MOMENT OF SILENCE AND PLEDGE OF ALLEGIANCE ROLL CALL COUNTY PERSONNEL VISITORS AGENDA Chairperson Showers called for a moment of silence. The pledge of allegiance was given to the flag of the United States of America. Roll was called and a quorum reported. Present were Commissioners Kam Washburn, David Pohl, Bruce DeLong, Kenneth B. Mitchell, Robert Showers, Anne Hill and Adam Stacey. Ryan Wood, Barbara Moss and Craig Longnecker. Colleen Cullen-Huff and Pete Preston. The agenda was reviewed. BOARD ACTION: Commissioner Pohl moved, supported by Commissioner Mitchell to approve the agenda as printed. Motion carried. MINUTES OF 3/29/216 The March 29, 216 minutes were presented for review and approval. Commissioner Hill requested a correction to the comments she made at the last Board meeting to strike and replace the language as follows: In particular there is concern regarding the impact on Chandler Crossing where it could see a 5% reduction in their occupancy rate if the occupancy rate should near 5% BOARD ACTION: Commissioner Hill moved, supported by Commissioner Pohl to approve the minutes as amended. Motion carried. COMMUNICATIONS The following Communications were reviewed: 1. Kalkaska County Resolution opposing HB516 Regulation of Public Right of Ways 2. Kalkaska County Resolution regarding defining Waters of the United States 3. 5 ADMINISTRATOR S REPORT PUBLIC COMMENTS SHERIFF S OFFICE 215 ANNUAL REPORT RESOLUTION ADOPTING FINAL COUNTY EQUALIZATION Ryan Wood had nothing new to report since the last committee meeting however, there was brief discussion regarding the financial rating of Bath Township. Chairperson Showers called for public comments. There we no public comments. Wayne Kangas, Sheriff was unable to attend today s meeting to present the Sheriff s Office 215 Annual Report. This will be rescheduled for another meeting. Barbara Moss, Equalization Director reported on the Final County Equalization for 216. Ms. Moss stated that the total Real Property Value is $3,236,783,57 and the total Personal Property Value is $14,428,573 for a total County Equalized Value for 216 of $3,377,211,63. The total Tentative Taxable Value for 216 is $2,591,237,739. BOARD ACTION: Commissioner Pohl moved, supported by Commissioner Washburn to approve the Resolution for adoption of the 216 Final County Equalization. Voting on the motion by roll call vote, those voting aye were Mitchell, DeLong, Hill, Washburn, Pohl, Stacey and Showers. Seven ayes, zero nays. Motion carried. (INSERT RESOLUTION) RESOLUTION FOR REPRESENTATION AT STATE EQUALIZATION Equalization Director, Barbara Moss introduced a Resolution to appoint Barbara Moss, Equalization Director and Commissioner Adam Stacey, Finance Chairperson of the Clinton County Board of Commissioners to represent Clinton County at State Equalization 216. BOARD ACTION: Commissioner Washburn moved, supported by Commissioner Mitchell to adopt the Resolution for Representation at State Equalization in May 216. Motion carried. (INSERT RESOLUTION) ZONING PC-4-16 SLU/SP SPECIAL LAND USE/FINAL RESIDENTIAL SITE PLAN COLLEEN CULLEN MEDICAL HARDSHIP EAGLE TOWNSHIP Commissioner Stacey presented the following zoning matters: PC-4-16 SLU/SP Application for a Special Land Use Permit/Final Residential Site Plan submitted by Colleen Cullen requesting approval for a medical hardship opportunity; to allow a detached, moveable, selfcontained unit, in conjunction with a single-family residential structure, to be placed on property located at W. State Road, Section 34, Eagle Township. BOARD ACTION: Commissioner Stacey moved, supported by Commissioner Pohl to concur with the recommendation of the Planning Commission to approve the Medical Hardship Special Land Use submitted by Coleen Cullen. Chairperson Showers called for comments and/or questions. Ms. Cullen thanked the county for the opportunity to be able to submit this request. 6 RESOLUTION ADOPTING UPDATED 216 COMPREHENSIVE MASTER PLAN Pete Preston, Community Planner introduced a Resolution to adopt the updated 216 Clinton County Comprehensive Master Plan in accordance with Public Act 33 of 28, as amended. Brief discussion followed regarding future development in the rural areas. The need to balance the lots currently available in existing subdivisions and the concentrated areas versus the open agricultural areas. BOARD ACTION: Commissioner Stacey moved, supported by Commissioner Pohl to approve the Resolution to adopt the updated 216 Clinton County Comprehensive Master Plan Voting on the motion by roll call vote, those voting aye were Pohl, Washburn, DeLong, Mitchell, Hill, Stacey and Showers. Seven ayes, zero nays. Motion carried. 