2 A. CALL TO ORDER Pledge of Allegiance led by Alderman Von Drasek B. ROLL CALL The meeting was called to order at 7:30 PM. City Clerk Burdett called the Roll of those physically present as follows: Present: Mayor McDermott, Alderman Mikolyzk, Alderman Jasinski, Alderman Von Drasek, Alderman Musillami, Alderman Benson, Alderman Finn, City Clerk Burdett Absent: Treasurer Stancik C. OMNIBUS AGENDA Also Present: City Administrator Paul, Police Chief Ford, City Attorney Peck, Finance Director Schutter, Asst. Administrator Peterson, City Engineer Fitzgerald 1. The Minutes of the Regular Meeting of October 24, 2018 were previously distributed to the members of the City Council. Mayor McDermott asked if there were any corrections to be made to said Minutes. There were none. 2. The Statement of Bills was submitted for payment through November 14, 2018: $1,192, I move to approve the minutes of the City Council Meeting of October 24, 2018 and to approve the Statement of Bills through November 14, 2018 in the amount of $1,192, A motion was made by Alderman Musillami, seconded by Alderman Von Drasek, that this matter be APPROVED as presented. The motion carried by the following vote: D. COMMUNICATIONS FROM THE PUBLIC - NONE Alderman Musillami, Alderman Benson, Alderman Finn E. MAYOR S REPORT 1. Mayor McDermott announced two items of Good News The City was awarded a Grant for $100K from Cook County to assist in building the bike path on Brainard Avenue. The second item is the City received the first check for $300K from the Clean Energy Commission for the Net Zero LEED Gold Certification for the Municipal Building this is a million dollar grant divided into three parts. 2. Presentation of a Good Neighbor Award from a suggestion brought forth by Alderman Musillami. Four individuals are being recognized tonight for their outstanding neighborliness. He asked Aldermen Musillami and Jasinski join him in the presentation of the Certificates to the AWARD RECIPIENTS. Alderman Musillami gave the credit to Christina Ludega, resident of Longview Ave., who brought the idea to him. Bill Nawrot, Ward 3, nominated by Pam Dlhy, received a $50 gift certificate from Best Buy; thanks for being a good neighbor; photos were taken. CITY OF COUNTRYSIDE Page 2 of 7

3 George Palmerin, nominated by Violette McNeely, received a $50 gift certificate from Jewel-Osco; photos were taken; many thanks from his neighbors. Mary Sobecki, nominated by Joan Bartolomei, received a $50 gift certificate from Tony s Market; thanks for being a great neighbor; photos taken. Dwight Beard (not here) nominated by Margaret Whiting, received a $50 gift certificate from Fuller s Car Wash presented to him at a later date. Many kind words were written about each of the individuals regarding their friendliness and helpfulness when called upon by their neighbors. Congratulations to them all!! 3. Consideration of a Request from the Countryside Police Pension Fund for the annual employer contribution in the amount of $1,016, Mayor McDermott noted that in most other municipalities in Cook County those funds are paid for by property tax payers; in Countryside it is paid for with sales tax revenue; the City is very fortunate to be able to do that. A motion was made by Alderman Mikolyzk, seconded by Alderman Jasinski, that this F. CITY CLERK S REPORT 1. City Clerk Burdett sought approval of the 2019 Schedule of Meetings. A motion was made by Alderman Musillami, seconded by Alderman Finn, that this G. TREASURER S REPORT (absent) NO REPORT H. COMMITTEE AND COMMISSION REPORTS FOR DISCUSSION, CONSIDERATION AND, IF SO DETERMINED, ACTION UPON: 1. ECONOMIC DEVELOPMENT a. Alderman Musillami- sought consideration of a request from Continental Honda to waive their building permit fees; this will help them move forward with the project A motion was made by Alderman Benson, seconded by Alderman Von Drasek, that this b. F Y I - Alderman Musillami stated that Saturday, November 24, is Small Business Saturday. Show your love and shop small. This is a wonderful idea. CITY OF COUNTRYSIDE Page 3 of 7

