3 FOREWORD by Secretary Geeral Gwede Matashe 1 The fourth Natioal Geeral Coucil was held i Gallagher Estate, Midrad Gauteg Provice, over three days i a disciplied ad costructive climate. No issue was deemed too sesitive ot to be discussed, as is it reflected by the outcomes of the NGC. We thak the delegates, the various task teams ivolved i the preparatios ad the ruig of the NGC ad the leadership of our movemet for makig this gatherig a success. The success of the NGC is the result of the all-roud disciplie displayed by all who partook i it. We must ow put ito effect decisios of the NGC. Delegates, i particular, ad the movemet broadly, showed cocer about the itegrity ad stadig of the ANC i society. They directed to tur this situatio aroud ad improve our stadig. They, however, cautioed us ot to use the Itegrity Commissio for siister motives. The membership treds are a worryig factor. This is more so i relatio to the prevalece of gatekeepig i braches, ad bulk buyig of membership that creates members of members. These aomalies must be elimiated. Membership forms must be submitted to brach secretaries who will submit them to the BEC ad, ultimately, report to the brach geeral meetig. The widely reported declie i our membership figures reflects the challege of maagemet ad admiistratio of membership, particularly at regioal ad brach level. Recruitmet ad growth of membership is a importat fuctio, ad resposibility, of braches ad regios i the mai. High uemploymet, deepeig poverty ad growig iequality remai the biggest challeges facig our movemet. All our deployees must seriously take up the issue of creatig opportuities for the youg people, as captured i the various resolutios o set-asides. Total liberatio of wome ad creatig opportuities for them is equally importat. Together with addressig challeges facig these two importat costituecies, ad chagig our society as a whole, is the imperative of the liberatio of Africas i particular ad Blacks i geeral. Two sectors that received particular attetio were miig ad agriculture. The former because of complicatios facig today ad the latter due to the fact of the potetial it holds for ecoomic growth ad job creatio. Steel is aother of our commodities that requires serious itervetio ad protectio. The State-Owed Miig Compay should be stregtheed to take its rightful place i the miig idustry so as to add impetus to our developmet ageda. The 2016 local govermet electios are upo us. We must embark o the campaig eergetically to defed our base, to retai our majority ad to wi overwhelmigly. Cocerted effort must be made to defed ad retai the Metro Cities that are targeted by the oppositio. By doig so we would have wo the psychological battle our oppoets seek to impose o us. Most importatly, we must esure victory so that we ca advace the radical chage we wish see i the lives of our people. Our performace i the Wester Cape i geeral ad the Cape Tow Metro i particular, is goig to be crucial. The work preseted by peace ad stability provides valuable iformatio to accout for what we are doig to fight crime ad corruptio. This is importat for us i a eviromet where there is emphasis o corruptio to the eglect of practical itervetios uderway. We appeal that you read carefully the commissio resolutios together with the political report ad the state of the orgaisatio report. Collectively, these documets will provide you with facts o progress made thus far. Furthermore, they refute the arrative that suggests that othig is happeig to rid us of these ills. 5 Report of the 4th Natioal Geeral Coucil OVERVIEW OF NGC PROCEEDINGS 2 The Natioal Geeral Coucil took place over three days, October 9th-11th, 2015, i Gallagher Estate Midrad, Gauteg Provice. Over three thousad delegates participated, amog them: elected delegates from costitutioal structures of the ANC ad its Leagues, the Isithwaladwe/Seaparakoe, members of the Itegrity Commissio, ANC deployees i govermet, former members of the NEC, members ad cadres i other spheres, alliace parters, former liberatio movemets ad sister orgaisatios, mass democratic movemet formatios, media, guests ad ANC staff. The NGC was guided by the NEC adopted theme for 2015, The Year of the Freedom Charter ad Uity i Actio to Advace Ecoomic Freedom. Prior to the NGC, all NEC subcommittees produced discussio documets as meas to prepare all structures of the orgaisatio for discussios that would esue at the gatherig. The discussio documets, as directed by the SGO ad edorsed by the NEC, were also published for public commet ad critique i various platforms, with the aim of esurig participatio of the South Africa public, as a whole ad ot limited to ANC members oly. Provices were directed to pre-register their delegates i their provices, before comig to the NGC. O the first day of the Coucil, Friday October 9th, presided o by the Natioal Chairperso comrade Baleka Mbete, was a ope pleary