Invocation by Pastor Calvin Callins, Greater New Hope Anointed Ministries followed by the Pledge of Allegiance to the Flag.- 3. Public Comments. (Excluding any matter which is scheduled for a quasi-judicial hearing or any legislative public hearing on this agenda) 4. Consent Agenda: Items listed on the consent agenda are considered routine and will be adopted by motion. There will be no discussion of the items on the consent agenda unless discussion is requested by a member of the Commission, City Manager or City Attorney. If so requested, that item will be removed from the consent agenda and will be considered separately. 3 325 July 11, 2016 The City Commission of the City of Plant City, Florida met in a special session pursuant to laws and rules of said Commission at the City Hall of said City, the regular meeting place of the Commission at 4:02 p.m. on Monday, July 11, The meeting was called to order by the Mayor-Commissioner and present were the following: Mayor-Commissioner Rick A. Lott and the following named Commissioners: Michael S. Sparkman, Mary Thomas Mathis, Nathan A. Kilton and Vice-Mayor William D. Dodson. Also present were: Mike R. Herr, City Manager; Kenneth W. Buchman, City Attorney; Kerri J. Miller, City Clerk; Bill McDaniel, Assistant City Manager; Michael Karr, Assistant to the City Manager; Daniel Azzariti, Fire Chief; Jack Holland, Recreation and Parks Director; Kent Andrel, IT Director; Diane Reichard, Chief Finance Officer; Mike Schenk, City Engineer; Mark Hudson, Planning and Zoning Director; Amy Clark, Senior Accountant; Karen Collins, Community Services Director; Ray Proctor, Building Inspector; and Jesse Carr, Building Official. PUBLIC COMMENTS: The Mayor advised that this was the time for public comments and invited anyone who wished to speak to do so at this time. Hearing none, public comments were closed. PROPOSED BUDGET: Mayor-Commissioner Lott turned the meeting over to City Manager Herr. City Manager Herr gave introductory remarks regarding the purpose of the meeting and thanked City staff on preparing the budget. City Manager Herr and Chief Financial Officer Diane Reichard provided an overview of budget as outlined in the following PowerPoint presentation:

17 339 Members of the Commission asked questions relating to the budget in which City Manager Herr and City staff responded. PAY PLAN STUDY: Assistant City Manager Bill McDaniel made a PowerPoint Presentation outlining the Pay Plan Study:

23 345 Vice-Mayor Dodson spoke in support of the City Manager s proposal. Commissioner Kilton suggested for future consideration to have some sort of a tiered mechanism built into the performance evaluation process that allows for differentiation in compensation between excellent and average performers. Mayor Lott spoke in support of the proposed plan as presented for this year and concurred with Commissioner Kilton comments, adding that he would like to see the plan improved upon a little each year as to exceptional performance incentives. Commissioner Mathis provided accolades to staff and spoke in support of the information presented. FUNDING TO OUTSIDE AGENCIES: Commissioner Mathis spoke in support of funding for a lobbyist and questioned the City Manager as to funding source for the Mainstreet Director position. City Manager proposed the positon be funded out the CRA Budget. Commissioner Kilton stated that he has seen a lot of support for the Mainstreet program and felt the funds would not be a waste. However, he would like the funding tied to some sort of a match from the merchants and others before the City release the funds. Vice-Mayor Dodson concurred with Commissioner Kilton s comments, but also believes there should be a reporting of intent of missions proposed, as well as a reporting of the outcome. He does not feel comfortable providing funding to non-profits without receiving something in return that would support the cause and suggested some sort of sunset to be placed on the funding. Mayor Lott summarized the comments made by the Commissioners for clarification for the September budget meetings. After consideration, it was the consensus of the Commission to enter into the budget for consideration the request from Plant City Main Street to allot $50, to hire a Director and to allot $50, in the budget to hire a Lobbyist. PAY PLAN PRESENTATION REQUEST: Vice-Mayor Dodson requested to have the reporting agency that prepared the pay plan study to present their independent review of the pay study at an upcoming meeting. City Manager stated he would arrange. City Manager Herr for clarification summarized the discussions regarding requests and funding amounts to outside agencies as presented. Commission concurred with his statements. CHARTER OFFICIALS SALARIES: Mayor Lott opened discussions regarding review of Constitutional Officers salaries. Vice-Mayor Dodson commented that the City Manager, City Attorney and City Clerk are the only Officials that are hired directly by the Commission and questioned the City Manager if those positions were included in the pay study. City Manager responded stating that the City Attorney and City Clerk positions were included in the study but the City Manager position was not included due to being under contract. Vice-Mayor Dodson recommended before moving forward, to have Human Resources conduct a reasonable review of the City Manager s pay scale as it pertains to other municipalities for Charter Officials using the same cities as provided within the study. However, he would like it conducted in an unofficial capacity, avoiding the added expense of having the consultant conduct since we have capable in-house staff that can obtain the same information quickly.