7 COMMUNITY CORRECTION BOARD UPDATE DEPARTMENT OF HEALTH AND HUMAN SERVICES CHILD CARE FUND UPDATE JUVENILE CHILD CARE FUND UPDATE COMMISSIONERS COMMENTS ADJOURNMENT OF COMMITTEE MEETING FINANCE COMMITTEE MEETING 3. Chairperson DeLong introduced Honorable Judge Michael Clarizio and Honorable Judge Michelle Rick to provide an update on behalf of the Community Corrections Board. Honorable Judge Rick provided an update on the activities of the Community Corrections Board including the Restorative Justice Program at DeWitt High School, status of data collection efforts by CMU doctoral student Heidi Putney, and community outreach to create awareness on drug abuse; Honorable Judge Clarizio discussed pretrial release monitoring; the Community Corrections Board is recommending that a part-time position be created for the role of closely monitoring and evaluating bond conditions as a matter of public safety; Commissioner Washburn suggested that PA2 Funds for substance abuse programs might be available. No action taken. 4. Chairperson DeLong introduced Jamie Lovelace and Sheri Mandeville from DHHS to discuss the Child Care Fund. Mr. Lovelace provided a brief update and answered questions about placement activity; Mr. Lovelace referred to a study that shows the population of each county and percentage of kids in out-of-home care; Clinton County has one of the lowest numbers in the state. No action taken. 5. Chairperson DeLong introduced Fred Olmsted, Lead Senior Juvenile Services Officer and Dan Gibson, Senior Juvenile Services Officer to provide an update on behalf of the Child Care Fund. Mr. Olmsted provided information to the Members regarding Juvenile programming and treatment for 215 and the first quarter of 216; Discussion took place regarding the number of caseloads and services for 215 and first quarter of 216; Mr. Olmsted provided a timeline of events that have taken place that have affected the child care fund through the years; discussion followed regarding the expansion of in-home care services; Mr. Gibson discussed the Green Haven Renovation Project and how it will affect operations at the facility; Discussion took place regarding the Raise the Age Initiative. 6. Chairperson DeLong requested Commissioners comments. There were none. 7. Addition to Agenda: Clinton County Residential Attraction Project - Market Analysis 2A PUBLIC COMMENTS CLINTON COUNTY ECONOMIC ALLIANCE MARKET ANALYSIS DISCUSSION EQUALIZATION RESOLUTION ADOPTING FINAL COUNTY EQUALIZATION FOR Finance Chairperson Stacey requested limited public comments. There were none. 2A. Finance Chairperson Stacey introduced Dru Mitchell from the Clinton County Economic Alliance and Marsha Madle from Madle Consulting Services to discuss a market analysis that was prepared on behalf of Clinton County. Last November the Members approved the completion of a market analysis to determine the feasibility of developing a marketing plan for enhancing residential growth in Clinton County; Ms. Madle presented her market analysis and answered questions; Discussion followed regarding phase two of the project which would engage residents, school district and local officials, and top employers; Ms. Mitchell will bring back a proposal for this phase of the project. No action taken. 3. Equalization: A. Finance Chairperson Stacey introduced Barb Moss, Equalization Director, to discuss the Resolution for Adoption of County Equalization for 216. Ms. Moss provided a brief presentation and answered questions from the Members regarding the equalization studies. COMMITTEE RECOMMENDATION: Commissioner Pohl moved, supported by Commissioner Washburn, to recommend approving the Resolution for Adoption of County Equalization 216. Motion carried. (See page 2 for Board Action) RESOLUTION FOR REPRESENTATION AT STATE EQUALIZATION 216 B. Finance Chairperson Stacey introduced discussion regarding representation at State Equalization for 216. COMMITTEE RECOMMENDATION: Commissioner Hill moved, supported by Commissioner Washburn, to recommend adopting a Resolution authorizing Barbara Moss, Equalization Director and Adam Stacey, Commissioner to represent Clinton County at Preliminary and Final State Equalization. 