1 481 January 23, 2017 The City Commission of the City of Plant City, Florida met in a regular session pursuant to laws and rules of said Commission at the City Hall of said City, the regular meeting place of the Commission at 7:31 p.m., on January 23, The meeting was called to order by Mayor-Commissioner Lott and present were the following: Mayor-Commissioner Rick A. Lott, presiding and the following named Commissioners Nathan A. Kilton, Michael S. Sparkman, Mary Thomas Mathis, Vice-Mayor William D. Dodson. Also present were: Michael Herr, City Manager; Kenneth W. Buchman, City Attorney; Kerri J. Miller, City Clerk; Bill McDaniel, Assistant City Manager; Mike Karr, Assistant to the City Manager; Diane Reichard, Chief Financial Officer; Mike Schenk, City Engineer; April Condo, Budget Manager; Mark Emery, General Services Manager; Lynn Spivey, Director of Utilities; David Buyens, Assistant Director of Utilities; Don Rainard, Stormwater and Traffic Superintendent; Terry Ritter, Assistant City Engineer; Mark Hudson, Planning and Zoning Director; and Officers Mark Dunnam and Dennis Pawlowski, Sergeant-at-Arms. Members of the public were present. The invocation was given by Pastor Jeffrey Howell of Church on the Rock and the audience joined in the Pledge of Allegiance to the Flag. PROCLAMATION ASHLYN YARBROUGH STRAWBERRY FESTIVAL YOUTH PARADE GRAND -MARSHAL: Mayor-Commissioner Lott read and presented Ashlyn Yarbrough with a proclamation recognizing her as the Strawberry Festival Youth Parade Grand Marshal. Ms. Yarbrough thanked the Commission for the recognition. Commissioner Sparkman recognized Louise McClelland on her 85th Birthday. PUBLIC COMMENTS: The Mayor advised that this was the time for public comments and invited anyone who wished to speak to do so at this time. William Thomas, 205 S. Allen Street, thanked the Commission for their continued support of the Dr. Martin Luther King, Jr., Parade and Festivities. The Mayor invited others to speak. Hearing none, public comments were closed. PRESENTATION PLANT CITY ECONOMIC DEVELOPMENT CORPORATION: David Sullivan and Jake Austin made a PowerPoint Presentation regarding Economic Development within the City. The Commission thanked Mr. Sullivan and Mr. Austin for the presentation. RESOLUTION NO PROFESSIONAL CONSULTING GENERAL ENGINEERING:
3 483 CITY, FLORIDA, APPROVING AGREEMENTS RELATING TO PROVIDING PROFESSIONAL CONSULTING SERVICES FOR GENERAL ENGINEERING SERVICES, AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAID AGREEMENTS ON BEHALF OF THE CITY. Commissioner Sparkman requested that agenda item 6(k) - Resolution approving bid and award of contract to Tampa Truck Center LLC., for one Semi-Tractor and agenda item 6(l) - Resolution approving bid and award of contract to Deland Truck Center Inc., for one Contender Series Lowboy Trailer be removed from the Consent Agenda for further discussion. The Commission concurred. After consideration, motion was made by Commissioner Thomas Mathis, seconded by Commissioner Sparkman and unanimously carried to approve the Consent Agenda, as amended. The following voted: YEA: Commissioners Kilton, Sparkman, Thomas Mathis, Vice-Mayor Dodson and Mayor-Commissioner Lott. NAY: None. Thereupon, Resolutions No , , , , , , , , , and were declared duly certified, adopted and passed. PURCHASE OF (1) SEMI-TRACTOR TRUCK TAMPA TRUCK CENTER, LLC: CITY, FLORIDA, ACCEPTING THE BID OF TAMPA TRUCK CENTER, LLC FOR ONE SEMI-TRACTOR. PURCHASE OF (1) CONTENDER SERIES LOWBOY TRAILER DELAND TRUCK CENTER, INC.: CITY, FLORIDA, ACCEPTING THE BID OF DELAND TRUCK CENTER, INC. FOR ONE CONTENDER SERIES LOWBOY TRAILER. Commissioner Sparkman stated that that he feels that the purchase of this type equipment is unnecessary and would prove to be too costly to the City to operate and maintain. Commissioner Sparkman commented that he feels that there are less expensive alternative methods to transport the Menzi Muck and that he could not support the purchase of the semi-truck or lowboy trailer. Mark Emery, General Services Supervisor commented that the Menzi Muck exceeds the weight limit of any vehicle that the City currently uses to transport heavy equipment. The purchase of proposed equipment would be necessary to be able to transport the Menzi Muck to locations as needed to maintain and perform storm cleanup throughout the City. He also stated that trailer could be utilized for hauling other City equipment as needed. Mr. Emery commented that in the past, the cost to outsource services for transportation of large fleet equipment has exceeded over $250.00, per occurrence. After discussion, it was the consensus of the Commission to refer the matter back to City Staff and for them to review the total cost of ownership associated with purchasing and maintaining this type of equipment and report their findings back to the Commission for further consideration. CITY MANAGER S REPORT: City Manager Herr made the following report: CITY MANAGER REPORT FOR CITY COMMISSION MEETING JANUARY 23, USFTFL National Championships On January 13-15, the United States Flag & Touch Football League held their National Championships at Ellis-Methvin Park and the Otis M. Andrews Sports Complex. Over the