24 346 Mayor Lott opened for comments from the Commission. Commissioner Sparkman commented that he would like to review the City Manager s contract before making a decision on the City Manager s salary. Commissioner Kilton questioned whether the City Manager s contract allows for COLA increases. City Manager confirmed that his contract did provide for those type of increases. Commissioner Kilton stated that he felt the City Attorney and City Clerk positions should be consistent to what the other employees receive. As to the City Manager, he feels he has done an exceptional job and warrants being included as well. Mayor Lott stated that he believes the City Attorney is within range but agrees that he should still receive the same increase as suggested for the other employees. As to the City Clerk, he requested to see additional data on the position, because he feels the Clerk s salary is extremely below what the market revealed and reason he feels that it is prudent to take a closer look. Regarding City Manager position, he stated that his performance has been beyond anyone else in our area, and warrants receiving the same increase as suggested for the other employees. Vice-Mayor Dodson requested that the Commission also review additional data on the City Attorney to ensure his pay range is adequate. City Attorney Buchman stated that he would not want more than what was suggested for the other employees. After consideration, it was the consensus of the Commission to postpone any salary recommendations until they received further data. Commissioner Mathis asked the City Manager if the he thought all the data could be available by our next regularly scheduled Commission meeting. City Manager stated it would depend on the availability of the consultant to present to the Commission, but felt that his salary data as well as the other Officials data could be ready by the first meeting in August. He stated he would also provide the Commissioners a copy of his contract by tomorrow morning. Commission Kilton requested the City Manager find some way to fill police dispatch positions as funds become available during the year. City Manager Herr stated he would certainly take into consideration but felt his first commitment was to invest in our current employees, but willing to evaluate again as the year progresses and will provide the Commission his findings. FINANCIAL TREND PRESENTATION: Budget Analyst Gibson Mitchell explained that the purpose of the meeting is to provide highlights of the Proposed Financial Trend Monitoring System Report for Fiscal Year 2015 as outlined in the following PowerPoint presentation:

33 355 The Commissioners thanked Chief Finance Officer Reichard and staff for doing an outstanding job compiling the budget. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PLANT CITY, FLORIDA, APPROVING THE MINUTES OF THE SPECIAL COMMISSION MEETING ON JULY 11, Whereas, the City Commission has had an opportunity to review the minutes, prepared by the City Clerk, for the special commission meeting of July 11, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF PLANT CITY, FLORIDA: Section 1. The minutes for the special commission meeting of the City Commission on July 11, 2016, as prepared by the City Clerk, are hereby approved. Section 2. Lott, presiding and the following named Commissioners Nathan A. Kilton, Michael S. Sparkman, Mary Thomas Mathis, Vice-Mayor William D. Dodson. Members of the public were present. The invocation was given by Reverend James Smith, South Florida Baptist Hospital and the audience joined in the Pledge of Allegiance to the Flag. PRESENTATION FLORIDA ASSOCIATION OF CITY CLERKS: Tracy Howe, Immediate Past President with the Florida Association of City Clerks read and presented a proclamation to City Clerk Kerri Miller recognizing her years of service as past Director of the Central West District. City Clerk Miller thanked the Commission and City staff for their support. PROCLAMATION KIWANIS CLUB OF PLANT CITY 95 TH ANNIVERSARY: Mayor-Commissioner Lott read and presented Don Walden and members of the Kiwanis Club of Plant City with a proclamation honoring the Kiwanis Club s 95 th Anniversary. Mr. Walden introduced those members in attendance and thanked the Commission for the recognition. CITY MANAGER S REPORT: City Manager Herr made the following report: CITY MANAGER REPORT FOR CITY COMMISSION MEETING JULY 11, Special Meeting Monday, July 11 at 4 p.m. Discuss FY16-17 Budget. 2. July 4th Celebration Plant City Stadium was the place to be on Monday afternoon, July 4th as attendees enjoyed the stage entertainment, games and food prior to the July 4th Celebration fireworks. Although the heat index was well over 100 degrees during the afternoon, the rain stayed away and a near-capacity crowd estimated at 6,500 attendees came out to enjoy the event. Thanks to Recreation Assistant Program Manager Tim Hanlon and the rest of the Recreation & Parks Department for coordinating the event as well as Police, Fire Rescue, Streets, General Services and Solid Waste for their assistance with the event. CITY ATTORNEY BUCHMAN COMMENTS: City Attorney Buchman offered continued prayers to Mayor-Commissioner Lott and his family. COMMISSIONER SPARKMAN COMMENTS: Commissioner Sparkman expressed condolences to Mayor-Commissioner Lott on the death of his mother, Lena Lott. COMMISSIONER KILTON COMMENTS: Commissioner Kilton congratulated City Clerk Miller for her service on the Board of Directors for the Florida Association of City Clerks and expressed sympathy to Mayor- Commissioner Lott and his family. Commissioner Kilton also gave accolades to members of the Police Department and thanked Pastor Calvin Callins for organizing a prayer vigil for the City. COMMISSIONER THOMAS MATHIS COMMENTS: Commissioner Thomas Mathis commended City Manager Herr and City staff for a great tentative budget presentation. She stated that Pastor Calvin Callins held a prayer and worship event at the Dr. Martin Luther King, Jr., Center, which was well attended by the community. Commissioner Thomas Mathis also offered words of comfort and expressed condolences to Mayor-Commissioner Lott on the loss of his mother.

