Brown Municipal Bldg.: 5:30 p.m. One Grand Street (517) Coldwater, Michigan CALL THE MEETING TO ORDER PLEDGE OF ALLEGIANCE ROLL CALL CITY COUNCIL MINUTES REGULAR MEETING Mayor Kramer called the meeting to order with the following Councilmembers present: Councilmembers Cisco Ortiz and Travis Machan, representing the 1 st Ward; Councilmembers Chris Pierce and James Knaack, representing the 2 nd Ward; Councilmembers Maureen Petzko and Michael Beckwith, representing the 3 rd Ward; Councilmembers Randall Hazelbaker and Scott Houtz, representing the 4 th Ward. OTHERS PRESENT: Megan Angell, Keith Baker, Paul Beckhusen, Jodi Shook, Mark Bartell, Jan Taube-Quispe, Tom Eldridge, Dave Sattler, Dean Walrack, Sarah Fronczak, Kenny Fickle, Rose Thornton, Susan Heath, Chuck Wood, Don Reid and 13 others. PUBLIC COMMENTS Chuck Wood, 224 W. Pearl Street, spoke out in opposition to the proposed rezoning of a 9.25 acre parcel from A-1 One Family Residential District to A-3 Multi-Family Residential District, currently being reviewed by the Planning Commission. Council Action: Motion by Councilmember Ortiz, and seconded by Councilmember Pierce, to extend Mr. Wood s allotted time of five minutes and providing an additional three minutes, as presented. CONSENT AGENDA (Item Numbers 1-10) The items listed in the Consent Agenda are considered to be routine by the City Council and the City Manager and will be enacted by one motion. There will be no separate discussion of these items unless requested by a Councilmember or citizen. In this event, the item will be removed

Those items so approved under the heading Consent Agenda will appear in the Council minutes in their proper form. 1. PUBLIC HEARINGS END OF CONSENT AGENDA 11. Industrial Facilities Tax Abatement Certificate for Clemens Food Group, LLC, 572 Newton Rd. Consider adoption of Resolution No

3 January 9, 2017 Page 3 Mayor Kramer opened the Public Hearing at 5:38 p.m. Interim City Manager Baker reported on Clemens Food Group, LLC s request for IFT and Resolution No Public Comments: Council Comments: Mayor Kramer closed the Public Hearing at 5:40 p.m. Council Action: Motion by Councilmember Ortiz, seconded by Councilmember Pierce, to adopt Resolution No (attached in Addendum B), as presented. 12. Bills and Accounts: $248, END OF PUBLIC HEARINGS Council Action: Motion by Councilmember Beckwith, seconded by Councilmember Petzko, to approve Bills and Accounts in the amount of $248,839.73, as presented. 13. City Manager s Report. New Police Officer The City is pleased to announce the hiring of Mr. Jan Taube-Quispe to the Coldwater City Police Department. Jan is a recent graduate of the 98th Mid- Michigan Police Academy which is held at the Lansing Community College Campus. Prior to attending the Mid-Michigan Police Academy Jan attended Michigan State University in East Lansing where he earned a BA in Criminal Justice. While at Michigan State Jan was a member of the Alpha Phi Sigma CJ Honors Society. Jan grew up in East Lansing, Michigan where he attended East Lansing High School. Jan speaks German fluently as he

4 January 9, 2017 Page 4 lived in Germany until he was 7 years old. We are pleased to have Jan as the newest member of the Coldwater Police Department. Retirement Announcement The City would like to congratulate Code Enforcement Officer John Luck on his retirement from the City of Coldwater after 27.5 years of service to the community. John s last day of work will be Friday February 10, An open house is scheduled to be held in the Council Chambers of the HLB building with more details to come. Best wishes to John and his family on this new chapter of his life. Employee Departure The City regretfully announces that Police Officer Cory Buter has taken a position with the City of East Grand Rapids. Officer Buter s last day with the City of Coldwater will be January 23, The City would like to wish Officer Buter best wishes in his new position and future endeavors. Wastewater Treatment Plant Upgrades Final bids were received and approved by CBPU Board on the 20th for $8.6M for the Equalization Basin. The City s engineering consultant FTCH is serving as construction manager and a number of local and regional contractors have been selected for the project. Work continues on the trickling filters at the WWTP. Of the 3 filters where the media is being changed out, 1 is complete and a 2nd one is nearing completion. Daddy Daughter Dance This popular social event is for girls in kindergarten through 6th grade that are attending a Coldwater School and their dads, grandpas, or uncles. Spend an evening of fun with your special girl! There will be dancing, pictures, and snacks. This event sells out annually (max 550 persons) so don't wait, sign up now. Sign up at or by calling for assistance. Ice Fest 2017 Mark your calendars for the annual Coldwater Ice Fest coming up on Saturday January 28, 2017, from 9 am to 4 pm. Ice carvings, demonstrations, chili cook off, a charity pub crawl, evening concert with Journey and Foreigner tribute bands at the Tibbits Opera House and more are planned. Come downtown to experience all of the fun! Contact the Coldwater Area Chamber of Commerce for more information or to register for an event at Council Action: Motion by Councilmember Pierce, seconded by Councilmember Knaack, to approve and place on file the City Manager s Report, as presented. 14. Letter from Keith Baker, Interim City Manager/Community Services Director, regarding zoning amendment - Consider adoption of Ordinance 800 (child group day care homes).

Memo from Dave Sattler, DMS Director, regarding truck bids. Council Action: Motion by Councilmember Knaack, seconded by Councilmember Hazelbaker, to approve the $33, bid from Cole Ford in Coldwater, MI, for the 2017 F-250 4x4 pickup truck; the $83, bid from Tri-County International for the 2017 International 7400 cab and chassis; and the $46, bid from Truck and Trailer of Howell, MI, for equipment, as presented. 16. Consider approval of Agreement A16-24 Grant of easement to Michigan Electric Transmission Company to construct and operate equipment necessary for the transformation, switching and transmission of electricity at 120kV or greater adjacent to the CBPU s new substation off of Jonesville Road. Council Action: Motion by Councilmember Pierce, seconded by Councilmember Beckwith, to approve Newton Station Substation Easement Agreement No. A16-24 (attached in Addendum D), as presented. Council Action: Motion by Councilmember Petzko, seconded by Councilmember Knaack, to approve Electric Transmission Line Easement Agreement No. A16-23 (attached in Addendum E), as presented. Roll Call Vote: Ayes: Councilmembers: Ortiz, Machan, Pierce, Knaack, Beckwith, Petzko, Hazelbaker, Houtz and Mayor Kramer. Nays: 18. Letter from Keith Baker, Interim City Manager/Community Services Director, to consider approval of Agreement No. A17-01, a PA 425 Agreement with Coldwater Township for the State of Michigan Lakeland Correctional Facility property. Interim City Manager Baker reported on the proposed PA 425 Conditional Land Transfer Agreement No. A17-01, with Coldwater Township for the State of Michigan Lakeland Correctional Facility property. Council Action: Motion by Councilmember Ortiz, seconded by Councilmember Petzko, to set a Public Hearing January 23, 2017, during the City Council Meeting for the review of proposed PA 425 Conditional Land Transfer Agreement No. A17-01, with Coldwater Township for the State of Michigan Lakeland Correctional Facility property, as presented.
