1 Corporate Services Committee Meeting May 30, 2016 Minutes of the sixth meeting of the Corporate Services Committee for 2016, held in the Committee Meeting Room, Council Building, Oshawa Civic Administration Complex on Monday, May 30, 2016 at 9:30 a.m. 500 Present: Also Present: Absent: Councillor Sanders, Vice-Chair Councillor Diamond, Member Councillor Kerr, Member Councillor Neal, Member (left at 10:25 a.m.) Mayor Henry, Ex Officio M. Declarations of Pecuniary Interest Public Agenda Moved by Councillor Kerr, That the order of the agenda be altered to hear the delegations in the following order: Barb North, Cindy Bennett, Adam Lamplugh, Kathy Green, Martin Field, Karen Ormerod and Gillian Lauder. Carried on a 2/3 vote of members present Presentations Elizabeth Glibbery, Manager, Toronto Animal Services and Esther Attard, Chief Veterinarian provided a presentation concerning feral cats and the City of Toronto s trapneuter-release program. Moved by Councillor Kerr, That the presenter s time be extended in order to hear the entire presentation. Carried The Committee questioned Elizabeth Glibbery and Esther Attard.
2 501 Corporate Services Committee Minutes May 30, 2016 Delegations Barb North addressed the Corporate Services Committee concerning feral cats and is requesting the Responsible Pet Owners By-law include a definition for feral cats, feral cat colonies and trap-neuter-return program and the caretakers of the feral cat colonies be exempt from the provision to license the cats in their colonies. Councillor Neal left the meeting during Barb North s delegation. Cindy Bennett addressed the Corporate Services Committee providing information about the Humane Society of Durham Region's new transport program to Toronto Humane Society for low-cost community spay/neuter service and T.N.R. service for feral cats in Durham Region stating it is a free service for registered owners of a feral cat colony. Adam Lamplugh addressed the Corporate Services Committee stating he has been a volunteer with the Humane Society Durham Region for 7 years now and is speaking in support of stronger provisions in the Responsible Pet Owners By law for doghouses and pens. Kathy Green addressed the Corporate Services Committee stating she is an Oshawa resident and a volunteer with Team Chelsea and is requesting Council adopt the same provisions included in the City of Mississauga s Animal Care and Control By-law for doghouses and pens. Martin Field addressed the Corporate Services Committee reading from his submission, Martin Field requested Council adopt the same provisions as included in the City of Mississauga s Animal Care and Control By-law for doghouses and pens. Karen Ormerod, Humane Society Durham Region addressed the Corporate Services Committee in support of stronger provisions in the Responsible Pet Owners By-law for doghouses and pens and is requesting Council adopt the same provisions included in the City of Mississauga s Animal Care and Control By-law. Gillian Lauder addressed the Corporate Services Committee in support of stronger provisions in the Responsible Pet Owners By-law for doghouses and pens and is requesting Council adopt the same provisions included in the City of Mississauga s Animal Care and Control By-law. 3 Corporate Services Committee Minutes May 30, 2016 Advisory Committee Reports Fourth Report of the Oshawa Environmental Advisory Committee (CORP-16-51) The Oshawa Environmental Advisory Committee respectfully reports and recommends to the Corporate Services Committee its Fourth Report. 1. Absentee Member (OEAC-16-34) Recommendation That in accordance with Section 6.3 of the Advisory Committees of Council Policy and Procedure regarding Attendance Management, Niels Schonberg be removed from the Oshawa Environmental Advisory Committee. That CORP-16-51, being the fourth report of the Oshawa Environmental Advisory Committee concerning the removal of Niels Schonberg from the Oshawa Environmental Advisory Committee, be endorsed. Carried Additional Agenda-Related Items (Requires 2/3 Vote To Add) That CORP being additional agenda-related correspondence from Animal Alliance Canada in support of stronger provisions in the Responsible Pet Owners By-law for doghouses and pens be added to the agenda for the May 30, 2016 Corporate Services Committee meeting. Carried on a 2/3 vote of members present. 502 CORP Animal Alliance of Canada - In Support of Stronger Provisions in the Responsible Pet Owners By-law For Doghouses and Pens That Correspondence CORP from Animal Alliance of Canada in support of stronger provisions in the Responsible Pet Owners By-law for doghouses and pens be referred to Correspondence CORP-16-50, being other letters in support of stronger provisions. Carried Public Consent Agenda Moved by Councillor Kerr, That all items listed under the heading of Public Consent Agenda for the May 30, 2016 Corporate Services Committee meeting be adopted as recommended except Correspondence CORP-16-50, CORP-16-52, Reports CORP and CORP Carried
4 503 Corporate Services Committee Minutes May 30, 2016 Correspondence CORP Letters in Support of Stronger Provisions in the Responsible Pet Owners By-law For Doghouses and Pens Recommendation (Referred See Page 6) That Correspondence CORP being various letters in support of stronger provisions in the Responsible Pet Owners By-law related to the quality of construction, insulation, bedding, size, protection from elements and access to shade of doghouses and pens be received for information. CORP Barb North Information Regarding Feral Cats Recommendation (Amended See Page 6) That CORP being information provided by Barb North concerning feral cats be received for information. Reports City Clerk Services CORP Bill 181 Municipal Elections Modernization Act Recommendation (Carried See Page 6) That Report CORP-16-46, dated May 26, 2016 outlining potential implications for the delivery of the 2018 Municipal and School Board Elections contained in Bill 181 the Municipal Elections Modernization Act, be received for information. CORP Amendments to Records Retention By-law Recommendation (Carried See Page 6) 1. That the proposed amendments to Schedule A of Records Retention By-law as set out in the draft amending by-law attached to Report CORP-16-47, dated May 26, 2016 be approved; and,
