The Sakhali Idigeous Miorities Developmet Pla (SIMDP) is a tripartite programme ru joitly by Sakhali Eergy (operator of the Sakhali II Project), the regioal admiistratio, ad the regioal coucil of authorised represetatives of the idigeous miority peoples of the North (the IP Coucil). The key objectives of the SIMDP are: to improve the quality of life of Sakhali's idigeous miorities through social developmet programmes carried out i a culturally appropriate ad sustaiable maer; to ehace the ability of these commuities ad idividuals to take a active role i the maagemet of the SIMDP ad other iitiatives; ad to avoid or help mitigate ay potetial egative affects arisig from the implemetatio of the Sakhali II project. The first five-year pla ruig from provides aual fiacig of US$300,000. Sakhali Eergy has formally stated that these plas will be maitaied throughout the life of Sakhali II. Sice the programme was lauched, Sakhali Eergy has fiaced over 150 projects (as of the start of 2009). These were all chose ad developed by the idigeous populatio. Programmes to date have addressed educatio, healthcare, the preservatio ad study of laguages as well as support for tribal eterprises ad local commuities to help preserve traditioal culture. The three sposors siged the agreemet to lauch the pla i May 2006 although preparatory work had begu oe year previously with a wide-ragig cosultatio with the idigeous populatio. Meetigs were held i Nogliki, Okha, Poroaisk, Tymovsk ad Aleksadrovsk-Sakhaliski districts as well as i the city of Yuzho-Sakhalisk. Workig group members icluded specialists from Sakhali Eergy, IP Coucil members, ad represetatives from regioal authorities, NGOs as well as iteratioal experts. The participatio of the Russia Associatio of the Idigeous People of the North (RAIPON) was key i helpig to establish a multilateral dialogue. Programmes are carried out i close cooperatio with the relevat departmets at regioal authorities ad district admiistratios as well as educatioal, health ad cultural istitutios. The Programme has bought equipmet for remote paramedic statios, fuded mobile detal surgeries ad paid for groups of medics from the regioal capital to visit remote commuities to esure timely diagosis ad subsequet treatmet of diseases. I additio, the SIMDP fuds scholarships for 140 idigeous studets. There is also a special focus o buildig capacity withi idigeous orgaisatios ad commuities with traiig sessios ad workshops o offer. Small Grats Fud The SIMDP stipulates that the idigeous populatio should take owership of the programmes themselves. Some 10% of the Pla's budget is assiged for small grats. Aual competitios are held i which local people ca submit applicatios for fudig. These have proved very popular ad have helped ecourage ad support various iitiatives ad projects. Fudig awards are determied by a coucil made up exclusively of idigeous people. Before applicatios are submitted, they are evaluated by a expert team which ca also make recommedatios. The Small Grats Fud acts as a blueprit for the future goverace of the overall SIMDP so that evetually all decisio-makig, programme implemetatio ad cotrol of the framework of the iitiative will become the exclusive prerogative of Sakhali's idigeous populatio.

Oe of the Nivkh settlemets was util the middle of the last cetury situated at Nyivo Bay o the shores of the Okhotsk Sea before the populatio was subsequetly moved to a adjacet area. But the Bay remais the favourite locatio for these people to carry out their traditioal activities. "Nivkhika Club" members ow take up residece here durig summer ad autum together with their exteded families. Durig this time, traditioal skills such as fishig, hutig, plat-gatherig ad local crafts, icludig makig clothes ad shoes, are passed dow to youger geeratios.