38 359 VICE-MAYOR DODSON COMMENTS: Vice-Mayor Dodson expressed condolences to the Lott Family and commended City Clerk Miller on her recognition by the Florida Association of City Clerks. Vice-Mayor Dodson also commented that the Annual Fourth of July Celebration was a success and thanked the sponsors and supporters of this event. CITY CLERK MILLER COMMENTS: City Clerk Miller expressed sympathy to Mayor-Commissioner Lott and his family. MAYOR-COMMISSIONER LOTT COMMENTS: Mayor-Commissioner Lott thanked the Commission and members of the community for their support, prayers and words of comfort during this time. RESOLUTION NO TRANSMITTAL PUBLIC HEARING PC/CPA 16-01: City Clerk Miller announced that this was a public hearing and read the following entitled resolution: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PLANT CITY, FLORIDA, RELATING TO THE PROPOSED MAP AMENDMENT TO THE COMPREHENSIVE PLAN FOR THE CITY AND DIRECTING THE CITY MANAGER TO TRANSMIT COPIES OF SAID AMENDMENT TO THE FLORIDA DEPARTMENT OF ECONOMIC OPPORTUNITY, AND OTHER AGENCIES, AS PROVIDED BY LAW; AND ANNOUNCING THE INTENTION TO SCHEDULE A SECOND PUBLIC HEARING FOR ADOPTION OF THE PROPOSED PLAN AMENDMENT UPON RECEIPT OF WRITTEN COMMENTS FROM THE DEPARTMENT OF ECONOMIC OPPORTUNITY (PC/CPA 16-01). Mark Hudson Planning and Zoning Director made a presentation regarding the proposed resolution. The Mayor announced that this was a public hearing and invited anyone else who wished to speak on this proposed resolution to come forward at this time. Phillip Waldron, 4011 Gallagher Rd., spoke in support of this resolution. The Mayor invited anyone else who wished to speak to do so at this time. Hearing none, the public hearing was closed. After consideration, motion was made by Commissioner Thomas Mathis and seconded by Commissioner Kilton to adopt the resolution. The following voted: YEA: Commissioners Kilton, Sparkman, Thomas Mathis, Vice-Mayor Dodson and Mayor-Commissioner Lott. NAY: None. Thereupon, Resolution No , was declared duly certified, adopted and passed. ORDINANCE NO MAP AMENDMENT PC/CPA (425 WIGGINS ROAD): City Clerk Miller announced that this was a public hearing and read the following entitled ordinance: AN ORDINANCE OF THE CITY OF PLANT CITY, FLORIDA ADOPTING AN AMENDMENT TO THE COMPREHENSIVE PLAN FUTURE LAND USE MAP, AS PROVIDED BY LAW AND PROVIDING FOR AN EFFECTIVE DATE. (PC/CPA 15-02) Mark Hudson Planning and Zoning Director made a presentation regarding the proposed ordinance. The Mayor announced that this was a public hearing and invited anyone else who wished to speak on this proposed ordinance to come forward at this time.

