1 COMMISSIONER PROCEEDINGS August 21, 2018 Minutes of the Wilkin County Board of Commissioners held at the Courthouse, Breckenridge, Minnesota, on Tuesday, August 21, All Commissioners were present. Pursuant to notice given, Chairman Hovland called to order the public hearing regarding the establishment of a Wilkin County Economic Development Authority. Justin Neppl, Southern Valley Economic Development Authority Executive Director was present. There were no members of the general public in attendance to voice opinions and reasons against the establishment. The public hearing was closed at 8:04 A.M. The regular meeting was called to order at 8:04 A.M. Motion by Klindt, seconded by Larson and carried, to approve the agenda with additions. Motion by Larson, seconded by Miranowski and carried, to approve the minutes of the August 2, 2018, preliminary budget meeting. Motion by Folstad, seconded by Miranowski and carried, to approve the minutes of the August 7, 2018, meeting. 5 OF THE COUNTY OF WILKIN, MINNESOTA HELD: August 21, 2018 Pursuant to due call and notice thereof, a regular or special meeting of the County Commissioners of the County of Wilkin, Minnesota, was held at the Wilkin County Courthouse on August 21, 2018 commencing at 8:00 a.m. The following members of the Board were present: Folstad, Hovland, Larson, Klindt, Miranowski and the following were absent: None County Board member Larson introduced the following Resolution and moved its adoption: ENABLING RESOLUTION ETABLISHING THE ECONOMIC DEVELOPMENT AUTHORITY OF THE COUNTY OF WILKIN, MINNESOTA, UNDER MINNESOTA STATUTES, SECTIONS THROUGH BE IT RESOLVED by the Wilkin County Board of Commissioners (the Board ) of the County of Wilkin, Minnesota the (the County ), as follows: 1. Recitals. The County is authorized pursuant to Minnesota Statutes through to establish an economic development authority for the County and the County Board desires to do so in order to promote certain economic, commercial, housing, and/or industrial development and redevelopment goals and objectives. The County has caused notice of a public hearing on the establishment by the County of an economic development authority to be published in a newspaper of general circulation in the County once each week for two consecutive weeks, and pursuant to such notice, a public hearing on the proposal has been held by the County Board on the date hereof, at which hearing all persons desiring to present their oral or written comments on the proposal were given an opportunity to do so. The Board adopts both the findings and the recommendations of the Wilkin County Economic Development Advisory Committee by reference. 2. Establishment of Economic Development Authority. Pursuant to the Economic Development Authority Act (Minnesota Statutes to ), the County Board hereby establishes an economic development authority for the County to be known as the Wilkin County Economic Development Authority (the EDA ). The EDA shall be governed by an EDA Board of Commissioners (the EDA Board ) consisting of seven members appointed by the Chair of the Wilkin County Board of Commissioners (the County Board ) with the approval of the County Board. Two members of the EDA Board shall be members of the County Board, and the term of each EDA commissioner who is a member of the County Board shall coincide with that person s membership on the County Board. The terms of office of the EDA commissioners will be pursuant to Minnesota Statutes , subdivision Powers. The EDA shall have all powers given to an economic development authority pursuant to the Economic Development Authority Act, as the same may be amended or supplemented with the following exceptions: a. The EDA shall not be permitted to exercise the power of eminent domain. b. The EDA shall not be permitted to issue general obligation bonds. c. The EDA shall not be permitted to issue revenue bonds. d. The EDA shall participate in a development project as a limited partner only with the prior approval of the County Board. e. The EDA shall not exercise powers set forth in Minnesota Statutes to , to or to This does not affect powers otherwise granted in Minnesota Statutes through

