3 CALL TO ORDER LEVI S STADIUM TRANSIT PROGRAM COMMITTEE Wednesday, June 25, 2014 MINUTES The Regular Meeting of the Levi s Stadium Transit Program Committee was called to order at 10:13 a.m. by Co-Chairperson Matthews in Conference Room B-104, Valley Transportation Authority (VTA), 3331 North First Street, San Jose, California. 1. Price Member Absent Liz Kniss Alternate Member Present * Alternates do not serve unless participating as a Member. A quorum was not present and a Committee of the Whole was declared. 2. Public Presentations John Cheadle II, Interested Citizen, expressed concern with the following: 1) game day ticket sales and traffic congestion; 2) transferring at Tasman Station on game days; and 3) renaming the Great America station to indicate it is the Levi's Stadium station as well. Alternate Member Kniss took her seat at 10:15 a.m. and a quorum was established. George Tacké, Levi s Stadium and Special Events Manager, provided a brief overview of the transit plans that are underway which address each concern expressed by Mr. Cheadle. 3. Regular Meeting Minutes of May 28, 2014 M/S/C (Abe-Koga/Matthews) to approve the meeting minutes of May 28, Co-Chairperson Kalra took his seat at 10:16 a.m. and chaired the remainder of the meeting. 4. Security, Law Enforcement and Fare Enforcement Plans Mark Mahaffey, Operations Manager, Facilities Maintenance & Security, introduced Sergeant Jeff Taylor, Protective Services, and provided a brief overview of the staff report and a presentation entitled, Security and Fare Enforcement Plan for Gameday," highlighting: 1) Private Security Overview; 2) Private Security - Major Tasks; 3) Private 3331 North First Street San Jose, CA Administration Customer Service
4 Security - Staffing; 4) Fare Enforcement Overview; 5) Fare Enforcement - Major Tasks; 6) Fare Enforcement - Deployment; and 7) Fare Enforcement - Staffing. Sergeant Taylor continued the presentation, highlighting: 1) Sheriff Transit Patrol; 2) Why is Transit Specific Law Enforcement Important; 3) Sheriff Transit Patrol - Major Tasks; and 4) Sheriff Transit Patrol - Staffing. The Committee discussed parking alternatives and additional law enforcement in Mountain View and at the Mountain View station. Public Comment Roland Lebrun, Interested Citizen, expressed concern with backpacks and security at different stops along the light rail line. Jim Unites, Deputy Director, Operations Planning, noted the stadium has metal detectors and strict backpack regulations. Mr. Mahaffey indicated K-9s will help check for suspicious packages. He noted security efforts will be focused at the Mountain View station. Co-Chairperson Kalra commented on focusing security at the Mountain View station noting there may be gaps as there are a lot of stations along the way. He suggested as ridership numbers come in, any needs at other locations be addressed. On order of Co-Chairperson Kalra and there being no objection, the Committee reviewed the Security, Law Enforcement and Fare Enforcement Plans. 5. Light Rail Infrastructure Construction Update Mark Robinson, Chief Construction and Engineering Officer, provided a brief overview of the staff report and a presentation entitled, "Construction Update, highlighting: 1) Turnout Installation; 2) Double Crossover Installation; 3) Thermite Weld; 4) Sanitary Sewer Installation; 5) Concrete Header Installation; 6) Pole Foundation Installation; 7) Contact Wire Installation; 8) Shelter Canopy Installation; 9) Great America Platform; 10) Fencing Along Tasman; 11) Pedestrian Crossing; and 12) Substation Installation. The Committee discussed the following: 1) cost sharing between stadium and VTA for construction; 2) traveling alternatives to the stadium; and 3) San Jose Earthquakes game and dry runs to continue to retool transit plan; and 4) stadium capacity. Co-Chairperson Matthews noted there are 32,000 parking spaces within walking distance of the stadium but his hope is that most people use transit. He commented having the pocket track to hold the extra light rail cars makes sense. On order of Co-Chairperson Kalra and there being no objection, the Committee reviewed the update on Light Rail Infrastructure Construction. Independence Day Fireworks Transit Service Plan Mr. Unites and Mr. Tacké provided a presentation entitled, July 4th San Jose Rotary Fireworks VTA Transit Service Plan", highlighting: 1) July 4, 2014 Light Rail Shuttle Service; 2) July 4th Downtown San Jose Service; 3) Staffing Plan and Passenger Flow; 4) Signage; 5) Convention Center Station; and 6) Children's Discovery Museum Station. Public Comment Mr. LeBrun expressed concern with safety at the Independence Day fireworks event. Mr. Tacké provided a response indicating public safety is being taken seriously. He noted the following: 1) there would be no train operation between San Fernando and Children s Discovery Museum; 2) the walkway underneath the freeway would be completely closed off to automobile traffic; and 3) security and ambassadors would be available to assist customers and wayfinding signage will provide direction. Nuria I. Fernandez, General Manager, indicated this is an opportunity to test the system to better determine how to find refine or retool with safety being the number one priority. 7. Work Plan Update Mr. Tacké provided an update on the work plan and noted the following: 1) cancellation of the Levi s Stadium committee meeting in July; and 2) return to August Committee meeting with information gained from the San Jose Earthquakes event and the pre-season 49ers events. Ms. Fernandez noted the executive team, management, and ambassadors will be at the events to provide support. Co-Chairperson Matthews noted the plan is to make things as good as they can be with the goal of learning from each event and adjusting for the next one. He questioned if all of the information is available on the VTA website. Member Abe-Koga noted the plan looks great and thanked staff for their work. Ms. Fernandez thanked the Co-Chairpersons for helping to put the plan together. She added the meeting minutes are online and the Transit plan will be published. Mr. Tacké noted the Concept of Operations will be published and made available. He noted all of the information brought to the Committee is available to the public. 8. Staff Report Mr. Tacké provided a brief report on the following: 1) reviews with officers, 49ers staff, traffic engineers, to discuss dry run and communications plans: 2) meetings with Caltrain; 3) last of Santa Clara meetings presenting the transit service plan; and 4) emergency exercise at Levi's Stadium. 6 Co-Chairperson Kalra thanked Mr. Tacké for leading the effort and noted his anticipation for the report in August with feedback from the first few events. 9. Other Open/Pending 2014 Issues There were no Other Open/Pending Issues. 10. Announcements There were no Announcements. 11.
