Call To Order Jeanne Michael called the meeting to order at 6:00 p.m. Other members present included Bonnie Taylor, Paula Roediger, Frank Bennallack, and Tom Petitt. B. Adjourn To Closed Session The meeting adjourned to closed session at 6:01 p.m. to conduct the following: Discuss Interest Based Bargaining between Grass Valley School District and Grass Valley Teachers Association. Discuss Collective Bargaining between Grass Valley School District and the CSEA bargaining unit. Government Code Section 54957: Public Employee Discipline/Dismissal/Release C. Reconvene To Public Meeting (6:30 p.m.) Flag Salute The meeting reconvened to public session at 6:34 p.m. John Baggett led the flag salute. D. Adoption Of The Agenda Paula Roediger made a motion to adopt the agenda, seconded by Tom Petitt. E. Announcement Of Action Taken In Closed Session, If Any No action was taken in closed session. F. Discussion Of Non-Agendized Items Brought Up By Members of The Public This is an opportunity for members of the audience to address the Board on non-agenda items. Agenda items may either be addressed at this time or when the items come up for discussion. The Board cannot discuss or take action on non-agenda items tonight, but items may be put on an agenda at a later Board meeting for discussion and/or action. No discussion G. Personnel 1.0 FTE Credentialed Teacher Consideration/Approval of a leave of absence as a Teacher at Scotten School, effective 11/2/15 to January 4, FTE Classified Aide - Consideration/Approval of a resignation as a Duty Aide and Crossing Guard at Bell Hill Academy and Scotten School effective 06/05/ FTE School Counselor - Consideration/Approval of a 20% child rearing unpaid leave of absence for an elementary school counselor for the 2015/16 school year. H. Presentation On Water Conservation Information For The District By The Director Of Maintenance And Operations, Doug Macy Director Macy presented water conservation requirements included in the Governor s Executive Order presented at a CASH conference. He also shared recommended reductions by NID. I. Superintendent s Report Enrollment: Our final enrollment numbers was the same as CBEDS End of School Year Wrap-Up: Expressed appreciation for all the work done at the school sites for graduation. Very positive end of the school year. Behavior Panels: In 2014/15 Lyman Gilmore had approx. 7, Charter had 2, and Scotten had 1. J. Reports 1. PTC No report. 2. GV Schools Foundation for Arts and Science - No report. 3. GVTA - No report. 4. CSEA - No report. 5. Principals Bell Hill Academy Debbie Plate reported to the Board on the end of the year, world market, play morning, 4 th grade visit to Lyman Gilmore, Open House with 94.4% in attendance, and the summer reading program. Lyman Gilmore Chris Roberts reported to the Board on the carnival, Flight Day a big success, Open House well attended, Fun Day, 8 th Grade Graduation, and today s Professional Development. Scotten School John Baggett reported to the Board on play day, 4 th grade visit to Lyman Gilmore and the cross-over event, Open House events well attended, new hires, Summer Programs on-site, and the Scotten Sing on the last day of school. Director of Educational Programs John Baggett reported to the Board on Professional Development today and tomorrow, curriculum orders, and technology updates. Charter School Brian Martinez reported to the Board on Open House, Book Fair, todays ice cream party for a class delivered by him via tricycle, being slimed, a great end of year and graduation, and a proposed mural for campus beautification for the entry inside the school front entry area. The Board had no objections to the mural project. 6. Child Development Carol Viola reported to the Board on the end of year and planning for next year with the need to use shared space, using Lexia over the Summer, Preschool good end of year and currently in open enrollment. 7. Business Manager Jodi LaCosse reported to the Board on total legal fees at $88, as of the end of May 2015, and the New Auditors visit went very well and coming back Reg Bd Minutes.doc Page 2 of 6

3 to do more at Central Kitchen. 8. Director of Special Education Janet Horowitz reported to the Board on staff openings and a poor response to School Psychologist opening, also trying to hire a.50 FTE Special Education Teacher position, and a 1 day a week counselor, DELAC meeting, State Compliance Review Report, and how good it is to see how many special education students are receiving general education services in our district now. 9. Nevada County Health Advisory Committee No report. 10. District Facilities Master Plan Committee Superintendent Fredrickson reported to the Board on the June 8, 2015 meeting and the Master Facilities Plan progress, and district acreage survey needs being researched so we know what is available for future planning. More will be presented at the Board workshop in August. 