1 MINUTES BOARD OF COMMISSIONERS CITY OF TARPON SPRINGS REGULAR SESSION NOVEMBER 1, 2016 THE BOARD OF COMMISSIONERS OF THE CITY OF TARPON SPRINGS, FLORIDA, MET IN REGULAR SESSION IN THE CITY HALL AUDITORIUM/COMMISSION CHAMBERS, 324 E. PINE STREET, ON TUESDAY, NOVEMBER 1, 2016 AT 6:30 P.M. WITH THE FOLLOWING PRESENT: CHRIS ALAHOUZOS TOWNSEND TARAPANI DAVID BANTHER REA SIEBER SUSAN SLATTERY MAYOR VICE MAYOR COMMISSIONER COMMISSIONER COMMISSIONER ALSO PRESENT: MARK G. LeCOURIS CITY MANAGER JAY DAIGNEAULT CITY ATTORNEY IRENE S. JACOBS CITY CLERK & COLLECTOR CALL TO ORDER: Mayor Alahouzos called the meeting to order at 6:30 p.m. ROLL CALL: City Clerk Jacobs called the roll. INVOCATION: Pastor Donna, First United Methodist Church, gave the invocation. 1

2 SPECIAL PRESENTATION: City Clerk Jacobs introduced the 2016 Summer interns who were as follows: Anthony Cino, IT Department; Yianna DeKoter, Fire Department; Kevin Morales, Fire Department; George Faklis, Building Development; Seyvion Flyd, Cops & Kids; Alexandra Haralambis, Police Department; Ariella Vega, Libray; Kristian Clark, Cultural & Civic Services; and Simone Allen, Recreation. After introduction of the interns, a short video produced by the IT intern was watched which described the intern s duties and what they have learned from their experience. Vice Mayor Tarapani was glad this came in to fruition and would like looking in to extending program. Commissioner Sieber agrees and thanked all and Vice Mayor Tarapani for initiating. Commissioner Banther was in full support of expanding the program. Commissioner Slattery thanked the students and appreciated their efforts. She also thought it would be good to expand the program. City Manager LeCouris felt that the City of Tarpon was a Leader in this initative and that other cities are talking about modeling the program in getting the youth involved. He is looking at a Volunteer program as a non-pay position to expand this program. Mayor Alahouzos asked for public comments and there were none. PUBLIC COMMENT: Peter Dalacos, 514 Ashland Avenue, former Commissioner, announced there was one week left before the Presidential election and said the Tampa Bay Times had an article on solar energy isse and urged all to vote no for amendment one. PROCLAMATIONS: 1A. VETERANS DAY MAYOR ALAHOUSOS Mayor Alahouzos read and proclaimed November 11, 2016 as Veterans Day. Michael Faklis accepted the proclamation and thanked the Board. 1B. CEDAW INITIATIVE COMMISSIONER SLATTERY Commissioner Slattery read and proclaimed November 1, 2016 in recognition of the efforts of the CEDAW Initiative. Noelle Clark, Suncoast Center, received and thanked the Board for the proclamation. 1C. WORLD PANCREATIC CANCER DAY COMMISSIONER SIEBER Commissioner Sieber read and proclaimed November 17, 2016 as World Pancreatic Cancer Day. Ethel and Peter MacKenzie, Karen Lipsey, Tammy Wachter, Gary Lipsey, Suzy Swenson, and Danny Roland accepted and thanked the Board for the proclaimation. 1D. JUVENILE WELFARE BOARD DAY VICE MAYOR TARAPANI Vice Mayor Tarapani read and proclaimed November 5, 2016 as Juvenile Welfare Board Day. Brian Jaruszewski, Chief Financial Officer for Juvenile Welfare Board, accepted and thanked the Board for the proclaimed. 1E. OUTDOOR PERFORMANCE ENSEMBLE VOLUNTEER APPRECIATION DAY VICE MAYOR TARAPANI Vice Mayor Tarapani read and proclaimed November 3, 2016, as Tarpon Springs Outdoor Performance Ensembl3e Volunteer Appreciation Day and encouraged all of our citizens to recognize these individuals for the significant impact they have made and continue to make in Tarpon Springs High School and throughout Pinellas County Schools as a vital component of the Leadership Conservatory of the Arts. 2

3 PRESETATION: 2. LEGISLATIVE UPDATE REPRESENTATIVE CHRIS SPROWLS Representative Sprowls spoke on the Dredging of the Anclote River which was an economic driver. He said the process was started with Senator Latvala and lobbying County Commissioners. He spoke on the Alternate 19 portion naming the road after fallen Officer Kondek in which had got tied up on a bill. He also spoke on an event called Farm Share to be held on November 18, 2016 at the CAP Center from 9:30-11:00 am by himself and Senator Latvala. Additionally he said that at Legislative Session Health Care would be discussed where himself and Senator Brady puts patient in the driver s seat in which creates a state data base to get cost estimates on procedures. This would protect people from surprise bills and give more transparency. There was more to do on this but very proud what they have done. The other topic was Education and open enrollment empowers parents to take their child to whatever school they would like if space permitted. Mayor Alahouzos thanked Representative Sprowls for his support of Tarpon Springs, the dredge project, and how he supports seniors and education. Vice Mayor Tarapani thanked Representative Sprowls for his updated, and said that he was proud of him and their friendship and advised that they attended school together. Commissioner Sieber gave praises to Representative Sprowls for being very accessible and for his to support to Tarpon Springs. Commissioner Banther was happy to see Representative Sprowls working oo the Anclote River Dredge and all he does for Tarpon Springs. Commissioner Slattery thanked Representative Sprowls for his efforts and how he had accomplished so much. She also advised that she would like to volunteer with the Farm Share event. PUBLIC COMMENTS: Darlene Vaikiotis, 49 W. Center Street, knows Representative Sprowls as a teacher and was very proud of him. Peter Dalacos, 514 Ashland Avenue, good with transparency in medical. As for open enrollment allows student to cross County lines; however, he felt residents paying taxes pays for others from other areas; and for public utilities sees no effort regarding Dukes asset allocation. 3. PUBLIC ART COMMITTEE ANNUAL REPORT This item was deferred to the December 6, 2016, Regular Session. (Continued) 3

