1 MINUTES OF REGULAR MEETING BOARD OF PARK COMMISSIONERS June 26, 2017 PRESENT: EXCUSED: IN THE CHAIR: PLACE: FLAG SALUTE: Andrea Smith, President Aaron Pointer, Clerk Tim Reid Erik Hanberg Jessie Baines Andrea Smith 4702 South 19 th Street Commissioner Reid STUDY SESSION QUARTERLY CAPITAL PROJECT UPDATE Debbie Terwilleger used a map to illustrate all the parks and facilities city-wide in that are benefiting from the 2014 voter approved bond. She also reminded the board of the work plan, which includes 60 plus projects, spending plan equating to $155M, continuation of existing projects, newly initiated projects, and projects utilizing leveraged funding. Ms. Terwilleger reviewed a list of new projects for the 2 nd quarter of That lists includes the following: Pt. Defiance Park Visitor Center Trolley Stop PDZA Asia Forest Sanctuary Drainage Analysis PDZA Rocky Shores Elevator Improvements PDZA Asia Holding Floor Improvements NWT Bear Exhibit Fence Upgrade District-Wide Court Improvements PDZA Arctic Tundra Exhibit Renovation (Polar Bear) WaterWalk Restroom Development Pt. Defiance Entry Roundabout Projects achieving substantial completion include the Wright Park Bridge, Zoo animal holding facility, Zoo goat fence, greenhouse replacement, Wapato Lake Alum treatment, HQ roof replacement. Ms. Terwilleger commented that projects under construction include Eastside Community Center. The contractor is now on site with a lot of earthwork taking place during this time. Portland Avenue Park and Center continue to be discussed in the community. A meeting for that purpose is scheduled for Thursday June 29 th. There will be meetings in July and August as well. Within Waterfront Phase 1 at Point Defiance, the pedestrian bridge is well under way. The opening of Wilson Way will be delayed until all other landscape work in the area is completed and established as well. She also commented on the Environmental Learning Center. The school District is reporting that they should be able to take occupancy during the 4 th quarter of this year.

Ms. Terwilleger commented that there are additional planning and CIP Initiatives under way, which include Ruston Way Planning, analysis of MPT easement and property dedication, intranet and data analytics dashboard creation and updated the Board room to have more CIP displays for the public. REGULAR MEETING The regular meeting of the Metropolitan Park District Board of Park Commissioners was called to order by Commissioner Smith at 6:00 p.m. Commissioner Reid moved to excuse Commissioner Baines and Hanberg from the meeting, seconded by Commissioner Pointer and passed on a vote of 3-0. SPECIAL PRESENTATIONS PROCLAMATION DESIGNATING JULY AS PARK AND RECREATION MONTH Shon Sylvia commented that July is Park and Recreation Month. A video showing the District s scope of services and facilities was shown. Mr. Sylvia indicted this video has been submitted to the NRPA, as Metro Parks Tacoma is currently an NRPA gold medal finalist. President Smith read a proclamation declaring July Parks and Recreation month in the city of Tacoma. PRESIDENTS REPORT President Smith indicated that she and Commissioner Reid did attend the Taste of Tacoma. She noted that parking did become an issue in the afternoon when the event got busy. STANDING COMMITTEE AND COUNCIL REPORTS Arts & Heritage Advisory Council Commissioner Pointer commented that the council met at the community garden on 42nd St. E. at Swan Creek. At that meeting, Malika Child was introduced as a new member of the council. The council was informed that the ET sculpture at the Zoo should be ready by September 18 th. He also noted that the artwork concept for the East Side Community Center is beginning to be developed. The concepts all focus around that wide array of cultural diversity in the neighborhood. The group also toured Swan Creek Park, he commented on how clean the park was and how active the area was with users. Active Lifestyle and Community Wellness Commissioner Reid commented that the council met on June 22nd. The group determined that they would be working on their long-term work plan with a goal for completion in the fall to be presented the council Summit. In the short term, members will be visiting local parks and conducting safety audits. The next meeting will be held on July 27 th at Titlow Lodge with a planned visit to the TOA site. EXECUTIVE DIRECTOR S REPORT Executive Director, Shon Sylvia commented on the following: The summer late night program at Peoples Center & STAR Center began last week for local middle school youth. This summer pilot program will go thru August. Many of the