11. Other Board Committee Reports No other reports. K. District Local Control Accountability Plan (LCAP): Public Hearing Public Hearing Opened at: 7:50 pm. Hiring an ELD Coordinator was discussed. During the LCAP meeting this position was called an ELD Coordinator and it is being recommended this position be called an ELD/ELA Coordinator. This could be an approximately $80, position for up to 3 years. Discussed being a teacher-on-assignment temporary position. Instructional Assistants also discussed with the change from grade level specific to hours and to be used for intervention with the needs to be determined at the school site level. Training would be included. Facilities will need more detailed and develop a vision. Also a need for a playground at Lyman Gilmore is a long-term goal. Recess Support Staff discussed and a need for more instruction during recess for safety reasons. This will be for grades Kindergarten through 5 th grade with a focus on 3 rd and 4 th grades. Looking at hiring a.50% FTE position. Public Hearing Closed at: 8:02 pm. L. Grass Valley Charter Local Control Accountability Plan (LCAP): Public Hearing Public Hearing Opened at: 8:02 pm. Principal Brian Martinez gave an overview on the process followed to develop their LCAP. Public Hearing Closed at: 8:04 pm. M. Instructional Materials: Public Hearing Adoption of Math Curriculum: Eureka Math for grades Kindergarten through 8th, Grass Valley Charter School Public Hearing Opened at: 8:05 pm. Consideration/Approval Of Declaration Of Need For Fully Qualified Educators Tom Petitt made a motion to approve, seconded by Paula Roediger. T. Information/Discussion On Proposal From CVIN For Installation Of A French Drain On Hwy. 174 Affecting The Grass Valley Charter School Parking Lot This work was completed on May 30 th, 2015 U. Report on Title 1 Programs In The Grass Valley School District For The 2014/15 School Year Director of Special Education Janet Horowitz gave an overview on this program to the Board. V. Consideration/Approval Of School Site Handbooks For Bell Hill Academy, and Scotten School, For The 2015/16 School Year The Board will review and consider approval of the revised school site handbooks for the upcoming school year. The Board recommended adding verbiage in very clear simple language relating to not bringing tobacco, firearms, and drugs to school, then to refer to the behavior matrix. They would also like the behavior matrix incorporated in to the actual handbooks, not a separate packet. Other recommendations by the Board included adding a statement in transportation to include all school rules apply while students are on the school bus. A few minor corrections, added clarification in clothing and grooming and replace hot lunch with meals served by Central Kitchen, hours for before and after school program change to 6:15. On Page 7 of the Scotten handbook a minor correction. Paula Roediger made a motion to approve, seconded by Bonnie Taylor. W. Consideration/Approval Of Renewal For PowerSchool/Pearson Student Information System Licensing, Hosting, And Support For The 2015/16 School Year, Total Cost $15, Paula Roediger made a motion to approve, seconded by Frank Bennallack. Y. Consideration/Approval Of Proposal From NWN Corp. For Ruckus Wireless License Renewals And Hardware at Scotten School, Total Cost $13, No motion made. Z. Consideration/Approval Of Resolution #14-19: Authorization Of Designated Personnel To Sign Preschool Documents For The 2015/16 School Year Tom Petitt made a motion to approve, seconded by Bonnie Taylor.By roll call vote, motion passed 5-0. AA. Consideration/Approval Of Resolution #14-20: Authorization Of Designated Agent To Sign School Orders (Commercial Warrants) For The 2015/16 School Year Bonnie Taylor made a motion to approve, seconded by Paula Roediger. By roll call vote, motion passed 5-0. BB. Consideration/Approval Of Resolution #14-21: Temporary Transfer Of Cash Between Funds Frank Bennallack made a motion to approve, seconded by Bonnie Taylor. By roll call vote, motion passed 5-0. CC. Consideration/Approval Of Resolution #14-22: Authorization Of Transfer Of Budget Funds Between Major Object Codes Frank Bennallack made a motion to approve, seconded by Paula Roediger. By roll call vote, motion passed 5-0. DD. Public Hearing: Adoption Of The 2015/2016 District Budget Public Hearing Opened at: 8:48 pm. Business Manager Jodi LaCosse gave an overview of the 2015/16 proposed budget. The School District Public Disclosure Of Tentative Negotiated Agreement For the GVTA 3.5% increase in salaries was included in this presentation and board packet, also provided a breakdown of the ending fund balance. Consideration/Approval Of New Board Policy BP 0410, Nondiscrimination In District Programs And Activities The Board will do a second reading and consider approval of this new board policy. Paula Roediger made a motion to approve, seconded by Frank Bennallack. FF. Consideration/Approval Of Revised Board Policy BP 4020, Nondiscrimination In Employment The Board did a second reading and considered approval of this revised board policy. GG.
