The public is invited to attend. This evening's meeting constitutes an official Public Meeting of the Board of Education. Action may be taken. If needed, the Board will convene into Executive Session to discuss matters permitted pursuant to NJSA 10:4-12. Anti-Idling Zone Measures Resolution of the Madison Public Schools Supporting the Adoption of Anti-Idling Zone Measures by District WHEREAS, emissions from gasoline and diesel-powered vehicles contribute significantly to air pollution, including greenhouse gases, ozone formation, fine particulates; and WHEREAS, asthma is a significant public health concern in New Jersey, especially among children and the elderly; and WHEREAS, petroleum-based gasoline and diesel fuel are nonrenewable fuels and should be used wisely and not wasted; and WHEREAS, individuals can avoid producing unnecessary greenhouse gas emissions and exposure to air toxics by reducing or eliminating wasteful idling; and WHEREAS, vehicle idling occurs in locations (e.g. school grounds, parking lots, drivethrough windows, business centers, etc.) where persons can be exposed to air pollutant emissions; and WHEREAS, complying with New Jersey s existing no-idling code of three minutes would significantly improve public health, air quality, reduce costs and greenhouse gas emissions per N.J.A.C. 7: ; and

6 Page 6 WHEREAS, the United States Environmental Protection Agency has classified diesel exhaust as likely to be carcinogenic to humans. NOW THEREFORE BE IT RESOLVED that the Board of Education of Madison, State of New Jersey supports the adoption of a strong policy by government agencies, schools, businesses, and other organizations by: 1. Encouraging any gasoline or diesel-powered motor vehicle to turn off their engines immediately at school and off-site school related events to minimize exposure of children to vehicle emissions; 2. Maintaining District vehicles to eliminate any visible exhaust and complying with the annual inspection requirement for those vehicles; 3. Supporting broad education to the public about the health, environmental, and economic impacts of idling and ways to reduce idling; and 4. Ensuring idling does not occur at idle-frequent locations, such as school drop-off and pick-up, drive-through windows, gas stations, parking lots, business centers, etc. e.
