3 CALL TO ORDER a) Arts Commission About Created in 1988, this commission enhances the quality of life for Issaquah citizens and visitors by supporting and encouraging visual and performing arts in and for the community Membership The Arts Commission is comprised of seven regular members, with four-year terms; and four alternates, with two-year terms. All members are appointed by the Mayor and subject to confirmation by the City Council. Terms expire April 30 of the year listed. For more information, see IMC 2.63 and Visual Art Collection Policies. 5 CITY OF ISSAQUAH ARTS COMMISSION APPROVAL OF MINUTES a) Apr 17, 2017 Police Facility 6:30 Coho Room MEMBERS PRESENT Trish Bloor, Chair Cynthia Freese Leslie Moore Pflug Wendy Oliver Fred Hopkins Eric Morgret Claire Pei Jyotsna Warikoo ADMINISTRATIVE STAFF PRESENT Amy Dukes MEMBERS NOT PRESENT Erin Cameron-Murillo Julie Griffin Joan Probala VISITORS PRESENT BLOOR called the meeting to order at 6:30 p.m. APPROVAL OF MINUTES BLOOR moved to approve the minutes of March 13, OLIVER seconded. Motion carried. CHAIR REPORT BLOOR encouraged commissioners to attend the Volunteer Appreciation Reception on Monday, April 24 at 6:30pm at the Senior Center. STAFF REPORT Amy Dukes New Commission appointments have been made. Both Cynthia Freese and Leslie Moore Pflug will return for an additional term and two new members Tracey Craig and Emily Moreano will join the commission in May. SIFF has signed a contract for the 2017 Issaquah International Film Festival to be held October 14 and 15 at Cinebarre. MORGRET provided an overview of the initial meeting with SIFF to plan for the Issaquah Festival. WARIKOO mentioned the possibility of connecting to the Seattle South Asian Film Festival which takes place around the same time as the Issaquah festival. She will set up a meeting with the festival organizer or have her attend the June arts commission meeting. The City Parks and Recreation Department is working on a strategic plan and conducting a citizen survey to learn more about the community s vision for the parks system. Dukes asked arts commissioners to participate in the online survey. She will send the link via , or it can be found on the parks City webpage. AGENDA ITEMS 2017 Site Visit Program Commissioners continued to sign up for site visits to arts grant programs. The commission also discussed plans to conduct site visits to the organizations to meet with their leadership/staff to discuss issues, challenges, Page 5 of 7

6 Arts Commission Page 2 of 3 October 10, 2016 APPROVAL OF MINUTES a) successes, future plans, etc. These would be in addition to the event/program based site visits. Dukes will s end the link to the online site visit signup sheet Arts Funding Program Commissioners discussed creating a new funding program to support informal arts and culture activities in neighborhoods. This would help advance the cultural plan s strategic directions of Expanding arts access throughout the community; Fostering the arts as a primary part of our community identity; and Including and celebrating our diverse and multicultural communities. The program could be a pilot for 2018, with 3-5 neighborhood projects, funded at approximately $2,000 each. This program would help support the City s neighborhood engagement efforts. Commissioners asked that Neighborhood Coordinator Lesan Marshall attend a future meeting to talk more about the City s neighborhood initiatives. Dukes will invite her to the May meeting. Public Art Dukes gave public art project updates on various projects in progress. The Diver sculpture by Benson Shaw is now completely installed at the pool entrance. Skate Park ground breaking is scheduled for May. Dukes is meeting with artist Jake Wagoner on May 19 to discuss skate park art fabrication and installation. The skate park should be complete by fall Central Park turf project will begin this summer. Artist Lydia Aldredge will fabricate and install the fence artwork this summer/fall. Utility box artwork submissions are coming in. The commission will review and select artwork at the May meeting for the next round of utility box wraps. Advocacy/Arts Legislation Updates Cultural Access Washington Access for All County Council Member Upthegrove attempted to kill the Access for All bill by removing it from the budget committee agenda. However, Council members allowed public comment from those who came to testify on behalf of the initiative. The Council will need to take a vote by May 1 if the initiative is going to be included on the August ballot. Updates are posted regularly on the Access for All webpage if commissioners are interested in staying current with the issue. Advocacy MOORE PFLUG provided information about her visits with Council members Goodman and Pauly. Commissioners discussed visiting all council members before the July 25 presentation to Committee of the Whole. OTHER BUSINESS / ANNOUNCEMENTS Page 6 of 7