39 360 Linda Pearson-Cox of P.O. Box 1859, Maki Valley, NC, representative for the applicant requested approval of this ordinance. The Mayor invited anyone else who wished to speak to come forward at this time. Hearing none, the public hearing was closed. After consideration, motion was made by Commissioner Sparkman and seconded by Vice- Mayor Dodson to adopt the ordinance. The following voted: YEA: Commissioners Kilton, Thomas Mathis, Sparkman, Vice-Mayor Dodson and Mayor-Commissioner Lott. NAY: None. Thereupon, Ordinance No , was declared duly certified, adopted and passed. Based on the Special City Commission Meeting held on July 11 to discuss the budget, the Proposed Budget for Fiscal Year is balanced using the same millage rate in effect for the current year. As provided by State law, the maximum millage rate the City Commission could approve by majority vote is mills. The maximum millage levy is the rolled-back rate adjusted by the effects of amendment one (increase in homestead exemption and portability of save our homes) and growth in per capital Florida personal income. RECOMMENDATION: Adopt a resolution to approve the proposed millage rate of , announce the rolled back millage rate of , and set the time, date and place for the proposed millage and tentative budget hearings. The public hearing for the proposed millage rate and tentative budget will be held September 12, 2016 at 7:30 PM, and the public hearing for the final millage rate and final budget will be held September 26, 2016 at 7:30 PM. 57 AGENDA REPORT DATE: July 25, 2016 TO: FROM: SUBJECT: City Commission Mike Herr, City Manager Adopt a Resolution for Community Event Designation for Events Sponsored by Plant City Main Street EXECUTIVE SUMMARY: Plant City Main Street has developed an Action Plan for the next year which includes a number of events. The plan provides a diverse group of activities to be held the last Friday of each month. There will be eleven initial community events scheduled for the next year. These events will be coordinated with the Greater Plant City Chamber of Commerce and the Robert W. Willaford Railroad Museum calendars to prevent conflicts, and to support other events. The ultimate goal of the Main Street Action Plan is to draw a diverse population to these events, enhance the downtown's existing amentities, and further economic revitalization in the core of our community. Main Street will also be activitely supporting ongoing or new events offered by other organizations in the downtown or surrounding areas. Building partnerships is vital to the success of their efforts, so they are striving to engage a diverse membership base, build on events already successful, and work with those organizers to develop a program that enhances businesses on Main Street, and within the entire core of downtown Plant City. Under City Ordinance Section (c), Special Use Permit Community Event Sales, the City Commission may designate Community Event Sales which allow for retail sales within a specified area designated by the organizer. Existing Community Event Sales include the Strawberry Festival, Strawberry Classic Car Shows, Pioneer Days, Bike Fest, and the Dr. Martin Luther King Jr. Festival. Community Event Sales may also be permitted within City right-of-way subject to the approval of the City Manager. Plant City Main Street is requesting Community Event Sale designation so they may hold eleven Community Event Sales per calendar year. The proposed events will primarily be held in McCall Park from Palmer Street to Evers Street, and on Palmer Street from Reynolds Street to Dr. Martin Luther King, Jr. Blvd.,