3 MINUTES REGULAR PARK BOARD MEETING JUNE 26, 2017 PAGE -3- staff hired for the program are from the local neighborhood. An evaluation of the program will happen at the end of the summer. Eastside neighborhood public meetings to discuss the future of Portland Ave. Park and Center are scheduled for this summer, with the first one planned for June 29 th at 6pm. After all the meetings occur, staff will evaluate findings from these sessions and report back to the Board. MPT Youth Baseball Championships set for July 5 th at Cheney Stadium. Free event and Commissioner Smith will throw out the first pitch. Downtown to Defiance Trolley has been nominated for the New Tacoma Award. Successful Taste of Tacoma despite limited parking. Attendance estimate at 200,000 visitors. CITIZEN COMMENTS Wolf Patton commented on the benefits of Parks. He stated that the new Eastside Community will not have as much open space as the Portland Ave Park and Center. He commented on the many programs such as a senior meals site and playground that are provided to that neighborhood at Portland Ave. Park and Center. Stephanie Smith commented on the three pillars as defined by the NRPA. She noted that the Eastside has the least amount of parks in the city. She commented that feels that that the potential surplus of Portland Avenue Community Center, even with the building of the new Eastside Community Center and Pool, is still inequitable. She stated that pulling resources to 56 th St. limits transportation for neighbors. She asked the Board to look for other funding options to keep the center open so that it remains a public space. MINUTES OF THE June 12, 2017 REGULAR BOARD MEETING Commissioner Pointer moved to adopt the minutes as presented; seconded by Commissioner Reid and passed on a vote of 3-0 ( Commissioners Hanberg and Baines being excused). CONSENT AGENDA None PURCHASING RESOLUTIONS RESOLUTION NO. P57-17: AUTHORIZING PURCHASE OF GOODS AND SERVICES FOR METRO PARKS TACOMA 1. REEF & RAY MARINE FOR TRANSPORTING SCALLOPED HAMMERHEAD SHARKS AND EAGLE RAYS IN THE AMOUNT OF $85, John Houck commented that Zoo staff is almost ready to accept the sharks and rays from Hawaii but is requesting that this resolution be tabled until the July 10 th Board meeting. At that time, a companion resolution allowing for the transportation and husbandry of the animals will be presented. Being no additional comments the resolution was moved to the July 10 th Board meeting

4 MINUTES REGULAR PARK BOARD MEETING JUNE 26, 2017 PAGE -4- PUBLIC WORKS PURCHASING RESOLUTIONS RESOLUTION NO. PW58-17: POINT DEFIANCE PARK WATERFRONT PHASE 1 GUY F. ATKINSON CONSTRUCTION, LLC CONTRACT CHANGE ORDER NO. 10 FOR ROUNDABOUT CONSTRUCTION Debbie Terwilleger stated that the roundabout was identified in the master plan. This change order adds $3.6M for the purpose for constructing the roundabout. This proposal was reviewed at June 14 th CIC with a recommendation for approval. Staff feels this is a cost savings way of getting construction started. Being no additional comments the question was called and the resolution passed on a vote of 3-0 (Commissioners Hanberg and Baines being excused). SINGLE READING RESOLUTIONS RESOLUTION NO. R59-17: APPROVING AN EASEMENT TO THE CITY OF TACOMA DEPARTMENT OF PUBLIC WORKS-POWER FOR INSTALLING AND OPERATING POWER ON THE PENINSULA Ms. Terwilleger stated that this request will provide recorded easements and an upgrade to the existing utility that currently runs from 54 th Street to the Tacoma Yacht Club. This work will also provide power to the Peninsula for the upcoming park. This resolution allows for granting of the easement and the Executive Director to negotiate final terms. Being no additional comments the question was called and the resolution passed on a vote of 3-0 (Commissioners Hanberg and Baines being excused). SECOND READINGS RESOLUTIONS RESOLUTION NO. R56-17: AUTHORIZING NEW MARKETS TAX CREDIT FINANCING FOR EASTSIDE COMMUNITY CENTER President Smith stated this resolution was moved and seconded at the June 12 th Board meeting. President Smith tabled the resolution to the July 26 th Board meeting. Commissioner Reid inquired as to whether this action would delaying anything related to the financing and tax dollars involved with the New Market Program. Mark Roberts replied no.
