3 T-6248 AN ORDINANCE ENACTING NEW SECTION OF TITLE FIVE, PART ONE OF THE CODIFIED ORDINANCES, RELATING TO ALLOCATION OF TAX REVENUE PRODUCED BY THE CITY S MUNICIPAL INCOME TAX. MOTION: TO ADOPT ORDINANCE NO T-6249 AN ORDINANCE ESTABLISHING RATES OF COMPENSATION AND ANCILLARY BENEFITS FOR NON-BARGAINING EMPLOYEES OF THE CITY EFFECTIVE OCTOBER 8, MOTION: TO ADOPT ORDINANCE NO Moved by Mr. Michniak, seconded by Mrs. Pavlick. 5-2 with Mr. Allen and Mr. Ruediger opposing the motion. Mr. Allen said the nonbargaining employees did a great job and deserved a raise, but he had asked for a compromise and couldn t get one. He said there was a $120,000 deficit budget and you couldn t run a business that way. If a business was run that way the directors wouldn t get a raise; you can t run a City that way either, so in good conscience he couldn t vote for this legislation. He said the employees did a good job and if the budget looked different he would vote for this legislation. Mr. Ruediger also thought the directors did a wonderful job, but his biggest problem was that this included people that had been here for a very short time without a proper chance to evaluate performances, so he also voted no for this legislation. Mayor s Report Mayor Broska reported that last Thursday the Police and Fire Departments saved a man s life. It was a team effort with the Dispatcher giving CPR instructions, the Police Officer using a portable defibrillator and the Fire Department administering drugs and a defibrillator. The man was recovering at the hospital. Everyone involved did their job well. Mayor Broska also reported that the SR 14 bridge at Lake Rockwell was proceeding well due to the good weather lately. He hoped the good weather continued and the project could be done soon. The bin wall near the SR 14 bridge still needed the guardrails completed. It seems to have worked out well that the traffic had been rerouted due to the bridge replacement project and the bin wall project may be completed ahead of schedule. He praised Ruhlin, the construction company, for the work they were doing on this project. He hoped to have the bridge done and traffic back to normal much sooner than the projected six month timeline. 3

4 The Holiday Lighting ceremony will be Thursday, December 1, 2016 at 6:15 p.m. on the Square with Santa, Mrs. Claus, story time and cookies afterward at City Hall. The City had been publicizing everywhere that presents needed to be delivered to the Parks and Recreation Department this week only (absolute deadline of 4:30 p.m. Friday, December 2) for the Santa is Coming to Town program. President of Council s Comments Mr. Ruediger hoped everyone had a wonderful Thanksgiving. He congratulated the Ohio State Buckeyes football team. He said Council s well wishes went out to everyone that was injured at Ohio State today during an assailant s attack. Council Members Comments Mrs. Pavlick thanked the Police and Fire Departments for the efforts during the fire at Sahbra Farms were 12 horses and some rabbits lost their lives. She also thanked the Police and Fire Departments for saving the man s life last Thursday. She said Streetsboro had probably the best people that live and work here and she appreciated the first responders. She warned everyone to be careful of the excited children during the Holiday Lighting ceremony and asked everyone to practice patience while Christmas shopping. Reports/Communications from Depts./Boards/Commissions Mrs. Kremer reported to Council, now that the Community Reinvestment Area (CRA) was adopted 30 days ago and was now effective, there needed to be members appointed to a Community Reinvestment Area Housing Council. There were to be two members appointed by the Mayor, two members appointed by the legislative authority, one member appointed by the Planning Commission and those members would then appoint two residents to the Council. This body would not actually meet until January/February of 2018 to review the reinvestment activities of Since the CRA was just created there were no 2016 reinvestment activities to review in This report was just to alert Council to start thinking about who they may want to appoint to this Council, which could be done maybe by the end of the year or early The CRA Housing Council Members would inspect the reinvestment activities toward the end of 2017 and then report to City Council because an annual report was required from City Council by March 30 of each year, so this was an alert to get things lined up in time to meet all required deadlines. Chief Powers distributed some coupons for a fundraiser to be held on Wednesday, November 30, 2016 at BW3 to support Shop With a Cop, which would be on Saturday morning, December 10, 2016 at Walmart. He asked for volunteers to shop with the kids this year. Executive Session Mr. Ruediger asked to add an executive Session to tonight s agenda. MOTION: TO ADD AN EXECUTIVE SESSION TO DISCUSS EMPLOYEE DISCIPLINE AND PENDING LITIGATION RE CLAY MORRIS LAWSUIT. Moved by Mr. Allen, seconded by Mrs. Pavlick. Upon voice vote, motion carried. MOTION: TO RECESS INTO EXECUTIVE SESSION TO CONSIDER EMPLOYEE DISCIPLINE AND PENDING LITIGATION RE CLAY MORRIS LAWSUIT. There will be an Organizational, a Service Committee, a Safety Committee and a Regular Council Meeting on Monday, December 12, 2016 starting at 7:00 p.m. in Council Chambers.