9 CLINTON LAKES COUNTY PARK PASSIVE RECREATION DEVELOPMENT TO INSTALL SAND/GRASS 4. Finance Chairperson introduced Tom Olson, Parks and Green Space Coordinator to discuss a capital improvement project at Clinton Lakes Park. The Clinton Lakes County Park property was opened in the spring of 214 and provides 271 acres of natural and water based recreation opportunities for residents and visitors to Clinton County; Unlike Motz Park, Clinton Lakes Park is slated for relatively little development beyond the basic necessities; one such improvement is the installation of sand on the 12 rough beach area at the park; The sand and grass installation project will provide a sanded beach similar to that in place at Motz Park; it will attract additional users to the park and graded swimming area which will help disturb the submerged sand and discourage the growth of underwater plant species. COMMITTEE ACTION: Commissioner Washburn moved, supported by Commissioner Pohl, to approve the Passive Recreation Development major capital improvement project to install a sanded beach area and grass buffer at Clinton Lakes County Park, as outlined in the capital improvements section of the 216 Budget. Motion carried. RESOLUTION IN COMPLIANCE WITH PA 152 OF 211 KNOWN AS THE PUBLICLY FUNDED HEALTH INSURANCE ACT 5. Finance Chairperson Stacey introduced discussion regarding the PA 152 Compliance Resolution. Public Act 152 of 211 known as the Publicly Funded Health Insurance Act established parameters designed to limit a public employer s expenditures for medical benefit plans; The cost of the 216/217 medical benefit plan has been analyzed and determined to be 11% below the caps set forth in Section 3 of the Act; Adoption of this resolution declares Clinton County s compliance with the Act. COMMITTEE RECOMMENDATION: Commissioner Pohl moved, supported by Commissioner Hill, to recommend authorizing the Resolution in Compliance with Section 3 of Public Act 152 of 211. Motion carried. BOARD ACTION: Commissioner Stacey moved, supported by Commissioner Mitchell to concur with the Committee recommendation. None were offered. Motion carried. Finance Chairperson Stacey introduced discussion regarding correspondence that was referred to the Finance Committee from the March 29 th BOC Meeting. COMMITTEE RECOMMENDATION: Commissioner Pohl moved, supported by Commissioner Washburn, to recommend approving a letter to the Governor s Office that opposes the reappointment of Marcus Abood to the Michigan Tax Tribunal. COMMITTEE RECOMMENDATON: Commissioner Hill moved, supported by Commissioner Mitchell, to recommend the adoption of the 217 Budget Calendar. Motion carried. BOARD ACTION: Commissioner Stacey moved, supported by Commissioner Pohl to concur with the Committee recommendation. None were offered. Motion carried. QUARTERLY BUDGET UPDATE 8. Finance Chairperson Stacey introduced discussion regarding the 1 st quarter budget summary/adjustments. Overall, the 216 general fund budget remains on target; Brief discussion took place regarding the proposed budget adjustments. COMMITTEE RECOMMENDATION: Commissioner Pohl moved, supported by Commissioner Mitchell, to recommend the approval of the 1 st quarter budget adjustments as presented. Motion carried. Commissioners Comments: Commissioner Showers: o Briefly discussed Public Act 269 of 215; o o o Provided an update on behalf of Lansing Financial Health Team; Notified the Members that the Regional Governance Memorandum of Understanding between Clinton, Eaton and Ingham Counties that was approved by the Board of Commissioners in November 215 will be signed near the end of April; the purpose of this MOU is to foster collaboration between parties and support regional economic development and growth in the region; Provided an update on behalf of the Capital Region Airport Authority; Commissioner Pohl provided an update on behalf of the Tri-County Regional Planning Commission; Commissioner Hill: o Provided an update on behalf of the Building Stronger Communities Council and Child Abuse and Neglect Council; o Briefly discussed recent activities in her district; Commissioner Stacey discussed Clinton County s retirement of all primary government debt; it was suggested that we plan a short ceremony to celebrate this achievement; Commissioner Washburn provided an update on behalf of the Community Mental Health Board and Road Commission; Administrator Wood provided an Administrator s Update to the Members. 5.