4 484 three day period, 440 teams from all across the United States as well as Canada, Mexico, Bahamas and Cayman Islands, competed in 33 different age/gender/style categories, playing 898 games on 28 fields. Included were 37 teams in youth groups from 5 to 14 years old. Teams were housed throughout the Hillsborough County area. After many years in Osceola County, this tournament was introduced to Plant City by the Tampa Bay Sports Commission ( TBSC), the Visit Tampa Bay sports marketing organization. This was their second year playing in Plant City. According to the TBSC, an estimated 15,000 participants and spectators visited Plant City for the event. This brings a lot of business to not only our hotels, but also to our restaurants, grocers, convenience stores and other local businesses. Internally, the Recreation & Parks Department provides support for the event. Recreation Assistant Program Manager Tim Hanlon schedules all field rentals and is the liaison between the TBSC and the City. Recreation s Danny Smith is our onsite representative, coordinating with the event organizers to ensure any day-to-day needs or problems are resolved. The Parks Division Mike E. Sansone/Otis M. Andrews/Ellis-Methvin Crew Foreman Felipe Lugo and Groundskeepers Lowell Washington, Eufemia Simon, Luis Contreras, Victor Amezquita, Fernando Salmeron, Nestor Torres and Salvador Arce) is responsible for laying out the fields, painting the lines and ensuring the overall facility is set-up and ready for the event. During the event, they continuously maintain restrooms and trash patrols throughout the event as well as any needed re-painting of lines as the event progresses toward the championship games. Additionally, General Services provided field lighting and other facility assistance, Solid Waste supplied timely dumpster servicing and Police had ten event-contracted extra duty officers each day working during the event s 40+ hours of field use. 2. Employee Recognition Captain Jerry Stwan, Police Department Deborah Haynes, Tampa Bay Posse, wrote on January 16, The Tampa Bay Posse will like to thank you and the Plant City Police Department for accommodating our involvement in the Plant City MLK parade on Saturday, January 14, Captain Stwan s leadership and the police officers' professionalism and attention to detail far exceeded our expectations. Each posse member was impressed, appreciative and very thankful for the smooth transition from the exit off I- 4 to our being escorted to the parade site. 3. 6 486 New Library Cards December Library Attendance 12,547 HILLSBOROUGH COUNTY METROPOLITAN ORGANIZATION PROPOSED BIKE PLAN: WALK/ City Manager Herr advised that the City of Plant City and Hillsborough County Metropolitan Planning Organization are working together to develop a Walk/ Bike Plan for Plant City to connect our neighborhoods, schools, parks, and attractions. There will be an Open House to gather input from citizens on Thursday, February 2, 2017 from 4:30 p.m. to 7:30 p.m., at Bruton Memorial Library. CITY CLERK S REPORT: City Clerk Miller commented that she had received an application from David Butcher for consideration of appointment to the Hillsborough County Metropolitan Planning Organization Citizens Advisory Committee. A resolution has been prepared, if the Commission wishes to move forward with the appointment at this time. RESOLUTION NO APPOINTMENT TO HILLSBOROUGH COUNTY METROPOLITAN PLANNING ORGANIZATION CITIZENS ADVISORY COMMITTEE: The following item was considered: CITY, FLORIDA, APPOINTING DAVID W. BUTCHER TO SERVE ON THE CITIZENS ADVISORY COMMITTEE OF THE METROPOLITAN PLANNING ORGANIZATION. After consideration, motion was made by Commissioner Sparkman and seconded by Commissioner Kilton to adopt the resolution. The following voted: YEA: Commissioners Kilton, Thomas Mathis, Sparkman, Vice-Mayor Dodson and Mayor-Commissioner Lott. NAY: None. Thereupon, Resolution No was declared duly certified, adopted and passed. COMMISSIONER KILTON COMMENTS: Commissioner Kilton commented that he enjoyed the Dr. Martin Luther King, Jr. Festivities this past weekend. COMMISSIONER THOMAS MATHIS COMMENTS: Commissioner Thomas Mathis commented that the United States Flag Football Championship was a great event for the City. She also commended the Plant City Economics Development Corporation on their presentation and workshop. MAYOR-COMMISSIONER LOTT COMMENTS: Mayor-Commissioner Lott commended the Plant City Economics Development Corporation on their presentation and workshop.