4 PRESETATION (Continued): 4. UPDATE; BAYOU AREA MOTELS TARPON SPRINGS POLICE DEPARTMENT Chief Kochen gave a power point presentation on the Bayou area motels. The Board thanked Police Chief Kochen for the update and how all involved have moved forward. The Board also appreciated the members of the public and crime watch groups and their concerns. Commissioner Banther thanked all who spoke and understood the passion; however, would rather go through the purchase process than a legal battle. Vice Mayor Tarapani felt an answer was needed why eminent domain could not be used, then City Attorney Daigneault made it very clear that there was a statute and the law was very clear that prevented the taking of the property due to being a nuisance or a blighted area. PUBLIC COMMENT: Darlene Vatikiotis 49 W. Center, #113, President of the Villa Plumosa Homeowners Association said that due to recent happenings live in fear. She felt that redevelopment was the answer and felt that it should be a park and was concerned that no one responded to her letter dated on September 19, Jack Spirk, 2008 Gulfview Drive, employee Chamber of Commerce, commends Police and all staff on the handling of this issue and does not believe a park was the best use. He felt a mixed use would be better. He also felt that lodging was needed and a boutique Motel would be nice. Anita Protos, 901 Bayshore Drive, complained for years on this property and felt this could be taken by condemnation. Jacob Karr, 146 Cleveland Place, Thanked Police Chief Kochen; however, frustrated and would like the City Manager to move forward. His parents live in the area for twenty years, and felt that pressure should be placed on the owners of these Motels. Additionally he felt that for safety there should be crosswalks and sidewalks around the Bayou. He then advised that he announced his candidacy for Commissioner Seat #1 for the upcoming election on March 14, Peter Dalacos, 514 Ashland Avenue, felt there needs to be more transparency and felt the Attorney should be more prepared. 4

APPROVE NAME CHANGE: SOUTHERN ANALYTICAL LABORATORIES, INC. FILE NO B-RS TO PACE ANALYTICAL SERVICES, LLC. Mayor Alahouzos asked for Board or public comments and there were none. MOTION: COMMISSIONER BANTHER SECOND: VICE MAYOR TARAPANI To approve agenda items 5A, 6A, 7, 8, and 9. 6 ORDINANCE AND RESOLUTIONS: 10. ORDINANCE : APPLICATION 16-77; VACATE RIGHT OF WAY OF RING AVENUE/GROSSE AVENUE PARKING LOT (2 ND READING) City Attorney Daigneault read the following Ordinance by title only: AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF TARPON SPRINGS, FLORIDA, VACATING AND ABANDONING RIGHT-OF-WAY (ROW), FOR 6,875 SQUARE FEET OF AN UNNAMED RIGHT OF WAY BETWEEN SOUTH RING AVENUE AND SOUTH GROSSE AVENUE WITHIN BLOCK 40B OF A.P.K. SAFFORD S SUBDIVISION; PROVIDING FOR CONDITIONS; PROVIDING FOR FINDINGS; PROVIDING FOR FUTURE EASEMENTS; PROVIDING FOR RECORDATION IN THE PUBLIC RECORDS OF PINELLAS COUNTY AND PROVIDING AN EFFECTIVE DATE. The legal advertisement requirement were met and this public hearing was called by virtue of this Ordinance being published by title only with a map in the Tampa Bay Times on September 23, 2016 and October 14 th, Heather Urwiller, Planning and Zoning Director, said there was no new information from the first reading. Mayor Alahouzos asked for public comments and there were none. MOTION: COMMISSIONER BANTHER SECOND: COMMISSIONER SIEBER That Ordinance be adopted on its second and final reading. 7 STAFF/BOARD COMMENTS: BUILDING: City Manager LeCouris notified the Board that the three business days prior to the Thanksgiving holiday would move across the street to the Public Works Division due to the sealant being used. SIGN: Vice Mayor Tarpaani spoke on the sign of the lot which is 4 x 8 on Tarpon Avenue and would like to see it include what the façade would look like. FIRST FRIDAY/CRAB FEST: Commissioner Sieber invited to all attend first Friday and the Stone Crab Festival given by the Rotary. MUSIC ON THE BEACH: Commissioner Slattery invited all to attend the last music on the beach. MAYOR ANNOUNCEMENTS: Mayor Alahouzos presented a flyer (Exhibit 1) that on November 9, 2016 he would be hosting a meeting for a Senior Information Center. He announced also that the Mayor s from the Sister Cities would be visiting from January 3, 2017 to January 10, He invited all to the Antique & Treasure sale at mother Meres on November 5, Mayor Alahouzos then he welcomed new businesses to the area.
