1 Attachment 3 - a MILWAUKEE AREA TECHNICAL COLLEGE DISTRICT BOARD MILWAUKEE, WISCONSIN CALL TO ORDER The regular monthly meeting of the Milwaukee Area Technical College District Board was held in Open Session on Tuesday,, and called to order by Chairperson Dull at 4:03 p.m. in the Board Room, Room M210, at the Downtown Milwaukee Campus of Milwaukee Area Technical College. ITEM 1 a. ROLL CALL Present: Excused: David Dull; Mark Foley; Ashanti Hamilton; Mary Isbister; Grace Maizonet (via telephone); Lisa Olson; Mary Scheibel. Ashanti Hamilton arrived at 4:09 p.m. Abdulhamid Ali and Ann Wilson. ITEM 1 b. ITEM 2. ITEM 3. COMPLIANCE WITH THE OPEN MEETINGS LAW Chairperson Dull indicated that proper notice of the meeting had been given in compliance with the Wisconsin Open Meetings Law. COMMENTS FROM THE PUBLIC None. APPROVAL OF MINUTES C-1 Regular Board Meeting: November 28, 2017 ITEM 4. It was moved by Ms. Isbister, seconded by Ms. Scheibel, to approve the minutes of the Regular Board Meeting: November 28, approved. APPROVAL OF CONSENT AGENDA ITEMS a. Bills November 2017 b. Financial Report November 2017
2 Page 2 c. Human Resources Report d. Procurement Report It was moved by Mr. Foley, seconded by Ms. Isbister, to approve the Consent Agenda. Ms. Scheibel expressed strong support for the investments being made in the Advanced Manufacturing Technologies, mentioning the $1.2 million in Swiss Machining and another $250,000 in Turbine Engines for Aviation, and how MATC can use these assets to their benefit. ITEM 5. approved. BOARD ACTION ITEMS Items 5 a. Resolution (F ) Authorizing the Sale of $1,500,000 General Obligation Promissory Notes, Series G of Milwaukee Area Technical College District, Wisconsin. It was moved by Mr. Foley, seconded by Ms. Maizonet, to approve Resolution (F ) Authorizing the Sale of $1,500,000 General Obligation Promissory Notes, Series G of Milwaukee Area Technical College District, Wisconsin. Mr. John Mehan, managing director, Robert W. Baird & Co., distributed and reviewed the Final Pricing Summary for the $1,500,000 General Obligation Promissory Notes, Series G. MATC has received an upgrade in their bond rating to Aa1. approved, the roll call vote being as follows: Ayes: Noes: Foley, Hamilton, Isbister, Maizonet, Olson, Scheibel, and Dull - 7 None. 5 b. Resolution (F ) Authorizing the Issuance of $1,500,000 General Obligation Promissory Notes, Series H of Milwaukee Area Technical College District, Wisconsin. It was moved by Mr. Foley, seconded by Ms. Maizonet, to approve Resolution (F ) Authorizing the Issuance of $1,500,000 General Obligation Promissory Notes, Series H of Milwaukee Area Technical College District, Wisconsin.

Policy A0107 Procedures for District Board Meetings/Public Hearings. It was moved by Ms. Isbister, seconded by Mr. Hamilton to approve Policy A0107 Procedures for District Board Meetings/Public Hearings. approved. 6 b. Suspension of Policies A0111 and A0111-A ITEM 7 It was moved by Ms. Isbister, seconded by Ms. Scheibel to approve Suspension of Policies A0111 and A0111-A. approved. Reports 7 a. Chairperson s Report Mr. Dull: Announced the Board Retreat is scheduled February 16, noon to 4:00 p.m. The retreat will take place at the Oak Creek Campus in room A102. An outside speaker has been secured for the retreat: Gretchen Schmidt, Executive Director for the AACC Pathways Project. Congratulated the 2017 Winter Semester Graduates on behalf of the Board. Mentioned he and Mr. Foley will attend the District Boards Association Winter Meeting. The meeting will take place in Eau Claire on January 25-27, 2018.
4 Page 4 Drew the Board s attention to the Board Self-Evaluation Instrument, and requested the board to review the questions and submit suggestions for revisions by the January Board meeting. Drew attention of the board to the current media highlights at their places. Asked Mr. Foley to give a report on the Foundation Meeting, which was held December 14. Mr. Foley reported: The MATC District Board voted to establish the tax levy. The tax levy went down by $0.24 from $ to $ for a home valued at $100,000 (taxable value). Milwaukee PBS held its annual on air December pledge drive, the station received $344,244 from 2,157 donors. The dollar amount exceeds the original goal of $327,000 by $17,244. November 7, 2017 was the date of the soft launch of the MATC Adult Promise or Commit to Complete, focusing on residents living and working in the zip code. 7 b. President s Report Dr. Martin: Informed the board about Guided Pathways, mentioned the book Redesigning America s Community Colleges and passed around the 5 year timeline on the scope of the Guided Pathways Project. Mentioned the District Student Senate approved the pilot program in collaboration with Froedtert/Medical College of Wisconsin to provide free health care clinic services to MATC students (see District Student Senate Report). Drew the board s attention to the flyer announcing the GED Graduation. 7 c. District Student Senate Report Ms. Paschke reported on the following: District Student Government approved to match MATC for two additional beds (housing) for MATC students at Pabst apartments during the fall 2017 and spring 2018 semesters. District Student Government approved a $10,000 funding request in collaboration with Froedtert/Medical College of Wisconsin FastCare Clinics, to pilot free health care clinic services to MATC students for the spring 2018 semester. The Winter Gala hosted by Oak Creek and Mequon campuses was a huge success, as was the breakfast with Santa that Milwaukee and West Allis hosted.