5 Corporate Services Committee Minutes May 30, That the City Clerk be authorized to undertake any and all actions necessary to implement such amendments upon passage of the amending by-law. 504 CORP Appointments to the Oshawa Central Business District Improvement Area and the Oshawa Environmental Advisory Committee Recommendation (Carried See Page 3) 1. That in accordance with Report CORP-16-49, Dan Hostick, Hostick Consulting Services be appointed to the Oshawa Central Business District Improvement Area (C.B.D.I.A.) Board of Management for the term May 2016 to November 30, 2018 as a C.B.D.I.A. Board of Management nominee and Richard Worden, W.B. White Insurance and Robert Gunnyon, Lazer Extreme be appointed for the term May 2016 to November 30, 2018; and, 2. That Erin McGregor be appointed as the student member to the Oshawa Environmental Advisory Committee for the term September 2016 to June Corporate Communications Facilities Management Services Human Resource Services CORP and 2017 Christmas Holiday Calendar Recommendation (Carried See Page 3) That, in accordance with Report CORP-16-46, City administration, including City Hall, be closed during the holiday season for 2016 and 2017, for five (5) days commencing Monday, December 26 to Friday, December 30, 2016, and Monday, December 25 to Friday, December 29, 2017, in recognition of the statutory and paid holidays. 6 505 Corporate Services Committee Minutes May 30, 2016 Municipal Law Enforcement and Licensing Services Discussion Agenda Matters Excluded From Consent Agenda Moved by Mayor Henry, That Correspondence CORP-16-50, being letters in support of stronger provisions in the Responsible Pet Owners By law for doghouses and pens be referred to staff for a report back in September Carried That Correspondence CORP and the presentation provided by Toronto Animal Services be received for information; and, That Municipal Law Enforcement and Licensing Services staff be requested to meet with staff from the Humane Society Durham Region to consider options: 1. to more effectively and humanely manage feral at colonies; 2. to work co-operatively to optimize spay/neuter opportunities; 3. to explore other opportunities for effective collaboration; and, 4. That staff prepare a subsequent report to the Corporate Services Committee including possible recommendations for amendments to the Responsible Pet Owners By-law related to collaborative, effective management of feral cat colonies. Carried on the following vote Affirmative Councillors Diamond, Kerr, Sanders and Mayor Henry Negative Absent Councillors McQuaid-England and Neal Moved by Mayor Henry, That the Corporate Services Committee adopt the recommendation contained in Report CORP concerning Bill 181 Municipal Elections Modernization Act. Carried on the following vote Affirmative Councillors Diamond, Kerr, Sanders and Mayor Henry Negative Absent Councillors McQuaid-England and Neal That the Corporate Services Committee adopt the recommendation contained in Report CORP concerning amendments to the Records Retention By-law. 7 Corporate Services Committee Minutes May 30, 2016 Items to Be Introduced By Councillors 506 CORP Seniors Protection and Care Recommendation Whereas we have an ageing population; and, Whereas many families are responsible for the care of both or one parent; and, Whereas these parents have provided protection and endless love to their children throughout all stages of their lives; and, Whereas many of these parents are placed in private or publicly run long-term care facilities; and, Whereas many are dealing with physical and mental health issues, Alzheimer's and dementia; and, Whereas many are unable to speak or protect themselves from violent acts, sexual assaults or theft of personal property; and, Whereas many of our parents have become vulnerable and deserve protection as they have provided to us throughout our lives; and, Whereas many private and publicly run long-term facilities screen their owners and employees to protect all the residents; and, Whereas many residents placed in these long-term care facilities have changed due to medical and health reasons, and have become violent, physical, and aggressive; and, Whereas there is no screening done on these residents or history of crimes committed currently or in the past; and, Whereas some still have active probation or protection orders against them; and, Whereas many seniors have become the most vulnerable due to lack of ability to speak up; Therefore be it resolved, that the Council of the City of Oshawa supports the protection and care of all long-term care workers and residents, and requests the federal and provincial governments require that appropriate disclosure of any history or active cases of violence, sexual assault, etc. be made for any person being placed in any of these facilities; and,
8 507 Corporate Services Committee Minutes May 30, 2016 This resolution be forwarded to Durham Regional Police Services, all municipalities in Durham Region, Durham M.P.s and M.P.P.s. Carried as amended That the motion be amended to add: and the Association of Municipalities of Ontario for distribution to all Ontario municipalities with a request for support.
