Member OEAC Oshawa Waterfront Master Plan The Principal Planner provided an overview of the Waterfront Master Plan, noting the purpose of the Waterfront Mater Plan is to establish a comprehensive and realistic vision for the waterfront and to provide strategies for its implementation, including recommended development priorities and guidance for further park master plans. The Principal Planner provided a summary of the process to date and reviewed various preliminary options with the Committee. The Committee questioned the Principal Planner. This matter is discussed later in the meeting (see Page 5). "That the meeting recess." CARRIED The meeting recessed at 6:46 p.m. and reconvened at 652 p.m. with the following in attendance: R. 2 OSHAWA ENVIRONMENTAL ADVISORY COMMITTEE -APRIL OEAC Presentation by the Toronto and Region Conservation Authority - Effects of Headwater Development Approval of Previous Minutes Laura Del Giudice of the Toronto and Region conservation Authority provided information regarding the importance of conserving natural water flow and the effects of urban development in headwater areas. Laura Del Giudice provided a summary of studies demonstrating the ecological impact of headwater streams and provided examples of how low impact development can be used to maintain open streams and to provide alternatives to traditional storm water management. The Committee questioned Laura Del Giudice. This matter is discussed later in the meeting (see Page 6). "That the minutes of the March 1, 2011 Oshawa Environmental Advisory Committee meeting be adopted." CARRIED OEAC-11-09' Rose Mary Mason, Events and Community Engagement Regarding the Citv of Oshawa PITCH-IN Proqram and Communitv Involvement Form The Committee reviewed Correspondence OEAC dated February 17, 2011 from Rose Mary Mason, Events and Community Engagement, advising the City of Oshawa is planning its annual PITCH- IN program and inviting the Committee to participate in the event. Moved by Mats Van Kleef, "That Correspondence OEAC dated February 17, from Rose Mary Mason, Events and Community Engagement, advising the City of Oshawa is planning its annual PITCH-IN program and inviting the Committee to participate in the event, be received for information." CARRIED OEAC PITCH-IN Event at Pump House Marsh The Committee discussed a PITCH-IN event being held on April 30, 2011 from 9:00 a.m. to 12:OO p.m. at the Pump House Marsh, hosted by the Central Lake Ontario Conservation Authority and G.L. Roberts Collegiate and Vocational Institute, which will feature a general clean-up, tree planting and creation of turtle habitats.

L. Roberts Collegiate and Vocational Institute on April 30, from 9:00 a.m. to 12:OO p.m." CARRIED OEAC Sandra Kranc, City Clerk Reqardina Honev Bees The Committee reviewed Correspondence OEAC dated March 22, being correspondence from Sandra Kranc, City Clerk, to the Durham Agricultural Advisory Committee forwarding a copy of correspondence from Clinton Shane Ekdahl requesting consideration be given to initiating a honey bee hive on municipal property and advising of Oshawa City Council's decision on the matter. Moved by Zacharias Pandelides, "That Correspondence OEAC-11-11, being correspondence from Sandra Kranc, City Clerk dated March 22, to the Durham Agricultural Advisory Committee forwarding a copy of correspondence from Clinton Shane Ekdahl requesting consideration be given to initiating a honey bee hive on municipal property and advising of Oshawa City Council's decision on the matter, be received for information." CARRIED This matter is discussed later in the meeting (see Page 6). OEAC Joan Kerr, Foundation for Building Sustainable Communities regarding Upcominq Communitv Events The Committee reviewed Correspondence OEAC dated March 30, 2011 from Joan Kerr, Foundation for Building Sustainable Communities (FBSC.ORG) providing information regarding various earth day events being held the week of April 18 to April 23, at the Oshawa Centre and requesting volunteers for the events. The Committee concurred individual members of the Committee wishing to participate in the earth day events should contact Joan Kerr directly. Moved by Mats Van Kleef, "That Correspondence OEAC dated March 30, from Joan Kerr, Foundation for Building Sustainable Communities (FBSC.ORG) providing information regarding various earth day events being held the week of April 18 to April 23, at the Oshawa Centre and requesting volunteers for the events, be received for information." CARRIED