sessio, which commeced with iter-faith prayers ad the sigig of Nkosi Sikelel iafrika/morea Boloka. Presidet, comrade Jacob Zuma, delivered the Political Report. The secod sessio of the first day was closed, wherei the ageda of the coucil was adopted. The Deputy Secretary Geeral, comrade Jessie Duarte preseted the credetials, the Coucil s Rules of Procedure ad the Committees, which were all adopted. The DSG further preseted the Steerig Committee s report, which addressed the difficulties that affected differet delegatios at the respective veues where they were accommodated, ad how these were resolved from the ight before goig forward throughout the duratio of the NGC. The Secretary Geeral, comrade Gwede Matashe, preseted the Mid-Term Review: the state of the orgaisatio This was followed by a presetatio of the Fiacial Report by the Treasurer- Geeral, comrade Zweli Mkhize. The coucil also received two other presetatios, that is, Progress Report o the Natioal Developmet Pla ad the Medium Term Strategic Framework by comrade Jeff Radebe, ad the Balace of Forces by comrade Nathi Mthethwa. O the morig of day two, Coucil broke ito commissios, all of which discussed the reports of the Presidet, the Secretary Geeral, the Treasurer- Geeral ad the two presetatios, with a focus o: the balace of forces ad orgaisatio buildig ad electios. The cosolidated reports of all the commissios were the preseted to the pleary: Balace of Forces by comrade Joel Netshitedzhe Orgaisatio Buildig ad Electios by comrade Nomvula Mokoyae After the pleary discussios, Coucil agai wet ito sector specific commissios for the rest of the day. O the third day, comrade Jessie Duarte the Deputy Secretary Geeral, preseted a report of the Steerig Committee. The report dealt with two mai issues: first, was the decisio to prefer charges o some delegates who had made usavoury commets o social media with regard to the Secretary Geeral s presetatio of the Mid-Term Review: state of the orgaisatio The behaviour of these comrades was deemed to cotravee the Rules of Procedure of the Coucil ad had goe beyod acceptable behaviour. It was idicated that the matter was referred to the Natioal Discipliary Committee for processig ad actio. Delegates erupted i applause, showig approval of the stace take by the Steerig Committee. The secod aspect the report dealt with was 3

6 Report of the 4th Natioal Geeral Coucil the logistics regardig how the delegates would travel back to their respective destiatios, ad what precautios the orgaisatio had take to esure their safe ad smooth jourey home. Comrade Jeff Radebe presided over the sessio where the commissio reports were preseted to the pleary. These were the reports ad preseted by the comrades idetified: Health, Educatio, Sciece ad Techology Agie Motshekga Iteratioal Relatios Maite Nkoaa- Mashabae Commuicatio Siyaboga Cwele Social Trasformatio Joe Phaahla Legislature ad Goverace Pravi Gordha Peace ad Stability David Mahlobo Ecoomic Trasformatio Thembi Majola Rural Developmet, Lad ad Agraria Reform Thoko Didiza The presetatios of each of the reports were followed by a discussio ad resposes from the chairpersos of these subcommittees. The Natioal Chairperso retured to preside over the last sessio of the Coucil, which was a ope pleary sessio where the media was allowed to sit i. Comrade Jeff Radebe preseted the Declaratio of the Natioal Geeral Coucil, prepared by the Draftig Subcommittee of the NEC which draws from the issues comig out of the commissios. The declaratio was uaimously adopted. The Presidet was the called to deliver the Closig Speech, which reflected o some key decisios of the Coucil. The Coucil, from the begiig to the ed, carried out its work with great disciplie ad befittig decorum. The discussios were robust ad frak, with sesitivity to the realities facig the ANC i the preset cojucture of struggle. The keeess to address critical issues of cocer such as; istillig disciplie, riddig the orgaisatio of factioalism, itegrity of the leadership ad members ad restorig the stadig of the movemet, amog others, were uppermost throughout the proceedigs. Overall, the NGC was characterised by determiatio ad a ebulliet mood. There was clearly great public iterest i the iteractios ad proceedigs of the NGC. This was evidet i the media coverage, both the traditioal ad ew media. The oppositio parties also sought to weigh i o reports ad issues. Sigificatly, i additio to the oversubscribed press corps, there was overwhelmig participatio by the NGO sector ad Religious formatios. These are importat factors to pay attetio, particularly i a eviromet that seeks to project a overall egative message ad arrative about the ANC. 4

