; and 4) perimeter information for riders not going to the game. Ms. Fernandez indicated premium fare information will be brought to the Board. an update on the planning efforts for Super Bowl 50. OTHER ITEMS 11. Ridership Report Joonie Tolosa, Manager, Operations Analysis, Reporting & Systems, provided a brief overview of the October 2015 Monthly Ridership and Fare Revenue Performance report. Mr. Lebrun requested ridership on the light rail system be reported by segment. On order of Chairperson Khamis and there being no objection, the Committee of the Whole received the October 2015 Monthly Ridership Report and Fare Revenue Performance. 12. Items of Concern and Referral to Administration There were no Items of Concern and Referral to Administration. 13. Review Committee Work Plan On order of Chairperson Khamis and there being no objection, the Committee reviewed the Committee Work Plan. 14. Committee Staff Report Inez Evans, Chief Operating Officer, indicated a written report was provided and called attention to the success of the Veteran s Day event and the return of the Holly Trolley, noting all of the trolleys have been fully restored and will be on display on Friday, November 20, the Committee Staff report.
