1 Lekgotla Bulleti Africa Natioal Cogress NEC LEKGOTLA BULLETIN JULY 2015 Foreword by the SECRETARY GENERAL, GWEDE MANTASHE Ecoomic Growth ad Job Creatio are Priority The Lekgotla was held over three days, ad was followed immediately therefore by the Cabiet Lekgotla. The mai purpose of the July lekgotla is to ifluece the budget process so that resources are allocated to the priority areas idetified by the ANC. The ANC cabiet miisters, who all atted the NEC lekgotla as cadres of the movemet, are expected to be drivers ad implemeters of the programme of the movemet after these makgotla. I 2015 the biggest challege facig our coutry is the low ecoomic growth ad potetial massive job losses as a cosequece. I the lekgotla the commissio o ecoomic trasformatio ad other commissios cosidered various optios to be embarked upo. It is, however, clear that uless the private sector comes to the party solutios are far from realisatio. The midset that uemploymet is a govermet problem or view it arrowly as a problem of the ANC, leads various role players to fail i playig their part to fid solutios. We must cofrot this crisis as a atio. We must ot wait util we reach the poit similar to the Greece situatio, ad oly the mobilise society. We must act immediately. The arrogace with which some of the major compaies deal with the uios ad bulldoze them ito acceptig that there is o alterative to retrechmets must be cofroted by the atio. The emphasis o the mai challeges facig our society does ot make other areas of work less importat. We are emphasisig the issue of job losses to highlight the importace of appreciatig that oe area has the potetial of impactig egatively o other areas. The likage betwee the state of employmet i society ad the complicatios i social developmet are clear. The cry that social wages are ot sustaiable i the log-term would be relevat whe more jobs are created. The most importat issue is the implemetatio of decisios take ad the ability to moitor the implemetatio. Implemetatio must happe i all the spheres of govermet. This is more critical as we approach the local govermet electio i These are goig to be tough electios with a barrage of attacks directed at the ANC. The uderstatig of the progress beig made ad exaggeratio of the problems is goig to be a key feature of the offesive agaist the ANC. Our respose should ot be directed at the oppositio forces but to our people. We must be preoccupied by the desire to serve the people. Basic services must be provided ot because of pressure but because of the eed to do so. The reports of the commissios must be used i guidig implemetatio ad moitorig. Ejoy the readig. 1

2 NEC Lekgotla Bulleti Political Overview by PRESIDENT JACOB ZUMA Time to Go Back to Basics We have gathered here to assess the progress we have made i creatig a better life for all our people, especially the poor ad the workig class. We declared 2015 the Year of the Freedom Charter ad Uity i Actio to Achieve Ecoomic Freedom. Our overall message as well sice the last atioal geeral electio is Together We Move South Africa Forward. It is uder these two iterrelated themes that we covee this lekgotla. We also meet just a week after celebratig Nelso Madela Iteratioal Day. Madiba cotiues to uite us i the quest to do good for our commuities ad coutry. Our Lekgotla takes place a moth after the successful Alliace summit at which we reaffirmed the strategic importace ad relevace of a uited ANC-led alliace i our society. We agreed that disuity serves oly to derail us from our historic missio to reverse the legacy of apartheid ad coloialism. The summit recogized that the Alliace remais a critical force to esure that the goals of the Freedom Charter ad the Natioal Democratic Revolutio are achieved. Ideed our movemet is the oly oe which ca successfully coceptualize ad implemet a widely supported radical programme of fudametal trasformatio which is aimed at the creatio of a o-racial, o-sexist, democratic ad prosperous South Africa. This Lekgotla should build o the spirit of the Alliace summit which declared that: As delegates to this Summit, we pledge to take forward the spirit of uity, self-critical evaluatio ad a determiatio to implemet the key decisios we have agreed upo. This is importat because it is oly through a thorough process of self-critical evaluatio that we will be able to kow exactly where we eed to chage the way we work.we will also kow where we eed to improve our capacity i order to accelerate the pace of delivery. That is the purpose of this lekgotla. This Lekgotla also takes place whe the leadership that was elected i Magaug i 2012 is ow half way through its term of office. The lekgotla should thus help us to critically ad carefully aalyse progress i the implemetatio of the Magaug coferece resolutios as we prepare for our Natioal Geeral Coucil. The Magaug coferece ejoied us to move boldly as we eter the secod phase of our trasitio from apartheid coloialism to a atioal democratic society. We further declared that we would implemet radical socio-ecoomic trasformatio to meaigfully address the triple challeges of poverty, uemploymet ad iequality. We must assess progress made i this regard ad further recommed improvemets where eeded. We have also idetified projects regarded as low hagig fruits i each lekgotla. We should reflect o how far we are i implemetig those kids of projects. The last Lekgotla edorsed the Back to Basics programme of actio which is aimed at makig our muicipalities work better. The programme remais the key ANC ad Govermet programme aimed at esurig that citizes have a positive experiece of local govermet. Key lessos from the first phase of implemetig this programmehave revealed the followig: Political istability ad weakesses i goverace are two of the primary causes of poor service delivery at muicipal level; Muicipalities with weakesses i goverace ad corporate maagemet fuctios such as fiacial maagemet, supply chai maagemet, wrog appoitmets also ted to experiece difficulties i service delivery; ad Processes ad systems for citize egagemet are geerally weak i muicipalities that are categorised as dysfuctioal. 2

