Brown Municipal Bldg.: 5:30 p.m. One Grand Street (517) Coldwater, Michigan CALL THE MEETING TO ORDER PLEDGE OF ALLEGIANCE ROLL CALL CITY COUNCIL MINUTES REGULAR MEETING Mayor Kramer called the meeting to order with the following Councilmembers present: Councilmembers Cisco Ortiz and Travis Machan, representing the 1 st Ward; Councilmembers Chris Pierce and Jim Knaack, representing the 2 nd Ward; Councilmember Michael Beckwith, representing the 3 rd Ward; and Councilmembers Randall Hazelbaker and Scott Houtz, representing the 4 th Ward. Council Action: Motion by Councilmember Hazelbaker, seconded by Councilmember Knaack, to excuse the absence of Councilmember Maureen Petzko, as presented. OTHERS PRESENT: Keith Baker, Megan Angell, Pat Pool, Mark Bartell, Tom Eldridge, Dave Sattler, Sarah Fronczak, Dean Walrack and Susan Heath; Dave McDonald, Brian VanZee, Thomas A. Grywalski, Brad Rockey, Jennifer Wingard, Norm Taylor, Lela Ash, Stephen and Alexia Rish, Dan Corwin, Eddie Miller, Don Reid and seven others. PUBLIC COMMENTS Dave McDonald, representing the Military Memorial Committee, thanked the City for help in restoring the World War I German Howitzer and Civil War Limber, as well as other work connected to the Committee s restoration efforts; presented two plaques of appreciation; and specifically thanked Manager Keith Baker and DMS Director Dave Sattler. Eddie Miller, 163 S. Monroe Street, spoke about the damaged marker of Davis Smith, buried in Oak Grove Cemetery.

2 March 26, 2018 Page 2 Brad Rockey, DDA President and owner of Kiess Jewelry, spoke in opposition to the proposed Milnes Plaza apartment project. Debra Yee, representing Coldwater Country Conference & Visitors Bureau, spoke in opposition to the proposed Milnes Plaza apartment project. Dan Corwin, 22 Lilly Street, asked about saving the trusses from the Old US-12 Bridge; spoke in opposition to the Trail between Quincy and Coldwater; spoke in opposition to the proposed Milnes Plaza apartment project. Lela Ash, 211 W Pearl Street, spoke in opposition to the proposed Milnes Plaza apartment project. Jennifer Wingard, DDA Member and owner of the Kerr Building, spoke in opposition to the proposed Milnes Plaza apartment project. There will be no separate discussion of these items unless requested by a Councilmember or citizen. PUBLIC HEARINGS END OF CONSENT AGENDA 13. Letter from Keith Baker, City Manager, regarding 2018 MDNR Grant Application for Coldwater to Quincy Linear Trail - Consider adoption of Resolution No Mayor Kramer opened the Public Hearing at 5:53 p.m. Manager Baker presented information and answered Council questions. Public Comments: Shelby Stanley, Quincy, spoke in support of the grant for the linear trail. Eddie Miller, 163 S. Monroe, spoke in support of the grant for the linear trail. Debra Yee, 42 W. Chicago Street, spoke in support of the grant for the linear trail.

4 March 26, 2018 Page 4 Dan Corwin, 22 Lilly Street, requested a place to feed the ducks if the linear trail is constructed. Mayor Kramer closed the Public Hearing at 5:59 p.m. Council Action: Motion by Councilmember Hazelbaker, seconded by Councilmember Knaack, to adopt Resolution No authorizing the submission of MDNR Natural Resources Trust Fund grant application by the City of Coldwater in the amount of $300,000 and authorizing the Mayor and Clerk to sign (attached in Addendum A), as presented. 14. Bills and Accounts: $116, END OF PUBLIC HEARINGS Council Action: Motion by Councilmember Beckwith, seconded by Councilmember Machan, to approve Bills and Accounts in the amount of $116,267.30, as presented. 15. City Manager s Report Cemetery Vandalism The City of Coldwater would like to thank Brian Wells of Dutcher Funeral Home and Sunburst Memorials of Lansing, Michigan, for their time and assistance in making repairs to the vandalized monuments and markers at Oak Grove Cemetery. Their knowledge and equipment were extremely helpful and both companies donated their time to the community. The investigation is ongoing. Staff is preparing recommendations for what if any security changes need to be made at the cemetery. 4 Corners Park Memorials Update The Civil War era limber that is displayed with the Loomis cannon has been restored and will be reinstalled in the NE corner park in time for Memorial Day. In addition, the Coldwater Library historical marker has been restored and will be reinstalled once repairs to the front steps and porch are completed later this spring. Fundraising is underway to clean, repair and repaint the Loomis cannon and the

5 March 26, 2018 Page 5 four name plaques. Donations can be made to the Branch County Military Memorials Fund at the Branch County Community Foundation. Robert W. Browne Aquatic Center Please be advised that the large competition pool at the RWB Aquatic Center is closed for inspection and maintenance. The warm water pool will continue to be open to the public and for classes. Spot repairs are underway on the plaster of the competition pool. Please look for media reports for when the pool will reopen. Special City Council Meeting Budget Workshop A special meeting of the Coldwater City Council has been scheduled for 5:30 p.m. Monday, April 16, The meeting will focus on the draft budget. Mother/Son Event The Recreation Department s Mother/Son event took place on Saturday, March 10, 2018, and drew nearly 250 persons to the RWB Recreation Center for an afternoon of fun. Thank you to the Recreation Dept. staff for their time, energy and creativity in putting on a fun event Construction Project Overview 1. US-12 Bridge Removal/Pedestrian Bridge (City) April to June 2. Letter from Keith Baker, City Manager, regarding Contract for Purchase of Real Estate with Milnes Plaza Limited Dividend Housing Association L.P. for purchase and sale of Milnes Plaza Parking Lot Consider adoption of Resolution No and approval of Agreement No. A Council Action: Motion by Councilmember Beckwith, seconded by Councilmember Machan, to adopt Resolution No authorizing the approval of Agreement No. A18-03 (attached in Addendum B), as presented. Memo from Sarah Fronczak, Engineering Project Coordinator, regarding approval for Treat Avenue Resurfacing Bid. Council Action: Motion by Councilmember Pierce, seconded by Councilmember Hazelbaker, to approve the low bid of $190, (including construction $175,966.30, plus testing and contingencies $14,033.70) from Michigan Paving and Materials Company, for the Treat Avenue Resurfacing Project, as presented. 19. Memo from Sarah Fronczak, Engineering Project Coordinator, regarding Chandler Plaza Improvements - Phase 1. Council Action: Motion by Councilmember Ortiz, seconded by Councilmember Pierce, to approve the bid of $55,684.00, from Parrish Excavating, for Chandler Plaza Improvements Phase 1, as presented.
