2 CITY OF ALBANY ARTS COMMISSION Calapooia Room, Albany City Hall Tuesday, March 14, :30 p.m. Approved: Draft MINUTES Commission members present: Commission members absent: Staff present: Melissa Babcock Saylor, Linda Herd, Rinee Merritt, Lynn Whitacre, Jane Donovan, Cheryl French Julie Jackson Ed Hodney, Parks & Recreation Director; Debbie Little, Administrative Services Coordinator CALL TO ORDER The meeting was called to order at 3:30 p.m. 1. APPROVAL OF MINUTES MOTION: Jane Donovan moved to approve the January 10, 2017 minutes as presented. Lynn Whitacre seconded the motion, and it passed BUSINESS FROM THE PUBLIC None 3. DISCUSSION ITEMS a. Arts Master Plan Hodney distributed a draft RFP; Commissioners reviewed the draft and requested a few additional changes. Hodney would like to finalize the RFP and target the April 24, 2017 meeting to present it to City Council. He noted typically the RFP would be posted for one month and advertised in diverse media resources. Commissioners will compile a list of possible advertising locations and publications. Babcock Saylor inquired about the process of gaining permission from Oregon Department of Transportation (ODOT) which owns the proposed location. Ed is working on gaining permission to access the planned location. Herd asked about the selection committee, and if it was a possibility to consult an expert in the field should there be a question. Hodney responded, the option could be built into the RFP. b. Going to Pots Whitacre has contacted the Carousel regarding hosting the event. Their representative is interested, but needs to check into their regulations and with the Carousel Board. Whitacre is concerned the space would not be big enough. Hodney suggested partnering with Heritage Mall to hold the event in a vacant storefront and have the mall promote the sale. Whitacre will contact Betsy Penson, General Manager/Marketing Director at Heritage Mall. Brief discussion followed. 4. ACTION ITEMS a. none

3 Albany Art Commission Page 2 5. EXHIBITS No submissions have been received for some time. Commissioners discussed possible advertising options to inform artists about the exhibit space. Merritt will post on craigslist and Facebook. Brief discussion followed. 6. BUSINESS FROM THE COMMISSION Hodney invited the Commission to attend presentations on March 17, 2017 from the University of Oregon students working on the Sustainable City projects. A display of plans/renderings of East Thornton Lake Natural Area created by the students will be on the second floor of City Hall for the next couple months. Brief discussion followed. 7. NEXT MEETING The next regularly-scheduled meeting is April 11, 2017 in the Calapooia Room in City Hall. The ADA group is interested in collaborating with the Arts Commission on installing a sculpture and possibly several over time downtown. The idea is that the sculptures would be of creatures designed by Terryl, building off the carousel theme. Terryl works with Imagination International, Inc. (III) in Eugene and is very interested in supporting local community arts projects, and based on her initial conversations with III they are interested in this concept. Terryl expressed a willingness to work within our budget for the rendering, and said a number in the low thousands would be reasonable compensation. I m pretty sure the ADA Design Committee budget could give 3 5K. If we could get the design, would you and the Arts Commission be interested in collaborating to identify and pursue funding sources to actually create and install a sculpture? I m open to any other ideas as well.