6 f. The EDA shall only operate in those cities and townships within Wilkin County that have adopted resolutions electing to participate. g. All official actions of the EDA must be consistent with the adopted comprehensive plan of the County. h. The EDA shall propose and adopt bylaws to govern its procedures. These bylaws must be approved by the County Board before they shall be effective. i. Except as otherwise expressly approved by the County Board, the County s administrative, managerial and personnel practices, rules and policies shall apply to the EDA. j. The EDA shall follow the budget process for County Departments and Offices as provided by the County Auditor. k. The EDA shall submit all planned activities for influencing the action of any other governmental agency to the County Board for approval. l. Annually, within 60 days of August 21, 2018, the EDA shall make a written report to the County Board giving a detailed account of its activities and expenditures during the preceding calendar year, together with additional matters and recommendations it deems advisable for the economic development of the County. m. Annually, within 60 days of August 21, 2018, the EDA Board shall submit to the County Board a report stating whether and how this enabling resolution should be modified. This does not limit the right of the EDA Board to petition the County Board at any time. 4. Implementation. The County Board shall from time to time and at the appropriate time adopt such ordinances and resolutions as are required by the Act to give full effect to this resolution. County officials are authorized and directed to take the actions and execute and deliver the documents necessary to give full effect to this Resolution. This Enabling Resolution may be modified to make any changes as authorized by statute. The motion for the adoption of the foregoing resolution was duly seconded by Board Member Folstad and upon vote being taken thereon, the following voted in favor thereof: Folstad, Hovland, Larson, Klindt, Miranowski and the following voted against the same: None Whereupon the resolution was declared duly passed and adopted and was signed by the Board Member and County Auditor Treasurer. Adopted by the County Board on August 21, 2018 Attest Auditor - Treasurer By Lyle Hovland, Board Member Jill Amundson and Rebecca Lynn Peterson of West Central Initiative, Fergus Falls, Minnesota, provided the County with their annual report and update on benefits provided in the County. Motion by Klindt, seconded by Miranowski and carried, to approve unpaid leave for the Extension Secretary for the week of August 26 through the 31 st. Motion by Klindt, seconded by Larson and carried, to approve the acquisition of a K-9 for the Sheriff s Department. Motion by Folstad, seconded by Miranowski and carried, to approve the lease of a 2019 Chevrolet Tahoe with a K-9 package in January of The vehicle will replace the expiring lease of a Ford Explorer.

7 Motion by Klindt, seconded by Folstad and carried, to approve the low bid from Xybix Systems, Inc., in the amount of $31,801.28, for upgrades to the dispatch area. Motion by Klindt, seconded by Larson and carried, to rewrite and submit job position questionnaires for the Sheriff s Department to Bjorklund Compensation Consulting. Motion by Folstad, seconded by Miranowski and carried, to approve a six-month contract with ProWest & Associates for GIS Services. Commissioner Larson offered the following resolution and moved for its adoption. The motion was seconded by Commissioner Miranowski and carried. RESOLUTION Lost or Destroyed Warrant Sec Minnesota Statutes WHEREAS, Dawn Kubela of th Ave N, Wahpeton, ND 58075, has filed her/his affidavit stating that Warrant No , issued in his/her favor, in the amount of $86.11 has been lost or destroyed in the following manner: Lost through mailing; and, WHEREAS, Sec , Minnesota Statutes provide for issuing duplicate warrants for those lost or destroyed and without the filing of indemnifying bond to cover same upon the approval of the Governing Body of the County. THEREFORE, BE IT RESOLVED, that the County Auditor be authorized to issue a duplicate of the above mentioned warrant without filing an indemnifying bond and after payment has been stopped on the original warrant issued, by the County Treasurer. Resolution WILKIN COUNTY BOARD OF COMMISSIONERS SUPPORTING THE FAMILY HOMELESS PREVENTION AND ASSISTANCE PROGRAM, HOMEWORK STARTS AT HOME GRANT. OPERATED BY MAHUBE-OTWA COMMUNITY ACTION PARTNERSHIP, INC. AND LAKES & PRAIRIES COMMUNITY ACTION PARTNERSHIP, INC. WHEREAS, Wilkin County has a commitment to establish a collaborative and comprehensive system for addressing the housing needs of families, youth and single adults who are homeless, or imminently at risk of becoming homeless, and WHEREAS, Wilkin County recognizes that there is a need to continually improve the coordination of existing services currently made available by homeless service providers in Wilkin County to assure a continuum of care ; and WHEREAS, Wilkin County recognizes the need to stabilize and maintain in their homes, families, youth and single adults at risk of becoming homeless; and WHEREAS, Wilkin County recognizes the need to shorten the amount of time that families, youth and single adults stay in emergency shelters; and

8 WHEREAS, Wilkin County recognizes the need to eliminate repeat use of emergency shelters by families, youth and single adults; and WHEREAS, Wilkin County recognizes the need to provide support services to homeless and high risk populations to keep families stable and children attending school. NOW THEREFORE BE IT RESOLVED, by the Wilkin County Board of Commissioners, that they support the Mahube-Otwa Community Action Partnership, Inc. and Lakes & Prairies Community Action Partnership, Inc. Family Homeless Prevention and Assistance Program, Homework Starts at Home Grant. Duly adopted this 21st day of August, 2018, at Breckenridge, Minnesota. The motion was seconded by Commissioner Larson and carried, with Commissioner Miranowski abstaining from the vote.
