Guests: Robbie Hidalgo, Vice President of Simi at the Garden; Megan Gately, representative from the Ronald Reagan Presidential Foundation and Institute; Kleya Ghenin, fellow with the Katie Hill for Congress campaign; and Ryan Fowler, Youth and Government program coordinator for the Simi Valley Family YMCA. 2. Welcome/Introductions of Members Chair Humna Ahmad welcomed the 2018/19 members and guests. 3. Agenda Review There being no objections, the agenda was approved as presented. 4. Approval of Minutes ACTION: A motion to approve the September 4, 2018, minutes as written was made by Annie Kroll and seconded by Joshua Jiwanmall. vote: 19 Ayes; 0 Noes; 0 Abstentions The motion passed. 5. Public Statements/Comments Ms. Ghenin, representing the Katie Hill for Congress campaign, announced volunteer opportunities available for high school students in Simi Valley. Students would be able to gain work experience skills while receiving volunteer hours. Mr. Fowler announced that the Simi Valley Family YMCA was actively recruiting high school students to participate in its Youth and Government program. Introduction of Walter and Leonore Annenberg Presidential Learning Center/Ronald Reagan Presidential Foundation & Institute Ronald Reagan Staff Ms. Gately stated that she was looking forward to working with the Youth Council this term. She briefly presented a brief background on President Ronald Reagan s perspective on leadership and how his legacy is honored by programs coordinated by the Ronald Reagan Presidential Foundation and Institute. b. Overview of How the City of Simi Valley and City Council Operate, City Manager, Eric J. Levitt City Manager Eric Levitt provided a presentation on City of Simi Valley s government, his role as City Manager, and answered members questions regarding City administration and process to move to a district-based election for City Council. Mr. Levitt also discussed his personal background and public administration philosophy. c. Introduction of City Council Liaisons to the 8. He explained current issues, how funds are generated locally for City programs, and discussed his ideas that may help the Simi Valley Town Center thrive. a. Discussion of Bullying Prevention Campaign, including the Awareness Event in Collaboration with the Simi Valley Public Library on Thursday, October 11, 2018 The following members provided status updates on their respective schools Stop Bullying Pledges and participation in the October 11, 2018 Stop Bullying event: Alex Thompson stated that Royal High School s leadership had committed to coordinating the Stop Bullying Pledge on campus.
5 Page 3 Chandler Nelson stated that he was still working with Grace Brethren High School staff for authorization of a Stop Bullying Pledge. Joshua Jiwanmall reported that Royal High School s theater program had committed to participating at the Stop Bullying event on October 11, He stated that the teacher and students would create and perform one to two skits. Michelle Boland stated that Mr. Patrick at Sim Valley High School was the contact for the theater program. Action Item: Ms. Tignac to contact Mr. Patrick at Simi Valley High School regarding the school s participation at the Stop Bullying event. The following members volunteered to coordinate and run the Stop Bullying Pledge at the Free Clinic of Simi Valley s Fredrick Michael Gibson 5k/10k run for Depression Awareness and Tooth Fairy 1k kids fun run and Community Health Expo on Saturday, October 13, 2018, at the Simi Valley Town Center: 7:30 a.m. to 10:00 a.m. shift: Joshua Jiwanmall, Riya Manimaran and Nikhita Sundarapandian. 9:45 a.m. to 12:00 p.m. shift: Humna Ahmad, Pranav Krishnamoorthi and Om Patel and as social media photographers Shane Desilets and Nick Judge. b. Discussion of the Simi Valley Community Garden s Citywide Hunger s Harvest Collection on Saturday, October 6, 2018 The following members provided status updates on contacting their respective schools leadership programs or clubs to coordinate sweet potato donation drive during the week of October 8, 2018: Grace Brethren High School Chandler Nelson stated the request was pending; Royal High School Humna Ahmad and Joshua Jiwanmall stated that the Associated Student Body (ASB) had a full schedule during the month of October, therefore would not be able to coordinate the drive; Santa Susana High School - Paige Barrella and Parsa Karamat reported that the Young Social Activists Club (YSAC) club had committed to coordinating the sweet potato drive; Simi Valley High School Nick Judge stated the request was pending; Hillside Middle School Gary Pandher reported that leadership had not made a final decision;