4 2. FINANCE COMMITTEE - NO REPORT 3. HUMAN RESOURCES COMMITTEE a. Alderman Musillami sought consideration to adopt a Citizen Complaint Policy and Form. Alderman Musillami stated that the form could be used for Recognition as well as Complaints or Compliments. A motion was made by Alderman Finn, seconded by Alderman Mikolyzk, that this 4. INFRASTRUCTURE COMMITTEE a. Alderman Von Drasek thanked all the volunteers who participated on Saturday, November 10 in the Senior Leaf Raking program; there were about 90 plus volunteers one of the best turnouts ever. Boy Scout Troop #216, John Finley, volunteered their efforts; along with Mary Seveckis, Helen, Shannon from Aging Well, Aging Care, who facilitated this along with Linda Hussey; thanks to Jim Jasinski too we did 26 yards with one to go. Thanks also to Keith Vedmore of Grace Lutheran Church in LaGrange; Brainard Baptist Church, Leader Shop from LTHS various other volunteers appeared. Judy Bashear in Ward 2 there was an army of kids; Public Works was out there and very busy. Thanks to Officer April too. Thanks to Chick fil-a for donating 60 sandwiches and McDonald s donated 30. Mayor McDermott thanked Ald. Von Drasek for his tireless efforts in spearheading this event for the past ten years. This has a very positive effect on all who helped 4.5 hours of hard raking get out and help your neighbors. 5. LICENSE COMMITTEE a. Alderman Mikolyzk stated that the 2019 Business License Renewals were mailed out to 464 City businesses; payment due by Video gaming licenses also due then 87 gaming licenses ($700 each ) issued to 20 businesses. Liquor License Renewals will be mailed out by , due on ; currently 57 liquor licenses issued to 48 business establishments. 6. PLAN COMMISSION/ZONING BOARD OF APPEALS NO REPORT 7. POLICE COMMITTEE a. Alderman Finn sought consideration and action to enter into a 5-year license agreement with the Narcotics and Currency Interdiction Team (NARCINT) for use of the property at 6701 Willow Springs Road, the former ESDA Building, vacant for three years. They will maintain the premises and provide lease payment of $30K over five years. A motion was made by Alderman Benson, seconded by Alderman Jasinski, that this CITY OF COUNTRYSIDE Page 4 of 7

5 8. RECREATION COMMITTEE a. Alderman Jasinski stated that Saturday, December 1, 10:30 a.m. to 12 noon at Via Bella Restaurant Santa Claus will make his annual appearance for Countryside Children ages 1-12 at the Annual Christmas Party. Tickets are available free at the clerk s office until November 30 for Countryside residents; a maximum of six tickets per adult. Wishing everyone a Safe and fulfilling Holiday Happy Thanksgiving! 9. WATER COMMITTEE NO REPORT 10. FLAGG CREEK ADVISORY BOARD NO REPORT I. LEGAL REPORT NO REPORT J. CITY ADMINISTRATOR S REPORT 1. City Administrator Paul sought approval to enter into a contract to purchase bulk salt through the Illinois Joint Purchasing Program at a rate of $63.60/ton from Cargill Inc. A motion was made by Alderman Von Drasek, seconded by Alderman Finn, that this 2. Ms. Paul sought consideration of Payment Request #13 in the amount of $1,151, under the Project Guaranteed Maximum Price (GMP) to Frederick Quinn Corp. (FQC). A motion was made by Alderman Musillami, seconded by Alderman Jasinski, that this 3. Ms. Paul sought consideration of an agreement with Architectural Testing, Inc., d/b/a Interek for Air/Water Testing services in the amount of $12, LEED Certification includes independent testing done on the building envelope to verify air and water infiltration. A motion was made by Alderman Finn, seconded by Alderman Benson, that this 4. Ms. Paul sought consideration of an agreement with Architectural Testing, Inc. d/b/a Interek Building Science Solutions for Whole Building Air Testing Services in the amount of $8, referred to as a blow test of the entire building. A motion was made by Alderman Benson, seconded by Alderman Von Drasek, that this CITY OF COUNTRYSIDE Page 5 of 7

6 K. STAFF REPORTS 1. CHIEF OF POLICE a. Chief Ford stated that on November 15 the annual Shop With A Cop will be held. Officers assist local children in need, take them shopping in Police Cars, with major assistance from Westfield Ford, and help in wrapping gifts from women s Clubs. The program is well received and kids have a good time. Each child is given a $100 gift card for TJ MAXX to get gifts for themselves and others. Afterwards they have a pizza party at the Police Department. The Mayor said it is a great program. 2. CITY ENGINEER a. City Engineer Fitzgerald sought consideration of engineer s payment estimate #2 in the amount of $161,354 to Lindahl Brothers, Inc.-- partial payment for the 2018 Street Rehabilitation Program. A motion was made by Alderman Mikolyzk, seconded by Alderman Finn, that this L. BUSINESS FROM THE CITY COUNCIL FOR DISCUSSION, CONSIDERATION AND, IF SO DETERMINED, ACTION UPON: Mayor McDermott asked all veterans to stand and be recognized in honor of VETERANS DAY! Thank you for your service! M. MOVE TO RECESS TO EXECUTIVE SESSION 1. Mayor McDermott sought to move to Executive Session for the purpose of discussing real estate under Section 2(c)(6) of the Open Meetings Act. A motion was made by Alderman Jasinski, seconded by Alderman Von Drasek, that this meeting be RECESSED. The motion carried by the following vote: Mayor McDermott declared the meeting recessed at 7:55 p.m. * * * N.
