2 CITY OF PHILLIPSBURG CITY COUNCIL MEETING May 5, 2014 The Phillipsburg City Council met in regular session on May 5, 2014, 6:00 P.M., at the Phillipsburg City Office, 945 Second Street. CALL TO ORDER ATTENDANCE The meeting was called to order by Mayor Fred Robinson. PRESENT: Council members Shane Kinter; Linda Flipse; Mike James; Lynette Voorhees; Rod Innes; Donna Speake. ABSENT: NONE. ALSO PRESENT: Scott Sage, City Attorney; Tad Felts, reporter KKAN/KQMA; John VanRoekel; Pam & Doug Isernhagen; Tim & Shawn Ellenberger; Mandy Imm; Brenda Chance, City Clerk. OATH OF OFFICE Mayor Robinson swore in Donna Speake as Council member Ward III to fill the unexpired term of Erik Coulimore. Kirby Ross, reporter Phillips County Review, arrived at 6:02 p.m. BUSINESS INFO Pam Isernhagen provided information concerning the Family Health Store & More. The store provides health supplements as well as food. Isernhagen expressed the importance of the need for continued community beautification. Pam & Doug Isernhagen left at 6:11 p.m. SWIM TEAM Mandy Imm presented information concerning the Piranhas Swim Team and the meet they will be hosting June 21 st. It was the consensus of the Council the pool would be closed on June 21 st until after the swim team meet. The City will provide lifeguards for the meet. The Phillipsburg High School Pacers will have the meet concession stand off site. Discussion was also held to work with the Aquatic Center management to attempt to designate a second swim team practice time. Tory Tipp arrived at 6:23 p.m. COMMUNITY GARDEN & ORCHARD Mayor Robinson and Phillips County Community Foundation Executive Director, Tory Tipp, provided information concerning a community garden and orchard. Discussion will follow at the next meeting after information concerning insurance liability can be obtained. Tory Tipp left at 6:41 p.m. MINUTES Moved by Innes, seconded by Flipse, to approve the minutes of the April 21, 2014 APPROVED meeting as written. Voting Aye: ALL. Opposed: NONE. APPROPRIATION ORDINANCE # B Moved by Flipse, seconded by Voorhees, to approve an ordinance to pay the bills for the month of April. Voting Aye: ALL. Opposed: NONE. Statutory majority having voted for this ordinance; the city clerk assigned it ordinance # B.
3 CITY CLERK AIRPORT WATER AQUATIC CENTER PUBLIC WORKS AQUATIC CENTER Chance provided information concerning the 2013 audit work and KMU Safety Group insurance rebate. The water rate review will begin following Ranson & Associates meeting with the state. Chance reported a grant from the Hansen Foundation in the amount of $100,000 has been received contingent on approval of the FAA funding. This funding is for the whitetopping project of the asphalt runway. The bid opening for the project will be May 8 th at 1:30 p.m. Discussion was held concerning the water conservation program update. Information concerning the gallons per customer water usage will be provided at the next meeting. Driggs also reported work on filter #2 continues. Driggs reported the fence at the Aquatic Center is up and filling of the pool will begin on Tuesday. Lifeguard training will begin on May 12 th. Driggs will be meeting with the contractors. Driggs updated the Council on maintenance work being completed. Discussion was held concerning dangerous structures. It was the consensus of the Council that the ordinances be enforced and procedures started. The following summer aquatic center hours were recommended by Driggs: Outdoor Pool opening May 24 th Open Swim -Monday Sunday 1-6 p.m. daily Family Swim Tuesday, Wednesday, & Thursday 7-8:30 p.m. Exercise Pool Same hours as current except for Saturday which will be 1-6 p.m. Moved by Kinter, seconded by Innes, to approve the hours. Voting Aye: ALL. Opposed: NONE. EMPLOYEE EVALUATION LIBRARY EXECUTIVE ADJOURN Moved by James, seconded by Kinter, to approve the employee evaluation system presented by Driggs with the corrections of the formatting change and that the City Council will approve job descriptions. Mayor Robinsons recommended Vicki Constable and Chad Hamons be appointed to the Library Board. Moved by Innes, seconded by Kinter, to approve the Mayor s recommendations. Voting Aye: ALL. Opposed: ALL. Moved by Kinter, seconded by James, to recess into executive session to consult with the city attorney on matters that would be deemed privileged in an attorney-client relationship until 7:26 p.m. with City Attorney Sage, Driggs, and Chance in attendance. 7 Important Items City Council Meeting 19 May 2014 Projects: o Water Plant Maintenance update Filter #2 Sandblast has begun and Painting will begin on 5-14 o Water Conservation Plan Revision - Tabled for further review o Airport Update- Amendment # 1 Construction Administration o Aquatic Center update Pool opens on Branco is still some of the warranty work. Some items may have to be completed at the end of the pool season. These repairs will be at no expense to the City. Lifeguard Training completed o Concrete Addition B & B Redimix progress report. Fencing and grading has completed Upcoming Training Safety Training May 19 at 10:30 and 1:30 at the Firehouse. Upcoming/Performed Maintenance o Mowing the cemetery this week Prisoners will be here for weed eating and maintenance. o Begun cleaning and prepping the airport terminal for repainting. o Begun restoration action for the legion bathroom and park bathrooms. (Painting & Doors) o Sewer Plant Repairs -on Hold until Sewer Truck arrives o Sealing of Street to begin June 3 rd o Repainting downtown streets beginning o Planters are out downtown and flowers will be planted in the coming week.
