Web streaming: The Chair announced that as usual, the meeting file was available electronically via the e-meeting application and that it would be web streamed. 4. Chair's announcements concerning coordinators recommendations of 17 February 2016 The Chair informed the Committee that the coordinators recommendations of 17 PV\ doc PE v01-00 United in diversity

2 February had been circulated electronically. As no objections were raised, they were deemed approved (see Annex I). 5. ADOPTION OF DRAFT AGDA The draft agenda was adopted in the form shown in these minutes. 2. CHAIR S ANNOUNCEMTS 2.1 Main items discussed at last CCC meeting The main items on the last CCC agenda were an exchange of views with Mr Verhofstadt, Chair of the ALDE Group, in charge of negotiations on the Inter-institutional Agreement (IIA) on Better Law-Making and an exchange of views with Commission VP Ansip on the Digital Single Market. 2.2 Appointments in EFSA Management Board Under Article 25 of EFSA founding Regulation, members of EFSA Management Board are appointed by the Council in consultation with the European Parliament, from a list drawn up by the Commission. The Commission sent to the Council on 15 January a list of candidates with a view to renew half of the management board (7 Members) by 30 June The item will be in the March coordinators' meeting agenda for decision. 2.3 Appointment of civil society representatives in EMA Management Board PV\ doc 9/20 PE v01-00

10 The EP is consulted by the Council regarding the appointment of four members of civil society representatives of the EMA Management Board. Coordinators will decide on this issue at their next meeting. 2.4 New breeding techniques Coordinators had decided on 23 November to hold an exchange of views with the Commission on this issue, as soon as the Commission legal opinion would be available. DECISIONS ON URGT MATTERS 4.1 VI missions for the second semester Missions inside and outside the EU Coordinators decided to organise the following missions in the second semester : China/ETS: September or November turquoise weeks; Essen (climate/sustainability local experiences): September or November turquoise weeks; CITES COP17, Johannesbourg: 3 days + travel in week of 24 September Taranto, ILVA: July (interpretation only IT/) The exact dates and size of the missions will be decided in written procedure or at the next coordinators' meeting. In addition, it was decided to request exceptionally authorisation to send a delegation of 3 Members to the ICAO High-level Meeting on a Global Market-Based Measure (MBM) Scheme, May 2016, Montréal, Canada, although this meeting overlapping with the May part-session Visits to the Agencies ECDC, delegation composed as follows: 1 GUE/NGL, 1 EPP, 1 S&D. The final choice will have to be coordinated with the two other Committees concerned. 6.7 Hearing of the candidate for function of Executive Director of ECDC - Decision on procedure Background The Chair of the ECDC Management Board has informed President Schulz that the MB will nominate the ECDC Director at its meeting of 8-10 March Article 17(2) of ECDC s Founding Regulation provides that Before appointment, the candidate nominated by the Management Board shall be invited without delay to make a statement before the European Parliament and to answer questions put by members of that Institution. Pending the decision of the MB, the hearing of the nominee in the VI Committee is therefore preliminarily scheduled for Monday, 21 March at 3.00 pm. Procedure The format for the hearing would follow the one applied in previous such hearings, most recently the Executive Director of EMA in October The hearing (approx. 2 hours) will be organised as follows: PV\ doc 17/20 PE v01-00

18 After the 3-minute introduction by the Chairman of the committee, the candidate will be asked to make an opening statement of no more than 10 minutes. The statement will be followed by a first round of questions from coordinators (40min) and one round of questions from VI Members (60min) - the two rounds will cover a total of 20 questions: o The format of each question will be as follows (5 minutes per block of question): - 1-minute initial question 2-minute answer - 45-second follow-up question 1-minute answer 1 o If a speaker is not present, the question will lapse. At the end of the hearing, the candidate will present 5-minute final statement and the committee Chairman will make conclusive remarks in another 2 minutes. After the hearing the coordinators will evaluate the performance of the candidate and a letter containing the Committee's views will then be sent to Mr Schultz, the President of the Parliament. This letter shall be sent as quickly as possible. It is then envisaged that President Schulz, after consulting the Conference of Presidents, will transmit Parliament's final judgement on the candidate to Mr Reynders, Chair of the ECDC Management Board. Nota: groups will be requested to send their list for speakers by Thursday, 17 March at noon. The list of speakers will be distributed on Friday 18 March.