Milwaukee PBS General Manager s Report Mr. Zachary reported on the following: Mr. Zachary attended a two day workshop at the CPB headquarters in Washington on CSG community service grant requirements. Mr. Zachary met with Board CPB workshop, as well as the CPB Sr. VP for Journalism and Radio. During the annual December fund-raising drive, Milwaukee PBS surpassed its pledge goal of $327,000 with the final tally of $344,244 from 2,157 donors, with 504 of the donors becoming sustaining members and bringing the total to 7,000 individuals making ongoing monthly contributions to the station. PBS suspended the nightly Tavis Smiley series due to allegations of sexual misconduct. PBS announced two news series, one hosted by CNN correspondent Christianne Amanpour, the other is a nightly BBC newscast hosted by Katty Kay. Milwaukee PBS is in the final weeks of an extensive promotional campaign reminding viewers that on January 8, 2018 at 9:00 a.m., they ll need to rescan their remotes in order to see the full channel lineup. That s the day technical changes resulting from the recent FCC Spectrum auction begin. The Chicago Midwest Emmy committee awarded Milwaukee PBS three Emmy Awards: Outstanding Achievement for News Specialty Report/Series Environment: Homesteading. Outstanding Achievement for Public Affairs/Current Affairs Programming Segment: Alzheimer s The Epidemic Outstanding Achievement for Magazine Programming: Around the Corner with John McGivern Southeast Wisconsin Mr. Zachary displayed the Emmy to the board. 7 e. Legislative Matters Report Ms. Zelenkova, lobbyist, Hubbard Wilson & Zelenkova, distributed a MATC Legislative Update to the board and reported on the following updates: Monday, September 18 th, the Governor signed August 2017 Special Session Assembly Bill 1 to create an Electronics and Technology Manufacturing Zone, a $3 billion incentive package for Foxconn to locate in the State of Wisconsin. Foster Care Task Force Legislative Package. The Assembly is set to announce a package of bills aimed at improving the foster care system and the lives of foster youth. One proposal under consideration is tuition remission for foster youth.
6 Page 6 Campus Carry/Constitutional Carry passed senate committee 3-2 and is available for scheduling in the Senate. The bill was amended to retain the gun free school zone law, with some exceptions. The earliest the Senate can vote on the bill is January. The Assembly is not expected to act unless the bill passes the Senate first. Assembly Bill 540/Senate Bill 444 (Kleefisch/Johnson) The bill would require technical college and licensed private driver school commercial motor vehicle driver education courses to provide instructions in the recognition and prevention of human trafficking. The bill was introduced last month and passed the Assembly unanimously. MATC may want to consider registering in support. is pending in the Senate. Congress is facing the expiration of its most recent stop-gap funding bill. Congress will need to pass an omnibus bill, or another short-term funding extension by midnight on Friday to keep the government funded. A legislative fix for DACA remains an outstanding item for Congress. ITEM 8. BOARD MONITORING 8 a. Academic Program Updates Dr. Dakwar briefly presented the item as information, highlighting active programs and the implementation dates for the year. Dr. Dakwar stated there are 71 Associate Degree Programs; 2 Transfer Programs; 84 Technical Diplomas; and 18 Pathways with a total of 175 programs. 8 b. Enrollment Update Mr. Craig presented the Enrollment Update as a PowerPoint presentation. Mr. Hamilton departed the meeting at 5:21 p.m. 8 c. Higher Learning Commission (HLC) Update Dr. Manion, Dr. Vrabec and Dr. Dakwar gave an update on the Higher Learning Commission (HLC) visit. MATC is found to be in compliance.
7 Page 7 ITEM 9. OLD BUSINESS ACTION ITEM 9 a. Compensation Study Update Ms. Falkenberg distributed handouts on the Classification and Compensation Study Timeline as well as Market Segments for Compensation Study and noted that MATC is on schedule with the timeline. It was also noted there was a 95% completion rate of the employee job description questionnaires. 9 b. Board Yearly Calendar of Events ITEM 10. ITEM 11. Chair Dull presented the item as information.
