6 Recommended Action: Authorize "Food for Fines Week" at the Central Library and West Salem Branch Library, Sunday, April 3 through Sunday, April 10, 2016 during the Marion-Polk Food Share Food Drive. (b) Establishing a Railroad Quiet Zone Along the Portland and Western Railroad at River Road S, Minto Island Road S, and State Street Wards 1, 7 Councilors Bennett, Dickey SWAN, SCAN, Grant, Highland, Northgate Recommended Action: Direct staff to initiate establishment of a railroad quiet zone along the Portland and Western Railroad at the River Road S, Minto Island Road S, and State Street railroad crossings. (c) Marine Drive NW, Urban Growth Boundary, and Streets and Bridges Bond Funds Wards 1, 8 Councilors Bennett, Lewis Highland, West Salem (PW) Recommended Action: Authorize using Streets and Bridges General Obligation Bond funds for right-of-way acquisition and construction of Marine Drive NW south of the Urban Growth Boundary (near Cameo Drive NW), and allow opportunity purchases of right-of-way needs in Marion County for the Salem River Crossing Preferred Alternative. *(d) Position on Legislative Priority Bills Recommended Action: The Legislative Committee recommends that the City Council ratify the legislative positions and priorities approved by the Council Legislative Committee 4.
