Wood Clerk of the Board Diane Zuker DATE 04/25/2017 The Clinton County Board of Commissioners met on Tuesday, April 25, 2017 at 9:00 a.m. in the Clinton County Board of Commissioners Room, Courthouse, St. Johns, Michigan with Chairperson Robert Showers presiding. MOMENT OF SILENCE AND PLEDGE OF ALLEGIANCE ROLL CALL COUNTY PERSONNEL VISITORS AGENDA Chairperson Showers called for a moment of silence. The pledge of allegiance was given to the flag of the United States of America. Roll was called and a quorum reported. Present were Commissioners Kam Washburn, David Pohl, Bruce DeLong, Kenneth B. Mitchell, Robert Showers, Dwight Washington and Adam Stacey. Barbara Moss, Doug Riley, Larry Jerue, Ryan Wood and Craig Longnecker. Bob Miller, John Martin, Robert Kleine and Mary Schulz. Motion carried. MINUTES OF 03/30/2017 The March 30, 2017 minutes were presented for review and approval. 4 MSU EXTENSION CENTER FOR LOCAL GOVERNMENT FINANCE AND POLICY PLAN UPDATE RESOLUTION FOR ADOPTION OF FINAL COUNTY EQUALIZATION Chairperson Showers introduced Robert J. Kleine, Interim Director and Mary Schulz, Associate Director of MSU Extension Center for Local Government Finance and Policy to provide an update on their mission and how they can help local governments. The goal of the Center is to improve intergovernmental cooperation and the long-term fiscal stability of local governments. Their 2016 Annual Report was distributed to the Commissioners. The report touches on their successes; Leadership in state-local fiscal policy; Solutions for legacy cost challenges; Expansion of Michigan county government partnerships and Fostering strategic thinking in local government. Brief dialog followed amongst the Commissioners, Mr. Kleine and Ms. Schultz. Barbara Moss, Equalization Director reported on the Final County Equalization for Ms. Moss stated that the total Real Property Value is $3,376,944,739 and the total Personal Property Value is $140,158,590 for a total County Equalized Value for 2017 of $3,517,103,329. The total Tentative Taxable Value for 2017 is $2,662,802,495. BOARD ACTION: Commissioner Pohl moved, supported by Commissioner DeLong to approve the Resolution for adoption of 2017 Final County Equalization. Voting on the motion by roll call vote, those voting aye were Washburn, Washington, Stacey, Pohl, Mitchell, DeLong and Showers. Seven ayes, zero nays. Motion carried. (INSERT RESOLUTION) RESOLUTION FOR REPRESENTATION AT STATE EQUALIZATION Equalization Director, Barbara Moss introduced a Resolution to appoint Barbara Moss, Equalization Director and Commissioner Kam Washburn, Ways and Means Committee Chairperson of the Clinton County Board of Commissioners to represent Clinton County at State Equalization BOARD ACTION: Commissioner Pohl moved, supported by Commissioner DeLong to adopt the Resolution for Representation at State Equalization in May Motion carried. (INSERT RESOLUTION) SHERIFF S OFFICE 2016 ANNUAL REPORT Sheriff Larry Jerue presented the 2016 Sheriff s Office Annual Report. Sheriff Jerue highlighted all the staff of the Sheriff s Office, including Jail and Road Patrol, in addition to the many volunteer groups and the work they do for Clinton County. The Sheriff s report outlines many other aspects of their office. BOARD ACTION: Commissioner Washburn moved, supported by Commissioner Pohl to accept the Sheriff s Office 2016 Annual Report and place on file. Motion carried. ZONING PC MA CHANGE OF ZONE/MAP AMENDMENT OR A.M. MILLER TRUCKING LLC TO REZONE FROM A-2 GENERAL AGRICULTURE TO MR MINERAL RESOURCE EXTRACTION DISTRICT WESTPHALIA TOWNSHIP SECTION 31 04/25/2017 Brd. Mtg. Minutes Commissioner Adam Stacey presented the following zoning matters: PC MA Petition for change of zone/map amendment OR submitted by A.M. Miller Trucking LLC requesting to rezone a vacant parcel of land located on the north side of Cutler Road, ½ mile east of Clintonia Road, Parcel ID# , Section 31, Westphalia Township from A-2 General Agriculture District to MR Mineral Resource Extraction District. BOARD ACTION: Commissioner Stacey moved, supported by Commissioner Pohl to concur with the recommendation of the Planning Commission to approve the Change of Zone/Map Amendment submitted by A.M. Miller Trucking LLC. Chairperson Showers called for comments and/or questions. Robert Miller with A.M. Miller LLC noted that they have been mining since 1960 and have been good stewards of the land and community. 2

5 They primarily work with local businesses and hope the Board will allow them to continue their business with the approval of this application. Voting on the motion by roll call vote, those voting aye were Stacey, Washington, Washburn, Mitchell, Pohl, DeLong and Showers. Seven ayes, zero nays. Motion carried. PC MA CHANGE OF ZONE/MAP AMENDMENT OR JOHN MARTIN JNT REAL ESTATE, LLC TO REZONE FROM A-2 GENERAL AGRICULTURE TO I-1 LIGHT INDUSTRIAL DISTRICT PC MA Petition for Change of Zone/Map Amendment OR submitted by William VanderSluis on behalf of John Martin, JNT Real Estate LLC to rezone the southern 476 (approximately 5.5 acres) of vacant parcel of land located on the southwest corner of Wright Road and Price Road, Parcel ID# , Section 11, Westphalia Township from A-2 General Agriculture District to I-1 Light Industrial District. BOARD ACTION: Commissioner Stacey moved, supported by Commissioner Pohl to concur with the recommendation of the Planning Commission to approve the Change of Zone/Map Amendment submitted by William VanderSluis on behalf of John Martin, JNT Real Estate LLC. Chairperson Showers called for comments and/or questions. John Martin informed the Board that they have been established since 2001 and are looking forward to expanding their business. 