4 OSHAWA ENVIRONMENTAL ADVISORY COMMITTEE -APRIL OEAC Communitv Tree Subcommittee Report The Committee reviewed Report OEAC dated March 21,201 1 from the Community Tree Subcommittee. The Committee questioned the Chair, Community Tree Subcommittee concerning various aspects of the report. Moved by Zacharias Pandelides, "That the Oshawa Environmental Advisory Committee recommend to City Council: 1. That Report OEAC dated March 21, 2011 from the Community Tree Subcommittee, be received for information; and, 2. That staff be requested to develop a communication strategy to promote community,involvement in the Community Tree dedication event being held on June 7,201 1." CARRIED OEAC Provincial Environmental Advisory Committee Svmposium The Committee discussed the need to form a subcommittee to assist the Durham Environmental Advisory Committee in planning the Provincial Environmental Advisory Committee Symposium. "That the Oshawa Environmental Advisory Committee form a Provincial Environmental Advisory Committee Symposium Subcommittee (PEACSS) for ; and, That the PEACSS consist of five (5) members; and, That Ray Kissel, Nicholas Gilbert, Kristy Kilbourne, Mats Van Kleef and Jessica Wagstaffe be appointed to the Subcommittee; and, That Ray Kissel be appointed as Chair of the PEACSS." CARRIED OEAC Special Events Subcommittee Membership The Committee discussed the structure and membership composition of the Special Events Subcommittee. "Whereas the Advisory Committees of Council Policy and Procedure requires an annual review of all Advisory Committee Subcommittees; and.

5 OSHAWA ENVIRONMENTAL ADVISORY COMMITTEE -APRIL Whereas the Council-approved Oshawa Environmental Advisory Committee Work Plan includes development of and participation in community environmental events; and, Whereas the volume of work required for these community events requires significant additional volunteer time; Therefore be it resolved: 1. That the Oshawa Environmental Advisory Committee review its membership of the Special Events Subcommittee for 201 1; and, 2. That the Special Events Subcommittee consist of three (3) members; one (1) of which must also be a member of the Oshawa Environmental Advisory Committee; and, 3. That Mats Van Kleef, Nicholas Gilbert and Joan Kerr be appointed to the Special Events Subcommittee for 201 1; and, 4. That Mats Van Kleef be appointed as Chair of the Special Events Subcommittee." CARRIED OEAC Oshawa Waterfront Master Plan This matter was discussed earlier in the meeting (see Page 1). Moved by Brian Swift, "That the following recommendations be referred to staff for consideration and inclusion in the City of Oshawa's Waterfront Master Plan Preliminary Directions and Options Report: 1. That the Oshawa Environmental Advisory Committee recognizes the initial steps outlined in the Waterfront Master Plan Preliminary Directions and Options Report demonstrates best efforts towards the fulfillment of strong and important themes; and, 2. That any future plans at the waterfront incorporate development of natural lands and prevent the deterioration of natural features, for example the natural butterfly meadow garden; and, 3. That any future plans at the waterfront incorporate natural beautification elements (artistic, social and cultural) based on utilization and population density." CARRIED

6 OSHAWA ENVIRONMENTAL ADVISORY COMMITTEE -APRIL OEAC Presentation by the Toronto and Region Conservation Authority - Effects of Headwater Development This matter was discussed earlier in the meeting (see Page 2). "That the Oshawa Environmental Advisory Committee recommend to City Council: 1. The Toronto and Region Conservation Authority be acknowledged and thanked for their presentation; and, 2. That the Toronto and Region Conservation Authority be invited to provide a presentation to the Development Services Committee to increase awareness regarding the effects of urban development in headwater areas and low impact development options to maintain existing headwater systems." CARRIED OEAC Sandra Kranc. City Clerk Reuardina Honev Bees This matter was discussed earlier in the meeting (see Page 3). "That the Oshawa Environmental Advisory Committee reconsider its decision concerning Correspondence OEAC " CARRIED ON 213 VOTE OF MEMBERS PRESENT Moved by Mats Van Kleef, "That Correspondence OEAC-11-11, being correspondence from Sandra Kranc, City Clerk dated March 22, 2011 to the Durham Agricultural Advisory Committee (DAAC) forwarding a copy of Correspondence from Clinton Shane Ekdahl requesting consideration be given to initiating a honey bee hive on municipal property and advising of Oshawa City Council's decision on the matter, be tabled." CARRIED OEAC Other Business OEAC Work Plan The Committee discussed the status of items on the Work Plan including issue tracking and policy development. The Senior Environmental Co-ordinator advised the policy development portion of the work plan will be addressed with the introduction of the Oshawa Sustainable Strategic Plan which will be presented to the Committee for input at a later date.

7 OSHAWA ENVIRONMENTAL ADVISORY COMMITTEE -APRIL 5,201 1 GM Green Proqram The Committee discussed a recent press release from General Motors regarding the GREEN (Global Rivers Environmental Education Network) program, a partnership program that considers critical water quality issues in local communities. Impact of Nuclear Plant Proximitv The Committee discussed the potential impact of the retrofit and new build at the Darlington nuclear plant, suggesting further discussion is required to engage the City, Ontario Power Generation and UOlT in additional dialogue.
