1 MADISON BOARD OF EDUCATION MADISON PUBLIC SCHOOLS MADISON, NEW JERSEY PUBLIC MEETING MINUTES 09/27/2016 The Public Meeting of the Madison Board of Education, Morris County, New Jersey, was called to order by President Ellis at 5:43 p.m. on September 27, 2016 in the Alice Perlaw Library Media Center of Madison High School, Ridgedale Avenue, Madison, NJ 1. ROLL CALL Board Members Present: Lisa Ellis, President Shade Grahling, Vice President-arrived 6:17 p.m. Dave Arthur Debra Coen-arrived 6:34 p.m. Johanna Habib Leslie Lajewski Thomas Piskula Abi Singh-Harding Rep. RECESS TO CLOSED EXECUTIVE SESSION Moved by Leslie Lajewski, seconded by Johanna Habib, to approve as follows: Resolved: that the Board of Education move into closed executive session for the purpose of discussing personnel/legal issues. It is anticipated that the Board will be in closed session for 1 hour(s) and action may be taken in public session afterward. Discussion conducted in closed executive session shall be disclosed to the public to the extent that making such matters public shall not be inconsistent with the Open Public Meeting Act. NOTICE OF MEETING In compliance with the Open Public Meetings Act, Chapter 231, Laws of New Jersey, 1975, notice of this meeting has been sent to the Madison Eagle, the Daily Record and has been posted in the Board of Education Office, the Borough Hall, the Madison Railroad Station, the YMCA, the Madison Library, all school buildings and on the district s website. The public is invited to attend. This evening's meeting constitutes an official Public Meeting of the Board of Education. Action may be taken. If needed, the Board will convene into Executive Session to discuss matters permitted pursuant to NJSA 10:4-12. Upon conclusion of the Executive Session, the Board will return to Regular Session at which time public action may be taken. 6. REPORT OF THE BOARD PRESIDENT President Ellis noted that the Board of Education will be voting tonight on item 10.h in the personnel section of the agenda, the Memorandum of Agreement between the Madison Board of Education and the Madison Education Association, Inc. Mrs. Ellis thanked the negotiations team of Ms. Grahling and Ms. Lajewski as well as the MEA negotiations team. Mrs. Ellis noted that a press release will be provided tomorrow. Mrs. Ellis also commented that the district will have great challenges ahead and continue to face financial difficulties with the way that the state funds schools. 8. REPORT OF THE SUPERINTENDENT a. Dr. Rossi commented on the following: Described the Every 15 Minutes Program. The district expects to be conducting the program this spring. The district is moving forward with the canine searches. The district is moving forward with Ms. Schulthes new initiative, Parent University. The first one will address the standards based report card. The administration is working on the alcohol climate survey for HS students. b. Dr. Rossi recognized the following individuals who are presenting the district at various conferences: i. Mary Ann St. Jacques Art Educators of NJ (AENJ) Annual Convention for Art Teachers: Story & Art, 10/10/2016 ii. Jason Erdreich NJ Engineering Educators Association (NJTEEA), 10/21/2016 iii. Andrea Olsen Northeastern Educational Research Association (NERA) Annual Conference, 10/26-10/28/2016 c. Dr. Rossi introduced the Buildings & Grounds Supervisor, Wayne Desjadon, who gave an update on all the facilities work done this past summer. Mrs. Ellis thanked Mr. Desjadon for all the hard work, and on the various projects that were completed. 9. OPEN TO THE PUBLIC (Agenda Items Only) At 8:13 p.m. the meeting was open to the public. There were no comments. 10. PERSONNEL AGENDA Moved by Debra Coen, seconded by Shade Grahling, to approve, as per the recommendation of the Superintendent, for the school year as follows: a-h Dr. Piskula thanked the Board of Education negotiations team and the MEA negotiations team acknowledging the uncertainties that all districts face with the funding costs, and that the labor costs grow faster than our 2% CAP. Mrs. Habib noted that the cost of Healthcare is a huge unknown in the future and how the district handles the rising healthcare and labor costs vs our revenue stream will be a challenge. Mrs. Coen noted that she will need to abstain on item 10.h as she in a teacher in another district. Mrs. Coen stated that she appreciates how amicable the process has been done in contrast to many districts in the state, including hers. a. The district agrees to be responsible for 75% of the 10-month public school tuition rate for student to attend the Craig School, Mountain Lakes NJ for the school year in the amount of $31,800 (full tuition: $42,400). For the school year the district s contribution shall be based on 75% of the 10-month public school tuition rate charged by Craig for that year. All other costs including but not limited to transportation and the extended school year shall be the sole responsibility of the parents.

EPOCH Transportation Approve the Morris County Educational Services Commission (MCESC) bus to transport 3 students to EPOCH at the YMCA after school as per each student s individual schedule (2 from JS, 1 from CAS), at no extra cost by the MCESC e. Board Secretary s Report and Treasurer s Report The Board of Education accepts the reports of the Board Secretary and Treasurer of School Moneys (August). Pursuant to N.J.A.C. 6:20-2A.10(d), the Board of Education has obtained certification from the Board Secretary that no major account has encumbrances and expenditures which in total exceed the line item appropriation and hereby certifies pursuant to N.J.A.C. 6:20-2A.10(e) that no major account or fund has been overexpended f. Transfers Authorize the transfer of funds g. Bill List Approve the September 27, 2016 bill list ROLL CALL: UNANIMOUS BOARD OF EDUCATION COMMITTEE REPORTS a. Policy Chair: L. Lajewski, Members: J. Habib, T. Piskula, Alternate: S. Grahling Mrs. Lajewski stated that the committee has been working on MJS and MHS to upgrade their dress code, some out of concern of the parents. The student dress code is not a BOE policy, so the BOE does not vote on it, but is very involved in the formulation of the dress code. There are varied thoughts on this issue, from no dress code at all to a very detailed one. Addressing the goal of the dress code, Dr. Rossi noted that there are certain standards and expectations of an organization and that it is a student handbook matter that we are working to flush out into an agreeable document. Mrs. Grahling noted that there is also a health and safety issue with the dress code. A Parent noted that she would like to see a more gender natural policy; her daughter feels that it is a punishment for girls. b. Finance Chair: J. Habib, Members: L. Ellis, T. Piskula, Alternate: D. Arthur Mrs. Habib noted that the committee spent a lengthy amount of time reviewing the MEA MOA and thanked Mr. Lane for his comprehensive analysis; the 2006 ROD grant could be in the neighborhood of $40,000. Mrs. Habib noted that hopefully everyone saw the BOE flyer in their electric bill; noting what Mr. Lane said that we are never out of budget season. c. Curriculum Chair: S. Grahling, Members: D. Arthur, D. Coen, Alternate: L. Ellis Mrs. Grahling noted that the committee met on the 14 th and will meet again to discuss the coordination of field trips; Mrs. Schulthes s plans to revamp the professional development; Chromebook usage at the JS (robust) vs (non-robust) HS students,; the committee started reviewing MLK, Jr. Day curriculum for January. d. Buildings & Grounds Chair: D. Coen, Members: L. Ellis, L. Lajewski, Alternate: S. Grahling Mrs. Coen noted that Mr. Desjadon s presentation covered most of the report. The next committee meeting will be on Tuesday for STEM, a second meeting later on in October to discuss the waiver process, followed by the regular meeting at the end of the month. e. Shared Services Chair: D. Arthur, Members: J. Habib, T. Piskula, Alternate: D. Coen Mr. Arthur stated that the committee is looking at the week of October 17 th need to agree on a date. f.