It is ow time to be more precise ad practical regardig actios which will be effective i chagig how muicipalities are workig. I this regard, all ANC provices ad provicial govermets must do a few thigs. They must build the capacity of the provicial Departmets of Cooperative Goverace ad Traditioal Affairs i order to moitor ad support the operatios of muicipalities. They should develop a program of itervetios with atioal COGTA to reduce the umber of dysfuctioal muicipalities. Provices should esure that they do ot have ay muicipality which has fiacial disclaimers from the Auditor-Geeral. All ANC cotrolled muicipalities must also implemet the followig o-egotiables: 1. Natioal ad Provicial govermet departmets must be active i supportig muicipalities to report back to their commuities o the programmes of govermet. 2. Muicipal Coucillors must have regular commuity egagemet ad muicipal complaits maagemet systems. 3. All ANC cotrolled muicipalities must formally adopt i their coucils the actio plas developed by the provicial ad atioal COGTA departmets. 4. We must have ward level plas i every muicipality for service provisio, for ifrastructure projects ad improvemets. 5. More iterdepartmetal effort is required to esure that the root causes for weakesses i delivery of water, saitatio, electricity, roads, storm water draiage ad waste removals are addressed. We idetified these services as priorities i the last lekgotla ad must report o them. 6. We eed to put i place a rage of support packages for less resourced muicipalities, with coditios attached to them which muicipalities must meet. 7. We must itesify the professioalisatio ad moderise maagemet fuctios i muicipalities. I this regard, people who occupy positios that they do ot qualify for, must be removed. 8. We must also act decisively agaist corruptio i muicipalities. 9. Recommedatios of foresic ivestigatio reports must be implemeted by muicipalities without delay. We as the ANC must lead the process of itegrated plaig ad delivery. These are all issues we should seriously discuss at this lekgotla. I additio, the ANC must seriously discuss the criteria for selectio of Coucilors for ext term of Local Govermet implemetig the decisios of previous NEC Makgotla. Our braches must better uderstad the wards ad the eeds of the people i that ward so that there is syergy betwee what the brach is doig ad what the muicipality is doig. The political side must help to idetify the priorities. We should master that to esure that these two work together. Fially, we as the ANC must lead the process of itegrated plaig ad delivery. The ecoomy remais a apex priority. We meet durig a difficult period locally ad globally. We still eed to adjust to a world where low global growth is ormal. The Iteratioal Moetary fud expects the world ecoomy to grow by just 3.3% i 2015, which ufortuately would be drive maily by developed ecoomies. The cotiuatio of moetary support i Europe, lower fuel prices, improvig cofidece ad favourable employmet treds i some parts, are expected to provide support for ecoomic growth i developed ecoomies. I the developig ecoomies the picture is less favourable. The trajectory of growth i Chia remais strog yet fragile, while ecoomies like Brazil ad Russia cotiue to slowdow. I South Africa, developmets i Greece have further stregtheed our case for the eed for budget disciplie. We must live withi our meas. Lookig domestically, our growth remais far from our Natioal Developmet Pla goals of 5.4%. The Natioal Treasury estimates that electricity shortages are curretly costig the ecoomy close to 1 percetage poit i ecoomic growth. That suggests that we could attai close to 3 % ecoomic growth from the efforts ivested i resolvig the shortages. We cotiue to implemet the five poit pla to address power system costraits. The pla covers: The itervetios for maiteace ad operatios efficiecy; Haressig the co-geeratio opportuity through the extesio of existig cotracts with the private sector; Acceleratig the programme for substitutio of diesel with gas to fire up the diesel power plats; 3

