1 MONMOUTH REGIONAL HIGH SCHOOL BOARD OF EDUCATION ONE NORMAN J FIELD WAY TINTON FALLS, NEW JERSEY REGULAR PUBLIC MEETING December 15, :30 PM STATEMENT TO BE READ BY PRESIDING OFFICER: CALL TO ORDER Statement is hereby made that adequate notice of this meeting has been properly provided by the giving of a meeting notice, by mailing same to the Hub Newspaper, and Asbury Park Press on Wednesday, January 14, 2015, filing same on Wednesday, January 14, 2015, with the clerk of the Borough of Tinton Falls, Borough of Eatontown and the Township of Shrewsbury, and by prominently posting said notice on the Monmouth Regional High School Internet Web page and the main doors into the High School building in the Administration wing on Wednesday, January 14, The meeting was called to order at 7:30 P.M. by Mr. Cohen President in the Schleig conference room with the following members in attendance: Mr. Cohen Ms. Scurry Dr. Mayer Mr. Seavey Ms. Britton Mr. Mauro Andrew Teeple, Superintendent Maria Parry, School Business Administrator/Board Secretary Ms. Angeladis, Senior Student Council Representative (left at 7:34 PM) Mr. Barger, Esq. 2 FLAG SALUTE- I. SUPERINTENDENT S REPORT 1. Presentation of June 30, 2015 Audit: Mr. Cannone, Auditor presented the audit for the year ended June 30 th to the board members and the public. 2. Thank You Ms. Scurry: Mr. Teeple, Superintendent presented Ms. Scurry with a plaque for her years of service to the Board of Education. II. On a recommendation of the Superintendent, motion was made by Mr. Seavey, seconded by Dr. Mayer, and carried THAT: the Board approves the following: III. APPROVAL OF MINUTES- The following minutes: Regular Meeting December 1, 2015 No private session was held. 3 On a recommendation of the Superintendent, motion was made by Mr. Mauro, seconded by Ms. Britton, and carried THAT: the Board approves the following: IV. FINANCIAL A. Schedule of Bills The Pre Check Register dated December 15, 2015 in the amount of $643, be accepted and filed for audit. The Current Payment Register for the Month of November 2015 in the amount of $2,889, be accepted and filed for audit. A1. COMPREHENSIVE ANNUAL FINANCIAL REPORT FOR THE YEAR ENDED JUNE 30, AUDIT The Board accept the Comprehensive Annual Financial Report for the Year Ended June 30, 2015 as prepared by Cannone and Company, CPAs with the following findings and corrective action plan attached and to authorize the Business Administrator/Secretary to the Board to submit the minutes, audit synopsis and corrective action plan to the County Superintendent as per the recommendation of the Superintendent: Findings and Corrective Action Plans: None. B) Board Secretary's Report The Board Secretary's Report for the month of November 2015 in the amount of $4,576, and in agreement with the Treasurer of School Moneys Report be accepted, filed for audit and attached to and made part of the official minutes of this meeting. C) Treasurer Report- The Treasurer of School Moneys Report for the month of November 2015 in the amount of $4,576, and in agreement with the Board Secretary's financial report be accepted, filed for audit and attached to and made part of the official minutes of this meeting. D) District Taxes The Board request the amount of district taxes, inclusive of debt service requirements needed to meet the obligations of this Board for the next four weeks in the amount of $1,994, and that the Borough Councils of Tinton Falls, Eatontown and Shrewsbury Township are hereby requested to place in the hands of the Treasurer of School Moneys the amounts as per the listing in the May 19, 2015 minutes. TOTAL RAISED FROM TAXES $20,908,749 E) Transfers The Board approve the attached list of transfers, for the month of November 2015 ITEMS A, A1, B, C, D, E Roll Call Vote: All in Favor. 4 On a recommendation of the Superintendent, motion was made by Dr. Mayer, seconded by Mr. Seavey, and carried THAT: the Board approves the following: F. Board Secretary s Certification Pursuant to N.J.A.C. 6A: , I certify that as of November 30, 2015 no budgetary line item account has been over expended in violation of N.J.A.C. 6A: Maria A. Parry, CPA, PSA Business Administrator/Board Secretary DATE G.) Board of Education Certification Pursuant to N.J.A.C. 6A: , Monmouth Regional High School Board of Education certifies that as of November 30, 2015 after review of the Secretary's monthly financial report (appropriations section) and upon consultation with the appropriate district officials that to the best of our knowledge no major account or fund has been over expended in violation of N.J.A.C. 6A: and that sufficient funds should be available to meet the district's financial obligations for the remainder of the fiscal year. STUDENT PROGRAMS On a recommendation of the Superintendent, motion was made by Dr. Mayer, seconded by Mr. Mauro and carried THAT: the Board approves the following: A) Home Instruction Staff approval and Home Instruction for the following cases: Case DS to be placed on home instruction per private medical doctor effective 11/23/15 to start 11/23/15 and ending 4-6 weeks with the following teachers and hours a week: Subject Hours English TBA 2 Math E. Appointments Student s year: Zachary Bessette, a Monmouth University student to perform his student teaching with Cristina Nappi for the period of 1/20/16-4/22/16 in the area of English grades Payment for Mentoring: Payment to Jackie Roach for Mentoring of Bruce Coulter during the school year in the amount of $ Volunteer Boys Basketball Assistant Coach: Austin Whitehurst as a volunteer assistant boys basketball coach for the winter season. He fully understands that he will not receive a stipend for this position and will follow all rules and regulations set forth by the NJSIAA, Shore Conference and Monmouth Regional High School Board of Education. 2. 9 C. Grant Proctor and Gamble Acceptance of a donation of nursing supplies from Proctor and Gamble for the school year. D. High Deductible Health Insurance Account : A high deductible health insurance account effective January 1, 2016 for individuals that qualify for insurance under the guidelines of the Affordable Health Care Act. The following insurance will be offered as a 50% contribution, single only coverage. If the individual being offered insurance wishes for higher insurance coverage, they can purchase it through payroll deduction: Description Monthly Premium Single $ adults $1, Parent/child $1, Family $2, E. Transportation Jointure with Eatontown Schools: A transportation jointure with Eatontown School District for the following: February 19, 2016 leaving at 9:30 AM (Woodmere) Going to Insectropolis in Toms River Leaving Insectropolis at 11:30 AM $ per bus MRHS is host; Eatontown is joiner. Mr. Seavey: Mr. Seavey reported that he attended the honor roll breakfast last week and over 400 students were honored. Mr. Mauro: Mr. Mauro thanked Ms. Scurry for her five years of service to the board of education and wished her well in her future endeavors.