6 PUBLIC COMMENTS 2. Chairperson Mitchell requested limited public comments. There were no public comments. CIRCUIT COURT UPDATE 3. Chairperson Mitchell introduced Honorable Judge Rick to provide an update on special projects/additional programming opportunities that they are working on at the circuit court level. Honorable Judge Rick briefly discussed the collaborative grant application that was submitted to the U.S. Department of Justice for the specialized services for victims of human trafficking; this collaborative application was submitted by the Legal Aid and Defender Association (LAD), Ingham County Prosecuting Attorney, Clinton County Prosecuting Attorney, 29 th Circuit Court Michigan and 30 th Circuit Court Michigan and has received full support from Congressman John Moolenaar; Honorable Judge Rick provided a brief overview and answered questions regarding the women s drug court that they hope to have operating next year; discussion followed regarding the possibility of using PA2 Funds for this type program. No action taken. EMERGENCY SERVICES UPDATE CHILD CARE FUND OVERVIEW DEPARTMENT OF HEALTH AND HUMAN SERVICES CHILD CARE FUND UPDATE JUVENILE COURT CHILD CARE FUND UPDATE 04/25/2017 Brd. Mtg. Minutes 4. Chairperson Mitchell introduced Larry St. George, Emergency Services Director and Robert Wooten, Regional Area Planner, to provide an update on the wind event that occurred on March 8, The Members received an action report from the wind event that occurred on March 8, 2017; Mr. St. George summarized our actions and briefly discussed the planning strategies of the Emergency Operations Center. No action taken. 5. Chairperson Mitchell introduced Craig Longnecker, Deputy Administrator, to discuss the Child Care Fund Budget. A budget summary showing the status of the child care fund was provided; Deputy Administrator Longnecker noted that the Child Care Fund has been stable and currently under budget. No action taken. 6. Chairperson Mitchell introduced Jamie Lovelace and Sheri Mandeville from DHHS to discuss the Child Care Fund. Mr. Lovelace provided an update on the status of the child care fund; Discussion took place regarding the timeline involved with the adoption process; Deputy Administrator Longnecker notified the members that the child care fund handbook is currently under re-write and changes could be made in the methodology on how they calculate indirect costs. No action taken. 7. Chairperson Mitchell introduced Fred Olmsted, Lead Senior Juvenile Services Officer and Dan Gibson, Senior Juvenile Services Officer to provide an update on behalf of the Child Care Fund. Mr. Olmsted provided information to the Members regarding Juvenile programming and treatment for the year of 2016 and the first quarter of 2017; Discussion took place regarding the number of caseloads and services for 2016 and the first quarter of 2017; Mr. Olmsted provided information to the members regarding proposed state legislation that could have an impact on the child care fund; he also discussed various trends and updates that can 4

7 affect the child care fund; Mr. Gibson provided an update regarding the Greenhaven Renovation Project; the additional condensing unit is currently being installed and should be up and running by May 1 st. Managing Director Pulver provided a brief overview and answered questions regarding construction projects that are scheduled for 2017; Discussion took place regarding a favorable audit review that the Road Commission recently received; discussion took place regarding OPEB liabilities. 8 CENTRAL DISPATCH UPDATE EQUALIZATION RESOLUTION FOR ADOPTION OF FINAL COUNTY EQUALIZATION Ways and Means Committee Chairperson Washburn introduced Chris Collom, Central Dispatch Director, to provide an update regarding the status of current projects. Central Dispatch Director Collom notified the members that the southeast tower went fully operational with law enforcement and fire paging in December 2016; the improved radio communications were immediately noticed and we have received nothing but positive feedback from the officers and fire department; With regard to the mapping project, the maps were delivered and installed in early 2017; they have pinned over 29,000 addresses and completed 62,000 structural outlines; this project will help route first responders much more efficiently; The mobile data project is progressing well and we anticipate a completion date in early May; We currently have 390 Clinton County residents registered in the Smart911 program; the goal is to continue to educate the residents and encourage them to sign up for the program; The County went live with Text to on March 6, 2017; the statewide message to the public is call if you can, text if you can t ; Discussion took place regarding CodeRed, the county-wide notification system used in Clinton County; although this service is not new to the County, we need to keep reminding the residents that we have this valuable service available to them; we currently have 23,000 phones enlisted. No action taken. 