Mt. Boucherie Expansion Technical Committee Recommendation The presentation of the TCC Recommendation to the Board was delivered to the meeting. This special meeting was called because the TCC could not come to an unanimous agreement as to which option is the best for Mt. Boucherie expansion. HEIN/HARRIMAN THAT the gallery have a 3-minute timeline for individuals to be heard.

This summary is as follows: Option 1 authorized by the referendum Option 2 staff endorse Option 3 preferred by Expansion Society Director Dinwoodie advised the meeting of a newspaper article regarding a $4.8 million expansion for the High School which may present a capacity issue for the future. Delegates comments: Mary Tracey Canadian Wood Council: in Option 1, wood would not be a likely option. John Burke President of Smith Creek Residents Association Option 3 preferred. A good facility for children. Ross Gorman Westside Resident Option 3 is more feasible. Betty Richards retired teacher Option 3 preferred. Steve Greenway Westside resident Option 3 preferred because of the walking track. Doreen Lander Westside resident Option 3 preferred because of the ability to generate revenue. Alan Richards Westside resident Option 3 preferred because of ability to have 2 hockey groups. John Hiebert Option 3 preferred, better design, centre clock and concourse. Carl Zanon Technical Construction Committee Option 1 preferred; meets the needs of the community now and in the future. Should work with referendum, taxpayers should be considered, there is an ethical issue for politicians. Rusty Ensign Westside resident Option 3 preferred because it strikes the best balance between function, form, capital cost and operating expense. Rusty was asked what the general feeling of the community was, what communication is there? ACTION: Rusty has agreed to do a telephone survey or an open house. Peter Wannot Westside resident, Option 3 preferred: has best potential for producing revenue, wood roof and concession.; 2-sided seating more attractive, also we need to plan for the growth of the Westside. Mary Manderino Westside resident Option 3 preferred because of school-based activities and better long-term use.

3 Parks Advisory Committee Minutes June 16, 2004 Page 3 of 5 Director Dinwoodie: Option 3 preferred Director Novakowski Will support Option 3 but has reservations due to Option 1 is the option we went to the public with, concerned with backlash and losing public confidence. Director Harriman Most in favour of Option 3. Director Hein Supports Option 3. Will support Westside Directors. Director Day Supports Option 3. Director Knowles Supports Option 3 because of Lacrosse and Junior A&B Hockey. Director Hansen Supports Option 3, Westside is growing rapidly, would attract Jr. A&B teams from Kelowna. DINWOODIE/ KNOWLES THAT Option 3 be considered by the Regional Board. Chair expressed a concern with communication to the public, so that there is an understanding. After this meeting, there should be a message that goes out that this Board is moving forward a recommendation to our Regional Board on Monday.. DINWOODIE/HARRIMAN THAT because of concern that there be an understanding from the public, the Communications Department and the Expansion Society is directed to work with our Parks Department to develop a communication plan indicating that this Board is moving forward a recommendation to our Regional Board on Monday, that will also come forward at our next Board meeting. Westbank Yacht Club Paving Project Murry Kopp The following report outlines the proposed reallocation of Westside Parks capital development funding and approval of a paving contract to allow the Westbank Yacht Club Parking Lot Paving Project to be completed in 2004 in partnership with the Westbank Yacht Club. Due to the distinct nature of property tenure in the project site, two separate tender packages were prepared and proponents submitted bids for consideration of both the RDCO and the Westbank Yacht Club. The split in property tenure between both parties is approximately 60% (RDCO) and 40% (Westbank Yacht Club) and the lowest submitted bids of $38, and $25, reflect this difference. The lowest total project tender received was $64, and in the agreed 50/50 funding partnership with the Westbank Yacht Club contribution, a total of $32, will be required from the 2004 RDCO Westside Parks Capital Development budget to complete this project. HEIN/DINWOODIE RECOMMENDATION: THAT the Regional Board approve the completion of a paving contract of $38, in conjunction with the lowest tender submitted by Westlake Paving and Aggregates Ltd. for the Westbank Yacht Club Parking Lot Paving project; AND FURTHER THAT in conjunction with $20,000 already approved in the 2004 budget, an additional $12, be reallocated from the Webber Road Roof Repair Capital Development project to provide for the completion of this project in 2004; AND ALSO FURTHER THAT in accordance with a 50:50 cost-share agreement between the RDCO and Westbank Yacht Club, each partner allocate a total of $32, for the completion of the project. 3. Johnson-Bentley Memorial Aquatic Centre Operations Contract Renewal A report was presented that outlines a proposed two-year contract with Active Living for the operation of the Johnson-Bentley Memorial Aquatic Centre for a term extending between January 1, 2005 and December 31, NOVAKOWSKI/DINWOODIE RECOMMENDATION: THAT the Regional Board approve the completion of a two year operational contract for the Johnson Bentley Aquatic Centre with Active Living Entreprises, as amended; AND FURTHER THAT the term of the contract will commence on January 1, 2005 and expire December 31, 2006.

Other Business Dirt Bike Trail meeting between the neighbourhood representatives and the Dirt Bike Association, Robert Hobson, Len Novakowski and Sharon Shepherd is set for Friday, June 18 th Kalamoir Park Access property owners have been invited to meet with staff to be set up in early July. Casa Loma they have been lobbying the Minister to have a meeting regarding access and have invited some members to go to their open house and picnic, but there is no information at this time to give to them, except to say that we are hoping to meet with property owners. Request from Director Dinwoodie to the Westside Directors to please copy him and Len Novakowski on Westside communication so they are informed of issues. 20/20 Properties - There will be a meeting with staff and the resort and landowners, including Sharon Shephard and a representative from the Westside.(Aaron Dinwoodie has volunteered to be that representative. ACTION ITEM: Bruce Smith has been requested to all press releases to the Directors so they have a heads up for media calls. P Hanson - re Haase property we were going to get gravel from Boucherie expansion but now that it can t happen, is there another place that we can retrieve the gravel at an inexpensive cost? B Vos we are looking at that now, because we are going to move that fill into the Crown Land beside, Rick Thorpe, the Minister, has indicated that he will shepherd our request for a licence for that piece of land so that we can use the fill from the arena to fill the parking lot which makes it much cheaper for the arena.
