1 Committee for Transportation Mobility & Accessibility CALL TO ORDER Thursday, May 11, 2017 MINUTES The Regular Meeting of the Committee for Transportation Mobility and Accessibility (CTMA) was called to order at 10:02 a.m. by First Vice Chairperson Morrow in Conference Room B-106, Santa Clara Valley Transportation Authority (VTA), 3331 North First Street, San José, California. 1. FY 2018 and 2019 Proposed Biennial Budget Carol Lawson, Fiscal Resources Manager, provided a brief overview of the staff report and a presentation, highlighting: 1) Strategic Plan Core Values; 2) VTA 2017 Priorities; 3) Competing Uses for Revenue Dollars; 4) VTA Budgeted Funds; 5) Proposed Budget; 6) VTA Transit - FY 18 & FY 19; 7) Operating Assumption Risks; 8) VTA Transit - Capital Budget; 9) Proposed Budget: Congestion Management Program; 10) Congestion Management Program Member Assessments - 5% Increase per Year; 11) Proposed Budget: 2008 Measure B BART Operating Sales Tax Program; 12) 2008 Measure B BART Operating Sales Tax Program; 13) Proposed Budget Summary; and 14) Budget Meeting Schedule. Members of the Committee discussed the following: 1) paratransit fares will not increase for this budget cycle; 2) safety and security spending; 3) options to close the budget deficit; and 4) autonomous vehicles becoming Americans with Disabilities Act (ADA) compliant. Fare Policy Review Ali Hudda, Deputy Director, Accounting, provided a brief overview of the staff report and a presentation, highlighting: 1) Fare Policy Review Objectives; 2) Proposed Fare Adjustments; 3) Intra-Operator Transfers (VTA-to-VTA); 4) Fares for Low Income Riders Community Bus Fares; and 5) Eco Pass Change. First Vice Chairperson Morrow expressed gratitude to staff for lobbying on behalf of the Committee to not to change the paratransit fares despite the other fare changes. M/S/C (Medrano/Vaidya) to recommend that the VTA Board of Directors: 1. Adopt a finding that a fare increase is necessary to meet operating expenses, including employee wages and fringe benefits and purchasing or leasing supplies, equipment, or materials. 2. Invoke a Statutory Exemption under CEQA, P. R.C (b)(8) and CEQA Guidelines Section 15273(a) (Rates, Tolls, Fares and Charges) for the purpose of modifying and increasing fares. 3. ACCESS Paratransit Technology Enhancements Robert Gebo, Regional Transportation Services Manager, provided a brief overview of the staff report and a presentation, highlighting: 1) Paratransit Services; 2) Vehicles; 3) Utilizing Technology; 4) Trip Broker - Communication Gateway; 5) DriverMate; 6) PASS-WEB; 7) EZ-Wallet, Cashless Faring solution; 8) IVR - Interactive Voice Response; 9) Eligibility; and 10) Next Steps. Discussion ensued on the following: 1) accessing the modules in Trapeze which VTA and MV Transportation; 2) soft launch of new programs in Trapeze; 3) security of Trapeze; and 4) educating the community of changes to paratransit scheduling. Member Vaidya requested information on the service area and connectivity between paratransit providers across the Bay Area. Committee for Transportation Page 3 of 5 May 11, 2017

4 Committee received and reviewed information on the technology enhancements for ACCESS Paratransit. 11. Workplan Update REPORTS Aaron Vogel, Staff Liaison, provided a brief overview of the Committee Workplan. Mr. Vogel added bus stop improvements to the Workplan. First Vice Chairperson Morrow asked to have light rail efficiency renamed light rail safety. Committee reviewed the Workplan. 12. Committee Staff Report Mr. Vogel noted the staff liaison report is provided for members at their place and on the public table and provided a brief overview of the actions taken by the Board of Directors (Board) at their May 4, 2017 meeting. Bernice Alaniz, Director of Communications, provided a video titled, VTA Solutions That Move You. Call Center Etiquette and Training Patty Talbott, MV Transportation, provided a brief overview of call center etiquette and training process, highlighting: 1) educating clients on using automated services to relieve staff workload; 2) quality assurance reviews of staff by management; 3) using recordings from other MV Transportation sites for training; 4) the ability to record calls is coming; 5) in person staff training to standardize practices; and 6) providing mandatory annual refresher courses for all staff. First Vice Chairperson Morrow would like to hear how VTA and MV Transportation respond to Federal Transit Administration (FTA) complaints without recorded calls. Ms. Talbott will return to the Committee with an update. Members of the Committee discussed the following: 1) staff communicating the options clients have for checking their balance, booking rides, wait times, etc. to clients; and 2) many upgrades and changes will be implemented when the paratransit call center at the Eastridge Transit Center is open. Mr. Vogel provided a brief presentation, highlighting: 1) Re-Designed VTA ACCESS Paratransit Vehicles; 2) In-Vehicle Technology Pilot; and 3) MTC Policy Advisor Recruitment. 5 Committee received the Committee Staff Report. 13. Citizens Advisory Committee/Citizens Watchdog Committee Report First Vice Chairperson Morrow provided a report on the May 10, 2017 meeting highlighting: 1) public hearing; 2) the public is generally happy with what VTA is doing but would like to have additional money dedicated to fixed route bus service and to the Eastridge transit Center light rail station; and 3) streamlined version of the Eco-Pass. Committee received the Citizens Advisory Committee/Citizens Watchdog Committee report. 14. Chairperson's Report OTHER First Vice Chairperson Morrow noted that in an effort to help members get their rides the Committee will aim for an 11:30 a.m. meeting end time. 15. ANNOUNCEMENTS Stephen Flynn, Advisory Committee Coordinator, on behalf of the Board, recognized First Vice Chairperson Morrow for his 11 years of service as Committee Chairperson. 16.