4 NEC Lekgotla Bulleti Lauchig a coal idepedet power producer programme; ad Maagig demad through specific itervetios withi residetial dwelligs, public ad commercial buildigs ad muicipalities through retrofittig eergy efficiet techologies. Medupi curretly produces 794 megawatts of electricity from oe of the uits, ad is meat to be fully commissioed sometime i September Idepedet power producers are curretly cotributig aroud 2000 megawatts to the grid. Govermet has cotracted a further 3000 megawatts that will come o stream by Despite the achievemets to date, cotiued load-sheddig suggests that a lot of work still eeds to be doe. Resolvig the eergy shortage lifts us to ecoomic growth that is still way short of our NDP ambitios. It is through this recogitio that a further 8 priorities are beig implemeted to further improve our growth potetial as outlied i the State of the Natio Address, i the 9 poit pla. Work is uderway through the ecoomic cluster to do the followig: revitalise agriculture add more value to our mieral resources fast track idustrial policy actio pla ecourage private ivestmet moderate workplace coflict ulockig small busiess boostig the role of state owed compaies Advacig the ocea ecoomy. Over the medium-term, the cotiued implemetatio of the Natioal Developmet Pla should help address bidig costraits i the ecoomy, thus boostig busiess ad cosumer cofidece, ivestmet ad ecoomic growth. We have o doubt that if we double our efforts to achieve the goals we have set ourselves as listed above; we will achieve our NDP goals of creatig sustaiable growth ad employmet for our people. Outside of our borders there are also otable opportuities to further support our ecoomic growth performace. The sub-sahara Africa regio provides a importat support to exports of South Africa s maufactured goods. We clearly eed the regio for our idustrializatio policy. The recet sigig of a free trade agreemet is a good respose to these opportuities. Growth i the sub-sahara regio is expected at 4.5% i It is for this reaso that South Africa compaies should be ecouraged to seek expasio i the cotiet. It is welcome that aual ivestmet by South Africa compaies ito the cotiet rose from 5.5billio rad i 2002 to 36billio rad i This serves the coutry well through earigs ad also provides a chael for export peetratio. The ANC govermet has cotiued to work actively with all social parters to improve the fuctioig of the labour market ad improve labour relatios, a process led by the Deputy Presidet. The Marikaa experiece is oe we all do ot wat to see repeated aywhere i our coutry. Based o that experiece, the revitalizatio of miig tows ad providig support to commuities should remai our key focus as the ANC. The MarikaaReport was released ad govermet is workig o the implemetatio thereof. Job creatio remais a critical atioal priority. There are hudreds of thousads of ew etrats to the labour market every year, maily youg South Africas, who are able ad willig to work, ad who are lookig for jobs. We have made substatial, though ot sufficiet progress with job creatio i the past four ad a half years. The atioal ifrastructure pla remais critical for job creatio ad as a stimula for ecoomic growth ad developmet. Through the work of the Presidetial Ifrastructure Coordiatig Commissio (PICC), we have helped ublock costructio projects that were stuck. We have facilitated regulatory approvals such as water-use liceces ad deepeed the localisatio of compoet maufacturig. We have also helped to trai may youg South Africas. But there is scope to do eve more. Oe of the key challeges is that we do ot always work i a itegrated maer as the ANC i govermet. Oe sphere of govermet builds a large dam but the other sphere fails to coect the local commuity to the water from that dam, eve though there is budgeted moey for it. We must be bolder, takig the tough decisios, of what to build, where to build it, how to fiace it ad we must do it ow as our people expect ad ideed deserve radical trasformatio i their lives. I the ext 12 moths, we must take tough decisios to esure that govermet so that it works seamlessly ad to the beefit of all our people. We will take decisios o fudig that will go to a sphere of govermet that has the capacity to deliver water systems, saitatio, schools, cliics ad roads; ad we expect all ANC structures ad deployees to fully implemet such decisios. This tedecy to hide behid formal structures to disguise lack of implemetatio or ideed, a desire to cotrol teders, must be brought to a ed. Ufortuately, this Summit was overshadowed by the Presidet Al Bashir matter which brought to the fore Africa cocers about the ICC ad the role of our ow judiciary i defece of our atioal iterests. The NEC has already proouced o the ICC ad gave guidace to Cabiet. The iteratioal balace of forces has preseted somepositives that we must reflect o. The improvig relatios betwee Cuba ad the USA is a vidicatio of the correctess of the positio we have take o the illegal blockage o Cuba, as is the release of the Cuba Five who were i our coutry a few days ago. The Ira deal is aother vidicatio of the correctess of our positio o the impositio of uilateral sactios o Ira ad the right of all atios to uclear techology for peaceful use. The cotiuig attacks ad attempts to isolate Russia do ot augur well with these positive developmets ad threate to reigite aother Cold War. Our relatios remai very deep, especially after the successful BRICS Summit that was hosted by that coutry. Let us cotiue to be a campaigig orgaisatio ad a campaigig govermet ad keep i touch with our people, as we move South Africa forward with them. Our comrades i South Suda are gradually fidig each other towards the coexistece of the warrig factios withi the SPLM. We are also ecouraged by the advaces i the DRC agaist the egative forces that have for years bee destabilisig that coutry. Our forces are deployed i the FIB, therefore we must take active iterest i the curret impasse betwee the DRC govermet ad MONUSCO. Closer to home, Lesotho is a challege we caot igore ad