DuBaldo. Roll Call Mr. Tunila confirmed those present and absent. Minutes November 1, ~ Ms. Gentile moved approval of the Minutes of November 1, Mr. Bayer seconded the motion. There was no discussion. All present voted in favor. (4-0-0) Public Comment New Business Strategic Planning Follow-up Event Report Commissioners present did not recommend any changes or modifications to the report. They agreed to defer discussion of the report until the February 7, 2018 meeting and suggested asking constituents to join in the discussion by attending the commission meeting.

2 Old Business 2018 Board of Commissioners Meeting Schedule Revised At the November 1, 2017 commission meeting the suggestion was made to change the meeting time from 6PM to 8AM. Ms. Parseliti was asked to confirm the availability of meeting space at the conference room at Work_Space to host the meetings at the revised time. Ms. Parseliti reported that the Work_Space conference room is available for all meetings at 8AM. Mr. Bayer moved to accept the revised meeting schedule. Ms. Gentile seconded the motion. There was no discussion. All voted in favor. (4-0-0) Officers and Committee Reports Report of Officers Donald DuBaldo, Chair Absent. John Tunila, Vice Chair No report. Nick DuBaldo, Secretary Mr. N. DuBaldo defeffed his report to the Marketing Committee agenda item. Finance Committee, Rebecca Gentile Proposed Budget for Mailing to Constituents Ms. Parseliti reported that she had reviewed the budget format with Town Budget Director, Kim Lord. Ms. Lord recommended adding Use of Fund Balance as a line item. Ms. Parseliti adjusted the proposed budget to reflect the recommended addition. Nominating Committee Vacant Commission Seat No discussion. Update of Biennial Election Timeline Ms. Parseliti distributed an updated Timeline based on the approved 2018 Commission Meeting Schedule. Marketing Committee, Nick DuBaldo Mr. N. DuBaldo reviewed the following: o Recent events: - Road Race Saturday, Nov. 18 Mr. N. DuBaldo noted that the Little Manchester Road Race reported full registration of approximately 2,700 runners. Attendance at Downtown Road Race Saturday events was light. - Downtown Tree Lighting, Nov. 30 It was a successful event with a large attendance. The Minion costume character was well received and the new Master of Ceremonies, Michael Forgetta of LTM, did a very good job interacting with the audience. Ms. Parseliti complimented Mr. N. DuBaldo on his work coordinating and operating the sound system and lighting. She further complimented Mr. D. DuBaldo on working with Manchester Fire-Rescue-EMS to create our most attractively lit tree to date. Parking & Maintenance Monthly Parking Violations Report - Ms. Parseliti provided and reviewed the most recent Parking Violations and Wavier statistics. Downtown Economic Development Committee, Don DuBaldo Board of Directors Approval of Supplemental Appropriation In Mr. D. DuBaldo s absence Ms. Parseliti reported that she was present at the Board of Directors meeting along with Mr. D. DuBaldo and Mr. Carter. Mr. D. DuBaldo spoke and gave a brief review of the Downtown Special Services District Preliminary Design Assistance Mini Grant Program to be funded by the supplemental appropriation in the amount of $20,000 from the SSD fund balance. The Board of Directors approved the appropriation Other Reports President, GMCC, April DiFalco Absent. Administration Manager s Report- Ms. Parseliti provided a written report. She made particular note that Cloverleigh Farm, is seeking a location for distribution of its CSA program products to participants on a weekly basis each Tuesday

3 from 4PM to 6PM June through mid-november. She is looking for an inside or covered location. Ms. Parseliti asked commissioners to respond with any location ideas. The suggestion was made that the former Key Bank drive through might be a good location. Public Comment Executive Session Staff Review Compensation Committee Report and FY Staff Compensation Recommendation - Mr. Tunila called the commissioners into Executive Session at 6:27 PM. Ms. Parseliti left the meeting prior to the convening of the session. The commissioners came out of Executive Session at 6:31PM. Final Confirmation of Proposed Budget for Mailing to Constituents - The commissioners agreed to modif~ the proposed budget to reflect an increase to the Downtown Manager s compensation of $2, An increase to the Parking Constables pay rate was factored into the original proposed budget and needed no change. Ms. Gentile moved to accept the change to the proposed budget as noted. Mr. Bayer seconded the motion. There was no discussion. All voted in favor. (4-0-0) Adjourn Mrs. Gentile moved to adjourn. 4 Manager s Report Downtown Manchester Special Services District Board of Commissioners Meeting DECEMBER 6, 2017 ADMINISTRATION Request From Board Of Directors For Representatives To A Task Force The Board of Directors is forming a working group to explore the respective roles of the Town and the SSD. Mr. D. DuBaldo was asked to appoint 2 to 3 representatives to serve with Directors Cheri Eckbreath and Steve Gates. Mr. D. DuBaldo will serve along with Mr. Tunila and Ms. Parseliti. Annual Constable Review Completed. Salary recommendation referred to Compensation Committee. CONSTITUENT CONCERNS/REQUESTS Request to remove No Parking Sign from area of Oak St. referred to Town Traffic Engineer. PARKING Parking Committee No report. St. James Lease Month to Month Lease of St. James Parking Lot continues. Parking Tickets Issued: Nov Waivers Requested by Parking Committee: Nov Waivers Denied by Parking Conunittee: Nov. - 2 Nov. total tickets issued increased by one over October. For the past 5 months of the fiscal year tickets issued on the street significantly exceeded those issued in the lots. Waiver requests decreased over October by 3. November declined requests decreased over October by 2. Wayfinding Sign Program Signs are now in the hands of Public Works and will be installed as the leaf collection schedule permits. 5 Moved Tenant Prospects: Therapist seeking small office with reception/waiting area. Handicapped accessible. Farm CSA seeking pick-up location for members. CSA stands for community supported agriculture. People buy shares in crops grown by a local farmer and are given a weekly box of crops that are harvested during the growing season A local farm is looking for a pick-up location that would be available on Tuesdays from 4-6pm from June through mid-november. Her preference is an inside or covered location. MARKETING DMSSD Events Nov Road Race Saturday Promotion Exceptional promotion by Road Race Committee. Light turn out in most locations. Volunteer involvement by Manchester High School. Nov. 30 Downtown Tree Lighting Large crowd and successful event. Volunteer involvement by Manchester High School, local Girl Scout and Brownie Troops.
