Old Business/New Business Next Committee Meeting: Tuesday, November 15, 2016 Committee Members: Mark Foley, Kurt Wachholz, and Ann Wilson The PTV Committee Meeting is not a Board Meeting despite the fact that a quorum of the Board is present at the committee meeting. Actions taken by a committee shall serve as recommendations to the Board for ultimate action. * Other members of the MATC Board may be present, although they will not be participating as members of this committee. This meeting may be conducted in part by telephone. Telephone speakers will be available to allow the public to hear those parts of the proceedings that are open to the public. ** Action may be taken on any agenda item, whether designated as an action item or not. Agenda items may be moved into Closed Session for discussion when it becomes apparent that a Closed Session is appropriate under Section of the Wisconsin Statutes. The Board may return into Open Session to take action on any item discussed in Closed Session. *** It is anticipated that this item may be discussed in Closed Session pursuant to Section 19.85(1)(e) of the Wisconsin Statutes. Milwaukee Public Television educates, informs, entertains, and stimulates the imagination of adults and children alike. We make the best use of noncommercial media and related services to enhance the quality of life in our community by encouraging people to consider issues and explore ideas, and by inspiring a continued sense of wonderment. 3 Draft PTV Attachment 1 MILWAUKEE AREA TECHNICAL COLLEGE DISTRICT BOARD PUBLIC TELEVISION August 16, 2016 CALL TO ORDER ITEM A: ROLL CALL The meeting was called to order by Mr. Foley at 12:10 pm. Present: Mark Foley, Kurt Wachholz. Ann Wilson joined by phone at 12:20 pm. ITEM B: WITH THE OPEN MEETINGS LAW The Public Television Committee meeting was noticed in compliance with the Wisconsin Open Meetings Law. ITEM C: APPROVAL OF MINUTES C-1 Approval of Minutes June 21, Attachment 1 Motion Action ITEM D: It was moved by Mr. Wachholz and seconded by Mr. Foley to approve the minutes of June 21, Motion approved. COMMENTS FROM THE PUBLIC NONE ITEM E: ACTION ITEMS E-1 Tentative PTV Committee Meeting Dates Attachment 2 Motion It was moved by Mr. Wachholz and seconded by Mr. Foley to approve the Tentative PTV Committee Meeting Dates. Action Motion approved. ITEM F: DISCUSSION ITEMS
4 Public Television Minutes of August 16, 2016 Page 2 F-1 General Manager s Report Discussion Mr. Bohdan Zachary, general manager, highlighted the following: MPTV is partnering with WUWM for a Sherman Park special which will first air on WUWM s Lake Effect and then rebroadcasted on MPTV. PBS Newshour will move from Channel 36 to Channel 10. A new program, 10thirtysix, will launch in November in partnership with WUWM, Milwaukee Neighborhood News, and the Wisconsin Center for Investigative Journalism In fall, the MPTV radio channels will feature MATC student photography. MPTV is looking into the following changes to improve The Great TV Auction: a new location for the Auction facilities, making sure the software is PCI complaint, and improving Auction items by including MATC student items like baked goods, Cuisine certificates, photography, and chess sets. MPTV has several upcoming local events which include: a partnership with the MKE Film Festival and the Arts Page, Feast in the Field in September, a Veteran s event in October, and a visit from Pati Jinich from Pati s Mexican Table at the end of August. Mr. Zachary presented a PBS rebranding strategy for MPTV. Ms. Wilson voiced her concern that rebranding the station would give the community the assumption that we are a national station and not a local station. Mr. Zachary mentioned that he has canvased viewers and talked with other stations that have received positive results from rebranding initiatives. The PTV Committee would like to have more research regarding rebranding of the station and its impact on the community. F-2 Monthly Advertising Fund Expenditures May, June, and July Attachment 3 Discussion Mr. Zachary presented the Monthly Advertising Fund Expenditures from May, June, and July F-3 Dashboard Indicators Attachment 4 Discussion Mr. Zachary presented the Dashboard Indicators including the Development Department s current revenue totals for FY15-16 and the top Programs on WMVS for May Mark Foley mentioned his concern about the net revenue of Auction. Mr. Zachary mentioned that MPTV is working closer with MATC to make changes to The Great TV Auction which should improve the net revenue. F-4 Great MPTV and Early Childhood Development
5 Public Television Minutes of August 16, 2016 Page 3 Discussion ITEM G: Mr. Zachary presented the MPTV and Early Childhood Development plan which will focus on educating parents about the importance of the positive development of their infants, toddlers, and preschoolers. Educational events for parents will be held at MATC in February with a Q & A session with MATC s and local Early Childhood Development experts. 6 WMVS/WMVT Attachment 2 AVID EDIT SYSTEM UPGRADE This purchase is to replace our existing Avid HD Isis video storage array and to update Avid software on the systems used to create MPTV production and promotion materials. MPTV has been editing with Avid technology since 2004 and it is the industry standard production editing tool. This purchase will replace our existing ISIS 5500 series server with current AVID Nexus server technology. The proposed Avid Nexus server array is twice the size of the current Isis chassis providing better efficiencies in edit workflow. Upgrades to the existing ISIS server are no longer available, necessitating the new Nexus product. To maintain a continuity of current edit workflow, use existing Avid Interplay and Media Central hardware, and continue seamless integration with the academic divisions edit system, the requested items are sourced directly from Avid. This purchase was bid through Avid direct and vendor partner sales using a competitive bidding process. Avid offers an educational pricing discount to MATC. Positive action by the MATC board will result in a purchase from KeyCode Media in the amount of $95, Milwaukee Public Television is a Viewer Supported Service of
