1 EUROPEAN PARLIAMT Committee on Civil Liberties, Justice and Home Affairs LIBE_PV(2015)0413_1 MINUTES Meeting of 13 April 2015, , and 14 April 2015, and BRUSSELS The meeting opened at on Monday, 13 April 2015, with Kinga Gál (Vice-Chair) in the chair. 13 April 2015, Adoption of agenda The agenda was adopted with the following changes of the order of business: Point 3 (adoption of minutes) was postponed; Point 7 (Joint Operational Team (JOT) "Mare") was postponed; Point 8 (EU-US agreement on the protection of personal data when transferred and processed for law enforcement purposes (EU-US "umbrella agreement") was postponed; Point 9 (Fight against fraud to the Union's financial interests by means of criminal law) was postponed. 2. Chair s announcements The Chair indicated that interpretation in Danish, Latvian and Croatian was not available for this meeting. Endorsement of Coordinators' recommendations (Rule 205) Further to Rule 205 of the Rules of Procedures the Chair submitted the following Coordinators' recommendations for approval: PV\ doc PE v01-00 United in diversity

2 Appointment of Rapporteurs: Mariya Gabriel (EPP) has been nominated Rapporteur for opinion on the Conclusion of the Short-Stay Visa Waiver Agreements between the EU and: - Saint Lucia (2015/0060(NLE)) - Timor-Leste (2015/0058(NLE)) - United Arab Emirates (2015/0062 (NLE)) - Dominica (2015/0050 (NLE)) - Saint Vincent and the Grenadines (2015/0061(NLE)) - Samoa (2015/0056(NLE)) - Trinidad and Tobago (2015/0054(NLE)) - Vanuatu (2015/0052(NLE)) - Grenada (2015/0057(NLE)) Decision on Opinion: Proposal for a Council Directive amending Directive 2011/16/EU as regards mandatory automatic exchange of information in the field of taxation Coordinators decided that no opinion will be drafted. However, amendments can be tabled directly in the ECON Committee. Hearings and missions for the 2nd semester of 2015 Coordinators approved the list of hearings and missions for the 2nd semester 2015 (which has been circulated to LIBE Members). European Ombudsman request for inclusion in the EP public register of existing minutes of meetings of Committee Coordinators : Coordinators agreed on publishing all existing feedback notes of the previous term in the EP register. Nomination of an observer for the election of the President of Eurojust - 21 April 2015 Coordinators recommend to send a Member of the LIBE Secretariat as observer, as was done in the past. Draft letter from the Chair to the Presidency on the Regulation on New Psychoactive Substances and on the Directive amending the Council Framework Decision 2004/757/JHA laying down minimum provisions on the constituent elements of criminal acts and penalties in the field of illicit drug trafficking, as regards the definition of drug. Coordinators agreed on sending a letter to the Council Presidency. Structured dialogue and summary report 2015 Coordinators agreed on organising a structured dialogue, as foreseen in the Framework Agreement with the Commission. A first meeting with Commissioners Avramopoulos and Jourová together with Vice-President Timmermans took place on 6-7 May PE v /14 PV\ doc

3 Joint Operational Team (JOT) MARE - Request to add to the LIBE agenda of April an information point by Europol and COM Coordinators decided to put this matter on the LIBE agenda. Motions for Resolutions (Rule 133 of the Rules of Procedure) Coordinators recommended that the following motions for resolutions are not followed-up: B8-0185/2015 (Ivan Jakovčić) on the European Year of the Child B8-0207/2015 (Mara Bizzotto) on the increase in cases of cyberbullying in Italy B8-0189/2015 (Mara Bizzotto) on terrorist infiltration in Italy through illegal immigration B8-0208/2015 (Mara Bizzotto) on the circulation of new synthetic drugs in Europe B8-0311/2015 (Mara Bizzotto) on illegal trafficking in human organs from Africa B8-0284/2015 (Mara Bizzotto) on protests by immigrants in Vittorio Veneto (Province of Treviso) B8-0285/2015 (Ivan Jakovčić) on violence at sports events B8-0279/2015 (Ivan Jakovčić) on dismantling residential institutions for children Petitions (Rule 126 of the Rules of Procedure) Coordinators recommend that the following petitions are not followed-up: Petition 0077/2014 by Klára Ungár (Hungarian) on the new election law in Hungary Petition 0151/2014 by Sarah Luzia Hassel-Reusing (Germany), supported by 230 cosignatories, on amending the Charter of Fundamental Rights of the EU Petition 0183/2014 submitted by Flavio Miccono on justice in Italy Pursuant to Rule 205 the Committee endorsed these recommendations. 3. Approval of minutes of meeting of: 5-6 November 2014 PV PE v November 2014 PV PE v December 2014 PV PE v01-00 This point was postponed. 4. Conditions of entry and residence of third-country nationals for the purposes of research, studies, pupil exchange, remunerated and unremunerated training, voluntary service and au pairing [Recast] ***I 2013/0081(COD) COM (2013)0151 C7-0080/2013 Cecilia Wikström (ALDE), Rapporteur, presented the state of play of the on-going trilogue negotiations. "European institutions and human rights in Europe" - Recommendation 2065(2015) by the Parliamentary Assembly of the Council of Europe (PACE) LIBE/8/03171 Mr. Michael McNamara, Rapporteur for the Committee on Legal Affairs and Human Rights (PACE), presented the report. The floor was given to Liga Neidere, from the Latvian Presidency, to present the state of play of the negotiations in Council. Mr Moraes, the Rapporteur raised a question on the legal basis, Mr. Dimitrios Giotakis (EC- DG HOME) answered his question. Mirena Pencheva presented the views of EP Legal Service. 7 13. Annual Report 2014 on the European Judicial Training LIBE/8/03165 The Chair introduced the debate and gave the floor to Francesco Fonseca Morillo, (EC - DG JUST). The meeting was suspended from 11:19 to 11: The situation in the Mediterranean and the need for a holistic approach to migration LIBE/8/03166 The Rapporteur, Roberta Metsola (EPP) and the co-rapporteur, Kashetu Kyenge (S&D) presented their methodology and the key subject-matters they will address in their strategic own-initiative report on migration. Dimitris Avramopoulos, Commissioner for Migration, Home Affairs and Citizenship, addressed MEP's on the subject and presented the point of view of the Commission. Lawrence Gonzi, former Prime Minister of Malta, shared his experience of the changed phenomenon of migration, and presented his comments and recommendations to the upcoming strategic report. Zanda Kalnina-Lukasevica, on behalf of the Latvian Presidency, presented some key points of the debate on migration policies.