require our collective wisdom as a Movemet. We will also cotiue to participate i party to party egagemets ad to stregthe the relatioships with frateral former liberatio movemets i the cotiet ad beyod.this idicates a lot of work o the regioal ad iteratioal frot o which we must proouce ad chart the way forward. Next moth we will mark Natioal Wome s Day ad wome s moth. We should remember that the advacemet of wome is a itegral part of the programme of the ANC ad its govermet. The Alliace Political Coucil should discuss how the wome s formatios of the ANC, SANCO, SACP ad COSATU should work together withi the Alliace. We held a successful celebratio of youth moth i Jue with lots of programmes throughout the coutry. We had equally successful Africa moth campaigs. BRICS cotiue to grow from stregth to stregth as a alterate voice ad structure i the iteratioal system which historically has favoured oe side. The Middle East is still a war zoe, ad Palestiias are ot about to achieve their deserved right to selfdetermiatio. That struggle cotiues for all of us. I our cotiet, we welcome the electio of Presidet Buhari as this opes a ew chapter i our relatios with Nigeria. We may also wat to reflect o the fidigs of the Coroer o the tragedy that befell our compatriots i that coutry durig the collapse of the church buildig i Nigeria. Let us cotiue to be a campaigig orgaisatio ad a campaigig govermet ad keep i touch with our people, as we move South Africa forward with them. Comrade, we have a lot of work to do this weeked. BACKGROUND 1.1 I the Jauary 2015 Lekgotla we idetified ad cofirmed the priorities for the term edig i This was prefaced with a prompt o every public represetative ad govermet departmet to move swiftly ad with speed to implemet programmes, as a meas to address the eeds of our people. 1.2 This Lekgotla should ask if we all uderstad the urgecy of this call. This questio ca be aswered oly whe we have a sese of how resources are allocated to the priority areas we idetified. Equally importat is to aalyse the capacity of the state to execute, implemet ad esure the quality of services delivered. 2. WHAT THIS LEKGOTLA SHOULD ACHIEVE 2.1 The Treasury has bee asked to provide this Lekgotla with cocrete iformatio o the allocatio of resource allocatio to the various clusters. Our itetio is to see how the budget is directed to the priority areas. This is ot iteded to be a motivatio for oe or the other Miistry. 2.2 This Lekgotla, as a result of this process of the Treasury, should be able distiguish betwee ivestmet spedig ad cosumptio spedig, with the purpose of quatifyig progress i creatig ew ecoomic capacity. 2.3 The commissios are expected to select clear priorities for the respective clusters so that the budgetig process ca seek to put resources where they are urgetly eeded. 2.4 The Miistry of Public Service ad Admiistratio has bee requested to provide a aalysis of the capacity of the state. Ijectig fuds ito riddig us of our challeges is futile whe we do ot have the required capacity i the state to implemet programmes. Capacity should also be supported by a right attitude that is iformed by the uderstadig of the directio take by the ANC i govermet. 2.5 Amog the questios where we wish to be provided with aswers are: Why is there still heavy reliace o cosultats whe the state is boastig of beig the biggest cotributor, by far, to the ew jobs created sice 2008? Are mere umbers ad ot the requisite skills? Do Directors Geeral view it as iterferece, or do they become ervous, whe the ANC seeks kowledge ad uderstad or ay issue? This is critical for the govermet/party trust levels to be at the right level. 3. OUR PRIORITIES AND THEIR IMPLEMENTATION 3.1 The questios we have highlighted above, both i terms of our fiscal reality agaist the backdrop of a difficult ecoomic eviromet, ad the capacity of our state; should assist our frak discussio o our preset priorities ad what corer we should tur to achieve a radical trasformatio of or society. Ecoomic Growth, Job Creatio, Decet Work ad Sustaiable Livelihoods 3.2 We are slow i implemetig this priority. I a coutry like ours where uemploymet is high, job creatio should be uppermost i whatever we do ad say iterally ad exterally. 3.3 There is progress i the discussios about the miimum wage. A coclusio of this matter will go a log way i creatig decet work. The cotestatio of space betwee higher earigs ad the absorptio of the majority of people ito employmet must be discussed ad solutios should be foud. It is satisfyig for those employed to get higher wages ad better livig ad workig coditios. Nevertheless, whe such a desirable eviromet is ot complemeted with a isistece o more people beig employed ad reversig the curret tred of 6