9 Report of the 4th Natioal Geeral Coucil POLITICAL REPORT of ANC Presidet Jacob Zuma 4 We welcome all of you to this Natioal Geeral Coucil (NGC), the mid-term review of our glorious movemet. The ANC costitutio prescribes that we must covee o later tha thirty moths after the atioal coferece, to review the implemetatio of policies that we adopted at the atioal coferece. We are also midful of the fact that ANC cofereces are importat beyod the cofies of our movemet, because the ANC leads society ad ANC policies affect millios of South Africas. The NGC meets as we celebrate the life ad selfless cotributio of Comrade Presidet Oliver Regiald Tambo, the logest servig Presidet of the ANC who held the movemet together durig a difficult period. We also meet durig the 60th aiversary of the Freedom Charter, the fudametal policy documet of our movemet. The ispiratioal Preamble of the Freedom Charter captures the aspiratios of our people. We, the People of South Africa, declare for all our coutry ad the world to kow: That South Africa belogs to all who live i it, black ad white, ad that o govermet ca justly claim authority uless it is based o the will of all the people; That our people have bee robbed of their birth right to lad, liberty ad peace by a form of govermet fouded o ijustice ad iequality; That our coutry will ever be prosperous or free util all our people live i brotherhood, ejoyig equal rights ad opportuities; That oly a democratic state, based o the will of the people, ca secure to all their birth right without distictio of colour, race, sex or belief; Ad therefore, we, the people of South Africa, black ad white, together equals, coutryme ad brothers adopt this Freedom Charter; Ad we pledge ourselves to strive together, sparig either stregth or courage, util the democratic chages here set out have bee wo. The Freedom Charter also articulates uity of purpose by our people the, i their determiatio to defeat apartheid coloialism. It says; Let all people who love their people ad their coutry ow say, as we say here. These freedoms we will fight for, side by side, throughout our lives, util we have wo our liberty. The Freedom Charter remais the foudatio of our democratic ad o-racial value system ad iformed the progressive Costitutio of a democratic South Africa. Iformed by the Freedom Charter ad the Costitutio, the ANC has succeeded i buildig a atio which recogises the freedoms, equality ad rights of all regardless of race, colour, creed or sexual orietatio. Guided by the Costitutio we cotiue to build a society that is totally free of racism. We should thus remai vigilat ad fight ay attempt to resurrect the demo of racism from the apartheid grave ad to glorify a system of govermet that was declared a crime agaist humaity. We must also bury the demos of tribalism ad regioalism ad ot allow these to rear their ugly heads. Pixley ka Isaka Seme spoke eloquetly agaist tribalism ad racism ahead of the establishmet of the ANC i 1911 i his piece the Native Uio. He said: The demo of racialism, the aberratios of the Xhosa-Figo (Mfegu) feud, the aimosity 7

10 Report of the 4th Natioal Geeral Coucil that exists betwee the Zulus ad the Togas, betwee the Basutho ad every other Native must be buried ad forgotte; it has shed amog us sufficiet blood! We are oe people. The ANC thus remais uwaverig i its commitmet to the visio expressed i the Freedom Charter to build a South Africa that is truly uited, o-racial, o-sexist, democratic ad prosperous. ORGANISATION BUILDING AND RENEWAL The ANC provides hope to millios of our people, especially the poor ad the workig class. Our people cotiue to put their faith i this movemet because they kow that it is the oly political formatio i the coutry which has a umatched experiece, capacity ad political will to cosolidate democracy ad lead South Africa ito a better future. The ANC wet through a turbulet period i the past few years from aroud 2002 till the Polokwae atioal coferece. The iteral divisios withi the movemet had ufortuately exploded ito the public area, due to problems that had ot bee atteded to over a period of time. The 52d atioal coferece i Polokwae i 2007 became a ufortuate public spectacle of tesios withi our glorious movemet. However, the coferece was also a importat turig poit as it forced us to begi lookig seriously at the eed for orgaisatioal healig, buildig ad reewal. The coferece also affirmed the cetrality ad authority of the braches ad iteral democracy withi the ANC. The work doe to rebuild the orgaisatio ad promote healig after Polokwae culmiated i successful atioal coferece i Magaug durig the ceteary year of the ANC, The Magaug coferece emphasised the eed for orgaisatioal reewal ad uderlied the eed for cadre developmet as part of buildig the orgaisatio. The Polokwae coferece had produced a ecoomic trasformatio path which was developed further i Magaug. The Magaug coferece called for a radical socioecoomic trasformatio i what it termed the secod phase of the trasitio. Followig the extesive orgaisatioal work doe over the years, we ca ow say that there is substatial stability i the ANC. The