1 April 12, 2016 Board of Commissioners The April meetings for the Clearwater County Board of Commissioners commenced on April 12, 2016 at 9:00 a.m. with Chairman Illies presiding and Commissioners Nelson, Stenseng, Syverson and Newland present. The Board recited the Pledge of Allegiance. Agenda Motion by Commissioner Nelson, seconded by Commissioner Newland and carried, to approve the Agenda with additions. Minutes Motion by Commissioner Newland, seconded by Commissioner Stenseng and carried, to approve the minutes for the month of March with corrections. Hospital Seth Tramm presented the following motion: Motion by Commissioner Nelson, seconded by Commissioner Stenseng and carried, to accept the Rural Hospital Capital Improvement Grant in the amount of $125, and to have plans designed for the construction of an ambulance garage which will allow for the continued use of the helipad at the hospital. This motion authorizes County Auditor to seek bid for the construction of the ambulance garage. Ayes: Newland, Illies, Nelson & Stenseng Nays: Syverson Land Department Bruce Cox presented the following motion: Motion by Commissioner Illies, seconded by Commissioner Nelson and carried, to approve the Resolution approving the City of Shevlin to purchase a Tax Forfeited parcel of property on file. Sheriff Darin Halverson presented the following motions: Motion by Commissioner Stenseng, seconded by Commissioner Newland and carried, by Resolution the Clearwater County Board of Commissioners hereby authorizes the Clearwater County Sheriff to sign the Master Subscriber Agreement for Minnesota Court Data Services for Governmental Agencies. Motion by Commissioner Stenseng, seconded by Commissioner Nelson and carried, the Clearwater County Board of Commissioners hereby authorizes the Clearwater County Sheriff to sign the Software License and Service Agreement with Zuercher and Insight Mapping for the Public Safety Software Suite to replace the current software, TAC10, pending review by the County Attorney. The total cost of the software and maintenance for three years will not exceed $212, This amount will be divided up into three yearly payments and will be paid primarily out of the E911 account. Auditor-Treasurer Al Paulson presented the bills, month end financials and the following motions: Motion by Commissioner Illies, seconded by Commissioner Nelson and carried, to authorize the County Auditor to pay the submitted invoices of $148, for the County Revenue Fund and $24, for the Nursing Service Fund. Motion by Commissioner Newland, seconded by Commissioner Stenseng and carried, to approve the Resolution for the Clearwater County Trail Blazers Snowmobile Club grant application and to allow the Clearwater County Auditor to serve as fiscal agent, on file

2 Motion by Commissioner Newland, seconded by Commissioner Syverson and carried, to appoint Greg Scherzer to the Clearwater County Extension Committee with his term ending 12/31/2018 and to appoint Noah Shegrud to the Clearwater County Extension Committee to fill the remaining open term to end on 12/31/2017. Al Paulson informed the Board that the Trail Blazers Snowmobile club did not receive a fourth payment this year due to lack of funding. Assessor Jamie Freeman discussed hiring a temporary employee to work on the Vanguard conversion until CAMAvision is operational. The Board directed her to come back to a meeting next month with other possible options. Engineer Dan Sauvé presented the bills, financial statement and following motions: By general consent the Board waived the 3-day notice requirement for the following motion: Motion by Commissioner Stenseng, seconded by Commissioner Nelson and carried, to authorize the County Engineer to advertise for an Engineering Technician I or II position. Motion by Commissioner Nelson, seconded by Commissioner Stenseng and carried, to approve payment of the Clearwater County Highway Department bills as presented. Motion by Commissioner Newland, seconded by Commissioner Stenseng and carried, to award the quote for re-roofing the Highway Department Office Building to DL Roofing of Bagley, MN in the amount of $29,690. Motion by Commissioner Stenseng, seconded by Commissioner Syverson and carried, to authorize the County Highway Department to purchase four (4) Foscam F19828P Wireless Outdoor PTZ IP Cameras for the Highway Department building and outlying shops in the amount of $1, Motion by Commissioner Stenseng, seconded by Comissioner Newland and carried, to authorize the sale of excess equipment as itemized in the listing on file and other items below $1000 in value approved by Department Heads. Fahey Inc. is authorized to conduct the sale as part of their consignment Auction to be held May 21, 2016 in Bagley. Motion by Commissioner Newland, seconded by Commissioner Stenseng and carried, Clearwater County