1 MINUTES BOARD OF COMMISSIONERS CITY OF TARPON SPRINGS REGULAR SESSION JANUARY 8, 2019 THE BOARD OF COMMISSIONERS OF THE CITY OF TARPON SPRINGS, FLORIDA, MET IN REGULAR SESSION IN THE CITY HALL AUDITORIUM/COMMISSION CHAMBERS, 324 E. PINE STREET, ON TUESDAY, JANUARY 8, 2019 AT 6:30 P.M. WITH THE FOLLOWING PRESENT: CHRIS ALAHOUZOS DAVID BANTHER REA SIEBER SUSAN MICCIO-KIKTA JACOB KARR MAYOR VICE MAYOR COMMISSIONER COMMISSIONER COMMISSIONER ALSO PRESENT: MARK G. LeCOURIS CITY MANAGER THOMAS J. TRASK CITY ATTORNEY IRENE S. JACOBS CITY CLERK & COLLECTOR CALL TO ORDER: called the meeting to order at 6:30 p.m. ROLL CALL: City Clerk Jacobs called the roll. INVOCATION: Major Ted Morris, Salivation Army, gave the invocation. PLEDGE OF ALLEGIANCE led the Pledge of Allegiance to the Flag. 1

2 PUBLIC COMMENTS: Hector Cadena, 738 Lighthouse Drive, provided information to the City Manager to forward to the Board regarding section and trees issues that have been a factor since Hurricane Irma in the Westwinds Subdivision. PROCLAMATION: 1. DR. MARTIN LUTHER KING JR. DAY MAYOR ALAHOUZOS read and proclaimed January 21, 2019 as Dr. Martin Luther King Jr. Day. Reverend Milton Smith, Mt. Herman Missionary Baptist Church, and event committee accepted the proclamation and thanked the Board for the proclamation and their continued support. Reverend Smith announced the events that were taking place and invited all to attend. The Board thanked the Committee for their hard work on this event and looked forward to participating in this celebration. Commissioners Sieber and Miccio-Kikta apologized that due to previous engagements, were not able attend this year. asked for public comments and there were none. 2. FLORIDA ARBOR DAY COMMISSIONER KARR read and proclaimed Friday, January 19, 2019, as State of Florida Arbor Day in the City of Tarpon Springs, Florida, and urged all citizens to celebrate Arbor Day and to support efforts to protect our trees and woodlands. Shannon Brewer, City Arborist accepted and thanked the Board for the proclamation. Ms. Brewer advised that Tarpon Springs had been a proud member of the tree City USA program since 2007 and that this program expanded this year by partnering with the University of Florida for a program project called the Learning Tree; and noted workshop information. Commissioners Karr thanked the City Manager and felt he had done a great job in planting additional trees in Tarpon Springs. He spoke of areas he visited and his appreciation in what planted trees can do in the future for our community. asked for public comments and there were none. 2

3 CONSENT AGENDA: 3. SPECIAL EVENTS: A. SUNSET BEACH CONCERT SERIES: FEBRUARY NOVEMBER EXTEND FILE NO C-CM: UTILIZING THE FLORIDA SHERIFFS ASSOCIATION BID NO. 15/ : TIRES AND RELATED SERVICES 5. AWARD FILE NO N-RS: BARSCREEN AND GRIT WASHER PARTS AND SERVICE 6. AUTHORIZE EXECUTION OF INTER-LOCAL AGREEMENT FOR PENNY IV ECONOMIC DEVELOPMENT CAPITAL PROJECTS AND HOUSING JOINT REVIEW COMMITTEE would like updates to be shared with the Board by the City Manager. City Manager LeCouris said he would update the Board and explained that he had a meeting with both the City Manager of Oldsmar and the City Manager of Safety Harbor who Tarpon Springs has representation rotation with. Additionally, he said that the City Manager of Safety Harbor was first on the rotation and that he would be bringing up the structure of this Committee to make sure that the smaller cities were not forgotten. Also, City Manager LeCouris advised that the North County City Managers were going to meet once a month on issues, and that he would report back to the Board. asked if there was only one seat in the rotation and City Manager LeCouris said, yes that it was structured like other County Boards. asked for public comments and there were none. 4 ORDINANCES AND RESOLUTIONS 7. ORDINANCE : POLICE PENSION PLAN AMENDMENTS (2 ND READING) City Attorney Trask to read the following Ordinance by title only: AN ORDINANCE OF THE CITY OF TARPON SPRINGS, FLORIDA, AMENDING CHAPTER 2, ADMINISTRATION, ARTICLE III, PENSIONS AND RETIREMENT, DIVISION 1, GENERALLY, PARAGRAPH 2-35, ADDITIONAL BENEFITS FOR POLICE OFFICERS, OF THE CODE OF ORDINANCE OF THE CITY OF TARPON SPRINGS; AMENDING SECTION (A), DEFINITIONS BY AMENDING THE DEFINITIONS OF ACTUARIAL EQUIVALENT, CREDITED SERVICE EFFECTIVE DATE, AND SPOUSE; AMENDING SECTION (C), BOARD OF TRUSTEES; AMENDING SECTION (D), FINANCES AND FUND MANAGEMENT; AMENDING SECTION (O), MAXIMUM PENSION; AMENDMENT SECTION (BB), DEFERRED RETIREMENT OPTION PLAN; ADDING SECTION (CC), SUPPLEMENTAL BENEFITS COMPONENT FOR SPECIAL BENEFITS; CHAPTER 185 SHARE PLAN; PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY OF PROISIONS; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. City Attorney Trask announced that the legal advertisement requirements were met and this public hearing was called by virtue of this Ordinance being published by title only in the Tampa Bay Times on December 21, City Manager LeCouris said that there was no additional information or changes since the first reading. asked for Board and public comments and there were none. MOTION: VICE MAYOR BANTHER SECOND: COMMISSIONER MICCIO-KIKTA That Ordinance be adopted on its second and reading. 4

