5 CITY OF PASADENA PUBLIC SAFETY COMMITTEE MINUTES PASADENA CITY HALL 100 NORTH GARFIELD AVENUE CITY HALL COUNCIL CHAMBER S249 APRIL 18, 2018 REGULAR MEETING OPENING ROLL CALL: Staff: The Chair called the regular meeting of the Public Safety Committee to order at 6:02 p.m. Vice Mayor John J. Kennedy (Chair) Councilmember Tyron Hampton (Arrived at 6:55 p.m.) Councilmember Steve Madison Mayor Terry Tornek Steve Mermell, City Manager Javan Rad, Chief Assistant City Attorney John Perez, Interim Police Chief Ara Maloyan, Director of Public Works Valerie Flores, Recording Secretary PUBLIC COMMENT Reverend Carlos Quintero, Pasadena Hispanic Pastors Alliance, spoke in recognition of Police Chief Phillip Sanchez, expressed gratitude and appreciation for his commitment/service to the City, as well as to the Hispanic community. Dale Gronemeier, residence not stated, requested that the City provide a ten-year analysis of the City s payouts on claims, settlements, internal affairs investigations, attorney fees for outside counsel, and staff time for all incidents involving the Pasadena Police Department (PPD). In response to Mr. Gronemeier s above public comment, the City Manager and Councilmember Madison indicated that the City Council currently receives information on the City s financial payouts involving the PPD, and noted that such information is accessible through the public records request process. Greg Gunther, Pasadena resident, provided his comments and submitted written data on the number of Pasadena Traffic Crash Victims vs. Violent Crime Victims. The Chair asked the City Manager to review the data submitted by the public speaker, Mr. Gunther, and to follow up with him on his request for the City to verify the accuracy of the data submitted. MINUTES APPROVED It was moved by Mayor Tornek, seconded by Councilmember Madison to approve the minutes of December 4, 2017 (regular meeting), December 20, 2017 (cancelled meeting), January 1, 2018 (cancelled meeting) and January 17, 2018 (regular meeting) as submitted. (Motion unanimously carried) (Absent: Councilmember Hampton) 01 04/18/2018

6 NEW BUSINESS Councilmember Hampton arrived at 6:55 p.m. COLORADO BRIDGE TASK FORCE RECOMMENDATION TO DETER SUICIDE ATTEMPTS ON THE COLORADO STREET BRIDGE Ara Maloyan, Director of Public Works, thanked and introduced the appointed Task Force members for their participation, and summarized the agenda report as part of a PowerPoint presentation, and responded to questions. Steve Mermell, City Manager, noted that the City has not identified funds for the work associated with deterring suicide attempts, and stated that, in his opinion, it would be appropriate for the City Council to consider use of reserve funds given the serious nature of the matter. Michael Kassarjian, Pasadena resident, expressed concerns with the recommended mitigation measures. Jeff Michael, Vista del Arroyo Homeowners, spoke in support of the recommended mitigation measures. Councilmember Madison thanked Mr. Maloyan, City staff, and the Colorado Bridge Task Force members for their excellent work, and commented on the importance of deterring suicide attempts and moving forward with the staff s recommendation. He also requested staff to provide additional information on the dimensions and/or a visual of the proposed mitigation measures when presenting the matter to the full City Council. The Mayor echoed Councilmember Madison s comments and requested staff to provide a visual depiction of the dimensional scale of the proposed 7-6 vertical barriers. Following discussion, it was moved by Mayor Tornek, seconded by Councilmember Hampton, to approve staff s recommendation, and forward the item to the full City Council for consideration. (Motion unanimously carried) (Absent: None) INFORMATION ITEM Vice Mayor left at 7:06 p.m. and returned at 7:08 p.m. POLICE CHIEF S MONTHLY REPORT Steve Mermell, City Manager, introduced Interim Police Chief John Perez, who summarized the Police Chief s Monthly Report as part of a PowerPoint presentation, and responded to questions. Councilmember Madison reiterated his concerns involving recruitment and retention of police officers, specifically in terms of tenure/experience when considering police staffing levels. Councilmember Madison spoke briefly about the number of guns recently confiscated, and urged the Chief to contextualize that information as part of his monthly report, which he noted would serve as a reminder of the challenges and successes of the Police Department /18/2018

7 Councilmember Hampton requested that staff provide a comparison list of the Pasadena Police Department s body worn camera policy with the Los Angeles Police Department s policy (or a surrounding city). The Chair expressed his support for the appointment of Deputy Police Chief John Perez as the Interim Chief of Police, announced publicly that Chief Perez may also be referred to as Dr. Perez, and applauded him on his success and his fine example. The following individuals expressed support for the appointment of Deputy Police Chief John Perez as the Interim Police Chief and/or provided comments and questions related to the Chief s Monthly Report: Hovannes Sarkissian, Pasadena Armenian Police Advisory Council (PAPAC) Dale Gronemeier, American Civil Liberties Union (ACLU) Phil Way, Pasadena resident Michelle White, ACLU of Southern California Joyce Perry, Pasadena resident The City Manager informed the Committee that the Public Safety Committee meeting scheduled for May 7, 2018, is being canceled due to a conflict with the Special Joint City Council/Finance Committee meeting Councilmember Madison briefly shared his concerns regarding seismic safety, with the City Manager noting that staff previously discussed seismic retrofitting of soft-story buildings and will return to the Committee in the near future with an update on the matter. The Mayor and Councilmember Hampton congratulated Interim Police Chief John Perez on his appointment, commented on the Chief s Monthly Report, specifically as it relates to the Department s work plan, stating that it is very ambitious, with the Mayor acknowledging the challenges with defining a plan that does not create additional paralyses and/or divert resources, and expressed his anticipation for progress in the areas highlighted in the report. Councilmember Hampton requested staff to provide information on the number of new recruits that are from the Pasadena area, and reiterated his suggestion for the community engagement/outreach to begin at the elementary school grade level. Following discussion, on the order of the Chair, and by consensus of the Committee, the information was received and filed. ADJOURNMENT On the order of the Chair, the regular meeting of the Public Safety Committee was adjourned at 8:05 p.m /18/2018

34 Community Firework Enforcement Teams Fire, Police and Public Information Office Six PPD Firework Enforcement Teams responded to 207 CFS and issued 23 Administrative citations. This is an increase of 43% in CFS from 2017 (145 CFS). 35 Summary Fire, Police and Public Information Office Summary > Curbing illegal fireworks use & enforcement remains challenging due to pervasive use and acceptance of fireworks by the public > City continues to be a Zero Tolerance community for fireworks & enforcement, but emphasis is on education, public information/awareness and confiscation. > The new ordinance holding property owners and tenants responsible for illegal activity was a useful tool for enforcement officers in gaining compliance. 19