58 and the north municipal parking lot. It is anticipated that some events will utilize only a portion of this area, but designating the larger area will provide for growth of Main Street events. The Robert W. Willaford Railroad Museum can remain open to the public during the events. Two community event designations will be rescinded as part of the approval of this agenda item. These resolutions are Resolution No , which provided the Downtown Merchants Association with a designation for the operation of the Plant City Local Harvest Farmers' Market, and Resolution No , providing the Robert W. Willaford Railroad Museum a designation to operate a Food Truck Rally. The Downtown Merchants Association has changed their name to Plant City Main Street. The Railroad Museum's board has decided to no longer sponsor food truck events, providing Plant City Main Street the opportunity to incorporate this activity into their sponsored community events. RECOMMENDATION: Adopt a resolution designating the Plant City Main Street's Food Truck Events as a Community Event in accordance with Plant City Ordinance (c), rescinding Resolutions No and , and further authorizing the City Manager to establish rules and regulations for the events. Pursuant to Section , Plant City Code, monthly events sponsored by Plant City Main Street, Inc. are hereby designated as community events. Section 2. The events will be allowed to operate on the last Friday of each month. Section 3. Plant City Main Street, Inc. shall be allowed to conduct the events within the downtown area East of Evers Street, South of Reynolds Street, West of CSX right of way, and North of Martin Luther King, Blvd., more particularly depicted in yellow in the attached Exhibit A. 63 CITY MANAGER REPORT FOR CITY COMMISSION MEETING JULY 25, Special Meeting Monday, August 22 at 5:30 p.m. Budget Meeting 2. New Police Substation Grand Opening The Plant City Housing Authority is holding a Grand Opening Celebration for the new Police Substation in an ongoing effort to continue providing a safe environment for their residents on Wednesday, July 27, from 11 a.m. to 3 p.m. at 513 S. Maryland Avenue. 3. Water Quality Issue Follow-Up On March 28, Shawn Yang, who resides outside the City, addressed the City Commission regarding his well water that has been determined to contain arsenic levels above the drinking water limits. He requested that the City provide piped water to his home at 3105 Clemons Road. The City obtained related background information from Charles Coulta, who works for the Florida Department of Environmental Protection (FDEP) in Tallahassee. The FDEP funds filtration devices on his well water in order to ensure that his water is safe. There are about 80 other homes that have high arsenic levels in that area of the County. A general plan was prepared on how most of these homes might be served. Two funding sources were identified to pay for the water main construction, the FDEP and the State Revolving Fund (SRF). The City also coordinated with the County Planning Department and obtained their concurrence to serve these residents within the County service area. However, funding qualification changes by the SRF made the project untenable for the City. City staff also verified that Mr. Yang s drinking water meets Federal and State levels for arsenic. City staff will meet with the County Utilities Director to take the lead on future activity. 1

64 4. FDEP Annual Industrial Pretreatment Program Audit On June 27, the Florida Department of Environmental Protection (FDEP) conducted an annual Industrial Pretreatment Program (IPP) Audit of the Plant City Water Reclamation Facility. The audit involved offsite review of required IPP support documentation prior to the inspection, onsite records review, and inspection of two Significant Industrial Users as chosen by the FDEP (Dart Container and Heritage Crystal Clean). Gregory M. Brown, P.E., Pretreatment Coordinator, FDEP IPP, wrote on July 15, Based on the information provided following the Audit, the IPP was determined to be in compliance. He added, The Department appreciates your efforts to maintain this IPP in compliance with state and federal rules. 5. MPO Transportation Improvement Program FY On June 22, the Metropolitan Planning Organization (MPO) adopted the Transportation Improvement Program (TIP) for fiscal years 2017 through 2021, which becomes effective October 1. The program contains over $1.8 billion in transportation projects over the next five years, and documents metropolitan priorities funded through state and federal sources. Beth Alden, AICP, MPO Director, wrote on July 6, I am pleased to advise you that the following projects for which the City previously requested funding are now included in the TIP: Project Funding Phase funded SR 39/S. Collins Complete Street $700,000 Construction FY17 US 92 widening, Park Rd to Polk Co. $1,800,000 Design FY17 (FDOT project) Congratulations to the City on this successful grant application process! Your staff went the extra mile to produce full documentation for these projects and demonstrate their eligibility, feasibility and priority. You team s diligence helped move these projects into the funded five-year work program. We also congratulate the City on the following project that was a metropolitan priority in previous years and is funded for construction: Sam Allen Rd widening from SR 39 to Park Rd, FY18 2