7 NEC Lekgotla Bulleti retrechmets, a perceptio that will develop is oe where we will be cosidered to be cocered oly with what satisfies us ad those withi our fold. Cosequetly, avoidig this sesitive debate will be at our ow risk. 3.4 The ecoomy is growig at a disappoitigly low rate. The presetatio by comrade Nee will illustrate the reality ad provide us with figures. 3.5 The questios we must pose, particularly with regard to sectors iteded for growth ad employmet, are: Are we ot over-ivestig i the auto sector without seeig the multiplier effect of this ivestmet i the form of both ecoomic growth ad employmet creatio? Which labour itesive sectors are beig subsidised ad capital icetivised? Is our ivestmet i agriculture ot limited i focus, with regard to small projects, ad therefore yieldig miimal impact? Are we, perhaps, ot caught up i a false paradigm that assumes that food processig will create all the jobs i this importat sector? These questios could equally apply to rural developmet ad lad reform. How fast are we allocatig quotas to emergig compaies i the fisheries idustry as opposed to big compaies havig the moopoly? Ad what are we doig to stop our people hadig over their allocatio to big compaies for immediate cash at the expese of developig ew capacity? What is the cotributio of the forestry to the GDP? Is this sector still moopolised by compaies like Modi ad SAPPI with little evidece of ay trasformatio i the sector? 3.6 Our articulatio o these sectors that carry the biggest potetial to growig the cotributio to the overall growth ad the creatio of more jobs lacks specificity. We should apply our mid to the primary sector of food productio as critical for the whole value chai. This meas lad reform should be liked to food productio. 3.7 The questio is whether curret govermet programmes are effectively implemeted with the ecessary results beig visible. Lad reform has caught the imagiatio of society but policy clarity ad certaity is ecessary. The opeig of lad claims beyod the origial 1913 cut-off date must be give real meaig. Health ad Educatio 3.8 It suffices to say that we have bee makig great improvemet i these priority areas. This is despite a few challeges i some provices, which the media teds to give a profile to. However, we should ackowledge that this is miimal give the commitmet ad implemetatio. We should probably raise the level of our commuicatio o these advaces, which will also add impetus of actio ad greater cofidece amog our people. 3.9 The mai issues we should address ourselves to here should be: Further improvig the quality of educatio ad teacher traiig i our schools Developig a improved admiistratio of NSFAS, with a focus o esurig that the admiistrators are i the campuses ad those uiversities provide because some of these admiistrators do ot share our worldview i this regard. Outsourcig i the health sector is of critical cocer, which impacts o the delivery of capacity ad the delivery of a qualitative healthcare overall. We should address this matter, without beig restrait by argumets of creatig a black middle class. Corruptio ad Crime 3.10 South Africa, eve i the cotext of the cotiet, is perceived to be the most corrupt coutry. This perceptio derives from the arrative, costatly repeated i the public, about corruptio i the public sector ad less so i the private sector. Our public represetatives are caught i this arrative to a poit that they caot demystify it. At other times they are overly sesitive, eve to false allegatios, i their resposes The perceptio ad image of our coutry ca oly be chaged by cocrete programmes that lead to prosecutio ad covictio of those ivolved. We must be bold i dealig with corruptio withi our raks, first, ad i society more broadly I the Alliace summit we raised questios about corporate capture whe busiess iterests maipulate political ad admiistrative process for their beefit at the expese of the people. Therefore, How widespread is the practice of ame-droppig whe trasgressios are committed i the public sector ad, therefore, ed up draggig the ANC i the mud whe resources are beig leaked? Are there parallel processes that stregthe the ifrastructure for the corruptio idustry? Political appoitmets at the seior level of the state caot be immue to this tedecy. How much resources get leaked as a result of the seriousess of this growig tedecy? The real questio is whether corruptio is systemic or ot. It would be systemic if it is embedded i systems of the state. But also importat is whether the people we have i the state are of the calibre that they ca steer clear of such maipulatios ad uethical behaviour. Therefore, our assessmet should trasced the debate about the skills capacity ad iclude ethical coduct ad attitude. 7

The improvemet i the audit results i this sphere of govermet must be appreciated, with the Back to Basics programme remaiig the mai area of focus. More must be doe to correct the weakesses i local govermet as we are goig to the 2016 local govermet electios. As we move closer to the electios, there must be a widow period where the chages i leadership must ot be allowed. Ifrastructure the Social Wage 3.14 Social ifrastructure should be rolled out with the ecessary speed. Huma settlemet is at the heart of mass resetmet. However, it ca be tured aroud to be the driver of improvemet i the electoral fortues for our movemet The cotributio of social grats i takig millios of our people out of abject poverty is a positive. We should resist the emergig emphasis o these programmes ot beig sustaiable i the log ru. Such a debate, while ecessary, sometimes overlooks the reality of destitutio amog the majority of our people. It is i our ethos, ad is also our resposibility to support the poor i society. It is essetial to huma solidarity. Natio-buildig ad atioal cohesio must be factored ito the discussios about social trasformatio The catalyst sectors idetified seem to be i a crisis. We are ot bold eough i dealig with the apparet crisis. For example: cofidece. Trasport ifrastructure is a catalyst sector should focus o a efficiet, accessible, affordable ad reliable public