5 MISCELLANEOUS: 8. AUTHORIZATION TO PROCEED WITH NAIADS STATUE PROJECT INSTALLATION COMMISSIONER SIEBER City Manager apologized that Diane Wood, Cultural and Civic Services Director, was sick and not able to attend. He said that options for consideration were in the backup and that this was the fastest way to get the Naiad statues up. City Manager LeCouris said that Ms. Wood was basically saying that it would be probably best to hire an installer and choose one of the five mock up ideas in the backup. gave the history of the round-a-bout and was confused at the last meeting on this item. She felt that the base should be on a natural setting and include a water feature, and anything else would take away from the Naiads. would like to decide tonight and move forward with this project. She advised that she also spoke to a company that imports natural rock from Kalymnos and that would be perfect for this project. would also like to have joint special sessions with the Art Committee in order to give direction to them on future projects. agreed a joint meeting would give direction to the Public Art Committee so all could be on the same page. She also clarified that the Board was not choosing a company because it would have to go out to bid; however, deciding on a design option; and City Manager LeCouris said that was correct. The City Manager added that several years ago, the water feature was discussed with the Art Committee and they were told the problems of bring running water to that site; and now if the Board wants a water feature, it would take more time for design. thanked the Art Committee Members for their commitment and for volunteering for this Board. He then informed the Board of options he liked and pros and cons he saw with those options. Ms. Orr, Art Committee member, said that the Committee does agree that a natural setting was very appropriate and perhaps some potted trees or flowers could be added to have some natural features, and would be great if the water feature could be offered. She said the Art Committee would help in whatever way they could. Public Comments: Diane Gage, 333 Bay Street, Art Committee member, who helped obtain Naiads told the Board that she was confused as none of the options previous options the Board were discussing was the one presented in the book. The option in the book was what the Committee originally wanted and that all the other designs came about because of direction given to the Committee not to have a water feature. She felt now the City was back to what the artist recommended. Hector Cadena, 758 Lighthouse Drive, personally liked option #5 that looked the most natural and did not feel the water feature was a good idea due to liability. 5 (Continued)

PUBLIC ART PROJECTS FOR 2019 COMMISSIONER KARR suggested to the City Manager that the Board needs to have a workshop with the Art Committee to discuss beautification projects. However, he felt it was important to bring up some of the items previously discussed and felt that it was up to the Board to direct the Art Committee on appropriate ways on what the Board felt was best for the City. then mentioned a few projects for the record: Sponge Dock entrance sign, statues unique to Tarpon Springs possibly on a bench, enlarged old building photos hung on walls so people could see, a city history trail, statues in green spaces, and creative murals on buildings for selfies. The Consensus of the Board was to see these items come back with a joint work session meeting with the Art Committee instead of discussing these items this evening. City Manager LeCouris would look at scheduling this. informed the Board that statue of Poseidon donated to the City would be arriving in March. City Manager said this would be brought back to the Board and there would be a separate discussion on the base. 6 (Continued)

APPOINTMENT TO THE BOARD OF ADJUSTMENTS stated that an Alternate was need and that there was only one applicant to choose from. asked for Board and public comments and there were none. MOTION: COMMISSIONER SIEBER SECOND: VICE MAYOR BANTHER To appoint Joanne Reich to fill the vacant Alternate # 2 position. This term will expire October 31, APPOINTMENT TO THE PARKS AND RECREATION ADVISORY BOARD The Board made the following nominations: Steven Milford Steven Milford Al Parker Richard Morgan then changed to Steven Milford asked for Board and public comments and there were none. MOTION: COMMISSIONER MICCIO-KIKTA SECOND: VICE MAYOR BANTHER To appoint Steven Milford as a regular member of the Parks and Recreation Advisory Board. 7

8 BOARD AND STAFF COMMENTS: Happy New Year: City Attorney Trask and the Board wished all a Happy New Year. Epiphany: City Manager LeCouris announced that all went well for Epiphany. The Board also thanked the Police Department on an outstanding execution of public safety, and city employees who are involved in this. congratulated this year s cross retriever, Ilias Skandialiaris and all the divers who dove. Police Department: City Manager LeCouris thanked the Police Department for all the work done by them on the recent homicide along with the other agencies that assisted with this. The suspect was captured in that case and children were placed safely. The Board also thanked the Police Department for everything they did, keeping the Board updated, and how this case was handled. Candidate Forum: City Clerk Jacobs reminded all about the first candidate forum on Tuesday, January 15, 2019, conducted by the Women League of Voters. Citizen s Academy: City Clerk Jacobs said that the first citizen s academy class seven will be on Wednesday, January 16, from 6-8:00 pm and would be held in at the Public Works Conference Room. Sustainability Committee: asked that this item requested by Dory Larsen be placed on an agenda, and City Manager LeCouris advised that already requested this be on the next agenda. Security Camera: asked what the status of this item was and City Manager LeCouris said that this item was being worked on by the Police Department and that this item would probably come back at one of the February agendas. Mayors Announcements: Saturday, January 19 th to Monday, January 21st Arts & Crafts Festival Sponge Docks 10:00 a.m. to 6:00 p.m. Saturday, January 19 th Martin Luther King Jr. Parade and Festival at Dorsett Park 11:00 a.m. to 3:00 p.m. Welcome New Business: Kafenio Vlachos express a special thank you to His Eminence Archbishop Demetrios and Metropolitan Alexios of Atlanta for another year of blessings and thank you to all departments that were involved in making our Epiphany Celebration a special day for our community. 8