provides consent to enter into the Joint Powers Master Agreement between the Bureau of Criminal Apprehension and Clearwater County Attorney s office. Motion by Commissioner Newland, seconded by Commissioner Stenseng and carried, Clearwater County provides consent to enter into the Joint Powers Master Agreement between the Bureau of Criminal Apprehension and Clearwater County Sheriff s Office. Motion by Commissioner Newland, seconded by Commissioner Stenseng and carried, Clearwater County provides consent to enter into the Joint Powers Master Agreement between the Bureau of Criminal Apprehension and Clearwater County Department of Human Services. Open The Board gave general consent to send a letter of support of Enbridge pipeline projects to Governor Dayton, Senator Rod Skoe, Rep. Steve Green, Rep. Dave Hancock and Minnesota Public Utilities Commission. Commissioner Stenseng was asked to represent Clearwater County at an Environmental Quality Board meeting on April 20, The Board gave consent for him to attend. Kent Barcus turned in a letter of resignation from the Clearwater County Housing and Redevelopment Authority Board. The Board discussed finding a replacement for this Board. Also, they discussed contacting Headwaters Regional Development Commission about assistance with responsibilities of this Board. Closed Session Motion by Commissioner Nelson, seconded by Commissioner Newland and carried, to close the meeting at 11:00 a.m. for Union Strategy. 4 Recess The meeting recessed at 11:50 a.m. until 1:00 p.m. on April 19, April 19, 2016 Reconvene The meeting reconvened at 1:00 p.m. on April 19, 2016 with Chairman Illies presiding and all Commissioners present. Public Hearing There was a public hearing at 1:05 p.m. for public comments on the Water Plan. Nathan Nordlund was present to discuss the water plan. There were no private citizens present and no comments received prior to the meeting. Nathan also discussed AIS activities including staffing for watercraft inspections and vegetation sampling on some of the lakes that haven t been tested yet. Land Department Bruce Cox plans to re-gravel some forest roads this year. He is planning on attending an ATV trail meeting on May 9, 2016 at Becida. Commissioner Illies discussed an ATV trail meeting he attended in Leonard. Veterans Service Harry Hutchens presented a quarterly report for Veterans Service/Safety Controls. Engineer Dan Sauvé presented the following motions: Motion by Commissioner Stenseng, seconded by Commissioner Nelson and carried, to award the bid for SAP , SAP , SAP , SAP & CP : Bituminous Milling, Bituminous Surfacing & Culvert Replacement to Mark Sand & Gravel Co. of Fergus Falls, MN in the amount of $2,441, Motion by Commissioner Newland, seconded by Commissioner Syverson and carried, to award the bid for SAP & SAP : Bridge Replacement to Gladen Construction, Inc. of Laporte, MN in the amount of $357, Motion by Commissioner Illies, seconded by Commissioner Stenseng and carried, to award the bid for CP Pavement Markings to AAA Striping Service Co. of St. Michael, MN in the amount of $65, Motion by Commissioner Newland, seconded by Commissioner Stenseng and carried, to award the bid for CP Aggregate Crushing and Surfacing to Vogt s Dirt Service, LLC of Walker, MN in the amount of $207, Motion by Commissioner Nelson, seconded by Commissioner Newland and carried, due to extreme staffing difficulties and the necessity to provide full time inspection on County State Aid Construction projects; the County Board hereby allows the Assistant Engineer to be compensated for work over 40 hours at the regular rate and a rate of 1 ½ times the regular rate for work in excess of 48 hours in a work week while providing construction inspection. This will be in effect from May 16, 2016 until completion of the 2016 construction season. Hours worked shall be as approved by the County Engineer. Dan Sauvé also discussed a couple of options on where to move a bridge from Greenwood Township

5 Auditor-Treasurer Al Paulson presented the bills and the following motion: Motion by Commissioner Illies, seconded by Commissioner Nelson and carried, to authorize the County Auditor to pay the submitted invoices of $37, for the County Revenue Fund and $25, for the Nursing Service Fund. There is a Prime West Insurance meeting at 2:00 p.m. on April 25, 2016 and a 49ers insurance meeting at 3:00 p.m. on April 26, The Insurance Committee will meet on May 3, There are Union Negotiations scheduled for the Nursing Service Union on May 5, Environmental Services Dan Hecht discussed hiring a seasonal summer helper for the landfill. It will be up to 14 hours per week to help with customers during landfill hours. Open Troy Jesness and John Gerbracht were present to discuss the County Attorney s delay of charging the people involved in a burglary at Bagley Motor Sports.
