1 Minutes for SGA Legislature Meeting April 14, 2017 NOTICE IS HEREBY GIVEN that the Student Government Association of Mt. San Jacinto College will meet, commencing at 10:10 am on Friday, April 14, 2017 at the San Jacinto Campus in Board room 200 and at the Menifee Campus in Conference room 805. The starting time listed for the meeting is approximate. I. Opening of Meeting Call to order: 10:10 Pledge of Allegiance We now give time before the meeting to recognize those who wish to recite the pledge, reminding those in attendance that they are not required to do so. Board Reports and Information Items (all reports are to be limited to one minute each, additional time can be allotted with a motion and second from the Senate) With no objection, from the body the orders will be suspended and we will move on to line item 10 A. Advisor s Report If there s no objection from the body, we will extend time by 5 minutes to 12:25 and go to the Advisor s report The elections will be extended until next Tuesday at 4:00 pm B. Executive Officer s Reports C. Legislative Reports D. Committee Reports Public Comment on Non-Agenda Items (all public comments are to be limited to one minute each, additional time can be allotted with a motion and second from the Senate) Public Comment on Agenda Items (all public comments are to be limited to one minute each, additional time can be allotted with a motion and second from the Senate) III. Discussion/Action Items (the following items may be discussed and voted on at this time. 5 Minutes per topic with 1 minute per speaker. Members of the public may speak after the discussion by the voting body has closed and before a vote by the voting body is taken. 1) To discuss and approve the naming or designation of an SGA Elections Committee Chairperson to assist with the development of a revised SGA Elections Code Bylaws to be completed by the start of the Fall 2017 semester. This chairperson may also serve as the chairperson for a student committee, tasked with hearing and adjudicating any student complaints arising from the most recent Spring 2017 SGA election. Chairperson must

3 NOT have been someone who participated in the most recent Spring 2017 SGA election. Motioned by Senator Estes, second by Senator Carter I ll entertain a motion from the body to strike out the word adjudicating from the original line item, Senator Estes motions to amend the line item, second by Commissioner Manely We will now move on to roll call vote for the amendment of the line item: ayes have it, motion passes VP Vasquez moves to have herself and Commissioner Comstock co-chair an elections code committee and create the election code and, second by Commissioner Comstock Roll call vote: ayes have it, motion passes, nay from Senator Morales and Senator Estes and abstention from Senator Ornelas Senator Carter moves that we split the responsibilities to two different committees, one to handle the election code process and one to handle the student grievance process If there s no objection from the body the time is extended to 20 minutes To create the elections code committee: ayes have it, motion passes 2) To discuss and approve the acceptance of the SGA unrevised Constitution Election Bylaws to use as a working document as the Election Code committee begins to develop a new and revised 2017 Elections Code by the start of the Fall 2017 semester. VP Vasquez motions to open, second from Senator Estes Roll call vote: ayes have it, motion passes 3) To discuss and approve the opening of the Appointment Process for vacant SGA Board positions for with the process being open from April 24, 2017 through May 11, Packets will be due on May 11, 2017 at 5 pm in either SLDP office and interviews will be held on May 19, 2017 from 9 am to 10 am Motioned by Senator Estes, second by senator Carter Commissioner Comstock motions to strike out 10 am and to replace 5 pm with 4 pm Roll call vote: ayes have it, motion passes The new motion is as follows: To discuss and approve the opening of the Appointment Process for vacant SGA Board positions for with the process being open from April 24, 2017 through May 11, Packets will be due on May 11, 2017 at 4 pm in either SLDP office and interviews will be held on May 19, 2017 starting at 9 am

Does it roll over to the next academic year? The major expense from the funds are entry fees for their 11 sports to play championships or other entry fees. Dean Springer: 213 athletes this year all purchased the SGA sticker- total of $2,992, they do not have to purchase the SGA sticker over the summer but it is also not necessary because SGA is not active during the summers. The total for the entry fees last year was $13,000, the $7,000 contribution covers roughly half of that. Senator Morales: Can you tell us about how many athletes there are? We receive roughly $3,000 in return and there's that $4,000 extra that is given to athletics. Currently we are struggling with money, our main function as part of student life is to foster at all capacities to the students. At this point, it's becoming a matter of where can the money be best spent? Clubs demonstrate a lot of on campus involvement by showing up to SGA events and getting other students involved. The clubs seem to foster student life to those that are not athletes which are the majority of students than the athletes do. As of right now we are thinking about decreasing the budget to $5,000. We did collectively decide not to make any decisions yet. Senator Pellegrini: Dean Springer mentioned during the beginning that athletes are required to have 100% participation within SGA, what type of participation does that entail? To purchase the SGA sticker. Senator Estes: It is important to connect SGA and athletics when they are SGA funds. ICC is a different body at this point, the clubs make this event happen she would like to see each sport have some sort of cooperation and participation within events. Maya Cardenas: in the end the purchase of the sticker number have been low this semester it has been about 3,000. How can we compromise? How can we work collaboratively together with these two departments?

6 Dean Springer: It would be encouraged for athletes to purchase the sticker if the budget is decreased by 2,000 for one academic year, not mandatory but encouraged. Dean Springer: The one thing that does bother me is that you guys changed the constitution to exclude the donation towards athletics, it s been the same for the last 13 years that I ve been here. I hope it doesn t negatively impact students from the year out. I think you guys can be creative and serve all students in general, with this homecoming week last fall. Our homecoming game this year is October 21 st. there might be a way for SGA to involved in that. I m always willing as long as my schedule allows.