6 Page 4 9. New Business Sinaloa Middle School Delany James stated the request was pending; and Valley View Middle School Ashlyn Ro was not present to report. Om Patel and Pranav Krishnamoorthi stated that they would upload at least three posts and stories social media accounts from then until October 6, 2018 to promote the collection drive. The following members volunteered to help at donation collections sites on Saturday, October 6, 2018 (revised from September 4, 2018 meeting): Vons at 1855 Cochran Street From 9:00 a.m. to 11:00 a.m. Humna Ahmad and Tobby Zheng; and from 11:00 a.m. to 1:00 p.m. Pranav Krishnamoorthi, Riya Manimaran, Om Patel and Nikhita Sundarapandian. Vons Pavilions at 2938 Tapo Canyon Road - From 9:00 a.m. to 11:00 a.m. Paige Barrella, Shane Desilets, Parsa Karamat and Ashlyn Ro; and from 11:00 a.m. to 1:00 p.m. Joshua Jiwanmall and three other volunteers from Royal High School s Key Club. a. Discussion of Participation as a Historic Home Sponsor at the Rancho Simi Recreation and Park District s 2 nd Annual Heritage Halloween and Movie in the Park on Saturday, October 20, 2018 Ms. Tignac stated that the had an opportunity to again sponsor a historic home for youth to trick-or-treat at during the Rancho Simi Recreation and Park District s 2 nd Annual Heritage Halloween and Movie in the Park event on Saturday, October 20, 2018, at Strathearn Historical Park. Ms. Tignac stated that sponsorship was free and Youth Council members would be allowed to decorate the porch area their assigned building. After a brief discussion, the following members volunteered to attend and hand out candies to young trick-or-treaters: Michelle Boland, Shane Desilets, Aditya Gaiki, Delany James, Joshua Jiwanmall, Nick Judge, Riya Manimaran, Chandler Nelson, Frances Salvanera, Anna Sorensen, Sneha Sundaram, Nikhita Sundarapandian, and Yicheng Tobby Zheng. ACTION: A motion to approve the s participation as a historic home sponsor at the Rancho Simi Recreation and Park District s 2 nd Annual Heritage Halloween and Movie in the Park on Saturday, October 20, 2018, was made by Sneha Sundaram and seconded by Pranav Krishnamoorthi. vote: 21 Ayes; 0 Noes; 0 Abstentions The motion passed.

Scheduling and Appointment of Presenters to City Council on October 15 and November 19 The following Members volunteered to present the Youth Council report to the City Council in October and November: Shray Grover, Humna Ahmad, Michelle Boland, Annie Kroll, Jasanpreet Pandher, Emily Ramirez, and Chandler Nelson. Emily Ramirez, Shray Grover, and Humna Ahmad received the most votes and were selected as the October, November, and December presenters to the City Council. Emily Ramirez volunteered to present on October 16, Shray Grover opted to present on November 13, and Humna Ahmad chose to present on December 4. ACTION: A motion to approve the scheduling and appointment of presenters to the City Council on October 16, November 13, and December 4 was made by James Chu and seconded by Pranav Krishnamoorthi. vote: 21 Ayes; 0 Noes; 0 Abstentions The motion passed unanimously. c. Discussion of Shirts members briefly discussed what color of polo shirt to select for the term. ACTION: A motion to approve selecting black as the color for the polo shirts for the term was made by Gary Pandher and seconded by Riya Manimaran. vote: 21 Ayes; 0 Noes; 0 Abstentions The motion passed. 10. Representative Reports Reports and Comments Nick Judge reported that the Youth Summit Committee held its first meeting at 4:30 p.m. prior to the regular that day. He stated that the committee selected him as the Youth Summit Committee Chair and Om Patel as Vice Chair. The committee also started developing a list of potential motivational speakers to present for the s consideration during its next meeting on October 2, Annie Kroll and Chandler Nelson reported that they attended the City Council Meeting on September 17, 2018 to help accept the Suicide Prevention and Stop Bullying Month proclamations. Chandler also stated that he invited everyone in attendance to attend the s Rock Painting Night on September 20, 2018.
8 Page 6 Sergeant-at-Arms Sneha Sundaram requested that a discussion be agendized during the October 2, 2018 meeting regarding meeting reminders and the Remind application software (app). 11. Coordinator s Report Ms. Tignac thanked Annie Kroll and Chandler Nelson for representing the Youth Council during the September 17, 2018 City Council Meeting. Ms. Tignac stated that, as mentioned by City Manager Levitt, members were asked by the City Council to help spread the word to family, friends, and neighbors about the process of moving to a district-based election system and to assist the City by encouraging involvement in the process. Ms. Tignac gave a brief background on the City s current at-large election process, why and what the process would be to move to a district-based election. The following schedule had been released for the Public Hearings: Public Hearing number two on Monday, October 15; Public Hearing number three on Monday, November 14; Public Hearing number four on Monday, November 26; and the Community Meeting on Tuesday, September 25, Ms. Tignac stated that all meetings would be held in the Simi Valley City Council Chamber. Ms. Tignac also announced that the City was is in the process of developing a webpage dedicated to the District Election transition process which will be live soon. This page would also host the link to the mapping tool that will be launched during the hearing process which will allow members of the public to submit proposed district maps for consideration by the City Council. Citizens are encouraged to attend the Public Hearings to learn more about the process, and to participate in submitting proposed district maps. More information and details about the transition process can be obtained by contacting the City Clerk s Office at (805) or by ing cityclerk@simivalley.org. 12.
