5 85th Annual Meeting - CLE Program 9:45 am 10:45 am Home-grown: Buy America/Buy American Domestic Procurement Requirements in the Transportation Industry Domestic preferences for steel and manufactured goods used in federally-funded projects have long been a feature of the U.S. transportation industry. Where and How are Policy and Funding Decisions Being Made? What are Its Impacts? Surface transportation policy and infrastructure investment decisions have traditionally involved close input and coordination by federal, state, and local elected officials; federal, state, regional, and local transportation agencies and planning organizations; and the private sector. At the same time, for many years, major policy and project decisions were forged through a strong Congressional presence with federal legislators interested and able to use the legislative process to drive decision-making. While federal legislators undoubtedly still have a prominent role, with recent Washington Gridlock, are some major policy and project funding decisions being move away from Capitol Hill? If so, is this change temporary, and what are the implications now and in the future? What are the impacts of sequestration? This panel of professionals with significant and diverse Capitol Hill, federal agency, and state agency transportation policy and planning experience will provide their perspectives and insights into this timely topic. Moderator: Charles A. Spitulnik, Kaplan Kirsch & Rockwell, LLP, Washington, DC Linda A.
