November 18, 2014 The Phelps County Board of Commissioners met in regular session on November 18, 2014 as advertised, with Commissioners Tom Nutt; Jim Ostgren; Shelley Brenn; Rick Streeter; Theresa Puls; Matt Gregg and Russ Cruise present. The meeting was called to order by Chairman Ostgren. The Pledge of Allegiance was recited. Jim announced the open meeting law would be in effect and that a copy is posted on the wall. For inside the courthouse they would be located in the lobbies and hallways. Dustin gave the Board 2 quotes to review. After discussion the Board asked Dustin to breakdown the price on phase 3 for the inside of the courthouse and phase 4 would be the outside of the courthouse. This payment will be taken out of the building fund. Carissa Uhrmacher, representing the Juvenile Services for county Aid, met with the Board to discuss the South Central Partnership (SCP) who is serving as the lead organization in the assessment distribution and evaluation of the state county aid grant funding from the Nebraska Crime commission. After discussion Puls moved, seconded by Streeter, to approve the participation and to allow the execution of the Memorandum of Understanding regarding Juvenile Services and County Aid Funding. Roll call vote was Nutt, yes; Cruise, yes; Brenn, yes; Puls, yes; Streeter, yes; Ostgren, yes; Gregg, yes. Motion carried. Bobby Hamilton, Highway Supt., met with the Board with his road report. Bobby reviewed the results of his study on vacating 1 mile of 740 Rd between P Rd and Q Rd. He stated the 1 mile of road in question is a dirt/grass trail that provides access to Southern Public Power District for maintenance of their 3 phase line that runs parallel with the road on the edge of our right-of-way along the south side of this entire mile. Southern Power indicated they are not in favor of seeing this mile vacated. They use this road periodically to perform

7 maintenance on the power line. Also, William Soderholm expressed concern about drainage issues they have on this right- of -way between their property and U.S. Fish and Wildlife. Bobby s recommendation is to either hold a public hearing to vacate the road and relinquish the right-of-way back to the adjacent landowners or for Phelps County to enter into a written agreement with adjacent landowners to leave the current gates in place and keep the road closed to the traveling public with Phelps County overseeing proper signage and gate maintenance conditions. The road committee will discuss this and give their recommendation to the Board in 2 weeks. Marge Melroy and Dan Christensen met with the Board to discuss what school records could be given to the Prairie Museum. The Board wants Marge to put a list together with a signed loan of personal property agreement with the Museum. She also got approval from the Board to give the land transfer books and the affiliation petitions to the assessor s office. Nutt moved, seconded by Gregg, to approve the monthly reports from the clerk, sheriff and clerk of district court. Brenn moved, seconded by Puls, to approve the pledge security with First National Bank of Holdrege. Cruise moved, seconded by Brenn, to approve the bank deposit with First State Bank of Loomis.
