Board may Reconvene into Open Session to Take Action on Matters Discussed in Closed Session under Item J. Committee Members: Mark Foley, Kurt Wachholz, and Ann Wilson * Other members of the MATC Board may be present, although they will not be participating as members of this committee. This meeting may be conducted in part by telephone. Telephone speakers will be available to allow the public to hear those parts of the proceedings that are open to the public. ** Action may be taken on any agenda item, whether designated as an action item or not. Agenda items may be moved into Closed Session for discussion when it becomes apparent that a Closed Session is appropriate under Section of the Wisconsin Statutes. Motion approved. ITEM F: DISCUSSION ITEMS F-1 General Manager s Report Discussion Mr. Ellis Bromberg, general manager, highlighted the following: The station has been nominated for five regional Emmy Awards by the Chicago/Midwest Chapter of the National Academy of Television Arts & Sciences. On Tuesday, November 3, two new one-hour MPTV documentaries will premiere METTLE & HONOR, featuring the stories of 16 Wisconsin veterans, and BEHIND THE PEARL EARRINGS, the story of combat photojournalist Dickey Chapelle, who grew up in Shorewood. The Democratic National Committee will hold a debate in Wisconsin on February 11th that will be aired on PBS. MPTV may partner with the PBS NEWSHOUR in the production of this event. Opening bid prices for all television stations were released Friday, October 16 th for the FCC Spectrum Auction and Mr. Bromberg discussed recent updates specific to the station. F-2 Monthly Advertising Fund Expenditures September, October and November Attachment 4 Discussion Mr. Bromberg presented the Monthly Advertising Fund Expenditures from September, October, and November F-3 Dashboard Indicators Attachment 5 Discussion Mr. Bromberg presented the Dashboard Indicators including the current Developmental Department Revenue totals for FY15-16 and the Top Programs on WMVS for July F-4 MPTV s Preliminary Year End Financial Results Attachment 6 Discussion Al Shoriebah, vice president, Finance, presented MPTV s Preliminary Year End Financial Results including a summary of the operating expenses, capital expenditures, and fund balances for MPTV s FY15-16.

5 Public Television Minutes of October 20, 2015 Page 3 F-5 Federal Communications Commission Spectrum Considerations*** Discussion Ellis Bromberg presented the opening bid prices for the FCC Spectrum Auction and other relevant updates regarding the Auction. Mr. Bromberg introduced Meg Miller, attorney at law for Gray Miller Persh LLP, as a legal consultant. Ms. Miller will answer the committee s questions about the FCC Spectrum Auction strategy considerations in closed session. Motion Action It was moved by Mr. Foley seconded by Ms. Wilson, to convene into Closed Session pursuant to Section 19.85(1)(e) of the Wisconsin Statutes to discuss Item F-3, Federal Communications Commission Spectrum Considerations, to review strategy and to deliberate on public business which entails competitive matters requiring closed session. The Committee will reconvene into Open Session to take up any additional agenda items. 7 Attachment 2 MILWAUKEE AREA TECHNICAL COLLEGE DISTRICT BOARD PUBLIC TELEVISION COMMITTEE November 17, 2015 GENERAL MANAGER S REPORT Ellis Bromberg Ready To Learn Funding A small group of lawmakers are meeting to finalize the latest version of the Elementary and Secondary Education Act (ESEA, formerly known as No Child Left Behind). Public television s Ready To Learn (RTL) program, a competitive grant program administered by the Department of Education that provides early learners with free, highly researched, and proven effective educational programming, online games, and local resources, has been authorized through ESEA for many years. RTL is a critical part of public TV s educational mission. Thirty-two million early learners have access to Ready To Learn s educational content every month, thanks to MPTV and other local broadcasters who share these materials on-air, online, and on the ground in community workshops. Over the summer, MPTV and the public broadcasting advocacy website Protect My Public Media were involved in successfully defeating an attempt to cut RTL from the Senate s version of the bill. As Congress finalizes the new ESEA, we are working to ensure that RTL is included in the final bill. Sen. Baldwin is on the Senate Education Committee, and we have been working with her office to ensure that the Senate negotiators hold firm on keeping RTL in the bill. Her office has informed us that she has conveyed to Sen. Murray, the ranking member on the committee, her strong support for RTL s inclusion in ESEA. Her staff has also been in contact with both Republicans and Democrats on the committee who also championed RTL to make sure that they do likewise. Protect My Public Media has a list of self-identified advocates in our broadcast area, and those individuals have been asked to Sen. Baldwin in support of RTL. Community Activities The station has a number of interesting activities and programs coming up. The annual MPTV Holiday Art and Gift Fair will be held Saturday and Sunday, November 21 and 22, at the MPTV Auction Studio in Brookfield. It is a very high