trasport system. We caot talk of trasport ifrastructure as oly stregtheig a pit to port ecoomic system. ICT has bee idetified as a catalyst sector. Digital migratio remais elusive ad weighs heavily o South Africa s leadership role i the cotiet. Although all idicatios are that we are techologically superior eve withi the SADC, there is a growig cocer that we are beig overtake by eve some of our smallest eighbours i our ICT ad digital roll out. The matter has, largely, bee left to govermet. ANC policy positios, o the other had, have bee overlooked if ot igored. I water ad saitatio there is greater visibility. The kid of state we are creatig is a developmetal oe, characterised by a state structure exus that eables it to achieve our developmetal goals. I our cotext, we refer to three arms of the state i.e, the executive, legislature ad judiciary. A importat matter related to the capacity of the state is the istitutioal memory of the State. To what extet is the high turover of civil servats, especially at a seior level cotributes to the stability or lack thereof of the state. Our ability to tur our broad objectives ito clear programmes ad projects which we implemet effectively requires a lot of attetio. We are ofte foud watig whe it comes to ifrastructure programmes, as lessos from the Presidetial Ifrastructure Coordiatig Commissio (PICC) have show us. Natioal Treasury s 2015 Public Sector Supply Chai Maagemet Review shows that durig the 2013/14 Fiacial Year, Natioal ad provicial departmets spet some R 5,5 billio ad 16

I fact, i 2013/14 the total amout spet by the Public sector o goods ad services ad costructio work (accordig to Natioal Treasury) was aroud R500 billio, which shows the purchasig muscle of the state which should be leveraged for purposes of achievig our atioal visio. 26. Our Electio Maifesto commits us to tur every public sector workplace ito a traiig space. Aually, the public service recruits about youg people ito our itership, learership, ad artisa developmet programmes. We are workig hard to upscale this aual itake hopefully to , ad these will add to skills reservoir. We eed other sectors to come to the party as well. 27. However, part of our challege whe it comes to skills is ot just the issue of traiig ad developmet, but rather retetio. I the MTSF we have a target o the average time a Head of Departmet takes i their post, ad we are ot doig well i this area. As at September last year, the average was 3 years ad 2 moths for those at atioal level, ad 2 years 7 moths for the provicial sphere. This i part suggests that our NDP commitmet of stabilisig the political-admiistrative iterface might still be experiecig challeges. It might also suggest that we have ot as yet professioalised our recruitmet ad selectios practices to a poit where we are able to attract talet ad maage it effectively. 28. We have also ot doe well with the cosequece maagemet i the public sector ad this rus the risk of impactig o the public s cofidece i the state. Our reports show that i the public service, it still takes about 175 days (o average) to deal with discipliary cases ad that allegatios of corruptio reported to the Natioal Aticorruptio Hotlie (maaged by the Public Service Commissio) still take too log to resolve. The NDP requires us to professioalise the public sector ad esure higher levels of productivity, ad ill-disciplie should ot be tolerated. SOUTH AFRICA WITHIN THE GLOBAL VILLAGE 29. The developmet ageda for South Africa is clearly articulated i the Natioal Developmet Pla (NDP), Visio This jourey started i 1994 as the ANC led the democratizatio process, with programs such as the Recostructio ad Developmet Program (RDP), Growth, Employmet ad Redistributio (GEAR), Accelerated Shared ad Growth Iitiative for South Africa (ASGISA) ad others. The NDP talks of a developmetal state that eeds to be capable ad iheretly requires leadership, soud policies, skilled maagers ad workers, clear lies of accoutability, appropriate systems, ad cosistet ad fair applicatio of rules. Peter Evas posits that capable state should have the ability to pursue collective goals coheretly ad has capable public bureaucracies that are competet. Thomas Carothers puts a eve compellig argumet that a capable state is a well-fuctioig state that has capable, impartial istitutios ad a solid capacity to develop, legislate, ad implemet effective policies. 30. At a cotietal level the Africa Uio Ageda Visio 2063, which was formulated i 2013, is meat to deliver developmet for Africa. This pla is meat to be domesticated such that Africa coutries take part i the implemetatio of the Ageda At the iteratioal level the Milleium Developmet Goals (MDGs) which were i force from 2000 ad coclude i 2015 are beig replaced with Sustaiable Developmet Goals (SDGs) which will be tracked from 2016 to While the SDGs are global i ature, the resposibility of implemetatio resides with idividual coutries ad hece the eed to map the NDP idicators agaist the SDGs. 31. South Africa is a sigatory to the Milleium Declaratio of 2000 ad the coutry has bee committed to meetig ad reportig o the MDGs. Five coutry reports have bee produced o the MDGs i 2005, 2007, 2008, 2010 ad The compilatio of the close-out report of the MDGs has bee cocluded ad is beig prepared for the fial phase of presetatio to various state etities prior to its formal presetatio at the Uited Natios Geeral Assembly (UNGA) i September The report is a fair reflectio of the progress made by South Africa towards achievemet of the global developmet goals set i 2000 ad all the relevat stakeholders such as govermet, the academia, civil society orgaizatios actively ivolved i this process. 