5. Equalization items: A. Ways and Means Committee Chairperson Washburn introduced Barb Moss, Equalization Director, to discuss the Resolution for Adoption of County Equalization for Ms. Moss provided a brief presentation and answered questions from the Members regarding the equalization studies. COMMITTEE RECOMMENDATION: Commissioner Pohl moved, supported by Commissioner Mitchell, to recommend approving the Resolution for Adoption of County Equalization Motion carried. (See page 2 for Board Action adopting Resolution) RESOLUTION FOR REPRESENTATION AT STATE EQUALIZATION 2017 SHERIFF S OFFICE CAPITAL IMPROVEMENT RADIO PROJECT REQUEST B. Ways and Means Committee Chairperson Washburn introduced discussion regarding representation at State Equalization for COMMITTEE RECOMMENDATION: Commissioner DeLong moved, supported by Commissioner Mitchell, to recommend adopting a resolution authorizing Barbara Moss, Equalization Director and Kam Washburn, Commissioner to represent Clinton County at Preliminary and Final State Equalization. Motion carried. (See page 2 for Board Action adopting Resolution) 6. Ways and Means Committee Chairperson Washburn introduced discussion regarding a capital improvement request for the Sheriff s Office radio project. COMMITTEE ACTION: Commissioner Mitchell moved, supported by Commissioner DeLong, to approve up to $45,200 for the radio replacement project at the Sheriff s Office, as outlined and approved in the capital improvements section of the 2017 budget. 9 FAIRGROUNDS RENOVATIONS CAPITAL IMPROVEMENT REQUEST 6A. Ways and Means Committee Chairperson Washburn introduced discussion regarding phase one of the Smith Hall renovation project. Hobbs and Black has provided a proposal and agreement to provide architectural/engineering services for interior renovations to Smith Hall; phase one will include field measuring and development of architectural CADD plans of Smith Hall as well as develop renovation options with budget pricing for review with the County; Administrator Wood recommends that phase one also include an environmental and hazardous materials evaluation. COMMITTEE ACTION: Commissioner DeLong moved, supported by Commissioner Mitchell, to approve up to $10,000 for the first phase of the Smith Hall renovation project, as outlined and approved in the capital improvements section of the 2017 budget. Motion carried. SHERIFF/JAIL ASPHALT PAVING CAPITAL IMPROVEMENT REQUEST 6B. Ways and Means Committee Chairperson Washburn introduced discussion regarding asphalt paving at the Sheriff/Jail. Administrator Wood notified the Members that with the assistance of Joe Pulver at the Road Commission, the County will be able to utilize their bid pricing for asphalt on the repaving project at the jail; their ability to bid large quantities will result in a net savings for the County. COMMITTEE ACTION: Commissioner Stacey moved, supported by Commissioner Pohl, to approve up to $193,500 for asphalt paving at the Sheriff/Jail, as outlined and approved in the capital improvements section of the 2017 budget. Motion carried. QUARTERLY BUDGET ADJUSTMENTS 7. Ways and Means Committee Chairperson Washburn introduced discussion regarding the 1 st quarter budget summary/adjustments. Overall, the 2017 general fund budget remains on target; Brief discussion took place regarding the proposed budget adjustments. COMMITTEE RECOMMENDATION: Commissioner Pohl moved, supported by Commissioner DeLong, to recommend the approval of the 1 st quarter budget adjustments as presented. Motion carried. BOARD ACTION: Commissioner Washburn moved, supported by Commissioner DeLong to concur with the committee recommendation. Motion carried. (INSERT ADJUSTMENTS) CAPITOL COUNCIL OF GOVERNMENTS REQUEST FO FUNDING 04/25/2017 Brd. Mtg. Minutes 7A. Ways and Means Committee Chairperson Washburn introduced discussion regarding a request for funding from the Capitol Council of Governments. The Capitol Council of Governments (CAPCOG) is a partnership with Clinton, Eaton and Ingham Counties, the Lansing Regional Chamber of Commerce and Michigan State University whose mission is to work collaboratively between parties to support regional economic development and growth opportunities for the Greater Lansing region at the State Legislature; In their efforts to promote economic opportunity, each county is being asked to approve an appropriation in the amount of $5,00. COMMITTEE RECOMMENDATION: Commissioner Stacey moved, supported by Commissioner Pohl, to recommend approving an appropriation to the Capitol Council of Governments (CAPCOG) in the amount of $5,000 for the purpose of lobbying for projects that will enhance 7

10 residential and commercial development in the tri-county region, contingent on verification that all three counties are participating financially and suitable fiduciary arrangements are in place. Motion carried. BOARD ACTION: Commissioner Washburn moved, supported by Commissioner Stacey to concur with the committee recommendation to approve the appropriation to the Capitol Council of Governments (CAPCOG) in the amount of $5,000 for the purpose of lobbying for projects that will enhance residential and commercial development, as well as industrial development in the tri-county region, contingent on verification that all three counties are participating financially and suitable fiduciary arrangements are in place.