65 6. EMS Grant Each year the Florida Department of Health offers matching grant monies to assist Emergency Medical Service (EMS) providers statewide in procuring critical items to augment their budgets. If an application is successful, the grant monies will cover approximately 75% of the cost while the applicant is usually responsible for the remaining 25%. It is notable that this year, because of a shortage of grants funds from the State, they opted to send agencies specific amounts as opposed to exact percentages. The EMS Matching Grant Program receives numerous requests for grant dollars from agencies across the State and the competition for limited funds is great. Plant City Fire Rescue is pleased to announce that the department has applied for and received an EMS Matching Grant that will be used to purchase defibrillators for four of our Advanced Life Support units. The grant is in the amount of $70,000. In order to avoid having to return grant dollars back to the state and to insure that we have dependable defibrillators on our front line units, our plan is to purchase four replacement monitors at a total cost of $139, The total cost to the City, which is to come from the Asset Management Project FD004, will be $69, This account currently has a balance of $187, It is important to note, that these new defibrillators will replace other units that are reaching the end of their serviceable life. This grant allows us to replace these expensive devices with assistance from the State. This also allows us to deploy state-of-the-art cardiac devices in keeping with our Mission Statement which centers on always providing the highest standard of care to those we serve. 7. Florida Fire Chiefs Association President On Tuesday, July 12, in a ceremony held at the Vinoy Renaissance Hotel in St. Petersburg, Plant City Fire Rescue Chief Dan Azzariti was installed as the new President of the Florida Fire Chiefs Association (FFCA). Chief Azzariti will serve as President of this statewide association of City and County Fire Chiefs for the next year. Chief Azzariti s term as President follows several years of service on the FFCA Board of Directors. Chief Azzariti most recently completed a year as the First Vice President of the association. 3

66 Chief Azzariti will assign chairs to head the association s various subcommittees and he will oversee the business of the association. Additionally, as President of the FFCA, Chief Azzariti will work closely with a number of statewide organizations, including the State Fire Marshal s Office, Florida Department of Health, and the Florida League of Cities. The President of the FFCA is a voting member of the Florida League of Cities Proclamation Committee. Chief Azzariti s response to being elected president of the FFCA, I have served in the fire service my entire adult life. I have dedicated a large portion of my career to improving the fire service and making a dangerous profession as safe as possible for those that serve. I have also worked hard to make fire safety a priority for the citizens we serve. I have done much of this work through the Florida Fire Chiefs Association. Having served for so many years, I have always felt the best place to serve was as president of the association that has done so much for others. I am truly honored to serve. Congratulations to Chief Azzariti on the attainment of this worthwhile position in a prestigious State association. 8. Library Board Elections On July 14, Jim Chancey was re-elected Chair, Tom Thoeni was re-elected Vice-Chair, and Cassandra Banning was elected Secretary of the Plant City Library Board. 9. Sunshine State Library Leadership Institute On July 22 in Tallahassee, Library Director Tonda Morris graduated from the Sunshine State Library Leadership Institute as administered by the Florida Department of State, Division of Library and Information Services. The primary goal of the Institute is to assist in preparing library leaders to provide the highest quality library services to the citizens of Florida, in the most effective and innovative manner, in order to meet today's needs and tomorrow's challenges. 10. Employee Recognition Charlene Broome, City Clerk s Office - Starlow Howard wrote on July 15, For the last 6 months I have been doing some genealogy research to find a relative I was not sure existed. Just as I was ready to give up I decide to contact the Plant City Clerks office as a last resort. I was fortunate to get Charlene Broome to listen to me and my request for help. 4

67 I had already contacted the. Garden of Peace cemetery my ancestor was buried at, the historical society, the library, census bureaus, the Railroad Retirement Board, Social Security Administration, and the funeral home that handled my uncle's burial arrangements. No one could tell me if my uncle had children. Something inside of me was sure I had a cousin in Plant City. Without even a name to start searching with Ms. Broome began helping me with the search. I got a break over the 4th of July weekend. One of my older cousins found an old picture of a teenager that was suppose to be my uncle's daughter from the 1960's, we still did not have a name. I ed the picture to Ms. Broome who went above and beyond her responsibility to locate my cousin and get her telephone number for me. I just wanted to let you and all of Plant City know how much I appreciate everything Ms. Broome did to help me find my cousin. It is certainly not everyday that you find a public employee that is so willing to go the extra mile for someone who is not a resident of your city. Thank you very much for having such a great employee like Ms. Broome who truly knows what customer service is and the importance of going above and beyond ones job description. Please note the daily count on the chart on next page. April - June quarter we served a total of 3021 meals with an average of 35 meals served daily. Lowest day - June 4 with only 10 meals served. Highest day - June 25th with 57 meals served. We have 1 day per month that opened up this quarter and has not yet been filled. The first Sunday of the month. There is a new team that is considering taking this day beginning in August. We had our annual Partner s meeting on June 23rd to go over the new guidelines and procedures agreed upon by representatives of the City and Friends in the Park.