32. As ca be see from the results of the MDGs, ot all the goals ad targets were achieved. The SDGs the became the framework withi which ufiished busiess from the MDGs would be icorporated ad ew ad emergig issues would be dealt with. This is a bigger ageda tha the MDGs as the umber of goals icreased from 8 i MDGs to 17 i SDGs, from 20 targets to 169 targets ad from 60 idicators to a miimum of 304 idicators. StatsSA wet further to review a proposed list of SDG idicators to test them for suitability, relevace ad feasibility. This exercise led to StatsSA mappig a list of idicators from the NDP ad MTSF agaist the proposed list of SDG idicators to check for relevace ad the degree to which the iteratioal ageda coicided with the atioal ageda. 35. The Africa Uio Ageda, Visio 2063 is premised o seve aspiratios for the cotiet, which are: (i) a prosperous Africa based o iclusive growth ad sustaiable developmet; (ii) (iii) (iv) (v) (vi) a itegrated cotiet, politically uited ad based o the ideals of Pa-Africaism ad the visio of Africa s Reaissace; a Africa of good goverace, democracy, respect for huma rights, justice ad the rule of law; a peaceful ad secure Africa; a Africa with a strog cultural idetity, commo heritage, shared values ad ethics; a Africa whose developmet is people-drive, relyig o the potetial of Africa people, especially its wome ad youth, ad carig for childre; ad (vii) Africa as a strog, uited ad ifluetial global player ad parter. 36. All coutries i the cotiet are expected to alig their developmet plas to Ageda To make this possible a exercise led by the Africa Uio is uderway to formulate idicators for Ageda 2063 Te-year implemetatio pla. CONCLUDING REMARKS 37. We have certaily made a lot of progress towards buildig a capable state ad the 4 attributes the ANC has defied as show above remai a useful aalytical tool to use i this regard. However, there are clear gaps that we still eed to address i each oe of these attributes. The NDP has placed before us a umber of meaigful itervetios ad these eed to be pursued i a focused maer. 38. At cotietal level, the idicators for the Te-year pla of ageda 2063 will be formulated. This work should be ready by Jauary The idicators will the be give to all Africa coutries for domesticatio or aligmet to the respective atioal developmet plas. At iteratioal, the Heads of State ad Govermet will preset their respective fial reports of MDGs (2000 to 2015) at the UNGA i September Each coutry will outlie which of the MDGs, targets ad idicators were achieved ad ot achieved. This process will lead to discussios o SDGs ad the roadmap goig forward. 39. Evidece-based policymakig is very critical for a capable developmetal state. It is a way of makig public policy decisios that are fully cosistet with a democratic political process characterized by trasparecy ad accoutability. The state should be i a positio to track with empirical evidece if the policies that are udertake by govermet, as well as by differet political admiistratios, are makig progress or otherwise. Because official statistics ad evidece are a public good, freely accessible to policy makers ad the public, it could place a greater premium o how participatory democracy complimets represetative democracy. 18

New supplies of key mieral commodities are comig o-stream i a eviromet of very soft commodity prices leadig to further dowward pressure o prices e.g. coal, iro-ore, ad steel. 4. Two presetatios were made, oe o tasks of the commissio ad proposed approach; ad the other o the Natioal Health Isurace (NHI). APPROACH AND MANDATE The Commissio focused o the followig: The evaluatio of progress made agaist plas ad programs by various sectors. The idetificatio of critical priority areas, proposed amedmets of plas ad programs plus budgets for quick wis towards the achievemet of the electio madate ad targets by December The Chairperso took members of the commissio through the reportig template, which was desiged to get all participats to focus o assessig progress made sice the 2015 Jauary ANC NEC Lekgotla. It also oted that the template required of all participats to focus o resolutios ad commitmets made at the said ANC NEC Lekgotla. The commissio was remided of the fact that the curret work of the ANC takes root from resolutios of the 53rd ANC Natioal Coferece, the Natioal Developmet Pla 2030 ad the 2014 Natioal Electio Maifesto plus resultat priorities detailed i the Medium Term Strategic Framework of govermet. The Commissios oted the iput made by the Presidet, the Secretary Geeral ad other Natioal Executive Committee members at start of Lekgotla. These were the Political Overview, the Program of the ANC, a report o the Moitorig ad Evaluatio of performace of MTSF targets, fiscal overview ad the capacity of the state. The Commissio was addressed by Cde Aaro Motsoaledi o the NHI ad some of the critical issues that affect the health sector. Sciece ad Techology: 1.1 Resolutio: Cotiue to esure that fudig for Sciece ad Techology reaches 1.5% GDP ad at least reaches the ivestmet equivalet to Africa Peers. This must also be liked with the commitmet to improve the fudig of Higher Educatio ad Traiig. The