Review of Notice Waiver Requests for Agenda Items or Documents (if needed) Chappie Jones and carried unanimously, the Committee accepted the January 10, 2017 Agenda, as amended, including sunshine waivers, and with Item 3.6 "Legal Analysis of Measure E" dropped, with a portion brought to Closed Session and to be re-agendized once Staff analysis is complete. Taber, dated December 21, 2016, transmitting the Public Record for the Week of December 9 - December 20, Public Comments: Martha O'Connell, Richard McCoy, Davlyn Jones and Warren Gannon spoke on the length of Council Meetings and offered suggestions on how the pacing and timing could be managed for greater consideration to seniors and other members of the public that wish to participate. Action: Upon motion by Councilmember Chappie Jones, seconded by Councilmember Magdalena Carrasco and carried unanimously, the Committee noted and filed the public record. ( Vacant: Vice Chair.) F. Boards, Commissions and Committees 1. Appointments 2. Work Plans & Annual Reports a. Library and Early Education Commission's Annual Report of Accomplishments and the Work Plan. (Library) Approve the Annual Report of Accomplishments and the Work Plan for the Library and Early Education Commission. Documents Filed: Memorandum from Library Director Jill Bourne, dated December 16, 2016, recommending approval of the annual report of accomplishments and work plan for the Library and Early Education. Magdalena Carrasco and carried unanimously, the Committee accepted the Library and Early Education Commission's Annual Report of Accomplishments and the Work Plan. 3 Rules Committee Reviews, Recommendations, and Approvals 1. Consent Calendar (a) Approval of the Celebrate Cambrian Festival sponsored by Council District 9 as a City Council sponsored Special Event to expend City funds and accept donations of materials and services for the event. (Rocha) (1) Approve the Celebrate Cambrian Festival scheduled on August 27,2017 as a City Council sponsored Special Event and approve the expenditure of funds. (2) Approve and accept donations from various individuals, businesses or community groups to support the event. (3) Place the item on the January 10, 2017 City Council Agenda for action. (b) Approval of Lan Diep's Inauguration sponsored by Council District 4 as a City Council sponsored Special Event to expend City funds and accept donations of materials and services for the event. (Councilmember-Elect Diep) (1) Approve Lan Diep's Inauguration scheduled on January 14, 2017 as a City Council sponsored Special Event and approve the expenditure of funds. (2) Approve and accept donations from various individuals, businesses or community groups to support the event. (3) Place the item on the January 10, 2017 City Council Agenda for action. Documents Filed: (1) Memorandum from Councilmember Donald Rocha, dated December 14, 2016, requesting approval of the Celebrate Cambrian Festival as a City Council Sponsored Special Event and to place on the January 10, 2017 Agenda for action. (2) Memorandum from City Clerk Toni J. Taber, CMC, dated December 21, 2016, requesting approval of Lan Diep's inauguration sponsored by Council District 4 as a City Council sponsored event and to place on the January 10,2017 Agenda for action. Magdalena Carrasco, and carried unanimously, the Committee accepted the Consent Calendar and placed it on the January 10, 2017 Agenda. ( Vacant: Vice Chair.) Legislative Guiding Principles, Priorities and Advocacy Issues. (City Manager) (a) Accept the 2017 Legislative Guiding Principles; the Top Legislative Priorities; and overall Priorities and Advocacy Issues for the first year of the two-year Legislative Session in Sacramento and the 115 th Congress. (b) Approve a request to agendize this item for the City Council meeting of January 10, 2017, so that the City's lobbyists can advocate Council direction in Sacramento and Washington, D.C. January 04, 2017

Documents Filed: (1) Memorandum from Director of Intergovernmental Relations Betsy Shotwell, dated December 16, 2016, requesting agendizing the 2017 Legislative Guiding Principles, Priorities and Advocacy Issues for the City Council meeting of January Director of Intergovernmental Relations Betsy Shotwell provided an overview and responded to questions from the Committee. Discussion followed, and Councilmember Johnny Khamis expressed his concerns, citing flaws with the polling process and decreasing the tax hurdle. Action: Upon motion by Councilmember Chappie Jones, seconded by Councilmember Magdalena Carrasco, and carried unanimously, the Committee accepted the 2017 Legislative Guiding Principles, Priorities and Advocacy Issues and agendized it for the City Council meeting of January ( Vacant: Vice Chair.) 3. SB 2 (Atkins)- Building Homes and Jobs Act. (Housing) (a) Adopt a position of support for SB 2 (Atkins) - Building Homes and Jobs Act. (b) Recommend a one-week turnaround, to the January 10, 2017 City Council Meeting, so that the City's Legislative Advocates in Sacramento can indicate a support position for SB 2 (Atkins). Documents Filed: City Council Action Request from Director of Housing Jacky Morales-Ferrand, dated December 21, 2016, recommending adopting a position of support for SB 2 (Atkins)- Building Homes and Jobs Act. Director of Intergovernmental Relations Betsy Shotwell provided an introduction and Staff gave a brief report. Councilmember Johnny Khamis expressed concerns and indicated he could not offer his support to the measure. Action: Upon motion by Councilmember Chappie Jones, seconded by Councilmember Magdalena Carrasco, and carried, the Committee accepted the recommended City position and agendized it for the City Council meeting of January ( Noes: Khamis; Vacant: Vice Chair.) -4- January 04, 2017

SB 3 (Beall)- Affordable Housing Bond Act of (Housing) (a) Adopt a position of support for SB 3 (Beall) - Affordable Housing Bond Act of (b) Recommend a one-week turnaround, to the January 10, 2017 City Council Meeting, so that the City's Legislative Advocates in Sacramento can indicate a support position for SB 3 (Beall). Documents Filed: City Council Action Request from Director of Housing Jacky Morales-Ferrand, dated December 21, 2016, recommending adopting a position of support for SB 3 (Beall) -Affordable Housing Bond Act of Director of Intergovernmental Relations Betsy Shotwell provided an introduction and Staff gave a brief report. Proposed Gun Violence Prevention Ordinance. (Police) Accept the staff update on the proposed Gun Violence Prevention Ordinance. Documents Filed: Memorandum from Chief of Police Edgardo Garcia, dated December 16, 2016, recommending acceptance of the staff update on the proposed Gun Violence Prevention Ordinance. Public Comments: Offering support to the proposed ordinance against gun violence were Dena Dickinson and Amanda Hawes, Safe Cities Coalition; Andrea Flores Shelton, Public Health Department; Jerry Jeska, Robert Aguirre and Wallace Gardner. Chappie Jones and carried unanimously, the Committee accepted the staff update on the proposed Gun Violence Prevention Ordinance. ( Vacant: Vice Chair.) 6 J. OPEN FORUM 1. Gail Osmond recommended greater outreach to the homeless population to advise them of available warming centers and criticized HomeFirst for not doing their job. 2. Rober Agurrie offered comments regarding warming centers, indicating they should be left open later at night and the temperature threshold should be raised. 3. Rick McCoy, representing United Veteran's Council, suggesting appointing a veteran as a liaison to the United Veteran's Council 4. Wallace Gardner recommended that the gun control item be heard in the evening. Mayor Sam Liccardo offered to speak to Gail Osmer after the meeting regarding warming centers.