ANC remais strog, fuctioal ad vibrat. It lives, ad it leads. However, a lot of work must be doe to rid our movemet of certai tedecies that still exist, which may udermie the gais we have made if ot atteded to. Orgaisatioal reewal thus remais a critical compoet of our orgaisatioal work. It is eve more importat whe we eed a effective ANC machiery to prepare for electios ad take trasformatio forward. The ANC has cotiuously received a overwhelmig majority durig each atioal geeral electio. We thak the millios of our people who voted for the ANC i last year s electios ad ackowledge the hard work of all our voluteers ad structures. It was a difficult electio, as will be explaied i the Orgaisatioal Report. While celebratig our 2014 electoral victory, we also ackowledge the fact that our majority has ot bee growig durig each electio. Some of our traditioal voters have i recet years become dissatisfied ad some have chose to abstai durig electios, demostratig their displeasure while still remaiig loyal to the ANC. We must ot take this support ad loyalty for grated or thik it will be there forever. The NGC eeds to udertake a frak assessmet of the state of the orgaisatio ad idetify those issues that make our traditioal support base uhappy. 8

These tedecies create a public perceptio that the ANC has become a self-servig orgaisatio or oe that at times deviates from its core values. The core values of our movemet are uity, selflessess, sacrifice, collective leadership, humility, hoesty, disciplie, hard work, iteral debates, costructive criticism, self-criticism ad mutual respect. While we have idetified egative tedecies i the past, it appears that ew oes have also emerged or the existig oes are becomig etreched. Oe of the complaits raised by our people is the impressio of lack of disciplie withi the orgaisatio ad that people do as they please ad udermie the authority of the ANC with impuity. The ANC must ot tolerate ill-disciplie, hooligaism, violece ad other egative behaviour. The recet expulsio ad suspesios of members who egage i such activities has demostrated that the movemet will ot hesitate to act to protect its itegrity. To deal with some of the egative tedecies, icludig the systematic sowig of divisios, we eed to stregthe ad empower ANC braches. Most ANC braches fuctio well. Others are facig difficulties ad eed to be freed from tedecies such as maipulatio, gate-keepig or the bulk buyig of membership. A ew form of gate-keepig has also crept i, through which ANC braches are blocked from growig bigger tha the madatory 100 members per brach. I this maer people who wat to joi the ANC are uable to do so, while those who have joied fid themselves beig used as votig fodder or to rubber stamp decisios of those who cotrol the affected braches. Such a state of affairs ad other challeges with our membership system, could be the reaso why our membership has dropped from more tha a millio members durig the ceteary i 2012 to seve hudred ad sixty ie, eight hudred ad sevety thousad ( ) members. The ANC belogs to the people ad o brach should block those who qualify from joiig the movemet. Aother pheomeo that has bee idetified as a problem is that of members who belog to other members. Their actios are determied by the people they look up to or who ow them. As a result such members defect whe the people they followed ito the ANC are expelled or become uhappy ad leave. Aother serious cacer that eeds eradicatio i our movemet is the existece of factios. Some of these factios are ot based o ideological differeces. They exist because of greed ad the huger for power which, oce obtaied, is abused to take cotrol of state resources ad to further busiess iterests. The existece of factios ad other tedecies teds to itesify i periods leadig up to elective cofereces. It should be remembered that the ANC is a broad church with may ideological strads. It is thus ievitable that we will at times have differeces regardig leadership prefereces, our ideological posture, the strategic directio of the movemet ad the tactical approach to be adopted i pursuace of such a directio. These differeces must be pricipled ad ot persoal. Oce they become persoal they become a problem for the orgaisatio. Ad oce people begi to form factios to push their positios, it also becomes a problem. To maage differeces, our movemet abides by the priciple of democratic cetralism which dictates that oce a decisio is take, either by persuasio or a vote, such a decisio is bidig o all members, icludig those who iitially opposed it. We also eed to address the reported existece of the so-called kigmakers i the ANC. 9