trilateral summit of SADC, COMESA ad ECA held at the begiig of Jue 2015 i Egypt, lauched the commecemet of the Tripartite Free Trade Area (TFTA). The 25th Ordiary Sessio at the Summit level of the AU held i Johaesburg i Jue 2015 lauched the roadmap towards the Cotietal Free Trade Area (CFTA) egotiatios. I the period from April to December 2014, DIRCO has facilitated more tha 24 structured bilateral egagemets. Secodly, it is beig recommeded that both Govermet ad Parliamet should adopt ad domesticate it formally ito our govermet ad parliametary programmes. Lastly, we call o South Africas to expad their uderstadig ad kowledge of the AU Ageda 2063 ad embrace it as their ow programme that filters ito their daily lives. ATTACKS ON FOREIGN NATIONALS 9.1 The Jauary 2015 Lekgotla recommeded that Both Govermet ad the ANC should develop a coheret message o the issue of attacks o foreig atioals ad how we ca maage the issue. Such a message should assist South Africa society to distiguish betwee these attitudes/behaviour ad crimiality that seek to coceal itself by takig advatage of such attitudes. Govermet should recogise ad appropriately respod to the ecoomic coditios of South Africas, particularly the black majority i the towships ad rural commuities, which sometimes give rise to coflict betwee atioals ad foreig atioals. I additio, there should be recogitio of the fact that some South Africas who owed busiesses i these commuities have leased these to foreig atioals because they stad to beefit more, fiacially. Therefore, Govermet should explore appropriate legislatio at atioal ad provicial levels to regulate this aspect, either disadvatagig South Africa atioals or discrimiatig agaist foreig atioals. Govermet should develop a uderstadig of how the establishmet of schools ad istitutios by foreig atioals with extremist views, have a potetial egative impact o stability i our coutry ad how this could possibly create tesios betwee differet religious formatios. INSTITUTIONAL INFRASTRUCTURE 10.1 Cotiued support for the Pa Africa Parliamet (PAP) as a legislative body of the AU that exercises oversight ad affect its advisory ad cosultative powers. South Africa will cotiue to provide logistical ad substace support to PAP sessios. These were held i Midrad, South Africa, i May 2013 ad March 2014 respectively The commissio further recommeded that Govermet officials ad Alliace cadres with kowledge ad expertise o Africa ad iteratioal matters should be secoded to Africa ad other iteratioal istitutios. Govermet should also review ad chage its preset stace to declie South Africa officials represetig our coutry i various Africa ad iteratioal istitutios, especially those where we eve ivest fiacially. We should also, i this regard, resist the persistet attempt to blackmail us as big brother i the cotiet. We should develop greater clarity o the role of South Africa i PAP ad what our MPs i this istitutio speak about ad focus o. This is iformed by a umber of coutries which still refuse to accede to the istrumet of ratificatio thus deyig the ICC to be a global orgaisatio ad a istrumet that is fair to all i dealig with gross huma rights violatios, war crimes ad geocides. Therefore resolves that the NEC Subcommittee o Iteratioal relatios must develop a discussio documet with proposals o all these matters for cosideratio to the NEC. This will form part of the discussios at the workshop i September 2015 whose outcomes will be preseted to the subsequet NEC meetig. 11. I hope that discussios at commissios helped all of us to get a bigger picture o what is really happeig i our coutry i relatio to the ecoomy, social trasformatio, goverace, atioal security, educatio ad health, sciece ad techology, commuicatio ad the battle of ideas, ad iteratioal relatios. The report o the state of the ecoomy was of utmost cocer as it showed that South Africa s ecoomic growth is still laggig behid most global ecoomies. Our ecoomic plas should always take the atioal ad global realities ito accout i order to eable us to take 126 advatage of opportuities that preset themselves i the various sectors of the ecoomy, while simultaeously mitigatig the ever-preset threats to iclusive ecoomic growth. I was also cocered that we still do ot have a full uderstadig of the capacity of the state to eable it to deliver o its broad madate. Further, as we said earlier i our political overview, it is clear that we still have may people who do ot have the requisite kowledge ad skills for the positios they occupy. We reiterate that eable the state to deliver o its promise, wemust have the right skills at the right places. The issue of our skills base must be of serious cocer to all of us.we should cotiue to do more to trai more egieers, fiacial maagers, doctors, sciece ad maths teachers, IT specialists, ad artisas. This will greatly ehace the capacity of the state to deliver, ad thus miimise the heavy reliace o cosultats to do govermet work. The recet by-electios held atiowide last week must give us a sese of cofidece that the ANC still remais a party of choice for the majority of our people. Our performace ad the favourable results idicate the cofidece that our people still have i our movemet. However the good results must ot lead us to a state of complacecy, but it must spur us to work eve harder. The results cofirm our view that the oppositio does ot offer ay alterative solutios to the ANC ad its policies.