8 quality fair, and has become a popular event for our viewers and for the region s artists and craftspeople. In anticipation of the sixth and final season of DOWNTON ABBEY which premieres January 3 on Channel 10 we have scheduled four free screenings of the first hour of the series: Tuesday, December 15, at 5:30 and 7:30 pm, at the Muskego High School Performing Arts Center; and Thursday, December 17, at 5:30 and 7:30 pm, at the Pius XI High School Performing Arts Center in Milwaukee. In past years, these have been among the station s most popular events, attracting capacity crowds to the venues in which we ve held them one reason we scheduled four, rather than two, screenings this year. Last year, we partnered with MillerCoors to invite our viewers to a special MPTV Holiday Lites Night in the Miller Valley. It was a big success, and we re doing it again Monday evening, December 14. Attendees will get to enjoy the seasonal light and music show along State Street, take a tour of the brewery and historic Miller Caves, enjoy refreshments, and get to meet many of our MPTV local program hosts and producers. John McGivern is the master of ceremonies, and this year Dr. Vicki Martin will also be there for part of the evening! On December 5, the station will tape an unusual concert uniting Milwaukee s Catholic and Jewish communities in a celebration of the 50 th anniversary of the historic Vatican Council II document Nostra Aetate, which dramatically improved relations between the two world faiths by restating Church teachings and liturgy that had referred negatively to Judaism. The Milwaukee area has had a remarkably robust Catholic-Jewish dialogue for decades, spurred by Nostra Aetate. The concert, at the Cathedral of St. John the Evangelist in Milwaukee, will feature the Jewish Community Chorale, the Archdiocesan Choir, and leaders of sung prayer from the two faith communities in a musical program of scriptures that are common to both. The program will premiere Monday, December 28, at 9 pm on Channel 10. Popular Italian chef Lidia Bastianich returns to Milwaukee on Saturday, January 16, with a show at the Pabst Theater, and a special reception for her MPTV fans, including an autographed copy of her new book, Mastering the Art of Italian Cuisine. MPTV Passport Next month, we will introduce MPTV Passport in partnership with PBS, a new valueadded benefit for members. MPTV Passport for donors contributing $50 or more annually will provide access to more than 300 hours of national and local programming not available for viewing elsewhere online. Currently 70% of MPTV donors give at levels of support that qualify them to receive the MPTV Passport online benefit.

9 For many years now, public TV programming has been made available online for a short period (up to two weeks) after initial broadcast. MPTV Passport members will now be able to view this programming for an unlimited time after broadcast. When MPTV Passport is launched, on December 15, donors will have access to a wide variety of programs including DOWNTON ABBEY Seasons 1-5, plus other select dramas from MASTERPIECE, and scores of science, history, and arts programs. Rights to series like NOVA, AMERICAN EXPERIENCE, AMERICAN MASTERS, and ANTIQUES ROADSHOW are being secured, too, which will allow the MPTV Passport library to increase week after week, as a valuable benefit to supporters. FCC Spectrum Auction Note The PTV Committee s discussion about strategy in the FCC Spectrum Auction will likely be held in Closed Session. But we can share in Open Session news that the two other licensees of public TV stations in Wisconsin, the University of Wisconsin Board of Regents (WHA-TV/Madison) and the Wisconsin Educational Communications Board (WPNE-TV/Green Bay, WHLA- TV/La Crosse, WHWC-TV/Menomonie, WLEF-TV/Park Falls, and WHRM- TV/Wausau), both passed resolutions last month stating publicly that they would not participate in the FCC Auction. It should be noted that MATC s situation differs substantially from those of the other licensees in several major respects: a) MATC operates two stations in the same city, giving it greater options in the Auction; b) Milwaukee s proximity to Chicago will likely result in greater interest from wireless bidders in the bandwidth in our region; and c) the opening bid prices for WMVS and WMVT are significantly higher than those for any of the other public TV stations in the state. STITCHING HISTORY FROM THE HOLOCAUST Wins Emmy Congratulations to producer Tiff Pua; host/co-producer Sandy Maxx; and co-producers Michael James Garvin, Jeff Moorback, Chris Michalski, Karl Landwehr, Stephanie Schreiber, Mark Siegrist, Raul Galvan, and Damir Braovac MPTV s newest Emmy Award winners! Their documentary, STITCHING HISTORY FROM THE HOLOCAUST - THE ARTS PAGE SPECIAL, won the award for Outstanding Achievement for Arts/Entertainment Programming for a Program/Series/Special, at the Chicago/Midwest Chapter of the National Academy of Arts and Sciences ceremonies Saturday night in Chicago. You will recall that the program focused on a powerful Holocaust-related exhibit at the Jewish Museum Milwaukee that involved a unique partnership between the Museum

10 and the Milwaukee Repertory Theater. Earlier this year, the program won a Wisconsin Broadcasters Association award, as well. MPTV staff were also nominees for four other Emmys.