This otio udermies iteral democracy ad the authority ad cetrality of the braches of the ANC. Our electoral processes are well documeted i documets such as Through the Eye of the Needle. They are desiged to help the braches to produce the best quality of leaders i whom our etire membership ad coutry i geeral ca have cofidece. While the ANC also does ot discourage healthy competitio for positios of leadership ad resposibility, such competitio must ot take away the fudametal right of braches to decide o the leadership of the ANC. I this regard, tedecies such as the use of moey i order to maipulate the outcomes of electoral process i the orgaisatio are totally uacceptable. A effective weapo of dealig with the egative tedecies is for political educatio to be ehaced ad istitutioalised withi the orgaisatio. I this way the membership will ot fall prey to factios ad iterest groups as they would kow ad uderstad their movemet ad be able to resist maipulatio. The stregtheig of the Leagues of the ANC forms part of the orgaisatio buildig tasks of the movemet. Politically ad orgaisatioally, the Leagues are a itegral part of the ANC. They are structures of the ANC, ad are subject to ANC disciplie. Progress has bee made i fialisig the revival of the ANC Youth League followig a difficult period. High levels of ill-disciplie of the former leadership of the Youth League led to the difficult but ecessary decisio of expellig ad suspedig some leaders of the League i I March 2013, the ANC NEC formally disbaded the ANC Youth League Natioal Executive Committee. A coordiatig structure, the Natioal Task Team was eskigtablished to lead the process of rebuildig the ANC Youth League afresh, from brach level util it was ready to hold its atioal cogress. The ANC NEC i its wisdom chaged a plaed elective cogress of the ANC Youth League i Jue this year ito a cosultative oe to eable better preparatio. The preparatory process culmiated i the successful holdig of the atioal Cogress i September 2015 which elected the curret ANC Youth League leadership. The process of healig is importat give the recet turmoil i the League. The leadership must work hard to uite all youg people icludig those whose leadership prefereces were differet. The ANC Youth League should also take up issues affectig the youth such as fudig for tertiary educatio, job creatio ad access to etrepreeurship opportuities. The ANC Wome s League also held a successful coferece i September ad elected ew leadership, a few years late as the League last wet to coferece i The Wome s League should uite wome behid the ANC ad cotiue advacig the iterests of wome from all walks of life. We are also midful of the wisdom of Presidet Tambo who said the advacemet of wome is the task of all i the ANC, me ad wome. The Wome s League must thus obtai support from all i the movemet. Buildig o the successes of these two cofereces, the movemet must also assist the ANC Veteras League to overcome its preset challeges ad hold its ow coferece. It eeds to play its rightful role of beig the torchbearers of our movemet. The umkhoto WeSizwe Military Veteras Associatio plays a importat role i the movemet, represetig me ad wome who were ready to take up arms for South Africa to be free of apartheid coloialism ad istitutioalised racism. Support to our veteras is udertake by the Departmet of Military Veteras which was established followig a coferece resolutio i

13 Report of the 4th Natioal Geeral Coucil STRENGTHENING THE ALLIANCE The ANC also advaces its programmes with the support of the Alliace. All compoets of the Alliace, plus SANCO, play importat roles i i advacig the goals of the NDR. The ANC, the leader of the Alliace, is a multiclass Natioal Liberatio Movemet advacig the Natioal Democratic Revolutio, the primary objective of which is the establishmet of the Natioal Democratic Society which is uited, oracial, o-sexist, democratic ad prosperous. The SACP is the vaguard party of the workig class, with the objective of advacig a socialist revolutio aimed at creatig a commuist society uderpied by a classless society. COSATU is a progressive trade uio federatio whose core objective is to fight for ad defed the rights of workers ad to protect workers from the super-exploitatio of the capitalist class. SANCO is a civic movemet ad a critical compoet of civil society which mobilizes ad orgaizes commuities aroud bread ad butter issues. The Alliace has faced challeges give the difficulties that were faced by COSATU. The ANC has played its role as the leader of the Alliace to provide support ad will cotiue to do so. A stroger uited COSATU is importat for the coutry ad for the Alliace. IMPLEMENTATION OF ANC PROGRAMME OF ACTION/GOVERNANCE The NGC will take stock of the implemetatio of policies that we adopted i 2012 ad the achievemets ad challeges. We have doe well i implemetig the clauses of the Freedom Charter ad substatial progress has bee made. Our curret primary focus is ecoomic trasformatio ad lad reform which ted to lag behid give the complexities. The clauses of the Freedom Charter are as follows: 1. The People Shall Gover! 2. All Natioal Groups Shall have Equal Rights! 