Nixle ALERTS Text your zip code to or register at Police Levy on the November Ballot October 2018 On November 6, 2018, residents will be asked to consider replacing the current 2-mill operating levy and increase it 1.5 mills to equal 3.50 mills in support of the police department. Why the Increase? The Copley Police Department is funded through two operating levies, a 4.5 mill continuous levy and a 2.0 mill levy that expires at the end of this year. Copley voters will be asked to replace the expiring 2.0 mill levy with a 3.50 mill levy, for an increase of 1.50 mills. Currently, the 4.50 mill levy generates $2,210,352 per year and the 2.0 mill levy $982,354, for a total of $3,192,706. The 2018 police budget is $3,478,464. Consequently, the Copley Township General Fund covered the shortage this year, as it has for the past several years. The shortages are attributed to increasing operating costs while the amount these levies generated remained the same year after year. Beyond meeting the current year s expenses, all departments must have operating funds to pay the minimum first two months of expenses in the following year, before property tax revenues come in from the county fiscal office. The proposed 3.5 mill levy would generate $1,829,913 per year for a three-year period. Coupled with the 4.5 mill continuous levy, which never increases and generates $2,210,352 per year, the total operating funds would be $4,040,265. The estimated budget for 2019 police operations is $3,815,464. The passage of the new levy would provide for a carryover of $225,257, which would cover the first two months of operation. Levy Cost to Homeowners Please see the chart below to determine your annual cost. The 3.50-mill levy augments funding for 23 full-time patrol officers, 5 part-time officers, one and one-half administrative assistants, a DARE program, and SWSCOM (joint dispatch center) with the cities of Barberton and Norton. The Township Trustees, Fiscal Officer, Administrator and Chief Mier are committed to continue seeking opportunities to share expenses with our neighboring communities to maintain and enhance provided services. We deeply appreciate the support of the Copley community, says Chief Mier, and we are proud of the partnerships we have developed with our residents and businesses. Together we can keep Copley Township one of the safest communities in northeast Ohio in which to live, attend school and work. Cost to Homeowners $100,000 Home Per year $ Increase from 2015 $52.50 $150,000 Home Per year $ Increase from 2015 $78.75 $200,000 Home Per year $ Increase from 2015 $ $250,000 Home Per year $ Increase from 2015 $ $300,000 Home Per year $ Increase from 2015 $157.50
2 Community & Economic Development Department Neighborhood Master Plan Copley Township is comprised of twentyseven neighborhoods each encompassing their own unique history, style and population. Rich in agriculture, elegance and craftsmanship, Copley strives to maintain a balance between preservation and development. The Neighborhood Master Plan is being designed as a tool to collaborate with our residents in a very custom way tailored to the needs and desires of each neighborhood. Throughout the Township, our residents are impacted by varied opportunities for growth, education and public service. What may work for one neighborhood, may not fit the needs of another. The Neighborhood Plan is designed to engage, educate and connect our residents with Township Officials in a personal way while also encouraging community spirit among residents within those neighborhoods. For more information go to - Neighborhood Ambassadors Neighborhood Ambassadors are essential to the success of any strong community. Find your neighborhood above and become an Ambassador today! Neighborhood Ambassadors serve as a local point-person for information in your part of the Township. Ambassadors are charged with promoting improvements, identifying problems, and informing neighbors about beneficial services and programs. Ambassadors may volunteer just a little bit of free time, or choose to devote significant efforts toward neighborhood projects that connect neighbors. Organize a block party or help build community by chatting over the fence. Neighborhood Ambassadors receive ongoing support and guidance from the Township Administration and the Department of Community and Economic Development. By building a team of neighborhood-level leaders, the cumulative impact of this positive force will expand. Ultimately, the neighbors who volunteer as Ambassadors lay the groundwork for lasting excellence and long-term community pride. Copley Connection October
3 Community & Economic Development Department The Community and Economic Development Department recently kicked-off the first official Project Building Blocks. Caring individuals from our community joined forces with local businesses and civic groups to assist a Copley family with the rebuilding of their home. The volunteers gathered from all walks-of-life and invested with sweat, equity and compassion. Additional volunteer opportunities exist. To learn more about how you can get involved and make a difference, please contact the Community and Economic Development Department at (330) Daylight Savings Time ends Sunday, November 4, 2018 Copley Connection 3 October 2018
4 Fire Department Fire Prevention Week Today s home fires burn faster than ever. In a typical home fire, you may have as little as one to two minutes to escape safely from the time the smoke alarm sounds. Knowing how to use that time wisely takes planning and practice. Copley Fire Department is teaming up with the National Fire Protection Association (NFPA) ---the official sponsor of Fire Prevention Week TM for more than 90 years---to promote this year s Fire Prevention Week campaign, Look. Listen. Learn. Be aware. Fire can happen anywhere TM, which works to educate the public about basic but essential ways to quickly and safely escape a home fire. NFPA statistics show that the number of U.S. home fires has been steadily declining over the past few decades. However, the death rate per 1000 home fires that are reported to fire departments was 10 percent higher in 2016 than in These numbers show that while we ve made significant progress in teaching people how to prevent fires from happening, there s still much more work to do in terms of educating the public about how to protect themselves in the event of one, said Lorraine Carli, NFPA s vice president of Outreach and Advocacy. This is particularly critical given the increased speed at which today s home fires grow and spread. Copley Township Fire Department says this year s Look. Listen. Learn. campaign highlights three steps people can take to help quickly and safely escape a fire: LOOK for places fire could start. LISTEN for the sound of the smoke alarm. LEARN 2 ways out of every room. Police Department Coffee with a Cop The Copley Police Department holds Coffee With a Cop the first Wednesday of each month at the Montrose Chickfil-A, 47 Flight Memorial Drive in Copley Township from 9:00 a.m. - 10:30 a.m. The Chick-fil-A is our host and provides the coffee. Copley Police officers are on hand to answer any questions you might have and to listen to your concerns. One-on-one conversations between citizens and police officers are the best way to build trust and mutual goals for communities. Coffee with a Cop is a mission to improve trust and build relationships - one cup of coffee at a time. Share-A-Christmas Copley Township will be accepting donations for its annual Share-A Christmas Program which benefits needy families in the Copley area by providing toys and gifts for children at Christmas time. Donations of cash and new toys will be accepted at Copley Town Hall, 1540 S Cleve-Mass. Rd. beginning Monday, November 26, Checks and money orders may also be mailed to Copley Town Hall. Please make checks payable to Copley Township. 100 percent of the dollars raised benefit those in need. Applications and more information on this program will be available on our website in November. For more information about Fire Prevention Week and home escape planning, visit Halloween in the Park The Copley Police Department s annual Halloween in the Park event will be held at Copley Community Park, 3232 Copley Road, in Copley Township. This event will be held Saturday, October 27, 2018 from 2:00 p.m. to 4:30 p.m. Rain location will be Copley-Fairlawn Middle School. Children can trick-or-treat through a path at the park while parents can try their hand at Copley Trivia to win prizes! We will have games, crafts, face painting and other fun activities for kids and a table for adults to purchase Copley Bicentennial cups, games, etc. for the holiday season. There will be coffee, cider and donuts for everyone, while supplies last. Copley Police and Fire Departments will be on hand to display safety vehicles. Free trick-or-treat bags, glow sticks, candy, prizes, and pumpkins will be passed out to all who attend, along with other trick-or-treat items while supplies last. This event is free to the public, thanks in part to our partner organization the Copley-Fairlawn Kiwanis. Copley Connection October