3. The People Shall Share i the Coutry`s Wealth! 4. The Lad Shall be Shared Amog Those Who Work It! 5. All Shall be Equal Before the Law! 6. All Shall Ejoy Equal Huma Rights! 7. There Shall be Work ad Security! 8. The Doors of Learig ad Culture Shall be Opeed! 9. There Shall be Houses, Security ad Comfort! 10. There Shall be Peace ad Friedship! a. Ecoomic trasformatio We made a udertakig that we would over the ext five years, take decisive ad resolute actio to overcome the triple challeges of poverty, iequality ad uemploymet, which are at the heart of South Africa s socio-ecoomic challeges. Despite our efforts, GDP growth has bee slowig dow over the last three years. The secod quarter of 2015 saw GDP cotractig by 1.3 per cet. The Public Works ad Commuity Work programmes had created six millio work opportuities for uemployed people, 40% of them youg people, by Over 3.3 millio free houses have bee built, beefitig more tha 16 millio people. Nearly 500 iformal settlemets have bee replaced with quality housig ad basic services. The leadership role of the ANC should fid full expressio i the efforts to forge a social compact. As part of this process, the ANC must develop a deeper grasp of the evolutio of various classes ad strata i society, icludig the emerget middle strata, who are a product of the process of social trasformatio. The aalysis must iform how we relate to ad egage these social strata i a maer that advaces the objectives of the NDR. A appropriate respose to this chagig reality does ot imply a slackeig of our focus o the workig class, the poor, wome ad other margialised sectors of society. The Commissio also took ito cosideratio the decisios of the ANC NEC makgotla ad the Alliace Summits. For the past 20yrs we have cocetrated o solidarity based policies aimed at reducig abject poverty ad reducig iequalities. This social wage which has bee described by the World Bak as oe of the most effective i reducig poverty ad icreasig icomes for the poorest; Access to potable water has grow by 29 percet; 3.7 millio houses has bee provided ad 15 millio people ow have access to decet shelter. This was a ecessary basis for buildig a uited state based o the will of all the people, without regard race, sex, belief, laguage, ethicity or geographic locatio ad improvemet of quality of life amog all the people. Now we are eterig the Secod Phase of our Radical Socio Ecoomic Trasformatio ad our work is to cocetrate o work that will help our people to help themselves out of poverty. This approach will create the capacities, eviromet ad the ecessary resources that will facilitate peoples active egagemet i the process of their ow developmet. May of the recommedatios ad discussios complemeted the issues raised i the report ad the presetatio made i the Commissio ad will ot be repeated i this report. The Commissio supported the recommedatio with respect to the trasformatio of Social Protectio ad Welfare Services outlied i the report. 2. The assessmet iput covered itervetios to give effect to the resolutios of the ANC s 52d ad 53rd Natioal Cofereces, the challeges faced durig implemetatio, policy ad legislative itervetios, progress to date, ad a aligmet aalysis of progress agaist the Natioal Developmet Pla, the electios Maifesto ad the Medium Term Strategic Framework. Over the last three days, we udertook a critical review of our work towards the realisatio of the visio of the Freedom Charter; evaluated progress i implemetig resolutios of the 53rd Natioal Coferece, ad how we give effect to the commitmets we made i our 2014 Maifesto. This Natioal Geeral Coucil is the culmiatio of a process of egagemet by ANC structures, Alliace parters ad other sectors of society that reiforced the culture of debate ad itrospectio. The global ecoomic crisis cotiues to egatively impact o the ecoomies of developig coutries, with low global growth ad depressed commodity prices beig the emergig challeges. We have accordigly agreed to accelerate efforts to mitigate job losses i vulerable sectors ad create ew opportuities i potetially job-creatig areas. Uitig all South Africas aroud the Natioal Developmet Pla (NDP) to promote iclusive growth ad developmet, ad eradicate the triple scourge of uemploymet, poverty ad iequality is imperative. However, rates of violet crime remai stubborly high despite the iitiatives aimed at crimes such as murder ad armed robbery. We call o all our people to joi hads i the fight agaist crime. We shall take particular steps to combat the killig of police. Geder based violece ad safety of people from cotact crimes is a societal resposibility that we must address. Govermet must move with speed o a itegrated respose through the crimial justice system. The ANC, together with its alliace parters, must work with commuities to mobilise agaist alcohol ad substace abuse. We agreed that the ANC must itesify its ivolvemet the battle of ideas.
